How to Evaluate Short-Term Debt Investments for an AI Infrastructure Portfolio

Evaluate the cash need first, then the security. A short-term debt holding belongs in an AI infrastructure portfolio only when its maturity, liquidity, after-tax return and repayment risk fit the date and amount of cash the portfolio may need. Compare Treasury bills, money market funds and infrastructure-linked bonds on the same holding period; do not treat them as interchangeable cash products.

“AI infrastructure” describes an economic theme, not a credit rating or a source of repayment. For any proposed investment, identify the legal borrower, exact maturity, guarantees or collateral, seniority, covenants and cash flows that repay principal. This is an analytical framework, not a portfolio-specific recommendation; your jurisdiction, tax position, mandate and risk tolerance can change the result.

Begin with the portfolio’s cash calendar

The first question is not “Which short-term debt has the highest yield?” It is “When, and how reliably, might this money be needed?” Write down both scheduled and contingent cash uses: equipment deposits, power or colocation commitments, construction draws, payroll, debt service, tax payments and a reserve for project delays. Then set a latest acceptable cash date and a minimum amount that must be available without selling at an unfavorable price.

Cash-flow question What to record Why it changes the choice
When is cash needed? Exact date or range, not just “short term” A maturity after the spending date creates a sale, refinancing or reinvestment problem.
Must the full principal be available? Required amount and tolerance for loss A bond sold before maturity can be worth more or less than face value.
Could the date move earlier? Construction, power, customer or financing contingencies Unexpected withdrawals make secondary-market liquidity and redemption terms important.
What happens after maturity? Reinvestment date, rate assumption and decision owner A high return over one period may not persist when the proceeds are reinvested.

Use the earliest plausible cash date, not the optimistic project schedule, when selecting a maturity. A ladder of dates can reduce the risk that the whole reserve matures or must be sold at one market level. Keep operating cash separate from money that can remain invested to maturity.

U.S. Treasury bills

TreasuryDirect describes bills as “short-term securities that mature in one year or less.” Regular terms are 4, 6, 8, 13, 17, 26 and 52 weeks; cash-management bills can have variable terms. They are sold at a discount or at par and redeemed for face value at maturity. You can hold a bill to maturity or sell it earlier through an available market.

The return is the difference between the purchase price and the face value, expressed using the bill’s term and discount convention. TreasuryDirect uses a 360-day discount-rate formula, so compare a bill with another investment only after converting both to the same holding-period basis. The official pricing explanation is at TreasuryDirect’s Understanding Pricing and Interest Rates.

Bills can be purchased through TreasuryDirect or through a broker, dealer or financial institution. Access mechanics affect liquidity: TreasuryDirect states that a security held in its account generally must be held for 45 days before it can be sold or transferred. Consequently, a 4-week bill bought in that account cannot be sold there before it matures. Check the current TreasuryDirect selling rules and your intermediary’s terms before relying on an early exit.

TreasuryDirect states that bill interest is subject to federal income tax and exempt from state and local income tax. That treatment does not determine your personal tax bill: account type, residency, entity status and local rules still matter. See the Treasury bills overview and obtain tax advice for your circumstances.

Money market funds

A money market fund is a mutual fund, not a bank deposit. The SEC’s November 4, 2024 investor bulletin states plainly: “Money invested in a money market fund, like money invested in any mutual fund, is not guaranteed by the FDIC like bank accounts are.” Fund shares can therefore differ from a government-insured deposit even when the fund is used as a cash sweep.

Read the fund’s prospectus and shareholder report to identify its category, holdings, NAV treatment, fees and redemption provisions. The SEC describes three broad categories:

Fund category Typical underlying exposure described by the SEC Risk or tax question to ask
Government At least 99.5% of total assets in specified government or other qualifying liquid investments Does the portfolio and its liquidity actually match the cash date you need?
Tax-exempt Generally municipal securities Which income is exempt, for which taxpayer and jurisdiction, and what credit exposure remains?
Prime Primarily taxable short-term corporate and bank debt, including commercial paper and certificates of deposit How much issuer, bank and commercial-paper risk are you accepting for the additional yield?

The 99.5% threshold is a regulatory category description from that 2024 bulletin, not a promise that every dollar is immediately available at a fixed value. The SEC also discusses fees that can reduce, or in low-rate conditions exceed, income; NAV changes; and tools that can impose liquidity fees or suspend redemptions in specified circumstances. For institutional prime and institutional tax-exempt funds, the bulletin describes a condition involving more than 5% of net assets in daily net redemptions that generally requires liquidity fees, subject to the rules and exceptions in the bulletin. Treat those figures as dated regulatory conditions, not as a guarantee of access for your particular fund. Read the current SEC Money Market Funds: Investor Bulletin.

Corporate and infrastructure-linked bonds

A short maturity limits the time until scheduled repayment, but it does not remove default, spread, inflation, interest-rate or liquidity risk. The SEC notes that a bond sold before maturity may be worth more or less than face value. A bond with a nearby maturity can still lose value if the issuer’s credit quality deteriorates or if buyers demand a wider spread.

“Infrastructure-linked” may refer to debt issued by a data-center operator, equipment supplier, power provider, project company or parent. Those are different legal borrowers with different assets and creditors. Do not infer repayment strength from the importance of AI demand or from a project’s publicity. Start with the offering document and issuer disclosures for the exact security.

Compare returns on one consistent basis

Record the purchase price, face value, payment dates, maturity date, expected sale date, fees, taxes and reinvestment assumption. Calculate the expected dollar proceeds over the period in which the portfolio actually owns the investment. Only then compare annualized yields. A quoted yield, a bill discount rate, a fund’s seven-day yield and a bond’s yield-to-maturity are not automatically comparable.

  • Holding-period return: measure the net change from purchase to the date cash is expected to be used, including distributions and selling costs.
  • Time basis: convert returns to a common number of days or a clearly identified annual convention. Treasury bill discount pricing uses a 360-day convention, so do not compare its headline rate directly with a rate using another convention.
  • Expenses: subtract fund expense ratios, account charges, trading commissions and bid-ask costs. The SEC specifically warns that fund fees can materially affect results when rates are low.
  • Taxes: model federal, state and local treatment for the investor and account, rather than assuming the treatment of another investor.
  • Reinvestment: state what happens to proceeds received before the portfolio’s final cash date. A return that depends on repeatedly rolling over short maturities carries reinvestment risk.

No current auction yield or money market fund yield is established here, and there is no same-date yield comparison for these products. Obtain contemporaneous quotes and fund disclosures before making a decision.

Test credit and repayment capacity

For a Treasury bill, the central credit exposure is the U.S. government. For a fund, you own shares in a vehicle whose assets and rules determine your exposure. For an issuer bond, repayment depends on the named borrower and the priority and support of that specific claim. Put the following questions in a diligence file for every corporate or project-linked security:

  1. Who legally owes the money? Record the issuer, guarantors, subsidiaries involved and governing documents. A project name is not enough.
  2. What is the exact instrument? Note principal, coupon or floating-rate terms, maturity, amortization, call or put rights, settlement date and minimum denomination.
  3. What pays principal and interest? Identify operating cash flow, contracted customer payments, power or capacity revenue, asset sales, refinancing or a parent guarantee. Separate committed cash flows from management projections.
  4. What debt already exists? Review the debt maturity schedule, secured and unsecured obligations, lease commitments, revolvers and near-term refinancing needs. FINRA notes that the amount of debt already offered can provide insight into financial health and affect credit ratings.
  5. Where does this claim rank? Check seniority, collateral, guarantees, structural subordination, covenant packages and restrictions on additional debt or asset transfers.
  6. What evidence is current? Read audited financial statements, the latest interim report, offering memorandum, covenant calculations and material-event filings. A rating is an input, not a substitute for understanding the documents.

Use FINRA’s Bond Investing and Due Diligence guidance and verify the current availability and scope of its Fixed Income Data service before relying on quoted data, ratings or transaction information.

Stress-test AI infrastructure exposures

After documenting the legal claim, test the repayment source against the operational assumptions that can fail. The relevant factors depend on the issuer, so mark each item as disclosed, not disclosed or independently verified rather than filling gaps with a sector narrative.

Construction and commissioning

Model delays, cost overruns, equipment shortages and a later-than-planned revenue start. Ask whether interest during construction is funded, whether completion tests trigger repayment or termination rights, and who bears additional capital costs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Power and site availability

Check contracted power capacity, interconnection milestones, energy-price exposure, curtailment rights and the consequences of a delayed or unavailable site. A facility that cannot obtain power on schedule may not generate the cash flow assumed in the financing.

Customer concentration and demand

Identify the customers or counterparties supporting revenue, contract duration, termination rights, minimum commitments and concentration. Stress a delayed deployment, lower utilization, pricing pressure or loss of a major customer. “AI demand” alone is not a contractual repayment source.

Refinancing and maturity concentration

Compare the bond maturity with the issuer’s other maturities and available liquidity. A short bond can still be exposed to a refinancing wall if repayment depends on selling assets or issuing new debt at an uncertain rate.

Analyze liquidity and the cost of an early exit

Liquidity is the ability to obtain the required cash at an acceptable price, not merely the existence of a sell button. For each holding, record normal settlement time, trading venue, typical bid-ask spread, minimum trade size, redemption cut-off, gates or fees, and the person authorized to transact.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Treasury bills: a broker can generally provide a secondary-market sale, but the price before maturity can differ from face value. In a TreasuryDirect account, the general 45-day holding rule can make the shortest bill effectively non-saleable before maturity.
  • Money market funds: review the fund’s daily dealing time, settlement convention, liquidity portfolio and the circumstances in which fees or redemption suspensions may apply. Do not label shares “guaranteed cash.”
  • Corporate bonds: secondary-market depth can be limited, especially for small issues or stressed credits. Obtain a live bid rather than assuming the last quoted price is executable, and include the spread and settlement timing in the cash plan.

If an early sale is likely rather than merely possible, evaluate the expected sale price and worst reasonable spread. A security that is attractive only when held to maturity does not meet a cash need that may arrive earlier.

Account for structure, fees and taxes

Read the documents for call provisions, puts, sinking funds, floating-rate resets, make-whole clauses, collateral release and covenant breaches. A callable bond may be repaid when rates fall, forcing reinvestment; a floating-rate instrument may reset while its credit spread remains unchanged. Seniority and collateral affect recovery but do not guarantee it.

List every cost in the comparison: fund expense ratio, brokerage commission, mark-up or mark-down, custody charge, wire or transfer fee, account minimum and tax-preparation cost. For Treasury bills, include the purchase and sale terms offered by the chosen access route. For funds, use the prospectus’s expense ratio and any applicable redemption or liquidity fee language.

Tax treatment should be modeled at the owner level. TreasuryDirect describes federal taxation and state-and-local exemption for Treasury bill interest, but an entity, retirement account, trust or non-U.S. investor can have different reporting and withholding. Municipal or tax-exempt fund income also requires checking the fund’s tax characterization and the investor’s jurisdiction.

Use a repeatable decision worksheet

A written worksheet prevents a high headline yield from overriding a cash-flow mismatch. Complete one row per candidate and retain the source document and date for each input.

Field Entry to make
Cash requirement Amount, earliest date, latest date and probability of early use
Instrument and owner T-bill, fund share or bond; legal issuer or fund name; account location
Term and payments Maturity, coupon/distribution dates, call or redemption terms
Net return Matched-period return after stated fees, taxes and sale costs
Credit evidence Debt burden, liquidity, repayment source, rating and document date
Liquidity evidence Sale or redemption rules, expected settlement, spread and restrictions
Stress result Effect of delay, rate change, spread widening, customer loss or refinancing failure
Decision rule Why the candidate meets the cash date and risk limits, or the specific reason it is rejected

Reject a candidate when a required field is unknown and the unknown could change the decision. “Not disclosed” is a risk finding, not an invitation to assume the most favorable outcome.

Common mistakes and their fixes

Choosing by yield alone

Problem: the highest quoted rate may compensate for credit, liquidity, fee or tax differences. Fix: compare net, matched-period proceeds and document what risk creates the spread.

Calling a money market fund a deposit

Problem: fund shares are not FDIC-insured deposits and can be affected by NAV movement, fees or redemption tools. Fix: classify the fund, inspect holdings and read the current prospectus.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assuming short maturity means no price risk

Problem: a bond can trade below face value before maturity, and a short bond can suffer from a credit event or a wide bid-ask spread. Fix: price the likely exit date and keep a maturity reserve for money that cannot be exposed to a sale.

Relying on the AI theme as credit analysis

Problem: sector growth does not identify the borrower, collateral or repayment cash flow. Fix: analyze the legal instrument and stress project, power, customer and refinancing assumptions.

Ignoring access restrictions

Problem: a TreasuryDirect holding rule or a fund’s redemption provision can conflict with an emergency cash need. Fix: confirm the account’s sale or redemption mechanics before purchase and maintain a separate immediately available reserve.

A practical review sequence before investing

  1. Set the cash date, amount and early-use tolerance.
  2. Shortlist only instruments whose stated maturity or redemption process fits that date.
  3. Collect same-date prices, yields, fees, taxes and settlement terms.
  4. Normalize every return to the portfolio’s actual holding period.
  5. Complete credit and structural diligence for every non-government exposure.
  6. Stress the repayment source and the price if an early sale is required.
  7. Record the decision, source dates and trigger points for review.
  8. Recheck the position when cash timing, issuer disclosures, rates, fees or fund rules change.

This process may lead to different holdings for two portfolios with the same AI infrastructure objective. One may prioritize a Treasury bill maturity ladder; another may accept fund or issuer exposure for operational flexibility. The defensible choice is the one whose documented cash-flow fit and risks match the portfolio’s mandate, not the one with the most appealing headline yield.
