Treat it as software with delegated authority. Before it can select products or place orders, define exactly what it may buy, restrict its tools and credentials, separate payment approval from product selection, require a person for consequential exceptions, preserve an audit trail, and make the system fail closed when identity, authorization, screening, or order details cannot be verified.
NIST and OWASP guidance points to the same central conclusion: purchasing safety is a property of the whole system—model behavior, external content, tools, identity, transaction policy, and payment controls—not a certification attached to the model itself.

What makes an AI purchasing agent risky?
An AI purchasing agent can interpret a request, search stores, read product pages and seller messages, choose among alternatives, enter delivery details, and submit a payment. That chain crosses several trust boundaries. A model can follow the user’s general intent while still being manipulated by text it reads, using a tool more broadly than intended, selecting a counterfeit or prohibited item, or placing a duplicate or recurring order.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesNIST described the stakes in its January 12, 2026 CAISI request for information: “AI agent systems are capable of planning and taking autonomous actions that impact real-world systems or environments.” A purchase is one of those real-world actions. The relevant question is therefore not “Is this model safe?” but “What can this complete system do, under whose authority, with which evidence, and what stops it when something is unclear?”

There is no established universal certification that proves a purchasing agent safe. NIST AI RMF 1.0 is voluntary and intended for managing AI risks across design, development, use, and evaluation. NIST’s later agent-security and standards initiatives likewise describe ongoing work, not a settled pass/fail stamp for shopping systems.
Start with a written purchase policy
“Buy things for me” is not an enforceable authorization. Convert the request into fields that software can check before an order is submitted. The policy should be specific enough that a reviewer could tell whether an attempted transaction is allowed without guessing what the user meant.
Define the scope
- Purpose: State the task, such as replenishing approved office supplies or finding one replacement appliance.
- Categories: List permitted product types and exclusions. Decide how to handle regulated goods, age-restricted goods, subscriptions, digital products, gift cards, and marketplace items.
- Sellers: Specify approved merchants, marketplaces, seller ratings or verification requirements, and whether a new seller always needs approval.
- Quantity: Set a maximum per item and per order, and define whether the agent may split an order.
- Price: Set both a maximum unit price and a maximum total, including tax, shipping, deposits, and foreign-exchange costs.
- Destination: Name allowed countries, regions, addresses, and delivery methods. Require review if an address changes.
- Timing: Define a latest delivery date and whether expedited shipping is permitted.
- Recurrence: State explicitly whether subscriptions, auto-renewals, replenishment schedules, or stored-card billing are prohibited, allowed, or approval-only.
- Approval triggers: Identify conditions that always pause for a person, such as an unfamiliar seller, a new payment instrument, a policy exception, a changed delivery address, a high-value purchase, or uncertainty about identity.
Put limits outside the model
A prompt saying “never spend more than $200” is useful context but is not a reliable enforcement mechanism. Place spending caps, merchant allowlists, quantity checks, and approval gates in the commerce, identity, or payment layer so a model cannot simply reinterpret them. Keep the language model responsible for proposing an action; let deterministic controls decide whether that action is permitted.

allowed_categories: [computer_monitor]
allowed_sellers: [approved_seller_list]

The values in this example are illustrative implementation choices, not rules issued by NIST or OWASP. Your organization must set limits that match its risk tolerance, contracts, and applicable law.
Verify identity and delegated authority
Before evaluating shopping behavior, establish who the agent is and whose authority it uses. NIST’s National Cybersecurity Center of Excellence identified agent identification, authorization, auditing, non-repudiation, and prompt-injection mitigation as areas requiring applied standards and practices. Its February 5, 2026 announcement said that realizing the benefits of software agents requires understanding the risks of giving them access to data, tools, and applications and applying appropriate identification and authorization controls.
Questions to ask the provider or system owner
- How is each agent instance identified? Can logs distinguish one agent, user, session, and device from another?
- Is the agent acting for a named individual, a business account, or a service account?
- How are credentials issued, scoped, rotated, suspended, and revoked?
- Does authorization expire when the task ends, or can the agent retain access indefinitely?
- Can it change account settings, add a payment method, alter shipping addresses, or approve its own exception?
- Can it delegate to another agent or invoke an unreviewed external service?
- Can a person see and revoke all active sessions and tokens quickly?
- Are approvals cryptographically or otherwise reliably tied to the exact cart, amount, seller, destination, and payment instrument that will be submitted?
Use separate identities and permissions for searching, cart construction, and payment submission where feasible. A search identity may read public catalog data but should not possess a saved card token. A payment identity should receive only an approved order object, not unrestricted access to the agent’s browsing context.
Watch for authority drift
Authority drift occurs when a narrow shopping task gradually acquires broader privileges: account administration, access to unrelated files, the ability to create payment methods, or permission to send messages as the user. Review the complete tool and credential graph, including plugins, browser sessions, APIs, background jobs, and any agent-to-agent handoffs. Remove privileges that are not necessary for the current purchase.

Model hostile external content
Product pages, reviews, seller chats, email confirmations, attached invoices, and linked documents are untrusted inputs. They may contain ordinary advertising, accidental instructions, or deliberate prompt-injection text aimed at the agent. NIST identifies indirect prompt injection through adversarial data as an agent-system concern. OWASP likewise describes indirect prompt injection through websites, documents, and emails, along with tool abuse, data exfiltration, and memory poisoning.
What an attack can try to do
- Tell the agent to ignore the user’s spending limit or policy.
- Ask it to reveal hidden instructions, credentials, personal data, or payment details.
- Cause a tool call to an attacker-controlled URL or account.
- Replace a legitimate product with a counterfeit, unsafe, or prohibited alternative.
- Modify a delivery address or add a recurring subscription.
- Plant instructions in memory so a later purchase follows the attacker’s rules.
Controls for untrusted text
- Label catalog content, seller messages, reviews, and documents as data rather than instructions.
- Keep the purchase policy and system permissions in a higher-trust control plane that external text cannot edit.
- Filter or isolate links, attachments, and scripts before the agent can use them.
- Prevent external content from directly invoking payment, account, messaging, or credential tools.
- Require the agent to cite the product facts it relied on and flag contradictions instead of silently resolving them.
- Run adversarial tests with instructions embedded in descriptions, reviews, images converted to text, and seller messages.
- Clear or quarantine persistent memory after a task unless each retained item is reviewed and attributable.
A refusal from the language model is not sufficient evidence of protection. The decisive control is whether hostile text can reach a tool with authority to create a real transaction.
Inventory and constrain every tool
Tool access is authority. Make a complete inventory before granting autonomy: browser navigation, search, catalog APIs, cart APIs, checkout, payment-token use, address-book access, email, messaging, file storage, code execution, and other agents. For each tool, record the data it can read, the actions it can perform, the credential it uses, and the maximum consequence of misuse.
Apply least privilege
- Use read-only catalog access for discovery.
- Permit cart creation without permitting checkout until an approval object exists.
- Expose only a tokenized payment method with a fixed merchant, amount, and currency when the payment layer supports it.
- Block account-setting changes, new payment-method creation, and address-book edits unless separately approved.
- Limit network destinations and disable arbitrary code execution for a shopping task.
- Set timeouts, call limits, and idempotency keys so retries cannot create duplicate orders.
Separate proposal from execution
A safer architecture has two stages. In the proposal stage, the agent gathers options and produces a structured cart: item identifiers, quantities, seller, condition, total cost, delivery date, taxes, and rationale. A policy service validates that object. Only after approval does a narrowly scoped execution service submit it. The execution service should reject any difference between the approved cart and the final checkout request.
Check retry and duplicate-order behavior
Network timeouts and ambiguous responses are normal. The agent must not assume that a failed response means no order was placed. Use merchant-supported idempotency keys or reconcile the order status before retrying. Alert when two carts contain the same high-value item, when an order is retried after an unknown result, or when the quantity changes between attempts.
Give payment its own security boundary
Payment is not merely the last browser click. It combines identity, funds, counterparty risk, records, and legal obligations. OWASP’s guidance on AI-agent payments discusses identity verification, entity screening, audit trails, and fail-closed enforcement. Whether anti-money-laundering or sanctions duties apply depends on the institution, transaction, customer relationship, and jurisdiction. Using an agent does not remove an obligation that otherwise applies, and a consumer shopping agent should not be assumed to have the same duties as a regulated payment institution.
Payment-control questions
- Who is the legal or operational entity initiating or facilitating the payment?
- What customer and counterparty identity checks are performed, and when?
- Are sellers or recipients screened where applicable to the use case and jurisdiction?
- What records connect the user’s authorization, the agent identity, the final cart, the payment attempt, and the outcome?
- How are holds, rejected payments, refunds, chargebacks, and exceptions handled?
- Does the system stop when a required identity, screening, or authorization result is unavailable?
Fail closed, not open
Fail-closed behavior means an unavailable screening service, expired approval, mismatched amount, uncertain seller identity, or missing audit event blocks the purchase. It should not silently fall back to a broader credential or let the agent “try anyway.” Provide a clear message to the user or operator explaining which check failed and what evidence is needed to resume.

Require human approval at the right moments
Human review is most valuable when the transaction is unusual, consequential, or difficult to reverse. Do not ask a person to approve every low-risk replenishment while allowing silent exceptions for high-risk actions. Define approval triggers in advance and bind approval to the exact transaction.
Good approval triggers
- Total cost or unit price exceeds the written cap.
- The seller, payment instrument, currency, or delivery address is new.
- The item is regulated, age-restricted, safety-critical, customized, or nonrefundable.
- The order is recurring, creates a subscription, or changes a renewal setting.
- The agent cannot verify condition, authenticity, warranty, compatibility, or delivery date.
- External content attempted to change instructions or requested sensitive data.
- The agent needs a permission outside its normal tool scope.
- A retry could duplicate a purchase or the merchant’s result is ambiguous.
Make approval meaningful
Show the reviewer the seller, item identifiers, condition, quantity, complete price, taxes and shipping, delivery destination, recurrence, payment instrument, expiration time, and the source of each material fact. Do not display a generic “Approve purchase?” prompt that hides a changed cart. Once approved, generate a short-lived, one-time authorization tied to that exact order.
Build an audit trail and monitoring plan
Keep enough evidence to reconstruct what happened without recording unnecessary payment secrets. At minimum, retain:
- Agent, user, session, device, and credential identifiers.
- The policy version and authorization scope in force.
- Relevant product, seller, review, and message content, with timestamps and provenance.
- Tools called, parameters sent, results received, and errors returned.
- The proposed cart, policy decisions, human approvals or denials, and any changes.
- Payment attempts, screening outcomes where applicable, order identifiers, retries, refunds, and final status.
- Revocations, overrides, alerts, and incident-response actions.
Protect logs from alteration, restrict who can view them, synchronize timestamps, and define retention periods appropriate to the business and jurisdiction. Logging a full card number or unnecessary personal data creates a new liability; use tokens, redaction, and access controls.
Monitor for out-of-policy behavior
- Spending or quantity approaching a cap.
- New sellers, domains, payment methods, addresses, or currencies.
- Repeated failed calls, unusual tool sequences, or attempts to access unrelated data.
- Changes between the approved cart and submitted order.
- High-frequency retries, duplicate carts, or a sudden shift in product categories.
- Prompt-injection indicators, secret-exfiltration attempts, or requests to disable safeguards.
Give operators a fast kill switch that revokes credentials and cancels queued actions. Test revocation during an active session; a button that only affects the next session is not an effective emergency control.

Test before increasing autonomy
Begin with simulation or read-only mode. Let the agent search and prepare carts while a person performs checkout. Move to low-value, nonrecurring purchases only after the controls work in practice. Increase limits gradually and document the evidence for each change.
Minimum test scenarios
- Hostile product text: Embed instructions that conflict with the policy and verify that the agent treats them as untrusted data.
- Seller impersonation: Present a look-alike seller or changed payment destination and verify identity and screening checks.
- Price and quantity manipulation: Change the final price, currency, shipping charge, or quantity after approval and confirm rejection.
- Authorization failure: Expire or revoke the approval token mid-flow and confirm that checkout stops.
- Tool overreach: Ask the agent to add a payment method, edit an address, or read unrelated files and confirm denial.
- Duplicate order: Return a timeout after the merchant accepts the order and verify reconciliation before retry.
- Memory poisoning: Plant a false preference in a prior interaction and confirm that it cannot override the current policy.
- Unavailable screening: Simulate a compliance or identity service outage and confirm fail-closed behavior.
- Revocation: Disable the user or agent credential during an active task and verify that pending actions stop.
Record expected and observed outcomes, not just whether the model produced a plausible explanation. A successful test means the external enforcement point prevented the unsafe action.

How to compare purchasing-agent systems
Do not rank systems by conversational fluency or a vendor’s general AI safety claims. Use the same evidence request and test cases for every candidate. The following axes synthesize the concerns identified by NIST and OWASP.
| Evaluation axis | Evidence to request | Warning signs |
|---|---|---|
| Identity and authorization | Agent and user identifiers, scoped credentials, expiration, revocation, delegation rules | Shared service accounts, permanent tokens, unclear authority, self-approved exceptions |
| External-content handling | Isolation model, prompt-injection tests, treatment of pages, reviews, documents, and messages | External text can edit policy, call tools, reveal secrets, or write unreviewed memory |
| Tool and credential scope | Complete tool list, permissions, network limits, account and address access | Unrestricted browser, code execution, account administration, or unrelated data access |
| Transaction controls | Enforced caps, allowlists, idempotency, cart-diff checks, recurring-payment controls | Limits exist only in prompts or can be bypassed by retries and substitutions |
| Human approval | Configurable triggers, exact-cart binding, approval expiry, exception workflow | Generic approval screens or approvals that remain valid after material changes |
| Auditability and monitoring | Immutable or protected logs, alerts, retention, export, incident reconstruction | No record of model inputs, tool parameters, approvals, or final order state |
| Payment and screening | Identity checks, counterparty screening where applicable, tokenized payment, fail-closed behavior | Fallback to an unverified method, unclear legal responsibility, missing exception records |
| Revocation and recovery | Emergency stop, credential rotation, queued-action cancellation, refund and duplicate-order handling | Revocation is slow, partial, or untested |
Published claims are not a substitute for demonstrations, documentation, and controlled tests. The available NIST and OWASP material does not provide a comparative vendor scorecard or performance ranking.

A staged rollout plan
Stage 1: Observe
Run the agent in a sandbox or read-only environment. Collect proposed products, tool calls, policy decisions, and failure cases. Do not expose payment credentials.
Stage 2: Approve every order
Allow cart construction but require a person to inspect and authorize every checkout. Verify that the approval view matches the submitted order and that logs can reconstruct the complete flow.
Stage 3: Automate narrow, low-risk purchases
Permit only allowlisted sellers and categories, low spending caps, registered destinations, nonrecurring orders, and tokenized payment. Keep new sellers, changed addresses, and exceptions approval-only.
Stage 4: Reassess continuously
Review alerts, incidents, policy changes, model updates, tool changes, merchant changes, and legal requirements. Re-run adversarial and recovery tests after any material change. Autonomy should shrink automatically when monitoring, identity, screening, or authorization evidence degrades.

“The model follows instructions in our tests.”
Why it fails: Clean prompts do not represent hostile product pages, seller messages, or altered checkout data. Fix: Test indirect prompt injection and enforce policy at the tool and payment layers.
Best Value
“We set a budget in the system prompt.”
Why it fails: A prompt is not a transaction control. Fix: Enforce caps and cart conditions outside the model, then reject mismatches.
“The user approved the agent once.”
Why it fails: Broad, indefinite consent does not identify the exact seller, amount, destination, or recurrence. Fix: Use scoped, expiring authority and one-time approvals for consequential orders.
“Payment succeeded, so the process worked.”
Why it fails: A successful charge can still involve the wrong item, duplicate order, unsafe seller, or unauthorized destination. Fix: Reconcile the complete order object and retain an auditable record.
“A compliance control is unavailable, so we will retry with a fallback.”
Why it fails: The fallback may bypass identity or screening. Fix: Fail closed, explain the missing evidence, and resume only after the required control returns.
What a responsible decision looks like
Allow autonomy only when the proposed purchase is within a written scope; the agent, user, and credentials are identifiable; external content cannot alter policy or invoke privileged tools; spending, seller, destination, and recurrence limits are enforced outside the model; payment controls and any applicable screening are clear; approvals bind to the exact transaction; logs support reconstruction; and revocation and recovery have been tested.
If any of those conditions cannot be demonstrated, keep the agent in recommendation or cart-building mode and have a person complete checkout. That is not a failure of AI. It is an appropriate boundary for software acting with someone else’s money and authority.
