How to Evaluate Produced Water Storage Needs at a Data Center

There is no defensible universal tank size for produced water at a data center. The correct capacity comes from a site water balance that matches the dependable produced-water supply to cooling and treatment demand over time, then adds explicitly documented operating, dead-volume and contingency allowances. Raw produced water, treated cooling makeup, concentrate and emergency reserves are different streams and must not be counted as interchangeable.

This method is for developers, water and cooling engineers, operators and procurement teams considering oil-and-gas produced water as a non-potable industrial source. It does not establish that any particular produced water can be used untreated, nor does it replace treatment design, permitting or fire-protection engineering.

What produced-water storage means in a data-center project

Produced water is water brought to the surface as a byproduct of oil and gas extraction. A data center may receive it as an industrial feed, but the water entering a cooling loop is normally a different, treated stream. Salts, oil, suspended solids, metals, naturally occurring radioactive material, microorganisms and other constituents can vary substantially by field, well, gathering system and operating condition.

That distinction changes the storage question. A tank receiving raw feed has different materials, inspection, mixing and treatment requirements from a tank holding polished cooling makeup. Concentrate or brine may require separate containment and a permitted outlet. A fire-water reserve may be legally or operationally segregated from process water. Treating all of these as one pool can produce an apparently adequate volume that is unusable when the cooling system needs it.

Separate the streams before calculating capacity

Stream Role Why it needs separate accounting
Raw produced-water receipt Incoming feed from the oil-and-gas source Variable chemistry and delivery; may need oil removal, solids control and equalization before downstream treatment
Intermediate or pretreatment storage Buffers filters, membranes, softening or other unit operations Its quality and turnover limits are governed by the treatment train, not by the cooling load alone
Treated cooling-makeup storage Ready supply for evaporative or hybrid cooling equipment Must meet the cooling system’s conductivity, hardness, corrosion, biological and other operating limits
Recoverable water Potentially reusable condensate, blowdown or other process water Recovery rate and quality vary; it cannot be credited until treatment and controls make it dependable
Concentrate or brine Reject from desalination or polishing Requires its own tankage, transfer system and lawful disposition; it is not cooling makeup
Emergency or fire-protection reserve Water held for a separate safety duty Availability, access and minimum volume may be set by code or insurer and should not be consumed for routine cooling

Start with a clear site boundary and duty map

Draw a process-and-measurement diagram before discussing tank dimensions. Mark where custody or operational responsibility changes and where each meter sits. At minimum, show the source connection, raw-water tank, pretreatment, desalination or polishing, treated-makeup tank, cooling equipment, blowdown and recovery paths, concentrate handling, wastewater discharge or reuse, and any fire-water system.

The boundary should also identify data-center functions that use water. Commission Delegated Regulation (EU) 2024/1364 states that data centers within its scope shall measure all water volumes entering the data-center boundary and used in relation to environmental, power, security and information-technology functions. The exact applicability and reporting method are jurisdiction-specific, but the underlying discipline is useful anywhere: define the boundary first, then measure every relevant inflow and outflow consistently.

Questions to settle in the boundary workshop

  • Does the project own the produced-water receipt system, or is delivery controlled by a supplier?
  • Is the tank upstream or downstream of desalination, de-oiling, filtration and disinfection?
  • Are cooling-tower blowdown, condensate and other recoverable flows physically connected or only theoretical reuse opportunities?
  • Which volume is reserved for fire protection, and can any valve or control sequence accidentally draw it into process use?
  • Where are concentrate, sludge, spent media and off-specification water sent?
  • Which measurements are needed for regulatory reporting, operating control, invoices and performance guarantees?

Characterize supply quantity and quality over time

One laboratory sample is not a dependable supply profile. Obtain a time series that captures normal operation, well or gathering-system changes, seasonal effects, truck or pipeline delivery interruptions, maintenance and upset conditions. The usable supply is the quantity that arrives at the required treatment stage, at an acceptable quality, when the facility needs it.

Quantity data

  • Record instantaneous and daily flow, delivery windows, minimum and maximum committed rates, and notice periods for curtailment.
  • Document whether the source is continuous, batch-delivered, trucked, pipeline-fed or blended from multiple origins.
  • Identify outages caused by upstream maintenance, weather, road access, power loss and contractual force-majeure provisions.
  • Distinguish a nameplate or average rate from a guaranteed rate. Storage should be credited against the latter unless the project has a documented operating basis for the former.

Quality data

  • Analyze salinity, conductivity, hardness, alkalinity, silica, sulfate, chloride, iron, manganese, suspended solids, oil and grease, dissolved organics and biological indicators as relevant to the treatment train.
  • Screen for constituents that affect membrane scaling, corrosion, foaming, biological growth, worker safety and concentrate disposal.
  • Sample at a frequency that captures variability, not just a favorable commissioning result. Have the treatment engineer define preservation, detection limits and quality assurance.
  • Record temperature and pH because they influence reaction rates, membrane performance, corrosion and tank materials.

Tank materials, coatings, seals, liners, mixers and instrumentation should be selected from verified chemistry and an engineering compatibility review. A vendor-authored storage perspective can provide useful design prompts, but product-oriented claims are not independent validation of service life or chemical resistance.

Build a time-dependent water balance

Annual totals hide the short deficits that empty a tank. Use a daily or finer time step that reflects operating controls and delivery logistics. For each interval, calculate the inventory of every segregated stream rather than one combined site total.

A basic treated-makeup balance is:

Ending inventory = Beginning inventory + dependable treated supply + credited recovery − cooling makeup demand − transfers to other duties − losses

For a cooling tower, makeup demand is driven mainly by evaporation and blowdown, with smaller contributions from drift, leaks and maintenance drains. The U.S. Department of Energy Federal Energy Management Program explains that water is drained as blowdown to maintain consistent dissolved-mineral content in the recirculating condenser-water loop. Evaporation rises with heat rejection and ambient conditions; blowdown depends on cycles of concentration, chemistry and operating practice.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Demand terms to quantify

  • Evaporation: the water that leaves as vapor while heat is rejected.
  • Blowdown: intentional discharge used to control dissolved minerals and contaminants.
  • Drift and leakage: losses that depend on equipment condition and controls.
  • Startup, shutdown and commissioning: periods that may have unusual flushing, fill or treatment demand.
  • Peak and part-load operation: a facility can have low annual average demand but high demand during hot weather or a power-density step-up.
  • Non-cooling duties: treatment backwash, membrane cleaning, laboratory use, washdown and other loads that draw from the same treated-water system.

Supply and recovery terms to credit cautiously

  • Credit only the portion of produced water that reaches the correct treatment stage at the required quality.
  • Model treatment recovery, reject and downtime explicitly. A membrane system’s feed volume is not equal to its product-water volume.
  • Count recycling or reuse only when pumps, controls, storage and permits make the flow available during the modeled deficit.
  • Represent off-specification water as unavailable until it can be treated, blended or safely disposed of.

Convert the balance into a design deficit and reserve

Choose the interruption or shortfall that the facility intends to ride through. That design basis should be approved by operations, risk, finance, the cooling designer and the source supplier. It may be expressed as a delivery outage, a seasonal low-supply period, treatment downtime, or a combined scenario.

  1. Collect the time series for dependable supply, treated-water production, recovery and demand.
  2. Apply the operating rules that would actually be used during a shortage, such as reducing blowdown, switching cooling modes, curtailing nonessential loads or importing another approved source.
  3. For each time step, calculate the cumulative inventory change. Identify the largest drawdown before inventory recovers.
  4. Set usable working volume at least equal to that maximum cumulative deficit for the selected scenario.
  5. Add documented allowances for dead volume below suction, high-level operating margin, mixing requirements, unusable heel, measurement uncertainty and contingency.
  6. Check that the resulting high and low levels stay within tank, pump, treatment and structural limits.
  7. Repeat for credible scenarios: source interruption, treatment-train outage, extreme heat, simultaneous equipment maintenance, commissioning, and expansion-stage demand.

This is an engineering sizing method, not a universal reserve duration. The reviewed sources do not prescribe a standard number of hours, days or gallons for a data-center produced-water tank. A project that has not selected its source reliability, cooling architecture, treatment train and outage consequence cannot responsibly publish a tank capacity.

  • Built-in with hall type sensor and IC chipset, which provide more accurate measurement and precise calculations. The measurement tolerance is less than 5%, great to measure how much amount of water are used and prevent over-watering.

Reliability questions that change the answer

  • How quickly can an alternate approved water source be connected and ramped?
  • Can the facility operate in an air-cooled or reduced-load mode while makeup is unavailable?
  • What cooling capacity is lost if treatment is offline but stored treated water remains?
  • Does a single tank, pump, filter or power feed create a common-mode failure?
  • Are there contractual penalties or environmental consequences for emergency discharge?
  • Will a second tank permit inspection or cleaning without sacrificing the reserve?

Match storage to the treatment chain

Produced-water treatment is a chain, not a single filter. A conceptual train may include equalization, oil and solids removal, chemical conditioning, filtration, desalination or softening, disinfection and final polishing. The actual sequence depends on the feed analysis and cooling specifications.

Raw-feed and equalization storage

Raw storage smooths batch deliveries and protects treatment units from short-term flow variation. It should provide enough mixing and residence time for the treatment design without allowing excessive stagnation, solids settlement or biological growth. Isolation, drainage and cleaning access are important because raw produced water can foul equipment and generate residues.

Treated-makeup storage

This tank is the volume that directly supports cooling availability. Its level controls should be tied to treatment production, cooling demand and alarm logic. Keep a clear distinction between normal operating volume and the emergency reserve so operators do not consume the reserve during routine fluctuations.

Concentrate and residuals

Desalination and polishing create reject streams. A 2026 system-scale study in Water Research evaluates produced-water feeds together with desalination and concentrate-management pathways. Its energy, recovery and cost results apply to the modeled configurations and assumptions; they are not a generic tank-sizing benchmark. At the project, confirm the receiving facility, discharge limits, evaporation or crystallization requirements, transport logistics and contingency storage for concentrate.

Check cooling architecture before fixing tank size

Cooling towers have continuous evaporation and blowdown demand that changes with heat load and water chemistry. Hybrid systems, dry coolers and air-cooled equipment can reduce or shift water demand but may increase energy use, footprint or hot-weather derating. A design that changes cooling mode during a water shortage must include the controls, electrical capacity and operating procedures needed to make that change real.

Model at least the following operating states:

  • Normal IT load and expected ambient conditions.
  • Design summer heat with peak heat rejection.
  • Part-load operation, where cycles of concentration and minimum flow controls may dominate.
  • Startup, commissioning and staged expansion.
  • Water-conservation mode with reduced blowdown or alternate cooling.
  • Loss of produced-water delivery while treatment and cooling equipment remain available.

Evaluate tank configuration and lifecycle risk

Capacity is only one selection criterion. Compare configurations against the whole operating life and the site’s physical constraints.

Decision axis Questions to answer
Footprint and geometry Can the tank fit with access for inspection, lifting, fire separation, vehicle movement and future expansion?
Segregation Can raw, treated, brine and emergency water be isolated so contamination or maintenance does not remove all capacity?
Materials and corrosion Are shell, roof, liner, coating, gaskets, valves and instruments compatible with the verified chemistry and temperature?
Redundancy Can one tank, pump or transfer line be inspected or repaired while the remaining train supports the required duty?
Temperature and exposure Will sunlight, freezing, heat, wind, dust or biological growth alter water quality or structural loads?
Maintenance Are drains, vents, mixers, manways, level devices and confined-space controls practical for the operating team?
Expansion Can another tank or treatment module be added without moving critical utilities or interrupting cooling?
Lifecycle economics What are installed cost, energy for pumping and treatment, inspection, coating renewal, cleaning, residual disposal and eventual replacement?

A Balmoral Tanks industrial-tank perspective reports vendor estimates of approximately 35 to 45 years for certain epoxy and glass-fused-to-steel tanks, depending on application and maintenance. That range is a vendor claim, not an independent service-life guarantee; use project-specific corrosion, inspection and maintenance assumptions in the financial model.

Plan monitoring, controls and measurement

Install meters where the water balance needs an auditable boundary: source receipt, treatment feed and product, cooling makeup, blowdown, recovery, concentrate and discharge. Select meter type, range, accuracy, materials, installation straight-run and calibration interval with the project engineer. A generic flow meter listing is not evidence that a device meets a regulatory or custody-transfer requirement.

Control points worth alarming

  • High and low level in every segregated tank.
  • Rate and cumulative volume at source and treatment product.
  • Conductivity, pH, temperature and other chemistry indicators required by the cooling and treatment design.
  • Unexpected oil, solids, turbidity or biological signals that could damage downstream equipment.
  • Tank leak detection, secondary containment, pump status and valve position.
  • Concentrate tank high level and disposal-system availability.

Use trend data to compare the predicted balance with actual operation. A persistent gap may indicate an unmetered washdown, a leaking valve, an incorrect evaporation estimate, treatment recovery below design, or an unreliable supply commitment.

Account for health, environmental and permitting obligations

Non-potable does not mean risk-free. ISO 20426:2018 provides a health-risk assessment and management guideline for non-potable water reuse that explicitly includes risks associated with production, storage and transportation. Apply the relevant risk-assessment process to worker exposure, aerosols, Legionella control, cross-connections, accidental release and downstream contact.

Permits can govern source withdrawal or receipt, air emissions from tanks, secondary containment, concentrate transport, discharge, injection, waste classification, chemical storage and fire-water systems. Requirements differ by country, state, watershed and industrial permit. Obtain a written determination from the competent authorities and do not assume that a permit for oilfield handling authorizes use in a data-center cooling system.

Use reuse examples correctly

The U.S. Environmental Protection Agency reports that the Quincy Water Reuse Utility returns treated industrial wastewater for cooling and estimates annual potable-groundwater savings of 138 million gallons, or 522 million liters. That is a reported case estimate for a specific treated-industrial-water system. It demonstrates that reuse can reduce potable demand; it does not prove that raw oilfield produced water is suitable for cooling or provide a tank-sizing rule.

Produced-water projects need source-specific treatment, concentrate planning and compatibility checks. A water source that is suitable after treatment in one location may be uneconomic, unreliable or impermissible in another.

Compare options with a weighted decision framework

Have the project team score each storage-and-treatment concept against the same criteria. Weight the criteria according to the site’s failure consequences rather than selecting the lowest tank purchase price.

Common failure modes and corrective actions

Failure: sizing from annual demand

Symptom: annual supply appears larger than annual cooling use, yet the tank empties during a short outage.

Fix: use a time series and size against the maximum cumulative deficit under the approved outage scenario.

Failure: counting raw and treated water together

Symptom: the inventory report shows ample water, but treatment cannot produce cooling-grade makeup.

Fix: maintain separate balances for each treatment state and credit only water that meets the cooling specification.

Failure: ignoring concentrate

Symptom: desalination operates at design feed rate until reject storage fills or disposal is unavailable.

Fix: model reject volume, tank capacity, transport and permitted disposition as part of the same availability calculation.

Failure: treating a vendor service claim as a guarantee

Symptom: projected recovery, energy use or tank life is copied directly into the design basis.

Fix: convert claims into contract requirements backed by site testing, warranties, performance tests and independent engineering review.

Failure: no maintenance scenario

Symptom: a tank or treatment skid must be taken offline, but the remaining volume cannot cover the work.

Fix: model inspection, cleaning, membrane replacement, power loss and pump failure explicitly; provide isolation and redundancy where the consequence warrants it.

Failure: reserve consumed by routine controls

Symptom: normal level control draws below the emergency setpoint.

Fix: use a protected reserve band, separate suction or interlocked valves, independent level alarms and documented operator authority for emergency withdrawal.

Procurement checklist before issuing a tank specification

  1. Approve the boundary and stream taxonomy.
  2. Attach representative source-flow and chemistry data, including variability and sampling quality.
  3. State the cooling architecture, demand profile and treatment-water specification.
  4. Define the source interruption, treatment outage and extreme-weather scenarios to be covered.
  5. Provide the calculated usable volume and separately list dead volume, operating range and contingency.
  6. Specify materials, coatings, liners, seals, mixers, vents, drains and compatibility evidence.
  7. Define secondary containment, leak detection, access, confined-space controls and inspection intervals.
  8. Specify meters, accuracy, calibration, communications, historian tags and alarm setpoints.
  9. Document concentrate, sludge, chemical and off-specification-water handling.
  10. Obtain permitting, fire-protection and health-risk reviews before finalizing the layout.
  11. Require supplier data, factory testing, site acceptance testing and performance guarantees that match the design basis.
  12. Recalculate the balance for each expansion phase rather than assuming the original reserve remains adequate.

What a defensible answer looks like

The final design record should state the source profile, treatment stage represented by each tank, cooling and non-cooling demand, recovery assumptions, outage scenario, maximum cumulative deficit, unusable volume, operating range, contingency and regulatory constraints. It should show how the result changes if supply, heat load, treatment recovery or cooling mode changes.

If those inputs are not yet known, the correct conclusion is not a guessed tank size. It is a data-collection and decision plan that identifies the missing measurements, assigns owners, and prevents raw produced water, treated makeup, brine and emergency reserves from being counted as one interchangeable resource.
