How to Evaluate Nuclear Power Claims in Data Center Sustainability Reports

A nuclear power agreement or a “carbon-free” label does not, by itself, prove that a data center received nuclear electricity, operated on zero-carbon power every hour, or reduced lifecycle emissions. A defensible evaluation traces five things: what was generated, what the company contracted for, what was actually delivered, how electricity attributes were allocated and retired, and whether the accounting matches the facility, geography and reporting period.

Start by identifying exactly what is being claimed

Sustainability reports often place several different statements next to one another: a nuclear power-purchase agreement (PPA), a “carbon-free energy” percentage, a market-based Scope 2 total, a planned reactor restart and a reliability claim. These are not interchangeable. Begin by copying the claim verbatim and classifying it before judging whether it is supported.

As an Amazon Associate I earn from qualifying purchases.

Generation, procurement, accounting and reliability are separate claims

  • Generation: A nuclear plant produced electricity without directly emitting carbon dioxide during operation. “Directly” is important; it is not a lifecycle-emissions result.
  • Procurement: The company signed a contract, such as a PPA, for electricity or environmental attributes from a plant or project.
  • Delivery: Electricity or its contractual attributes reached the relevant market and were allocated to the data-center load during the stated period.
  • Accounting: The company used instruments, emission factors and a market-based or location-based Scope 2 method to calculate reported emissions.
  • Reliability: The arrangement is intended to support continuous power, capacity adequacy or outage coverage. This is a grid and operations question, not automatically a carbon-accounting result.

Write down which of these the report actually asserts. A document that proves procurement may not prove delivery; one that reports a lower Scope 2 number may not prove that the regional grid physically decarbonized.

Map the evidence from announcement to operating supply

Use a status ledger rather than treating every press release as an operating result. Record the counterparty, named plant or project, contract type, capacity or energy quantity, term, expected start date and operating status.

Evidence state What it establishes What it does not establish
Announcement Parties say they intend to pursue an agreement or project. That a contract was executed, a plant operated, or electricity served the report-year load.
Contracted A signed arrangement defines rights, obligations, volume and term. That the facility generated, delivered or matched the promised volume.
Under construction, restart or development A project has a stated implementation path. Commercial operation, performance, cost or delivery by the reporting date.
Operating The plant or project was producing power during some period. That its output was allocated to the named data center or matched every hour.
Delivered and accounted Metered or contractual output and attributes were assigned, retired and included in the stated inventory. That the arrangement caused equivalent physical grid decarbonization or has zero lifecycle emissions.

Separate planned capacity from delivered energy. A report may describe a 1-gigawatt target while the contract initially covers a smaller tranche, or a plant may be operating while the company’s agreement has not started. Keep the report year beside every number so a later operating date is not accidentally presented as a past reduction.

Define the reporting boundary before checking the percentage

Ask which legal entities and facilities are included. Is the data center owned or controlled by the reporting company? Does the inventory cover a single campus, a regional fleet or all corporate operations? Are colocation loads, leased buildings, backup generators and transmission losses included? A clean-energy percentage for “data-center regions” may not describe every site or every load.

Confirm the period as well. A 2024 inventory cannot be validated by a reactor agreement announced in 2025 unless the report explicitly explains an earlier effective date. Note whether a figure is annual, quarterly, a calendar year, a fiscal year or a forecast.

Build a claim record

For each statement, capture these fields:

  • Exact wording and metric, such as “100% renewable matching” or “66% hourly carbon-free energy.”
  • Facilities, legal entity and loads covered.
  • Reporting period and publication date.
  • Plant, project, market or grid region named.
  • Contract type, term, capacity and energy volume.
  • Whether the statement concerns electricity, attributes, capacity, emissions or reliability.
  • Evidence of operation, delivery, attribute retirement and independent assurance.

This prevents a company-wide metric from being used to prove a particular data center’s nuclear supply.

Determine whether the claim is physical electricity or an accounting attribute

Power on an interconnected grid follows network conditions, not a private wire from a reactor to a server hall. A PPA can give a buyer contractual rights to electricity and environmental attributes while the physical electrons are mixed with other regional generation. Ask which right the company claims.

Questions about attribute ownership

  • Does the buyer own the electricity, the environmental attributes, or both?
  • Are certificates or equivalent attributes exclusive to the buyer?
  • Have they been retired or otherwise removed from use by another party?
  • Are they allocated to the same facilities and period as the reported load?
  • Does the agreement permit resale, substitution or unbundled certificates?

Google’s published carbon-free-energy methodology is explicit that contracted regional generation is combined with carbon-free sources from the regional grid. It says PPA generation is mixed into regional supply rather than delivered through an exclusive direct connection. Therefore, “Google data centers use nuclear” cannot be read as a claim that a named site receives only electricity from a particular reactor unless a separate physical-delivery arrangement is documented.

Also distinguish a nuclear plant’s output from a certificate representing its attributes. A certificate may support a market-based emissions calculation, but it does not demonstrate that the facility’s instantaneous consumption was supplied by that plant.

Test the time and geography of the match

Annual matching can show that yearly consumption and clean generation totals are equal while concealing hours in which the site used fossil-heavy grid power. A stronger claim specifies hourly matching and a deliverable market or relevant grid region.

Annual versus hourly matching

Matching approach Evidence needed Limitation
Annual Clean-energy generation or attributes equal annual consumption. Does not show that supply and load coincided in each hour.
Monthly or subannual Generation and load are reconciled in shorter intervals. Still permits mismatches within each interval.
Hourly Every reported hour is matched to qualifying carbon-free generation or an accepted grid source. Requires granular load, generation and market data; a claimed match can still depend on boundary and technology rules.

EPRI defines 24/7 carbon-free energy (CFE) as “every kilowatt-hour of electricity consumption” being met with carbon-free sources “at every hour of every day.” That is a materially stricter test than an annual renewable-energy percentage.

Google’s historical site examples demonstrate why location and hour matter: the same methodology can produce substantially different matching results at different sites and times. Ask whether the report publishes hourly results, an hourly methodology and treatment of gaps, rather than inferring 24/7 performance from an annual total.

Check the geographic boundary

Generation must be in a market that can deliver electricity or recognized attributes to the reported load under the stated accounting rules. A project in another balancing area may not be physically deliverable to the site, even if certificates can be transferred. Look for the regional grid, balancing authority, interconnection and eligibility rules. If the report relies on a broad national grid average, label it as such.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Read the Scope 2 method line by line

Identify whether the report uses location-based Scope 2, which generally reflects average grid emissions where consumption occurs, market-based Scope 2, which uses qualifying contractual instruments and supplier-specific factors, or both. Then record the emission factors, geographic boundary, residual-mix treatment and fallback method.

The GHG Protocol’s Scope 2 Discussion Paper dated November 26, 2024 describes annual matching as the widely implemented approach and discusses hourly and deliverable matching as proposed improvements. It is a discussion paper, not a final new reporting requirement. A company can voluntarily disclose hourly results, but do not state that the proposal already governs current inventories.

Inspect the calculation chain

  1. Find the electricity consumption denominator and verify which sites and losses it includes.
  2. Identify every instrument in the numerator: PPAs, supplier contracts, energy-attribute certificates, utility products or regional grid generation.
  3. Check the instrument’s vintage, market eligibility, exclusivity and retirement status.
  4. Determine whether the company applies residual-mix or grid-average factors to unmatched consumption.
  5. Confirm that the resulting figure is labeled market-based or location-based and is not presented as a physical-delivery percentage.

If a report gives only a single “carbon-free” number without this chain, treat the number as a disclosure requiring clarification, not as proof of hourly nuclear supply.

Separate reported emissions from broader climate impact

A lower market-based Scope 2 total can result from procurement instruments even when the local grid’s generation mix and the site’s hourly physical supply are unchanged. Evaluate whether the procurement is local, time-matched, additional and capable of influencing new generation or retirement decisions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Additionality is a distinct test

Ask whether the contract enabled new capacity, extended the life of an at-risk plant or merely purchased attributes from existing output. EPRI identifies additionality, local procurement, hourly matching and technology inclusion as common 24/7 CFE principles, while also noting that additionality is difficult to define in practice. A report should explain its test rather than assume that any long-term contract is additional.

The available evidence does not establish a universal lifecycle-emissions figure for nuclear power or a like-for-like lifecycle comparison with other technologies. Keep operational direct emissions, reported Scope 2 emissions and lifecycle impact in separate columns. Do not turn a “carbon-free” accounting label into a zero-lifecycle claim.

Evaluate reliability and nuclear implementation separately

Data-center demand is comparatively steady. The U.S. Energy Information Administration states: “Data center electricity demand doesn’t fluctuate during the day in the same way as demand from residences or many other businesses.” Nuclear plants also operate continuously, but EIA notes: “Likewise, nuclear power plants operate continuously, and they have difficulty ramping up and down to match variable demand.”

This combination can make steady nuclear output relevant to a continuous load, but it does not prove that a reactor can cover a site’s peak, outage or backup requirements. Check whether the agreement covers energy only, firm capacity, ancillary services, transmission, replacement power during outages or a portfolio of resources.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The U.S. Department of Energy identifies high up-front construction capital as a challenge for first-of-a-kind nuclear deployments. Do not present modular construction, proposed capacity or a restart plan as a demonstrated cost reduction without project-specific evidence. Record permitting, financing, construction, fuel, outage and interconnection risks separately from the carbon claim.

What major public examples actually show

Google’s carbon-free-energy framework

Google defines carbon-free energy as “any type of electricity generation that does not directly emit carbon dioxide” and includes nuclear in that framework. Its method combines company-contracted regional renewable generation with carbon-free sources available from the regional grid. Because the PPA output is mixed into regional supply rather than delivered through an exclusive direct connection, the framework supports an accounting and matching analysis, not a claim that each site is physically wired to a nuclear plant.

In its 2025 Environmental Report, covering 2024, Google reported that data-center electricity demand increased 27%, data-center energy emissions decreased 12%, and hourly carbon-free-energy use rose from 64% to 66%. These are Google-reported company figures. They do not establish that every facility achieved 66% hourly nuclear supply, nor do they independently verify the underlying meter and contract data.

Microsoft and Constellation

Microsoft’s 2026 sustainability report describes an agreement with Constellation supporting the restart of the Crane Clean Energy Center, formerly Three Mile Island Unit 1. The stated intention is to provide reliable, around-the-clock carbon-free electricity for data-center needs. The report supports the characterization “agreement supporting a planned restart.” It does not establish that the restarted plant supplied electricity during the report year. Keep the planned-restart status in every description until operating and delivery evidence is available.

Amazon, renewable matching and Talen

Amazon’s 2024 report says it matched all electricity consumed in its data-center regions with renewable energy in 2024. The same report separately discusses an agreement for a data-center facility near Talen’s Pennsylvania nuclear facility. Do not merge those statements into a claim that Amazon’s 2024 renewable matching was nuclear-powered.

EIA describes the AWS–Talen capacity arrangement as staged: 120-megawatt increments, with an option to cap the commitment at 480 MW rather than immediately taking the full 960 MW. A staged capacity agreement is not the same as delivery of the full amount, and capacity is not identical to annual energy or hourly matching. State which tranche, start date and operating evidence the report supports.

Compare nuclear with other clean-energy approaches using the same axes

Evaluation axis Nuclear arrangement Renewable or other clean-energy arrangement
Time matching May provide steady generation, but verify hourly output, outages and unmatched hours. Wind and solar output varies; verify storage, firming and hourly coverage rather than relying on annual totals.
Geography Check plant market, transmission deliverability and the load’s balancing area. Check project location, deliverability and whether certificates are transferable into the load region.
Attributes Confirm exclusive ownership, retirement and allocation of nuclear attributes where applicable. Confirm certificate ownership, retirement, vintage and whether attributes are bundled with electricity.
Additionality Ask whether the contract supports a new build, life extension or restart, and what evidence exists. Ask whether it enables new generation, storage or grid investment rather than purchasing existing output.
Project status Distinguish operating, outage, restart, construction and proposed capacity. Distinguish operating, under construction, contracted and announced projects.
Reliability contribution Examine firm capacity, outage replacement and ramping limits. Examine intermittency, storage, demand response, firming resources and transmission.
Cost and implementation risk Review capital intensity, licensing, construction, fuel and outage risk. Review construction, interconnection, transmission, storage and curtailment risk.

Using identical axes prevents a nuclear label from receiving a less demanding test than a wind, solar, hydro or storage claim.

Common mistakes and how to correct them

“The PPA means the data center runs on nuclear power.”

Correct it to: the company has a contractual arrangement associated with a nuclear facility or its attributes. Add physical-delivery and hourly evidence before making a stronger statement.

“Carbon-free means zero emissions.”

Specify whether the phrase refers only to direct operational carbon dioxide. Reported Scope 2 and lifecycle emissions require separate methods and evidence.

“A planned restart reduced this year’s emissions.”

Match the claim to the plant’s operating date and the report period. A planned restart can support a future procurement intention, not a past delivery result.

“100% renewable matching proves 24/7 clean power.”

Check the interval. Annual matching does not prove every-hour coverage, and renewable matching does not automatically include nuclear generation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“Capacity equals energy delivered.”

Convert neither into the other without operating hours, availability and contract terms. A megawatt commitment is a capacity figure; annual megawatt-hours are an energy figure.

“A company report independently verifies the claim.”

Company reports establish what the company says and how it describes its method. They are not, by themselves, independent verification of every contract, hourly meter value or grid effect. Note the assurance provider, scope and exclusions when disclosed.

The decision rule

Accept a nuclear sustainability claim as well-supported only when the wording, asset, contract status, delivery or attribute treatment, time and geography, accounting method and reporting period all line up. If one link is missing, narrow the conclusion to the evidence that exists: an announced agreement, a contracted attribute, a planned project, an annual accounting match or an operating plant. That discipline keeps a legitimate nuclear procurement claim from becoming an unsupported claim of exclusive, hourly, zero-lifecycle power.
