To evaluate a nearby data center, get the project’s permit conditions and technical studies, then check them against local noise rules, water-system records, and utility or grid plans. Ask for site-specific evidence: predicted and measured noise at nearby homes, peak and annual water use with its source and discharge route, and the facility’s expected electric load alongside planned grid upgrades and cost-allocation decisions. Industry averages cannot establish what one site will mean for your property, water supply, or electricity rates.
Start with the records for the actual site
Impacts depend on the facility’s design, operating schedule, location, utility service, and enforceable permit conditions. Start with the local planning or zoning authority’s application file; then request the relevant records from the noise enforcement office, water provider or watershed agency, electric utility, grid operator, and state regulator.

Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches- Noise: identify the sources studied, the measurement locations and conditions, the applicable local limit, and how monitoring or complaints are handled.
- Water: distinguish withdrawal, consumption, and discharge; identify the source, cooling system, peak demand, and drought rules.
- Power: distinguish the facility’s load from grid upgrades, regional electricity supply, and the allocation of system costs.
Ask whether a figure describes the proposed campus, an entire operator, a utility service area, or a regional forecast. Those are different scales and should not be treated as interchangeable.

How to evaluate noise
Find out what the study counted
Cooling equipment and backup generators are primary data-center noise sources identified in Fairfax County’s 2024 report. Associated substations can also make noise. Request the acoustic study, baseline measurements, modeled operating conditions, generator testing schedule, post-construction monitoring requirements, and complaint or enforcement procedure.
Check whether the analysis includes the facility’s cooling equipment, generators, and associated substations, and whether it models peak mechanical operation as well as nighttime conditions. Ask where measurements were taken or modeled—especially at the nearest noise-sensitive property line—and what background sound and operating assumptions were used.
Use local rules, not another county’s limit
Noise rules and enforcement depend on the jurisdiction and measurement method. Fairfax County describes decibel-based enforcement and noise-meter readings where applicable. Its September 2024 zoning amendment describes equipment enclosure or screening, minimum residential setbacks, and pre- and post-construction noise studies. These provisions are an example of that county’s planning context, not a national standard. Check the current ordinance and the actual permit conditions for the project’s location.

A consumer sound-level meter may help you record when a recurring sound occurs and the readings shown by your device, but it cannot establish legal compliance on its own. Measurement location, calibration, weighting, averaging period, background sound, tonal or low-frequency characteristics, and the local enforcement protocol can all matter. Ask the responsible noise or code-enforcement office what evidence it accepts and how to submit it; Fairfax County, for example, describes in-person inspections and meter readings when applicable.
How to evaluate water use
Ask for more than an annual headline figure
Request annual and peak-day water withdrawals, consumptive use, the source of the supply, the cooling technology, discharge route and quality, and any drought restrictions. Withdrawal is water taken from a source; consumption is the portion not returned to that source in a usable form; discharge is what is released and where. The distinctions help show pressure on a local supply and possible effects on other users.
Ask the water utility, watershed authority, or permitting agency whether the figures are for a single campus, the whole operator, or a wider watershed. Also ask how seasonal demand is expected to change. A published annual total alone may not show peak-day pressure or how much water is returned.

Read reuse examples in their local context
The U.S. EPA’s Quincy, Washington case study illustrates reuse, but it does not predict another site’s water impact. The case study reports that the City of Quincy’s system used about 2.1 billion gallons of groundwater annually; data centers accounted for 10% of pumped groundwater before the reuse arrangement. EPA estimates that the Quincy Water Reuse Utility saved 138 million gallons of water per year. The EPA describes the reuse facility as operational from June 30, 2021, and says that only Microsoft’s campus was connected as of 2022. These figures describe Quincy’s system and its historical context, not a typical data-center water-use rate.
For a local project, ask whether reclaimed water is available, what other users depend on the same source, and what restrictions apply during drought. A reuse plan should be assessed alongside its actual supply, discharge, and operating conditions rather than treated as proof that water impacts are absent.
Check what local reporting rules disclose
Fairfax County has said exact local data-center water-use figures had been private and reported a Virginia law requiring water-company reporting, with more detailed information expected after January 1, 2027. That date is still in the future as of October 2026. Check the law’s current status and what disclosures are actually available when seeking records; the county’s description does not establish what another locality reports.

How to evaluate electricity, grid effects, and costs
Separate the facility load from the grid build-out
Request the proposed and maximum site load in megawatts, the expected load ramp and operating profile, the utility interconnection study, transmission and substation plans, the grid operator’s load forecast, assumptions about new generation, and regulatory decisions about who funds dedicated infrastructure. Compare the project’s expected and maximum demand with available local capacity and planned upgrades.
A utility’s statement that it can serve a project does not by itself establish who will pay for system costs or what generation will supply the load. Data centers can operate continuously and need firm power; the U.S. Department of Energy describes large loads as potentially affecting regional grids and being constrained by where power is available. DOE identifies planning, efficiency, storage, generation, and grid improvements among ways to manage demand.

The U.S. Energy Information Administration’s February 2026 Short-Term Energy Outlook analysis forecast U.S. electricity load growth of 1.9% in 2026 and 2.5% in 2027. It described average annual load growth between 2025 and 2027 of 10% in ERCOT and 3% in PJM. Those are forecast figures for the stated geographies and period, not estimates of the effect of a particular data center.

EIA also modeled a higher-demand scenario that assumed future generating capacity remained unchanged; in that scenario, natural-gas generation increased and regional prices were affected. This is a modeled scenario, not a prediction for a specific project or locality. Regional generation and price outcomes depend on assumptions and location, so request the relevant utility and grid-planning records rather than applying a national or regional figure to a household bill.
Ask who pays for infrastructure and how rates are set
New transmission, substations, or other utility work can raise a separate question from the facility’s own electricity bill: how the costs are allocated among the project, utility customers, and other parties. Fairfax County states that residents may pay a portion of required grid improvements. Utility rate-setting and cost allocation involve state regulators, and the actual allocation depends on local rules and project-specific decisions. Request the relevant regulatory orders, utility filings, and interconnection or service agreements where available.
Include off-site effects in the comparison
A data center’s direct site impacts are only part of the picture. Electricity generation serving the load can also involve emissions and water use or discharge, as the U.S. Environmental Protection Agency explains. Ask what electricity supply and generation assumptions are used in the utility or grid analysis, and consider those upstream effects alongside on-site noise, water use, and infrastructure.
When comparing actual proposed designs or sites, use the same questions for each and compare:
| Impact | Evidence to compare |
|---|---|
| Noise | Measured and modeled sound at noise-sensitive property lines, including nighttime and peak operation; covered equipment and substations; enforceable monitoring, complaint, and mitigation conditions. |
| Water | Annual and peak withdrawal, consumptive use, source, discharge route and quality, seasonal demand, and drought resilience. |
| Power | Expected and maximum load, timing of load growth, grid upgrades, generation assumptions and timing, and cost allocation. |
A cooling choice that uses less water at the site may shift impacts to electricity generation or other infrastructure. The available sources do not quantify that tradeoff for an unspecified facility, so compare the actual designs and utility plans rather than assuming one is impact-free.
Who to contact and what to ask for
- Planning or zoning authority: application files, technical studies, permit conditions, and any required post-construction monitoring.
- Noise or code-enforcement office: current local limits, measurement procedures, complaint channels, and what evidence is useful.
- Water utility, watershed agency, or permitting authority: source, annual and peak use, reuse, discharge, supply constraints, and drought requirements.
- Electric utility and grid operator: site load, available capacity, interconnection study, planned upgrades, load forecasts, and generation assumptions.
- State regulator: rate cases, cost-allocation decisions, and orders related to infrastructure serving the project.
Agency responsibilities vary by location. In Victoria, Australia, EPA Victoria says it responds to pollution reports involving noise and air quality, while planning authorities and local councils also have roles. Elsewhere, identify the local agencies with equivalent responsibilities rather than assuming the same reporting route applies.
