Evaluate mortgage fraud detection software as a risk-control system, not as a magic fraud score. The right choice is the tool your team can validate on representative loans, connect to its lending workflow, investigate with evidence, and monitor for both missed issues and wasted reviews. Map each capability to a defined risk and loan stage; test it against independently reviewed files; measure useful detections, misses, false positives, resolution time, and staff effort; then assign clear authority for holds, escalation, and final decisions.

That approach also preserves the lender’s responsibility. Fannie Mae states that automated risk and data-screening tools “complement, but do not replace, a comprehensive prefunding QC program.” A red flag is a reason to investigate, not proof that a borrower or transaction involved fraud.

Start with the risks your team must control

Do not begin by comparing vendor feature lists. Begin with the failures your lending operation is trying to prevent and the point in the loan lifecycle where each failure must be detected.

Define the use case

A mortgage fraud tool may be intended for one or several of these jobs:

  • Income, employment, and asset verification.
  • Liability, occupancy, or transaction-party checks.
  • Collateral and property-risk screening.
  • Post-closing quality-control selection.
  • Detection of patterns that span multiple files, borrowers, properties, brokers, employers, or other transaction participants.

Write the intended use in operational terms. For example, “identify inconsistent employment and income information before underwriting approval” is testable; “stop mortgage fraud” is not. For each use case, record the loan stage, the employee who receives the alert, the action expected from that employee, and the control owner who is accountable for the result.

Map known red flags to specific controls

Fannie Mae’s mortgage-fraud prevention materials describe indicators such as inconsistent identifiers or addresses, altered documents, suspicious verifications, and discrepancies among application, credit, employment, income, sales-contract, and property information. These indicators warrant review; they do not establish fraudulent intent. Your requirements document should show which data source and rule or model is expected to surface each indicator, what evidence a reviewer will examine, and what outcome is possible after review.

Ask every vendor to state explicitly which risks and data inputs are in scope, which are excluded, how missing or stale data changes a result, and whether the product can identify relationships across files or only test one loan at a time. A general fraud score is not evidence that identity, income, collateral, occupancy, and transaction-party risks are all covered.

Build a coverage matrix before requesting demonstrations

A coverage matrix exposes gaps that a polished demonstration can hide. Use one row for each material risk and add the operational questions below.

Evaluation axis Questions for the lending team
Risk and lifecycle coverage Does the capability address identity, income, assets, liabilities, occupancy, collateral, transaction-party patterns, pre-funding review, post-funding review, or a defined subset?
Data quality and provenance What sources are used, how fresh are they, what happens when information is missing, what use is permitted, and can the reviewer trace an alert back to the underlying evidence?
Product and eligibility fit Which loan programs, channels, geographies, and file types are supported? Are any accepted-report or investor rules limiting the feature?
Workflow and integration How does the tool connect to the LOS, underwriting, QC, and case-management processes? When does an alert appear, and is it retained in an audit log?
Actionability and explainability Does an alert identify the evidence, explain the concern, and give the reviewer a clear next step?
Measured efficacy and burden What useful detections, missed issues, false positives, review times, and staff-hours occur on files comparable to yours?
Governance and resilience Who owns configuration, version changes, access control, support, failure handling, independent oversight, and compensating controls when the service is unavailable?

This is a lender-built decision framework synthesized from Fannie Mae implementation and QC guidance, not an official vendor scorecard. Keep the matrix with procurement records so a later configuration change can be evaluated against the same requirements.

Test efficacy on representative loans

Vendor accuracy claims are useful only when you know the denominator, case definition, sample composition, time period, and validation method. No common vendor detection-rate or false-positive benchmark is established in the official material for this topic, so a lending team must validate performance locally.

Design the test population

Use a documented pilot or retrospective review that reflects the loans you actually process. Include relevant products, origination channels, geographies, borrower profiles, property types, and lifecycle stages. Include ordinary files as well as files with confirmed defects or known issue types. If the sample contains only suspicious loans, the resulting alert rate will not represent production conditions.

Obtain an independently reviewed ground truth for each test file. The ground truth should identify the issue, the evidence supporting that conclusion, and whether the issue was material to underwriting or eligibility. Do not let the tool define the answer against which it is judged.

Measure the outcomes that affect decisions

For each file, record at least:

  • Useful detections: alerts that led to a verified discrepancy or other actionable finding.
  • Missed issues: known defects that produced no useful alert.
  • False positives: alerts that investigation did not substantiate.
  • Alert volume: the number and distribution of alerts by category.
  • Time to resolution: how long it takes from alert creation to documented disposition.
  • Review effort: staff time and the number of handoffs required for each alert.
  • Severity and outcome: whether the result was cleared, corrected, escalated, placed on hold, or selected for post-funding review.

Analyze results by meaningful segments such as channel, product, geography, and issue category. An acceptable overall rate can conceal a serious blind spot in a smaller but important segment.

Ask how the vendor produced its numbers

Request the test population, inclusion and exclusion rules, time period, definition of a positive case, review method, and configuration or product version used for every performance claim. Ask whether the examples came from your portfolio or from vendor-selected files. Record the exact configuration during your own pilot so a later release can be compared fairly.

Verify data, integration, and operational fit

A technically capable tool can fail as a control if it receives incomplete data, produces alerts too late, or leaves reviewers without a workable case process.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check the data path

  • List every source supplied to the tool and the field-level mapping from the LOS or other system.
  • Document freshness, permissible use, retention, and the behavior of missing, contradictory, or stale records.
  • Confirm that an investigator can see the source evidence and the timestamp used to generate the alert.
  • Test identity and access controls, audit logs, export controls, and retention settings with the people responsible for security and compliance.

Test the workflow, not just the API

Run a complete case from file submission through alert creation, assignment, evidence collection, disposition, escalation, and final loan decision. Confirm that alerts reach the right queue at the right time, that duplicate alerts can be grouped, and that the reviewer’s explanation and attachments remain available for QC and audit.

Fannie Mae recommends useful integration and broad deployment where possible while warning that tools can fail or contain gaps. Decide in advance what happens during an outage, delayed feed, malformed file, or vendor change. A manual review, alternate data source, or post-funding selection may be a compensating control, but it must have an owner and a documented trigger.

Design an investigation process around alerts

An alert is only valuable when it leads to a consistent, evidence-based decision. Write the investigation procedure before production rollout.

Define the reviewer’s path

  1. Receive and triage: record the alert category, severity, source, timestamp, and affected loan or parties.
  2. Gather evidence: identify the source documents, independent data, and borrower or third-party explanations that must be checked.
  3. Compare and document: record the discrepancy, the evidence reviewed, and why it was resolved, corrected, or escalated.
  4. Apply the decision rule: specify who can request clarification, impose a hold, require a condition, or refer the matter to fraud, compliance, QC, or management.
  5. Close the case: retain the alert, reviewer, explanation, resolution, and resulting loan decision in the designated system.

Give reviewers action-oriented output rather than an unexplained score. They should be able to tell what changed, which source conflicts, what information is missing, and what to do next.

Set escalation and funding authority

Separate the person investigating an alert from the person who provides independent oversight when practical. Define the authority to stop or condition funding and the circumstances requiring a second review. Fannie Mae recommends a clear escalation path, independent evaluation, and a funding condition or post-funding review when unresolved flags cannot be stopped automatically.

Do not let an automated result silently alter an underwriting decision. Fannie Mae notes that DU potential-red-flag messages do not change the DU underwriting recommendation, and the absence of a message does not establish that submitted data are accurate. Your procedures should therefore treat the alert as an input to human review and QC, not as a substitute for either.

Control false positives and blind spots

False positives consume scarce investigator time and can cause staff to disregard alerts. Missed issues create a different risk: a quiet system may simply be failing to see the problems that matter.

Monitor the burden by category

Track alert disposition by product, channel, geography, issue type, and other legally and operationally appropriate segments. Review how many alerts were substantiated, cleared, corrected, escalated, or left unresolved. Pair the counts with review time and staffing impact so a high-volume category is not judged only by its percentage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Look for missed defects

Compare QC findings, post-closing discoveries, complaints, repurchase issues, and other independently identified defects with the alerts that were—or were not—generated. Investigate recurring misses and determine whether the cause is unavailable data, a configuration choice, a model limitation, a process failure, or an integration error.

Recalibrate after change

Revisit parameters and operating controls after changes to the portfolio, source data, LOS mapping, vendor version, fraud patterns, or staffing. Require change notification, regression testing on a stable sample, and approval from the control owner before materially changing production behavior.

Understand the limits of DU Validation Service

Fannie Mae’s DU Validation Service is a verification service for eligible components and reports, not a universal fraud-screening guarantee. Fannie Mae describes automated validation using eligible third-party reports for certain components such as income, assets, and employment.

Availability is limited to eligible conventional loans, and restrictions apply by component and report. Lenders select from accepted vendors, contract with those vendors, and remain responsible for applicable requirements. Fannie Mae says it does not charge a fee for the service itself; the lender should ask each participating vendor about its own pricing. Confirm current Selling Guide requirements, accepted-report vendors, eligibility rules, and product versions before relying on the service in a new workflow.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Because validation confirms particular data elements under stated eligibility rules, it should be mapped to those elements in your coverage matrix. It does not demonstrate that every identity, document, collateral, occupancy, or transaction-party risk has been tested.

Use a disciplined selection and pilot process

The following sequence keeps procurement connected to control performance.

  1. Inventory risks and obligations. List the products, channels, loan stages, fraud indicators, QC requirements, investor requirements, and internal policies the tool must support.
  2. Write measurable requirements. For every capability, state the input, expected alert, reviewer, action, evidence, retention requirement, and fallback when the input is unavailable.
  3. Screen for basic fit. Eliminate options that lack required data sources, supported loan programs, integration points, security controls, or case-management functions.
  4. Run a controlled test. Use representative ordinary and known-issue files, an independent ground truth, and a fixed configuration. Preserve the test records.
  5. Calculate operational impact. Compare useful detections and misses with false positives, resolution time, and staff effort by meaningful segment.
  6. Exercise failure modes. Test missing data, delayed reports, duplicate records, service interruption, access failure, and an alert that cannot be resolved before funding.
  7. Approve governance. Assign configuration ownership, escalation authority, independent oversight, change approval, monitoring cadence, and audit responsibility.
  8. Set acceptance conditions. Define which findings require remediation, a second review, a funding hold, a post-funding review, or rejection of the configuration.
  9. Monitor after rollout. Continue measuring false positives, missed issues, alert burden, and segment performance rather than treating pilot results as permanent.

Questions to put in the vendor evaluation record

  • Which specific fraud indicators and loan stages are covered, and which are explicitly outside scope?
  • What sources supply each signal, how current are they, and how does missing or conflicting data affect the result?
  • Can the product identify relationships across files, or only inconsistencies within one loan?
  • What evidence appears with each alert, and can a reviewer trace it to the source record?
  • Which LOS, underwriting, QC, and case-management integrations are supported?
  • How are alerts assigned, prioritized, deduplicated, escalated, held, and archived?
  • What audit history records the model or rule version, configuration, reviewer, disposition, and decision?
  • What independent validation supports the vendor’s performance claims, and what were the denominator, sample, dates, and definitions?
  • What service-level, outage, support, and change-notification commitments apply?
  • What data retention, privacy, security, access, and permitted-use terms govern the information?
  • What controls exist when the tool is unavailable or cannot resolve an alert before funding?
  • How can the lender export results for prefunding QC, post-closing QC, audits, and investor requests?

Common selection mistakes and their remedies

Choosing a score instead of a control

Failure: treating a high or low score as a final fraud finding.

Remedy: require evidence-backed alerts, documented reviewer actions, and an escalation rule. Keep underwriting, QC, and funding authority with the lender.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Accepting a vendor benchmark without context

Failure: comparing percentages that use different samples, definitions, or time periods.

Remedy: obtain the underlying methodology and repeat the test on representative files with independently reviewed outcomes.

Ignoring the cost of review

Failure: celebrating alert volume without measuring false positives and staff time.

Remedy: track disposition and effort by alert category, then adjust parameters and staffing based on substantiated value.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Deploying without a gap plan

Failure: assuming a tool covers risks that its data or product scope excludes.

Remedy: document blind spots in the coverage matrix and assign manual, QC, or post-funding controls to each material gap.

Letting integration become an afterthought

Failure: receiving alerts outside the normal case workflow, without evidence or an audit trail.

Remedy: test submission, alerting, assignment, resolution, escalation, retention, and outage recovery as one end-to-end process.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What a defensible decision looks like

A defensible selection record shows that the tool addresses named risks for defined loan stages, uses data the lender can lawfully and reliably provide, and produces explainable results in the systems where reviewers work. It includes local test results for ordinary and known-issue files, with useful detections, misses, false positives, alert volume, resolution time, and staff effort reported by meaningful segments.

It also identifies what the tool cannot do. The record names compensating controls, outage procedures, escalation authority, independent oversight, version and configuration controls, and the monitoring plan that will reveal drift. That is more useful than a vendor ranking because it connects the purchase decision to the lender’s continuing duty to assess information accuracy and integrity, review third-party analysis and red flags, and address discrepancies.

Fannie Mae’s operational guidance is especially relevant to lenders that sell loans to Fannie Mae. Other investors, loan programs, jurisdictions, and internal policies may impose different requirements, so confirm the rules that apply to your business before production use.
