The method below is designed for comparing projects without pretending that different issuers use the same accounting, schedule, or progress formula.
Start with a dated baseline
Before interpreting an update, assemble the documents that define the project at a particular point in time:
As an Amazon Associate I earn from qualifying purchases.
- the latest feasibility study or technical report;
- the board construction decision or final investment decision (FID);
- the current total capital estimate and its cost date;
- the approved or publicly stated construction schedule;
- the latest annual spending guidance; and
- the company’s immediately preceding public guidance.
Record the effective or reporting date beside every figure. A feasibility-study estimate, a post-FID control budget, a fiscal-year spending range, and cumulative capitalized spending are different measures. Treating them as interchangeable can make a project appear on budget when the comparison is actually between unlike numbers.

Why the reporting date changes the meaning
A construction page can contain several reporting periods. Lithium Americas’ Thacker Pass updates, for example, distinguish capitalized construction and project costs, the portion described as falling within the technical-report capital estimate, a fiscal-year capital range, and a separate mechanical-completion target. Those figures answer different questions and may be current as of different dates. Copy each number with its own “as of” date rather than combining them into one trend line.
When an issuer publishes a revised schedule or estimate, preserve the old baseline. A delay is measurable only against a prior date, and a cost increase is meaningful only against a comparable scope and price basis.
Read capital costs as a bridge, not a headline
A project-cost headline is the end point of a bridge. Build the bridge from the prior comparable estimate to the current one and require management to explain every material movement.
Questions for the cost bridge
- Scope: Does the number include the mine, processing plant, roads, power, water systems, tailings, owner’s costs, indirect costs, pre-production mining, commissioning, and ramp-up? What is expressly excluded?
- Price date and currency: Is the estimate stated in nominal or real terms, and which inflation, exchange-rate, and commodity-price assumptions apply?
- Estimate maturity: Is it a feasibility estimate, a Class 3 study estimate, a Class 2 post-FID estimate, or another company-defined category? What precision range does the issuer state?
- Contingency: How much contingency remains, how much has been consumed, and is it held centrally or allocated to work packages?
- Commitment status: Which amounts are spent, contractually committed, covered by bids, under negotiation, or still uncontracted?
- Remaining exposure: What is the estimated cost to complete, including commissioning, working capital, and ramp-up needs?
Keep unlike cost measures separate
| Measure | What it tells you | What it does not tell you |
|---|---|---|
| Cumulative capitalized construction or project spending | How much the company has recorded or spent by a stated date | The total amount still required, or whether the spending created critical-path progress |
| Project-wide capital estimate | The forecast cost for the defined scope at a stated price date | How much has been paid, committed, or protected by contracts |
| Annual capital guidance | The company’s expected spending during a fiscal year or period | The full project cost or the exact schedule of cash needs |
| Cost to complete | The forecast funding still required for the defined remaining scope | Whether the forecast includes all ramp-up and working-capital requirements |
Denison’s Phoenix disclosure illustrates why estimate maturity and contract coverage matter. It describes a Class 2 post-FID capital estimate prepared after progress on long-lead procurement and negotiations of key construction packages, updating a prior Class 3 estimate based on 2022 costing. It also identifies portions of equipment and material costs supported by committed contracts or bid evaluations, and portions of construction costs supported by bids under evaluation or final contract negotiation. A bid under review is not an executed fixed-price contract, so the coverage percentages should improve confidence only to the extent that the underlying commitments are firm and the remaining packages are understood.

In that disclosure, approximately 75% of equipment and materials costs were supported by committed contracts or bid evaluations in progress, while approximately 50% of construction costs were supported by bids under evaluation or in final contract negotiation. These are Phoenix project figures, not industry benchmarks. Use them to ask what remains exposed, not to rank every mine against a universal standard.
An SEC-filed Pilot Mountain technical-report summary demonstrates another scope issue: an estimate may include direct and indirect costs, contingency, design, construction, and commissioning. Two projects cannot be compared until you establish that their scopes are materially alike.
Break the schedule into workstreams and milestones
Overall completion percentages hide the sequence that determines first production. Track each workstream separately and identify its predecessor and successor activities.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Workstreams to monitor
- engineering and design deliverables;
- procurement of long-lead equipment and materials;
- site preparation, earthworks, and civil construction;
- process-plant construction and installation;
- utilities, power, roads, water, and other infrastructure;
- pre-stripping or pre-production mining where applicable;
- systems completion and mechanical completion;
- commissioning with water, reagents, and ore; and
- ramp-up to stable commercial output.
Milestone labels are not interchangeable
| Milestone | Evidence to request | Investor interpretation |
|---|---|---|
| Engineering substantially complete | Issued-for-construction drawings, design-release status, unresolved technical queries | Design risk may be falling, but field installation and commissioning risk remain |
| Long-lead equipment ordered or shipped | Purchase orders, manufacturing status, shipping dates, site-receipt records | Supply risk is more visible; installation and integration are not complete |
| Mechanical completion | System turnover certificates, punch-list status, pressure or integrity tests | Equipment is installed and ready for controlled commissioning; it is not proof of production |
| First production | Ore feed, first concentrate or metal, product handling and assay records | A first batch has been produced; output may be intermittent or below design rate |
| Commercial or steady-state production | Sustained throughput, recovery, product quality, and operating-period evidence | The operation is approaching the performance assumptions used in the economic case |
Lithium Americas reports engineering and procurement separately and gives a mechanical-completion target. Denison discusses long-lead equipment shipment dates and an expected first-production date. Those disclosures illustrate why a target label matters: construction completion, commissioning, first production, and stable commercial production are separate events.

Interrogate the “percent complete” figure
There is no universal mining-project completion formula established by the cited disclosures. A percentage may be based on labor hours, installed quantities, earned value, engineering deliverables, procurement commitments, cash spent, or a management-weighted schedule. The denominator may also change when scope is added or removed.
Five checks for any percentage
- Define the denominator. Ask whether the percentage covers engineering, procurement, construction, infrastructure, pre-production mining, or all of them.
- Identify the measurement basis. Determine whether it uses physical quantities, value earned, hours, committed purchase orders, or a weighted schedule.
- Fix the as-of date. A percentage without a date cannot be reconciled with spending, milestones, or a previous update.
- Check scope changes. A revised plant design, added infrastructure, or changed mine plan can reset the denominator and make a stable percentage look like progress.
- Locate the difficult remainder. Ask which critical-path and long-lead packages are unfinished. The last portion can contain commissioning, integration, water systems, tailings, or geotechnical work that carries more schedule risk than early earthworks.
Compare percentages only when the work breakdown, denominator, reporting date, and scope are comparable. Capital spending can rise faster than physical progress when expensive equipment is purchased early; physical installation can advance while engineering changes remain unresolved.
Look beyond the construction chart for execution risk
Visible construction does not eliminate risks that sit outside the progress graphic. Review the following areas in the latest filing, technical report, permit record, and financing documents.

List every major permit, its issuing authority, conditions, appeal or litigation status, and the construction activity that depends on it. A permit that is technically issued may still carry conditions requiring redesign, monitoring, bonding, or additional consultation. The Stibnite S-K 1300 summary identifies permitting or design changes and regulatory challenges as potential sources of cost increases and schedule delay. Water, tailings, geology, and geotechnical conditions
Ask whether water-balance assumptions, tailings storage, foundation conditions, slope stability, orebody geometry, or metallurgical behavior have changed since the feasibility study. The risk is not limited to a new discovery: actual conditions can require dewatering, extra earthworks, altered plant design, or a different operating sequence. Stibnite’s summary specifically flags water management, geology, and geotechnical uncertainty.
Labor, contractors, and equipment
Review the availability of skilled labor, contractor capacity, productivity assumptions, fabrication lead times, shipping routes, and site delivery records. Separate a purchase order from a delivered and inspected item. A supplier delay can move the critical path even when the project’s aggregate procurement percentage appears high.
Community and infrastructure commitments
Check whether access roads, power connections, water supply, workforce housing, relocation measures, and community commitments are prerequisites for construction or operation. A process plant can be physically advanced while enabling infrastructure remains the schedule constraint.

Test “fully funded” against the remaining cash need
“Fully funded” is meaningful only after you map the sources, conditions, timing, and uses of the money. Build a funding schedule through commissioning and ramp-up, not merely to mechanical completion.
Best Value
- Identify cash on hand, committed debt, equity proceeds, streams or offtake-linked financing, grants, and other sources.
- Read conditions precedent, covenants, drawdown windows, minimum liquidity requirements, and permitted-use clauses.
- Compare available funding with the latest cost to complete, contingency, interest during construction, working capital, and ramp-up losses.
- Check whether the plan assumes a future equity issue, refinancing, higher commodity prices, or an uncommitted financing package.
- Match the funding timetable to the construction cash curve and major contract payment dates.
The cited materials do not establish financing adequacy for any particular project. Investors must inspect the issuer’s current filings and financing agreements; a funding headline alone cannot prove that all remaining costs are covered.
Follow the path from mechanical completion to production
Commissioning is a sequence of tests and operating steps, not a single date. A credible update should explain which systems have been turned over, what remains to be tested, and when ore will be introduced.
Evidence that improves confidence
- system-by-system turnover and punch-list closure;
- completed dry and wet commissioning where relevant;
- availability of ore, reagents, utilities, water, and trained operators;
- performance of crushing, grinding, leaching, flotation, refining, or other process stages;
- measured throughput and recovery during ramp-up;
- product qualification, customer acceptance, and logistics arrangements; and
- a clear distinction between first concentrate or metal, nameplate capacity, and sustained commercial production.
First production is a forward-looking company expectation until it occurs. Even after a first batch, the operation may face unstable recoveries, bottlenecks, product-quality issues, or lower-than-designed throughput. Evaluate the ramp-up plan and the cash required to operate through it.

When you have two or more genuine alternatives, use the same worksheet for each project. Do not create a single ranking formula unless your investment mandate justifies the weighting.
| Axis | Questions to answer |
|---|---|
| Estimate maturity and scope | What estimate class is current? Does the scope include direct, indirect, contingency, design, construction, commissioning, and owner costs? |
| Cost exposure | What is spent, committed, bid-stage, negotiated, or unawarded? How much contingency and cost to complete remain? |
| Schedule and critical path | Which workstreams and long-lead packages control the next milestone? What has slipped from the prior baseline? |
| Contract coverage | Are packages fixed-price, reimbursable, bid-stage, under negotiation, or not yet awarded? |
| Permits and technical risk | What approvals, legal challenges, water, tailings, geological, and geotechnical issues remain? |
| Funding | Are sources committed and drawable under stated conditions through commissioning and ramp-up? |
| Commissioning readiness | What evidence supports first-production and steady-state targets, and what predecessor work remains? |
Normalize currencies, effective dates, project phases, inflation assumptions, and definitions before drawing a conclusion. A lower headline cost can simply reflect a narrower scope or an older price basis.
A repeatable review workflow
- Collect the latest primary documents. Use the company’s current filing, technical report, construction update, financing agreement, and relevant permit records.
- Create a baseline sheet. Enter each estimate, schedule date, milestone, and guidance figure with its source date, scope, currency, and definition.
- Build the cost bridge. Reconcile the previous comparable estimate to the current estimate by scope changes, inflation, foreign exchange, design changes, contingency use, and contract movements.
- Map the critical path. List unfinished engineering, long-lead procurement, construction, infrastructure, commissioning, and ramp-up activities.
- Audit the progress percentage. Record the denominator, measurement method, scope changes, and remaining high-risk work.
- Stress-test funding. Compare committed and conditional sources with cost to complete, contingency, working capital, and ramp-up needs.
- Assign evidence levels. Label each statement as achieved, contractually committed, physically observed, forecast, or targeted.
- Write the investment conclusion. State what has improved, what remains unproven, and which specific event would change your view.
Red flags and the next question to ask
| Red flag | Follow-up question |
|---|---|
| “Completion” rises while the denominator is not disclosed | What work packages and weighting produce the percentage, and did the scope change? |
| Capital spending is near guidance but milestones slip | Was money spent on non-critical items, early procurement, or redesign? |
| A new estimate is lower without a scope reconciliation | Which facilities, contingencies, owner costs, or commissioning activities moved out? |
| “Fully funded” excludes ramp-up | How much liquidity is required until stable commercial output? |
| Many packages are at bid or negotiation stage | Which prices are firm, what escalation clauses apply, and when will contracts be executed? |
| Mechanical completion is presented as production | Which systems have passed commissioning, and when will ore feed and sustained output begin? |
| Permits are described generally | Which permit conditions, appeals, or design changes could affect the critical path? |
What a defensible investor conclusion looks like
A useful conclusion is conditional and evidence-based. For example: the project’s estimate is more mature than the prior study, a stated portion of procurement is committed, and mechanical completion remains a target; however, the remaining unawarded construction packages, permit conditions, and commissioning cash requirement leave schedule and funding exposure unresolved. That statement is more informative than “on track” because it identifies both verified progress and the risks that can still change first production.
Use the same discipline when an update is positive. Credit achieved milestones only after checking the evidence behind them, and keep forecast dates labeled as forecasts. The investor’s task is not to produce a false-precision completion score; it is to determine whether scope, cost, schedule, funding, and commissioning evidence are becoming more reliable over time.
