What Mellum 2.1 is—and what you are actually evaluating
JetBrains describes Mellum 2.1 as a 12-billion-parameter mixture-of-experts model with 2.5 billion active parameters and an Apache 2.0 release. JetBrains says the underlying architecture did not change from Mellum 2; most of the work went into post-training, particularly reinforcement learning, plus filtered tasks covering software engineering, tool use, mathematics, competitive programming and science. The release is aimed at coding-agent workflows in which a model explores a repository, edits files and checks its changes. See the JetBrains announcement and the official model card.

JetBrains’ announcement quotes Bulat Salimzianov saying: “After a summer of reinforcement learning in real environments, with millions of sandboxed runs across thousands of environments, Mellum2.1 can: it explores a codebase, edits files, and checks its own changes.” Treat that as the publisher’s description of intended capability, not independent validation of your repository.
Why public benchmarks cannot make the switching decision
The model card reports self-reported results from a common evaluation setup. It identifies the open-source Pi v0.73.1 agent harness with shell and file tools, a 114K-token context and up to 16K output tokens per turn for agentic benchmarks. Non-agentic benchmarks use different settings. Those details matter: changing the harness, context window, tool permissions, turn limit or task preparation can change the result.
| Benchmark | JetBrains-reported result | How to read it |
|---|---|---|
| SWE-bench Verified | 47.0% | Publisher-reported 2026 score; higher is better according to the model card’s percentage table. |
| Terminal-Bench 2.1 | 17.4% | Publisher-reported 2026 score; evaluate it in the context of the stated terminal-agent harness. |
Both figures come from JetBrains’ model card, not an independent evaluation of an arbitrary team repository. A gain over another model on those tasks does not establish an advantage for your codebase. Differences in programming language, repository size, test quality, conventions, dependency management, tool wrappers and security policy can reverse the ranking.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Define the decision before you run a model
Write down what “better” must mean before either model sees the tasks. Keep your incumbent model in the comparison as a control; otherwise you cannot tell whether Mellum 2.1 is genuinely better or merely good enough on an easy sample.
Set a migration bar
- Specify the minimum improvement in verified task success that would justify changing models.
- Set maximum acceptable end-to-end latency, retry rate and human repair time.
- Decide how much additional compute, hardware or deployment maintenance your team will accept.
- Record privacy, data-residency and code-handling requirements for the serving option you intend to use.
- Define a rollback condition and keep the incumbent available until the new model meets the bar on representative work.
Do not choose a threshold after seeing the results. Post-hoc thresholds invite a switch based on one impressive patch or one unusually poor run.
Build a fair, repeatable bake-off
1. Pin the comparison conditions
Create a fixed evaluation manifest containing the repository commit, dependency lockfiles, compiler and interpreter versions, linters, test commands, agent tools, system prompt, task prompt, context limit, sampling settings and compute budget. Use identical values wherever both serving stacks permit it. If a setting cannot be matched, record the difference next to the result rather than presenting the runs as perfectly equivalent.
Use clean, isolated worktrees or equivalent disposable environments. A model must not benefit from files, caches, generated artifacts or previous attempts left by the other model.

git worktree add ../eval-mellum2-1 <fixed-commit>
git worktree add ../eval-incumbent <fixed-commit>
The commands illustrate the principle: both agents start from the same commit in separate directories. Your own repository policy may require a container, virtual machine or another isolation mechanism instead.
2. Select real work, not toy prompts
Build a task set from normal engineering work and prepare the instructions and expected outcomes before running either model. Include enough tasks to expose different failure modes, and include more than one language or service when those are important parts of the repository.
- Diagnose a failing test: provide the failure in a clean checkout and require the model to identify the cause and make the smallest correct fix.
- Fix a bounded bug: define observable behavior and acceptance tests without revealing the exact file or implementation.
- Implement a small change: include API, validation or persistence work that requires navigating existing conventions.
- Navigate an unfamiliar module: ask for a targeted change in an area the model has not been primed with.
- Explain a proposed patch: require a review-oriented explanation tied to the actual diff, risks and tests.
Sample tasks across repository areas rather than selecting only issues that favor one model. Keep hidden acceptance tests or reviewer expectations identical. Do not give one model extra hints, a different tool wrapper or additional context.
3. Freeze the task instructions
Store each prompt, available tool description, time limit and expected outcome in version control. The evaluator should be able to rerun the task without relying on memory. If a task is ambiguous, fix the ambiguity before comparing outputs; do not quietly clarify it for only one model.
4. Run each task in a clean environment
Reset the worktree to the pinned commit for every trial. Capture the full transcript, tool calls, model output, generated diff, test logs and timing. Prevent network access or external services unless the task explicitly requires them, and give both models the same credentials and fixtures when access is necessary.
5. Verify the patch mechanically and by review
Run the repository’s relevant tests, linters, type checks, formatters and build or packaging checks. Then inspect the diff for unintended edits, compatibility with local conventions, security-sensitive changes, data migrations and error handling. A passing narrow test is not proof that the patch is safe; a fluent explanation is not proof that it works.
Record whether the task was completed without intervention, completed after a retry, completed after a human repair, or failed. Preserve failed outputs: failure patterns often matter more than the average score when deciding whether a model is safe to adopt.

6. Repeat tasks when variability matters
Agentic generation is stochastic and tool failures can be intermittent. Run multiple trials for important task types, using the same task set and rubric each time. Report successes and failures separately instead of hiding variability in a single average.
What to measure
Collect outcome and operating data together. A model that saves tokens but requires extensive repair may cost more in engineering time than a slower model that produces correct patches.
| Category | Measurements to record | Why it affects a switch |
|---|---|---|
| Task quality | Verified patch correctness, tests passed, regressions, security or compatibility defects | Shows whether the change is usable, not merely plausible. |
| Coverage | Success by task type, programming language, service and repository area | Prevents strong performance in one corner from masking failures elsewhere. |
| Efficiency | Wall-clock time, input and output tokens or other compute use, retries and tool errors | Determines whether quality is affordable at your team’s workload. |
| Human effort | Review time, repair time, number of intervention steps and rollback work | Captures engineering cost omitted by automated pass rates. |
| Operational fit | Deployment options, hardware burden, integration work and maintenance tasks | Identifies the work required to run the model reliably. |
| Governance | Code and data handling, access controls, logging and policy compliance | A technically strong model is not adoptable if it violates your requirements. |
Use an explicit scoring record
For every trial, store the model name, task identifier, starting commit, run identifier, completion status, test result, regression finding, elapsed time, token or compute usage, tool errors, retries and reviewer minutes. Mark “not run” separately from “failed”; an unavailable tool or infrastructure error is a different operational problem from an incorrect patch.
Summarize both aggregate results and slices. For example, report verified success by language and task type, then show the distribution of latency and human repair time. A mean can conceal a small number of catastrophic regressions, so include the worst failures and their causes in the decision record.
Classify failures instead of hiding them
Use consistent labels such as wrong diagnosis, incomplete implementation, test failure, regression, unsafe change, tool misuse, timeout, infrastructure error and reviewer rejection. The labels make it possible to distinguish a model weakness from a serving problem. For example, repeated shell-tool errors may call for a wrapper or permission change, while repeated failures in a particular language point to a model-fit problem. Keep the original diff and transcript beside each label so another reviewer can reproduce the judgment.
Separate “passes automated checks” from “approved for merge.” A patch can pass existing tests while violating local conventions, changing an unrelated file, weakening validation or creating a security-sensitive behavior. Conversely, a correct patch may need a small formatting adjustment that should not be counted as the same failure as a broken design. Agree on these distinctions before scoring.
Serving and deployment details to validate
Mellum 2.1 is released as open weights under Apache 2.0, and JetBrains promotes local or self-hosted deployment for control of code and data. That does not eliminate deployment work. Validate the serving stack, quantization or precision choice, context handling, concurrency, observability, access controls and upgrade process that your team will actually operate.

Do not confuse the open Mellum 2.1 model with JetBrains’ separately documented IDE Services Mellum completion service. The IDE Services documentation describes organizational deployment for completion and specifies Nvidia GPU and access-token requirements. Those requirements are documentation for that service; they are not evidence of Mellum 2.1’s own model hardware requirements. Obtain and test the requirements for your chosen inference software and deployment configuration.
Compare an equivalent serving path
- Run both models with comparable context and output limits. If one stack cannot support the same limit, record the asymmetry.
- Measure cold-start and warm-request latency separately when self-hosting.
- Include queueing, batching, tool-call overhead and retries in end-to-end timing.
- Test the largest repository context your agent is expected to handle, not only a short prompt.
- Verify that logs, prompts, source files and generated patches follow your retention and access policies.
Account for the full cost
Do not reduce cost to a per-token estimate. Include inference compute, hardware acquisition or rental, storage, deployment engineering, monitoring, upgrades, failed runs and the reviewer time needed to repair or reject patches. Record token or compute use for each task, then compare it with wall-clock time and human minutes. A model that uses fewer tokens but triggers more retries or manual fixes may have the higher total cost.
For a self-hosted path, document who maintains the serving software, model files, access controls and incident response. For a managed path, document what code and logs leave your environment and which operational controls are available. The relevant comparison is the setup your team will actually run, not an abstract claim that open weights are inexpensive or private.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to interpret the public Mellum 2.1 evidence
The 47.0% SWE-bench Verified and 17.4% Terminal-Bench 2.1 figures are useful baselines for understanding the release, but they are not acceptance criteria for your organization. The model card identifies the harness, tools and context settings so readers can understand what was measured. Compare published numbers only when the benchmark version, task set, harness and settings match; otherwise, treat the values as directional context.
Do not convert a benchmark percentage into an estimated percentage of your own tickets. A repository may contain generated code, proprietary frameworks, unusual build tooling or tests that differ radically from benchmark tasks. Your bake-off should therefore be the evidence used for a migration decision, with the public figures cited as background.
Make the switch decision and roll out safely
Keep the incumbent when quality or operations miss the bar
Stay with the incumbent if Mellum 2.1 produces more regressions, requires materially more repair, fails critical languages or services, exceeds the latency or compute limit, or cannot satisfy code-handling policy. A lower purchase or hosting cost does not compensate for defects that reach production.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Use a staged rollout when the results clear the bar
- Start with a small group of engineers and non-critical task classes.
- Keep the incumbent available as a fallback and preserve the same verification gates.
- Monitor verified success, regressions, latency, tool errors, retries and reviewer time against the bake-off baseline.
- Expand to additional languages or services only after their task slices meet the predefined threshold.
- Re-run the fixed task set after serving changes, model updates, prompt changes or major repository-tool changes.
Preserve a rollback path
Keep the incumbent configuration, prompts, credentials and deployment artifacts documented and restorable. Define who can pause the rollout when regression, privacy or availability signals cross the limit. A model switch is reversible only when the old path remains operational long enough to recover from an unexpected failure.
Best Value
A practical evaluation checklist
- Fixed commit and locked dependencies are recorded.
- Both models receive identical task instructions, tools, context limits and compute budgets where technically possible.
- Tasks cover real bugs, tests, small features, unfamiliar modules and patch explanations.
- Trials run in clean isolated worktrees or equivalent environments.
- Tests, linters, builds and security-sensitive diff checks run automatically.
- Latency, tokens or compute, tool errors, retries and human repair minutes are captured.
- Important tasks have repeated trials, with failures retained and categorized.
- Success thresholds and rollback conditions were set before results were viewed.
- Deployment hardware, integration, privacy and maintenance requirements are validated for the actual serving setup.
- The incumbent remains available until representative task slices meet the migration bar.
Frequently Asked Questions
What is the fairest way to compare Mellum 2.1 with our current model?
Use the same pinned repository commit, dependency versions, prompts, tools, context and output limits, sampling settings and compute budget wherever possible. Run both models in clean isolated environments, then apply the same tests and review rubric.
Should JetBrains’ 47.0% SWE-bench Verified score be my target?
No. It is a JetBrains-reported result from a specified benchmark and agent harness. Use it as release context, not as an expected percentage for your tickets. Set a threshold from representative tasks in your own repository.
What tasks belong in the evaluation set?
Include diagnosing a failing test, fixing a bounded bug, implementing a small change, navigating an unfamiliar module and explaining a proposed patch. Cover the languages, services and repository areas that matter to your team.
Free tools Windows power users keep installed
One-click scans. No signup required.
How many runs should each task receive?
Repeat important task types when output variability or intermittent tool failures could affect the decision. Keep the task set and scoring rubric fixed, and report individual successes and failures rather than only one average.
Are Nvidia GPU and access-token requirements mandatory for Mellum 2.1?
Not necessarily. Those requirements appear in JetBrains’ documentation for the separate IDE Services Mellum completion service. Validate hardware and access requirements for the inference software and deployment configuration you choose for the open model.
What should count as a successful patch?
Require the relevant tests, linters, type checks, formatters and build or packaging checks to pass, then review the diff for regressions, unintended edits, security-sensitive changes and local conventions. Track human repairs separately from untouched successes.
The Bottom Line
Switch only when Mellum 2.1 clears a precommitted bar on your own repository. Match the evaluation conditions, verify every patch, measure compute and human effort, and keep the incumbent ready for rollback. JetBrains’ benchmark figures can frame the release, but your controlled bake-off should decide the migration.
