Choose manufacturing execution software (MES) by proving that it fits your plant’s processes, data ownership, production model, integration architecture, and ability to implement it—not by selecting the longest feature list. Start with an ISA-95-based scope map, turn real operator work and exceptions into testable requirements, assess operational readiness, and require every finalist to demonstrate the same plant scenarios with evidence.
What an MES should own in your plant
An MES sits in the manufacturing operations layer between business planning and shop-floor control. ISA places MES and related manufacturing operations systems at Level 3, while enterprise resource planning (ERP) belongs at Level 4. The boundary is a useful way to expose duplicated functions, missing handoffs, and unclear data ownership.

| ISA-95 level | Typical concern | Questions for your project |
|---|---|---|
| Level 4 | Business planning and logistics, including ERP | Which system creates or authorizes orders, owns commercial inventory, and publishes product or order definitions? |
| Level 3 | Manufacturing operations management, including MES and SCADA-related operations systems | Which system dispatches work, records execution, manages quality and genealogy, and reports manufacturing status? |
| Control and production equipment | Machines, controllers, sensors, and operator interfaces | Which equipment supplies values, receives commands, and continues safely if the MES or network is unavailable? |
Do not treat ISA-95 as a product certification or a mandate to buy a particular architecture. It describes activities, objects, information, and transactions so teams can agree on interfaces. Write down the owner for work orders, recipes or product definitions, production status, quality records, inventory movements, genealogy, and performance data. For every item, specify the system of record, who may change it, how changes are approved, and what happens when an interface fails.

On April 10, 2025, ISA announced ANSI/ISA-95.00.01-2025, an update to the 2010 Part 1. ISA said the revision reflects specific enterprise functions and clarifies the boundary between enterprise and manufacturing/control domains. Christian Monchinski, chair of the ISA95 standards committee, said: “The updated ISA-95 Part 1 reaffirms the importance of standardized integration interfaces across these systems.” Ask each vendor which edition and parts it means when it claims ISA-95 alignment.

How do I choose an MES for my plant?
Use a staged evaluation. The sequence below keeps software capabilities tied to the work your plant must perform and the evidence needed to accept a system.
1. Map the plant before reviewing products
Document each process family from released order to finished-goods confirmation. Include material staging, setup, labor, equipment, in-process checks, holds, rework, scrap, yield, and shipment handoff. Capture differences between lines, shifts, sites, and regulated products instead of averaging them away.
- List the work centers, equipment, operators, materials, tools, and skills involved in each route or recipe.
- Record every production status transition and the event that authorizes it.
- Identify records that are legally, contractually, or operationally critical, such as electronic signatures, test results, lot genealogy, and deviation approvals.
- Mark manual spreadsheets, paper travelers, scripts, and point-to-point interfaces that currently fill gaps.
Turn the map into an ownership register. A requirement such as “the MES manages inventory” is too vague; specify whether that means component issue, consumption confirmation, warehouse movement, quarantine, reconciliation, or all of them. The same discipline applies to schedules, recipes, quality plans, maintenance status, and performance calculations.

NIST’s MESA MOM/CMM tool provides a practical checklist for manufacturing operations management. It organizes assessment around production, quality, inventory, and maintenance operations. Activities include detailed scheduling, dispatching, execution, resource and definition management, data collection and tracking, and performance analysis.
For each activity, write a testable requirement and classify it as mandatory, desirable, or out of scope. Assign a process owner and acceptance evidence. For example, instead of “supports traceability,” require the system to retrieve the complete material, equipment, operator, parameter, inspection, rework, and disposition history for a specified lot or serialized unit within an agreed time.

| Requirement area | Questions to answer | Acceptance evidence |
|---|---|---|
| Production execution | How are jobs released, dispatched, started, paused, completed, split, and reworked? | A scripted demonstration using your route, work instructions, statuses, and exception rules |
| Scheduling and dispatching | How are constraints such as materials, tooling, skills, changeovers, and due dates represented? | A schedule built from representative orders, followed by a shortage and downtime change |
| Quality operations | Where are plans, samples, results, holds, nonconformances, and dispositions recorded? | Executed inspection with a failed result, hold, approval, and release path |
| Inventory operations | How are lots, quantities, locations, consumption, substitutions, and returns controlled? | Material issue and reconciliation using actual lot and unit-of-measure rules |
| Maintenance operations | How do equipment states, downtime reasons, work requests, and maintenance constraints affect production? | Equipment stop, reason capture, maintenance handoff, and restart scenario |
| Resources and definitions | Who maintains products, routes, recipes, equipment, personnel qualifications, and work instructions? | Controlled change with approval, effective date, revision, and audit history |
| Data collection and tracking | Which values arrive automatically, which are entered by people, and what validation applies? | Live or replayed equipment data plus an operator-entered exception and audit trail |
| Performance analysis | Which calculations, time windows, losses, yields, and dashboards are required? | Report or dashboard reconciled to known production records |
3. Match the manufacturing model
Discrete, batch, continuous, and hybrid production create different execution and tracking requirements. Classify every line or process family; a single plant may need more than one model.
| Manufacturing model | Evaluation focus |
|---|---|
| Discrete | Serialized or lot-based units, independent process paths, routing and operation completion, component genealogy, rework, and unit-level records |
| Batch | Recipes, batch records, weighing and dispensing, formula or version control, material genealogy, in-process sampling, and batch disposition |
| Continuous | Process parameters over time, campaign or lot boundaries, historian or control-system data, material balance, alarms, and quality results tied to time intervals |
| Hybrid | Coordinated treatment of batch or continuous upstream processes with discrete units, packaging, or finishing operations |
An ISA-published MES reference notes that discrete production may require a unique serialized identifier for each unit and independent paths through the process. Confirm whether your plant needs unit, lot, batch, campaign, time-segment, or mixed genealogy. Then test how the system handles route changes, substitutions, partial completion, split lots, merged lots, and rework.

A polished happy-path demonstration says little about operational fit. Give every finalist the same scenario pack, using your terms and representative data. Require the vendor to identify configuration, customization, integration, manual workarounds, and unavailable functions for each step.
- Release an order with the correct product revision, route or recipe, quantity, due date, and priority.
- Dispatch it to a constrained work center and record operator, equipment, labor, tools, and material checks.
- Capture an in-process measurement automatically and manually, including an out-of-limit result.
- Place work on hold, investigate a deviation, approve a disposition, and show the resulting status.
- Handle a component shortage, approved substitution, split lot, partial completion, and return to stock.
- Stop equipment unexpectedly, record the reason, notify maintenance, and resume without corrupting production history.
- Perform rework and prove that the original and rework records remain connected.
- Retrieve genealogy for a selected lot or serialized unit and trace affected orders in both directions.
Ask who can perform each action, under what authorization, and what audit record is created. A function that exists only through an administrator, a custom script, or an unverified manual step should not receive the same score as a native, controlled workflow.
How should MES and ERP work together?
Define exchanges rather than assuming that one system should own everything. ISA-95 Part 2 addresses interface content between Level 3 manufacturing systems and Level 4 business systems. Part 3 defines manufacturing operations activity models; other parts address objects, transactions, messaging, aliases, and exchange profiles. These models help teams specify meaning and timing, but standards alignment alone does not prove that an implementation fits your plant.

Document ownership and transactions
For each interface, create a one-page contract containing the business event, source, destination, payload, identifier rules, timing, acknowledgement, retry behavior, duplicate handling, and error owner. Include examples using your product codes, revisions, units of measure, locations, lot numbers, serial numbers, and status vocabulary.
- ERP to MES: approved orders, product or material definitions, revisions, due dates, and other planning information your process requires.
- MES to ERP: order status, production quantities, consumption, scrap, quality disposition, inventory movements, and completion information your business process requires.
- Plant systems to MES: equipment state, measurements, alarms, counters, and other execution data, with clear timestamp and context rules.
- MES to plant systems: authorized recipes, parameters, schedules, work instructions, or commands, only where the control architecture permits them.
Require a demonstration of failed messages, delayed data, duplicated events, out-of-sequence transactions, and an interface outage. Ask how operators continue safely, how transactions are queued, and how reconciliation identifies what was lost or replayed.
Evaluate deployment and plant connectivity
The 2025 ISA update discusses modular architectures that may run on premises, in the cloud, or in a hybrid arrangement. The right choice depends on plant conditions and evidence from the proposed deployment. Require a topology diagram for every site showing networks, edge components, identity services, data stores, integrations, and support boundaries.
Obtain written assumptions for connectivity, latency, bandwidth, time synchronization, local operation during a wide-area-network outage, backup frequency, recovery objectives, upgrades, monitoring, and vendor access. Ask which functions remain available when a server, site link, database, or external service fails. Confirm who owns certificates, operating systems, connectors, interfaces, and emergency changes.
How ready is the plant for an MES rollout?
Software selection cannot compensate for undefined processes, unreliable master data, or unavailable process owners. Assess readiness while you build requirements, not after signing.

Use a maturity assessment to find gaps
NIST’s MESA MOM/CMM tool is a questionnaire-based, Windows-based Excel assessment. It allows independent activity assessments and uses maturity levels from 0 to 5. A quick mode can identify areas for further investigation; a comprehensive mode provides more detail. NIST lists the tool’s last update as September 3, 2018, so verify the current download and compatibility before relying on it.
Use the score to sequence work, not to rank vendors. A low result in definition management may mean product and equipment data must be cleaned before configuration. A low result in performance analysis may require agreement on downtime, yield, and schedule-adherence definitions before dashboards can be trusted.
Prepare people, data, and governance
- Name accountable owners for production, quality, inventory, maintenance, engineering, IT, and OT decisions.
- Clean and reconcile product, route, recipe, material, equipment, work-center, personnel, and qualification definitions in scope.
- Set rules for revisions, effective dates, approvals, emergency changes, and archival records.
- Define how operators, supervisors, engineers, quality staff, and maintenance personnel will be trained and supported.
- Decide how sites will handle local variation. For a multi-plant program, specify the common template, permitted deviations, and change-governance authority.
- Plan migration, validation, cutover, parallel records, rollback, and post-go-live support before final contract approval.

Make cybersecurity a required, site-specific evaluation workstream. The material available for this framework does not establish a detailed authoritative checklist or universal compliance requirement. Define controls with your security, engineering, quality, and legal teams based on jurisdiction, industry, product risk, network architecture, identity model, remote access, vulnerability management, logging, retention, and incident response. Ask vendors to document what they provide and what remains your responsibility.
