Evaluate it by defining the required level of meaning and readability, testing representative content in the actual language direction and domain, using automatic metrics for controlled comparisons, and adding structured human review for context and consequential errors. Record the sample, scoring rules, reviewers and conditions so another team can understand or reproduce the decision.
There is no universal pass score for every language, content type or publication channel. The National Institute of Standards and Technology (NIST) describes the goal as output that is an adequate and fluent translation, while cautioning that automatic metrics have not been proved to predict usefulness and reliability in real applications with confidence. Your evaluation therefore needs both a defined quality bar and evidence that the system reaches it for your content.

Start with the decision you need to make
Before choosing a metric or asking reviewers to score sentences, write down what the translation will be used for. A draft for internal understanding has a different tolerance for errors than text published to customers. The same system can be acceptable for one purpose and unsuitable for another.
Define the language direction
Record both the source and target language, including regional variants where they matter. Quality can change substantially by direction, so a result for English-to-French should not be treated as evidence for French-to-English or for another language pair.

Describe the audience and channel
State who will read the output and where it will appear: an internal document, customer support response, product interface, public web page, legal notice or another channel. Audience expertise and publication visibility determine how much terminology variation, awkward phrasing or ambiguity can be tolerated.
Specify the domain and content risks
Identify the subject area and the consequences of an error. List content that requires exact handling, such as names, measurements, dates, instructions, warnings, eligibility rules or terminology defined by your organization. Set a stricter bar when a mistranslation could cause financial, legal, safety or reputational harm.
Turn the purpose into a quality bar
Describe the minimum acceptable outcome in observable terms. For example, you might require that the meaning of every instruction be preserved, that approved product terms remain consistent, and that the text be ready for publication after a defined review effort. Avoid inventing a universal numeric threshold: the cited standards and NIST pages do not establish one for all content.

Build a test sample that represents real work
A score is only useful when the test material resembles the material the system will actually translate. A convenient collection of short, easy sentences can make a system look better than it will perform on your documents.
Sample the content types you will use
Include the formats, topics and writing styles that occur in production. Mix ordinary prose with terminology-heavy passages, instructions, headings, lists, interface strings or other structures that affect interpretation. State how items were selected and what proportion came from each important content type.
Include enough context to judge meaning
Provide surrounding sentences, headings, labels, tables or other context whenever it can change the interpretation. A sentence translated in isolation may appear fluent while using the wrong sense of a word or an inconsistent reference. The World Machine Translation (WMT) 2025 automated quality-evaluation task uses long, multi-sentence segments in its setting, illustrating why evaluation units should match the context your readers receive. Its task design is not a universal production rubric, but it is a reminder to test context explicitly.

Keep a held-out set
Separate material used to tune prompts, terminology or workflow from material used for the final comparison. Do not repeatedly adjust the process against the same sentences and then report their scores as independent evidence. Preserve the final sample and its references so future system versions can be compared under the same conditions.
Choose the evaluation unit deliberately
Decide whether you will score individual segments, complete documents or whole systems. NIST reports correlations between automatic metrics and human judgments at segment, document and system levels; a result at one level does not automatically describe another. If document structure or cross-sentence consistency matters, include document-level review rather than relying only on sentence scores.
Make comparisons fair
When comparing engines, models or workflow options, hold the test conditions constant. Use the same source segments, language direction, domain, context, reference translations, preprocessing and evaluation unit. Apply the same human-review rubric and reviewer instructions to every option.
| Comparison factor | What to keep constant | Why it matters |
|---|---|---|
| Language direction | The identical source and target language pair and regional variant | Performance in one direction cannot be assumed for another. |
| Source material | The same sampled segments or documents | Different difficulty mixes can overwhelm a real system difference. |
| Context | The same surrounding text, headings and document structure | Context can change word sense, references and consistency. |
| References | The same high-quality reference translations and reference count | Reference-based metric scores depend on what they are compared against. |
| Evaluation level | Segment, document or system level, reported explicitly | Correlations and conclusions differ by level. |
| Human rubric | The same error definitions, severity rules and reviewer training | Inconsistent review makes system differences uninterpretable. |
Use automatic metrics as signals, not verdicts
Automatic metrics are useful for screening many outputs and making repeatable comparisons on a controlled set. They are not proof that a translation is useful, safe or ready to publish.
What BLEU measures
BLEU is a reference-based metric. It compares word n-gram overlap between a candidate translation and one or more high-quality reference translations. Because the calculation is repeatable, BLEU can help you compare systems under identical conditions and identify broad changes across a test set.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsBLEU is not a direct measurement of whether readers understand the text, whether a critical instruction is correct or whether terminology is appropriate in context. A valid translation can use wording that differs from the reference and receive a lower overlap score, while an output that shares common phrases can still contain a serious meaning error. NIST’s 2008 evaluation material states that no single metric had been deemed completely indicative of all aspects of system performance.

Interpret scores within their test conditions
Keep the language direction, reference set, tokenization or other scoring configuration and evaluation unit with every result. A BLEU value from one dataset is not a universal grade and should not be compared casually with a value produced under different conditions.
Understand broader metric limits
NIST’s Metrics for Machine Translation Evaluation page explains that automatic metrics were intended to correlate with human assessments, but says they had not yet been proved able to predict the usefulness and reliability of machine-translation technologies in real applications with confidence. The page also discusses historical results in particular datasets and notes limitations in meaningfulness for target languages other than English in the context described there. Treat that statement as a qualification about those evaluations, not as a claim about every current metric or every language.
Use metrics for triage
Use an automatic score to find large differences, flag samples for review or monitor a controlled change. Then inspect outputs and conduct human evaluation where meaning, context or risk matters. A small score improvement is not a reason to accept a new system if reviewers find more severe errors.

Human reviewers can judge meaning and context that an overlap metric misses, but human evaluation is expensive, slower than automated scoring, subjective and difficult to standardize. A written rubric, competent reviewers and consistent sampling reduce those weaknesses.
Choose reviewers who understand the task
Match evaluator competence to the language, domain and intended use. Reviewers need enough source-language and target-language proficiency to identify meaning changes, and enough subject knowledge to recognize incorrect terminology or instructions. ISO 5060:2024 includes guidance on evaluator competence.
Use an analytic error approach
ISO 5060:2024, Translation services — Evaluation of translation output — General guidance, covers human translation, post-edited machine translation and unedited machine translation. Its analytic approach uses error types and penalty points configured to produce an error score and a quality rating. Define the error categories relevant to your content before scoring, and specify how severity affects the penalty.

Review adequacy and fluency separately
Adequacy asks whether the target text conveys the source meaning, including facts, relationships, scope, negation and instructions. Fluency asks whether the target text reads naturally and correctly for its audience. NIST identifies adequacy as a human-assessment dimension, and describes adequate and fluent output as the Open Machine Translation Evaluation goal.
Record error type and severity
For each issue, capture the source passage, the machine output, the context, the error category, its severity and the reviewer’s rationale. Distinguish a stylistic preference from an altered meaning or omitted safety instruction. Aggregate penalties only after individual errors have been recorded, so the final score remains auditable.
Check reviewer consistency
Give reviewers the same instructions and examples, and resolve disagreements using a documented rule. If two qualified reviewers repeatedly disagree, refine the category definitions rather than silently averaging incompatible judgments. Report how many reviewers participated and what training or adjudication they received.
A practical evaluation workflow
- Write the use-case brief. Record language direction, audience, domain, channel, publication status, consequences of errors and the minimum acceptable outcome.
- Define the sample. Select representative segments or documents, preserve necessary context, describe the selection method and set aside held-out material.
- Freeze comparison conditions. Use the same source material, references, preprocessing, evaluation unit and output handling for every system.
- Run automatic screening. Calculate the chosen reference-based metric, such as BLEU, with the configuration recorded. Treat the result as a comparison signal, not a pass decision.
- Inspect high-risk content first. Review names, numbers, dates, terminology, negation, instructions and passages where context changes meaning, regardless of their automatic score.
- Conduct analytic human review. Apply defined error types and severity or penalty rules. Include enough context for reviewers to judge adequacy and fluency.
- Aggregate and interpret. Summarize metric results, error counts, penalty totals, severe-error examples and the review effort required. Interpret them against the use-case quality bar.
- Make an operational decision. Choose publication, post-editing, restricted internal use or rejection according to the observed risk and the resources available for correction.
- Document the method. Preserve the sample, references, metric settings, rubric, reviewer qualifications, evaluation level and conclusions so later evaluations remain comparable.
What to compare across systems
A useful comparison combines numerical signals, observed error behavior and the effort needed to reach publishable output. Evaluate every option on the same conditions, then examine these dimensions.
| Dimension | Questions for reviewers | Evidence to report |
|---|---|---|
| Meaning and adequacy | Are facts, relationships, scope, negation and instructions preserved for the intended audience? | Severity-tagged meaning errors, omissions and additions. |
| Fluency | Is the target text grammatical, natural and appropriate for the channel? | Fluency judgments and examples of recurring language problems. |
| Error type and severity | What went wrong, and how harmful would the error be? | Error categories, penalty rules and severe-error counts. |
| Context and level | Does quality hold across the relevant segment, document or system level? | The evaluation unit, context supplied and consistency findings. |
| Operational fit | How much human time and expertise are needed to review or correct the output? | Review workload, repeatability observations and workflow constraints. |
How to set a decision rule without a universal score
Use a layered rule instead of one number. First, define disqualifying errors for the use case, such as a changed instruction, incorrect amount or dangerous omission. Next, set an acceptable level of ordinary meaning and fluency errors. Finally, estimate whether the review and post-editing effort fits your schedule and staff.
Best Value
Lower-risk, internal understanding
You may accept imperfect style when the output reliably conveys the main meaning and readers can clarify uncertainties. Automatic metrics can help monitor large changes, while targeted human checks verify that important passages are not misleading.
Public or customer-facing content
Require stronger fluency, terminology consistency and document-level review. Sample the content types that readers will see, and have reviewers check headings, links, calls to action and instructions in context.
High-consequence content
Set explicit zero-tolerance or escalation rules for critical meaning errors and require qualified human review before release. A favorable automatic score cannot override a severe error found by a reviewer.
Common evaluation mistakes and fixes
- Mistake: treating one score as a universal grade. Fix: tie every result to its language direction, domain, sample, references and evaluation level.
- Mistake: testing only short, easy sentences. Fix: sample real documents and include the context and structures your workflow uses.
- Mistake: comparing systems on different material. Fix: freeze the same source set, reference translations, rubric and scoring configuration.
- Mistake: rewarding reference-like wording. Fix: use BLEU and similar metrics for controlled comparison, then have reviewers assess adequacy and fluency.
- Mistake: ignoring document context. Fix: evaluate multi-sentence passages or complete documents when context affects interpretation or consistency.
- Mistake: allowing undocumented reviewer judgment. Fix: define error types, severity or penalty points, reviewer competence and adjudication rules in advance.
- Mistake: hiding the cost of review. Fix: record reviewer time and correction effort as part of operational fit; human assessment has real cost and standardization challenges.
- Mistake: generalizing historical metric results. Fix: treat NIST’s published correlations and language observations as task- and dataset-specific evidence, not current universal expectations.
What to include in your evaluation report
A concise report should let another team understand exactly what the conclusion means. Include:
- Source and target languages, regional variants and domain.
- Audience, channel, intended use and consequences of errors.
- Sample size, content mix, selection method and context supplied.
- Evaluation unit: segment, document or system.
- Reference-translation count and quality description for any reference-based metric.
- Metric name, scoring configuration and results for each system.
- Human-review rubric, error types, severity or penalty rules and aggregation method.
- Reviewer language and domain competence, training and adjudication process.
- Error patterns, severe-error examples, review time and post-editing effort.
- The decision rule applied and the resulting use, restriction, post-editing requirement or rejection.

Approve machine translation only when the evidence matches the intended use: representative content performs acceptably in the real language direction and domain, critical errors are controlled by human review, and the review effort fits the workflow. Automatic metrics can make comparisons repeatable, but adequacy, fluency, context and risk determine whether the output is actually fit for your readers.
