Do not treat a promised job count or tax total as proof of a local economic gain. Test the proposal by separating construction work from permanent operations, checking whether jobs and spending are genuinely additional, subtracting incentives and public service costs from tax receipts, assigning grid and water costs to the party that will pay them, and requiring measurable commitments with public reporting and remedies.
The most useful evidence is project-specific: the financial model, tax agreement, utility filings, permits, workforce plan and any binding community-benefit agreement. Frameworks from Maryland, the United Kingdom and Canada provide disciplined questions, but they do not replace your jurisdiction’s laws or the project’s actual records.

Start by defining exactly what the claim measures
A headline such as “$500 million in economic impact” is not a comparable fact until you know who produced it, whether it is observed or forecast, the period covered, the geographic boundary and the counterfactual. The counterfactual is what would happen without this facility: another project might use the site, workers might take other jobs, and the utility might build some infrastructure anyway.

- Geography: state whether the figure is for the host parcel, municipality, county, region, state or nation.
- Activity counted: separate direct facility activity, supplier effects and household-spending effects.
- Baseline and counterfactual: explain what is assumed to occur without the project.
- Additionality: show which jobs, purchases and tax payments are new rather than shifted from another local employer or location.
Never compare a regional, multi-year modeled impact with the facility’s direct on-site headcount. Put like-for-like measures on the same line and retain the underlying unrounded inputs.
Use a standard evidence request
Request the model workbook or reproducible input file, definitions for every variable, the labor and supplier assumptions, the time period, the geographic boundary and sensitivity cases. A summary slide is not enough to test whether a result depends on an optimistic occupancy rate, a high local-sourcing share or a multiplier chosen by the consultant.
Maryland’s Executive Order 01.01.2026.16 (2026) treats standard measurement of jobs, wages, local hiring, apprenticeships and workforce commitments as a policy issue. You can use that structure when requesting consistent definitions even if Maryland law does not govern your project.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesReconcile construction, operating and modeled job claims
“Jobs created” can describe three fundamentally different things. Require separate lines for construction employment, permanent operations, contracted work, and indirect or induced estimates. For each line, ask for duration, occupation, wage, shift pattern, location and local-hire assumption.
| Claim type | What to request | Why the distinction matters |
|---|---|---|
| Construction employment | Job-years or another explicit duration measure; trades, wage rates, project schedule and local share | A short construction surge is not an annual permanent workforce. |
| Permanent on-site operations | Headcount or full-time equivalents by occupation, shift and year; expected wages and vacancies | Automation and 24-hour shifts can produce a smaller workforce than a headline facility size suggests. |
| Contracted work | Security, maintenance, catering, transport and other contracts; vendor locations and term | Contractors may be based outside the host community, and contracts can be rebid. |
| Indirect and induced effects | Model, sector inputs, supplier geography, household-spending assumptions and displacement treatment | These are modeled consequences, not observed hires or guaranteed local purchases. |
Check whether jobs are additional
The United Kingdom’s Green Book (2026) says appraisals should generally assume a new job is filled by a worker leaving another job unless there is transparent reasoning and compelling evidence of an increase in local labor supply. Apply that test locally: if a data center recruits an experienced electrician already employed by a nearby manufacturer, the region may gain a data-center position but lose manufacturing output or require a replacement hire.
Ask whether the proposal expects workers to move into the area, commute from elsewhere or transfer from existing employers. Request evidence for any claim that all positions are net additions, such as documented labor shortages, training capacity and a credible local-hire pipeline. Separate residents hired from workers who relocate; both can matter, but they have different effects on housing, services and household spending.
Test the local-hire and wage assumptions
Require a target for the percentage of construction hours and operating positions going to residents, the geographic definition of “local,” the occupations covered, the base date and the reporting method. A promise to “prioritize local workers” is not measurable until it names a percentage, a deadline and the records that will verify it.

Ask for wage ranges rather than an average alone, including overtime, shift premiums and benefits. A high average can conceal many lower-paid contractor positions. Request apprentice slots, training partners and completion rates separately from job counts; an announced program is not evidence that participants obtained lasting employment.
Distinguish headcount from job-years
One person employed for four years and four people employed for one year can both equal four job-years, but they have different implications for retention and household stability. The proposal should show annual headcount and cumulative job-years, not one blended figure. State whether part-time and temporary positions are converted to full-time equivalents and how vacancies are treated.
Calculate net public revenue instead of repeating gross tax receipts
A gross tax estimate answers only how much revenue a government might collect before the deal’s costs. Build a fiscal schedule for every government that receives revenue or provides infrastructure and services. Do not assume that a state-level gain accrues to the host municipality or school district.
| Revenue or cost line | Questions to answer |
|---|---|
| Property, sales/use and other taxes and fees | Which government receives each payment, what assessment or sales base is used, and when does collection begin? |
| Exemptions, abatements, grants and other incentives | What is waived or paid, for how many years, and is the benefit contingent on performance? |
| Capital infrastructure | Who pays for roads, water, sewer, substations, transmission, emergency facilities and site improvements? |
| Continuing services | What will fire, emergency medical, police, inspection, road maintenance, planning and schools cost each year? |
| Timing and financing | When are expenses incurred versus receipts collected, and what discount rate or financing cost is assumed? |
Use a net-present and annual view
Show each flow by year, then calculate the net result for each government. A project can produce a positive long-run total while creating a large early deficit if public roads, substations or water capacity must be built before tax receipts arrive. Provide at least a base case, a delayed or lower-build case and a cancellation case. Identify which costs are sunk, which are recoverable and which remain if the facility closes.

Include sensitivity to assessed value, electricity prices, occupancy, payroll, local purchasing, incentive duration and construction timing. A single point estimate hides the assumptions that matter most.
Check who bears the service burden
Ask whether the fiscal model includes additional firefighters, emergency medical coverage, inspections, road wear, stormwater management and water-treatment capacity. A tax agreement that funds a state budget may not reimburse a town for a new emergency station. Obtain the intergovernmental agreement and the method used to allocate shared costs.
Maryland’s order specifically calls for net fiscal impact after incentives and public costs and for long-term analysis of abatements and service costs. Treat that as a checklist, not as a substitute for the local tax code or a signed agreement.

Trace electricity and grid costs to the responsible payer
Electricity demand is project- and location-specific. Request expected peak demand in megawatts, annual consumption in megawatt-hours, commissioning phases, redundancy requirements and the date each load comes online. A facility that eventually reaches its full design load may impose a different cost than a phased project that operates below capacity for years.
Review the interconnection record
Obtain the utility or regulator’s interconnection study, queue position, required generation and transmission work, substation upgrades, expected completion dates and cost estimates. Ask whether the project has an executed agreement or only a preliminary request. Verify whether the requested load is firm, interruptible or contingent on future construction.
Ask how tariffs allocate demand charges, capacity costs, transmission upgrades and ongoing system costs. Canada’s Responsible Data Centre Development Principles (2026) state that proponents should pay the costs of connecting and serving projects, including generation, transmission, substations and directly attributable grid upgrades. The principles are a policy framework, not automatically applicable law. Your utility rules and project agreement control the actual allocation.
The same principles state: “Data centre growth must not shift project-driven electricity system costs onto households and existing businesses.” Test that principle against the tariff: identify any socialized upgrades, demand charges waived by incentive, stranded-capacity risk and protections if the project is delayed, downsized or cancelled.
Separate energy context from project evidence
The Department for Energy Security and Net Zero discusses data-center demand in its assessment of energy-consumption growth (published 14 August 2025 and updated 28 July 2026). National or regional context can show why planning matters, but it cannot establish this facility’s peak load or who will pay for its connection. Use the project’s filings for those answers.
Examine water use and environmental assumptions
Ask whether the applicant reports withdrawal, consumption or both. Require peak and annual volumes, cooling technology, potable versus reclaimed water, discharge location and drought assumptions. A withdrawal figure can be much larger than consumptive use if water is returned; the distinction affects source availability and downstream users.
Test the water-supply case
- Identify the source, treatment plant and conveyance upgrades required.
- Compare demand with permitted capacity and existing commitments during drought or heat events.
- Show who funds new wells, treatment, storage, mains and wastewater capacity.
- Describe shutback or curtailment rules if the source cannot meet demand.
- Require metering, public reporting and a schedule for updating actual use against the forecast.
Canada’s principles call for minimizing freshwater consumption, considering local conditions and transparently reporting impacts. Maryland’s order highlights water availability, cooling alternatives, stormwater, discharges and backup-generator emissions. Ask for permit numbers, monitoring locations and enforcement authority rather than relying on a general statement that the design is efficient.

Read economic-impact and multiplier studies critically
Input-output and other economic models can be useful for describing supply-chain and household-spending scenarios, but a multiplier is not a guarantee. Its result depends on the model, sector classification, geographic boundary, labor assumptions, sourcing pattern and period.
Request the unrounded direct inputs
Ask for annual payroll, number of workers, construction spending, supplier purchases, local purchasing percentages, taxes and imports before indirect and induced outputs are added. Compare those direct inputs with permits, payroll records, procurement contracts and tax assessments when available. If the model reports only a rounded “total impact,” you cannot tell whether the result came from a large direct operation or an aggressive multiplier.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Look for leakage and displacement
Leakage occurs when suppliers, workers or profits are outside the stated geography. A regional model may count a purchase as an impact even when the vendor imports most inputs. Displacement occurs when the project draws workers, land or electricity away from other productive uses. Ask how the study treats both effects and whether it assumes full employment.
The Green Book recommends comparing options on social value, including wider social and environmental effects, rather than treating economic output as the entire appraisal. A study that reports output but omits water scarcity, emissions, congestion, housing pressure or foregone alternatives is incomplete for a public decision.
Check the counterfactual
Compare the proposed facility with realistic alternatives: no development, another industrial use, a smaller phased build or a different site with existing grid and water capacity. The relevant question is not whether the data center produces activity, but whether it produces more net local value than the next-best use after public costs and risks.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Turn promises into enforceable commitments
Prefer independently verifiable records: executed development and tax agreements, incentive approvals, utility filings, permits, workforce plans, procurement reports and audited tax assessments. A press release can describe intent; it cannot by itself create a remedy.

Use a commitment register
For every promised benefit, record the responsible party, baseline, metric, target, deadline, reporting frequency, verification method, public disclosure date and consequence for missing the target. Examples include construction hours performed by residents, apprentices who complete training, permanent headcount, median wage, local procurement dollars, annual electricity demand, water consumption and tax payments.
Best Value
Ask whether an independent auditor or public agency will verify the data, whether residents can inspect the underlying records and whether reports continue after construction. Maryland’s order asks whether commitments are measurable, time-bound, publicly reported and periodically reviewed. Canada’s principles likewise call for clear, project-appropriate, independently verifiable impact information and tracking of material commitments.
Specify remedies before approval
Possible remedies include repayment or reduction of an incentive, liquidated damages, a performance bond, a requirement to fund missing infrastructure, a cap on expansion or a public review before the next phase. The agreement should define force-majeure events, cure periods and the authority that can enforce it. A target with no consequence is a forecast, not a commitment.
Use national statistics only for context
The Office for National Statistics explains in “Data centres and the UK National Accounts” (revised 24 August 2026) that data centers do not have a unique industrial classification and are not separately visible in many national statistics. Their activity appears across investment, services, wages, profits and production taxes. Aggregate accounts therefore cannot verify a proposed project’s local jobs or fiscal impact.
| Figure | What it shows | What it does not show |
|---|---|---|
| 4.5 terawatt-hours | Estimated data-center electricity consumption in Great Britain in 2024, reported by ONS from Department for Energy Security and Net Zero estimates | The demand of a particular proposed facility or its local grid effect |
| 2% of 249.2 terawatt-hours | Estimated 2024 data-center share of Great Britain’s grid electricity | Whether a host community or ratepayer will fund a project’s upgrades |
| 1.3 terawatt-hours, a 41% increase | Estimated change in Great Britain data-center consumption from 2020 to 2024 | A forecast for any individual project |
Use these figures to understand scale, then return to the proposal’s metered demand, interconnection documents and cost-allocation rules.
A practical evaluation workflow
- Freeze the claim. Copy the exact number, date, unit and speaker. Mark it observed, forecast or modeled.
- Set the boundary. Record the government level, geography, time period and counterfactual.
- Split the activity. Put construction job-years, permanent headcount, contracted work and indirect or induced results on separate lines.
- Build the fiscal schedule. List every tax, incentive, capital cost and continuing service cost by government and year.
- Verify utilities. Obtain peak and annual power demand, interconnection status, upgrade requirements, tariff treatment and protections for delay or cancellation.
- Verify water and environmental data. Separate withdrawal from consumption and collect permits, cooling design, drought assumptions and monitoring commitments.
- Reproduce the model. Run lower-build, delayed, cancellation and alternative-site cases; test local hiring, wages, sourcing and multiplier assumptions.
- Publish an evidence table. For each claim, list the document, responsible party, metric, deadline, verification method and remedy.
- Reassess during operation. Compare reported jobs, wages, taxes, electricity and water use with the approved baseline at the agreed review dates.
Compare proposals on one decision sheet
When several sites or designs are under consideration, require the same definitions and years for each. Compare:
- Net fiscal effect by government and year, after incentives and service costs
- Direct permanent jobs, construction job-years, wages and verified local hiring
- Who funds generation, transmission, substations, roads, water and sewer capacity
- Peak and annual electricity demand, water withdrawal and consumption
- Enforceability, reporting frequency, independent verification and remedies
- Results under lower-build, delayed and cancelled scenarios
A proposal that produces fewer gross jobs but requires less subsidized infrastructure and has enforceable reporting may create more net local value than a larger, less accountable project.
Common red flags
- One “jobs created” number combines temporary construction, permanent staff and multiplier outputs.
- A tax total omits abatements, grants, public infrastructure or continuing emergency-service costs.
- The study reports a regional impact while the approval decision concerns a single municipality.
- Electricity or water demand is described as an annual average with no peak, phasing or drought case.
- Local hiring is expressed as a preference rather than a percentage, deadline and verification rule.
- The consultant will not release model inputs, the counterfactual or sensitivity cases.
- Utility costs are described as “rate-neutral” without a tariff, interconnection study or signed allocation.
- Community benefits have no reporting requirement, independent verifier or consequence for nonperformance.
Bottom-line test
Approve an economic claim only when you can answer four questions with documents: What activity is genuinely additional? What is the net fiscal result for each government after incentives and services? Who pays for the electricity, water and other infrastructure the project requires? How will promised outcomes be measured, published and enforced? If any answer depends on an undisclosed model or an unenforceable promise, label the figure as a projection rather than a demonstrated local benefit.
