How to Evaluate Entry-Level Engineers Without Relying on Boilerplate Coding Tasks

The most reliable entry-level engineering assessment is not a harder puzzle. It is a short, structured process built from the actual work the hire will do: define job-related competencies, let candidates complete a bounded work sample, ask the same follow-up questions, and score observable behavior with shared anchors. Algorithm exercises can provide one signal, but they should not stand in for code comprehension, debugging, testing, learning, or communication.

Why boilerplate coding tasks give an incomplete signal

A timed algorithm problem can show whether someone recognizes a familiar pattern under pressure. That may matter for a role that genuinely requires such work, but most entry-level software jobs begin elsewhere: reading an unfamiliar repository, tracing a defect, changing a small area without breaking adjacent behavior, writing or updating tests, and explaining a decision to a teammate.

When the assessment is mostly an abstract puzzle, a hiring team may be measuring prior exposure to that puzzle format, speed under artificial time limits, or access to coaching. Those factors can obscure the competencies the job actually requires. A realistic exercise does not mean giving candidates a week of unpaid production work. It means selecting a small, representative slice of the role and observing how the candidate approaches it.

The 2024 MIT thesis Understanding the Relevance, Efficiency and Efficacy of Timed Coding Assessments in the Software Engineering Industry reports interview findings in which timed tests were viewed as useful for narrowing a pool but not consistently relevant to software-engineering duties. That is limited qualitative evidence, not a universal verdict. It supports treating timed tests as one optional signal rather than as the definition of engineering ability.

A stronger design follows two principles from public-sector and industry guidance. The U.S. Office of Personnel Management (OPM) recommends basing interview questions on competencies identified through job analysis and using rules for eliciting, observing, and evaluating responses. Google re:Work describes standardized questions and behaviorally anchored rubrics; it reports that structured interviews were more predictive than unstructured interviews in Google’s own hiring comparisons. That result should not be assumed to apply unchanged to every organization, but the design logic is broadly useful.

Begin with a brief job analysis

Do not write the test first. Start by describing what a new engineer must be able to do during the first few months, then translate each task into an observable competency. Keep the list short enough to score consistently.

1. List early-career tasks

Ask the future manager and one or two experienced teammates:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Which codebase or services will the new hire read first?
  • What is the smallest production change they are likely to own?
  • Which tests, logs, dashboards, or local tools will they use?
  • What kind of bug report or pull request will they need to handle?
  • Where must they ask for clarification instead of guessing?
  • How will they explain trade-offs to a reviewer or product partner?

Write the answers as work activities, not personality traits. “Shows ownership” is difficult to score until it is tied to behavior such as identifying an untested edge case, documenting an assumption, or communicating a blocked dependency.

2. Convert tasks into competencies

A practical entry-level set often includes:

  • Code comprehension: locating relevant modules, describing control flow, and identifying existing conventions.
  • Bounded implementation: making a narrow, correct change while preserving unrelated behavior.
  • Testing strategy: selecting meaningful cases, writing or adapting tests, and interpreting failures.
  • Debugging and diagnosis: forming hypotheses, using available evidence, and narrowing the cause rather than making random edits.
  • Clarification and learning: recognizing ambiguity, asking focused questions, and incorporating documentation or feedback.
  • Communication: explaining decisions, limitations, and next steps in language a teammate can act on.

This list is an editorial example derived from the job-analysis principle; it is not a universal checklist. A data-pipeline role may need data quality reasoning, while a user-interface role may need accessibility and state-management judgment. Add only competencies that the job actually uses.

3. Set the level before meeting candidates

For every competency, define what an entry-level person must demonstrate on day one, what can be learned with normal onboarding, and what is outside the role. A junior hire need not know every framework in advance if they can read documentation, test a change, and explain what they do not yet understand. Conversely, a role with on-call responsibility may require stronger diagnosis and risk awareness than a role limited to internal tools.

Choose a realistic, bounded work sample

The exercise should resemble the target work while remaining small enough to administer and score. Vendor guidance from Codility advocates realistic work samples and assessment environments, but that is vendor-authored framing rather than independent validation of any particular design. Use it as a category description, not proof that one platform or format predicts performance.

Option A: Add a narrow feature

Provide a starter repository with a clear requirement, existing tests, and a short README. Examples include adding validation to one endpoint, extending a command-line option, or implementing one view state. State what is in scope, what is intentionally out of scope, which dependencies may be used, and how the solution will be evaluated.

A good feature prompt has a visible user or system outcome and at least one edge case. It should be possible to produce a minimally correct solution without discovering hidden business rules. If the repository contains deliberate imperfections, document them so candidates are not penalized for failing to reverse-engineer an unstated trap.

Option B: Diagnose a seeded bug

Give the candidate a reproducible failure, logs or a failing test, and the relevant code. Ask for a fix plus a short explanation of the suspected cause and the evidence used. This format reveals whether the candidate can move from symptom to hypothesis, use tooling methodically, and add a regression test.

Keep the defect bounded. A bug that requires knowledge of an undocumented production dependency measures access to insider context rather than entry-level debugging.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Option C: Review a pull request

Show a small change containing a mixture of correct code and one or two meaningful issues. Ask the candidate to identify risks, suggest improvements, and explain which comments are blocking versus optional. This can reveal code reading, prioritization, and communication without requiring a large implementation.

Do not hide the purpose of the exercise behind gotcha defects. Tell candidates that the goal is to discuss their reasoning, and allow them to mark uncertainty. The quality of a review is not the number of comments; it is whether the candidate notices consequential behavior and explains it clearly.

Control the scope

Use a time box that matches the role and the assessment setting. A short live session can focus on exploration and a small change; a take-home sample can allow more polished tests but should have a firm maximum effort and no expectation of production-ready architecture. Pay candidates for substantial take-home work when local policy or law requires it, and never use an exercise as a substitute for deliverable product work.

Provide equivalent instructions, repository state, permitted documentation, tooling, and time. If a candidate needs an alternative format, preserve the competency being assessed and record how the scoring remains comparable rather than treating the accommodation as a different standard.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Define evidence before the interview

For each competency, decide what an interviewer can observe. Avoid scoring impressions such as “seems smart” or “has good energy.” Evidence should be tied to the artifact, the candidate’s actions, and their explanation.

Competency Observable evidence Possible evidence that is not enough on its own
Code comprehension Maps the relevant files, explains control flow, and identifies an existing convention before editing. Names a familiar framework or repeats the README.
Implementation Produces a correct, focused change and avoids unrelated churn. Writes a large amount of code quickly.
Testing Chooses cases that cover normal, boundary, and failure behavior; interprets a failing test. Reports that tests pass without explaining coverage.
Debugging Forms hypotheses, gathers evidence, and revises the hypothesis when evidence conflicts. Tries many edits until the symptom disappears.
Learning and clarification Asks precise questions after inspecting available information and applies feedback. Asks for the solution immediately or refuses to proceed without certainty.
Communication States assumptions, trade-offs, risks, and follow-up work in a way a teammate can use. Uses confident terminology without a concrete rationale.

Use the same structured interview for every candidate

Structure reduces interviewer discretion and improves agreement. OPM guidance describes rules for eliciting, observing, and evaluating responses; Google re:Work similarly recommends standardized questions and rubrics with examples of response quality.

Prepare a common question set

Ask every candidate the same core prompts in the same order, with equivalent follow-ups. Prompts should refer to the work sample rather than invite unrelated storytelling:

  1. Approach: “What did you inspect first, and why?”
  2. Trade-off: “Which alternative did you consider, and what made you reject it?”
  3. Testing: “Which case would you add next if you had another hour?”
  4. Diagnosis: “What evidence would change your current hypothesis?”
  5. Communication: “How would you summarize this change to the reviewer or user?”
  6. Learning: “What part of the repository would you want to understand during onboarding?”

Use probes that clarify evidence, not leading questions that coach one candidate more than another. “What happened when you ran that test?” is fair; “Did you remember to check the null case?” supplies a hint that others may not receive.

Separate observation from evaluation

Have interviewers take notes in two columns: what the candidate did or said, and which competency that evidence supports. Complete individual scores before discussing the candidate as a group. This reduces halo effects, where one impressive answer inflates every other rating.

Keep panel roles clear

Assign one person to administer the prompt, one to observe technical evidence, and one to watch communication and clarification behavior when staffing permits. Everyone should use the same rubric. A panel is not automatically structured; consistency comes from shared questions, equivalent conditions, and anchored scoring.

Build a behaviorally anchored rubric

Use four levels with concrete examples. The labels can be changed to fit your process, but the descriptions must stay behavior-based.

Level Code comprehension and implementation Testing, debugging, and communication
Weak Edits without locating the relevant path, introduces unrelated changes, or cannot explain what the code does. Relying on guesses, ignoring failures, and offering explanations disconnected from evidence.
Borderline Finds the right area with substantial prompting; produces a partial solution or misses an important requirement. Runs some checks but misses key boundaries; can describe the result only after repeated prompting.
Solid Traces the relevant behavior, makes a focused change, and handles the stated requirements. Uses a reasonable diagnostic sequence, adds meaningful tests, and explains assumptions and limitations.
Strong Anticipates interactions, keeps the design simple, and identifies a safe follow-up without overengineering. Prioritizes risks, updates hypotheses from evidence, and communicates a concise recommendation with trade-offs.

Anchor each level to the role’s expected scope. A strong entry-level performance is not the same as a staff-level architecture proposal. Score the candidate against the job, not against the most experienced interviewer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Combine signals without hiding a veto

Decide in advance how the work sample, structured interview, résumé, and references will be used. A simple approach is to score each job-related competency, require a minimum level on safety-critical capabilities, and then review the pattern of evidence. Do not let an impressive résumé compensate for an inability to complete the core task, and do not let one nervous moment erase strong, repeated evidence across the exercise.

Document why a score was assigned with a short behavioral note. “Solid testing: added a regression case for the observed failure and explained why it mattered” is auditable. “Good coder” is not. If interviewers disagree, return to the evidence and the anchors; do not resolve the disagreement by averaging vague impressions.

Make the assessment accessible and comparable

Standardization should remove irrelevant variation, not force every person into one delivery mode. Tell candidates in advance whether the session is live or take-home, what tools and documentation are allowed, whether internet access is available, and how work will be submitted. Provide an accessible repository and allow ordinary editor, screen-reader, keyboard, or input accommodations through the normal hiring process.

When an alternative format is necessary, preserve the target competency. For example, a candidate might explain a debugging plan verbally instead of typing every command, while still being assessed on hypothesis formation, evidence use, and diagnosis. Record the accommodation and the comparable evidence so later reviewers understand the decision.

Pilot the process and monitor its usefulness

Run the assessment with current engineers or recent hires before using it for selection. Ask whether the task can be completed within the stated time, whether the instructions expose accidental domain knowledge, and whether two trained interviewers reach similar ratings from the same evidence. Revise ambiguous requirements and rubric anchors.

After hiring, review whether assessment results correspond to early job performance such as completing onboarding tasks, making safe changes, testing work, and communicating blockers. Also look for avoidable barriers: unusually high abandonment, large score differences by delivery format, or recurring complaints about unclear instructions. The sources available here do not establish a tested monitoring protocol or a guaranteed effect size, so treat this as prudent quality control rather than a proven formula.

A practical assessment blueprint

The following example fits a junior application-engineering role; adapt the timing and competencies to the actual job.

  1. Before the session: Prepare a small repository, a one-page brief, a reproducible issue, permitted resources, and the four-level rubric. Remove secrets, unrelated complexity, and undocumented dependencies.
  2. Orientation: Explain the goal, time limit, tools, and how the candidate may ask questions. Confirm that the task is intentionally bounded.
  3. Exploration: Ask the candidate to locate the relevant code and narrate what they need to understand. Observe whether they read tests and documentation before editing.
  4. Change: Have the candidate implement the narrow feature or bug fix. Do not rescue them with hints that are not available to other candidates; record any clarification you provide.
  5. Verification: Ask for tests or a test plan, run the available checks, and discuss one edge case that is not explicitly covered.
  6. Review conversation: Use the common prompts about approach, trade-offs, evidence, and follow-up work.
  7. Independent scoring: Each interviewer records competency ratings and behavioral evidence before the debrief.
  8. Decision review: Compare evidence with the predefined minimums and document unresolved uncertainty or a specific next step.

This blueprint is deliberately modest. Its value comes from job relevance, equivalent conditions, and consistent interpretation, not from adding more puzzles or increasing time pressure.

Common failure modes and fixes

Using a puzzle as the entire funnel

Why it fails: It samples a narrow skill and may reward familiarity with the format.

Fix: Add a realistic repository task and structured questions that expose comprehension, testing, diagnosis, and communication.

Making the work sample secretly large

Why it fails: Candidates who have more free time or prior knowledge of the codebase gain an irrelevant advantage.

Fix: State the maximum effort, limit scope, remove hidden dependencies, and score the requested behavior rather than polish beyond the brief.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Changing prompts from person to person

Why it fails: Interviewer discretion makes scores difficult to compare and can introduce inconsistent help.

Fix: Use a shared core script, equivalent resources, documented accommodations, and the same follow-up boundaries.

Scoring confidence instead of evidence

Why it fails: Fluent explanations can mask weak diagnosis, while a quieter candidate may demonstrate strong reasoning in the code and tests.

Fix: Require notes tied to actions, artifacts, test results, and stated assumptions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Overengineering the rubric

Why it fails: Too many dimensions create false precision and slow the debrief.

Fix: Score only competencies that matter in the first months, with four behaviorally distinct levels and clear minimums.

What the available evidence can and cannot establish

OPM guidance supports job-analysis-based competencies and structured rules for asking, observing, and evaluating responses. Google re:Work provides a practical example of standardized questions and anchored rubrics and reports stronger predictive validity for structured interviews in Google’s own hiring context; that finding should not be generalized automatically to every employer.

The MIT 2024 thesis offers qualitative interview evidence about timed coding assessments: they may help narrow a pool but did not consistently match software-engineering duties for the participants studied. It does not provide a population estimate or causal proof that timed tests harm hiring outcomes.

Codility’s material describes the work-sample category from a vendor perspective. It can help explain how an assessment platform might administer realistic tasks, but it does not independently validate a particular prompt, score, or hiring decision. A 2024 arXiv study of novice software-engineer recruitment reports 12 anti-patterns and 31 recommendations from qualitative analysis; those counts describe the study’s outputs, not effect estimates, and the available information does not support attributing a specific recommendation to it.

The defensible conclusion is therefore practical rather than numerical: define the job, sample the work, standardize the interaction, and anchor judgments in observable evidence. Keep any algorithm exercise only when it measures a competency the role truly needs.
