How to Evaluate Document Parsing APIs for Accuracy, Speed, and Cost

There is no universal “best” document-parsing API. The defensible choice comes from running every candidate against the same representative, human-labeled documents and output schema, then comparing extraction quality, controlled latency, and total cost for your actual workload. Treat error consequences, review effort, retries, and downstream failures as part of the result—not just the provider’s per-page charge.

Define what “best” means for your workflow

Document parsing can mean simple OCR, key-value extraction, table recognition, signatures, queries, classification, or a combination. An API that performs well on printed invoices may be a poor fit for handwritten forms or irregular tables. Start by writing the production decision you need to make:

As an Amazon Associate I earn from qualifying purchases.

  • Which document types and fields must be extracted?
  • Which fields are optional, repeated, or allowed to be blank?
  • What level of error is acceptable before a person must intervene?
  • Is a result needed immediately, or can an asynchronous job complete later?
  • What monthly page volume, regions, languages, and retention requirements apply?

Use those answers to define a target output schema and a cost unit. A useful unit is cost per successfully accepted document or field, alongside cost per processed page. The cheaper API per page is not necessarily cheaper if it creates more corrections, retries, or failed downstream transactions.

Build an apples-to-apples test set

Sample the documents you will really receive

Construct a corpus from the expected production distribution rather than a collection of unusually clean samples. Include the document and field types that drive the decision, plus meaningful variation:

  • Digitally generated PDFs and scanned pages.
  • Different templates, issuers, fonts, and page sizes.
  • Skew, blur, compression, faint print, shadows, and other quality levels that occur in practice.
  • Handwriting or multilingual content only when those cases are in scope.
  • Complex, merged, or irregular tables when row and cell structure matters.

Preserve the original files and record metadata such as page count, language, template family, scan quality, and any preprocessing. Do not silently deskew, crop, or increase resolution for one provider only. If preprocessing is part of your intended system, apply the same documented pipeline to every candidate.

Create ground truth and matching rules

Have qualified annotators create the expected values and structure for each test document. Define what counts as a match before calling any API. Your rules should cover:

  • Text normalization, including whitespace, punctuation, case, and Unicode variants.
  • Numeric and date formats, currency symbols, decimal separators, and leading zeros.
  • Missing optional fields and how an explicitly blank field differs from an omitted field.
  • Repeated values, multi-line fields, and whether order matters.
  • Table row, column, and cell alignment, including merged cells.

Keep a held-out evaluation set when you train or tune a custom model. Measuring only on training examples can make a model appear more capable than it is on new documents. Version the corpus and annotations so later model changes can be compared to the same baseline.

Measure extraction quality beyond one accuracy number

Use precision, recall, and F1 at the right level

For a field or entity, precision asks how many returned values were correct; recall asks how many expected values were found; F1 combines the two. Report micro-averaged results across all instances and per-field results for critical fields. Include counts of false positives and false negatives, not only percentages.

Google’s evaluation guidance uses precision, recall, and F1 and states that “Document AI does not provide a metric for Accuracy.” Optional labels and fields with multiple values make a single conventional accuracy percentage misleading. Read the definitions and evaluation behavior in the Google Document AI evaluation documentation.

Exact-match rates are useful only when their definition is meaningful. For an invoice total, an exact normalized numeric match may be appropriate. For OCR text, character or token error rates can be more informative. For tables, measure row and cell fidelity separately from the text inside each cell.

Inspect high-impact errors

Aggregate metrics can hide a small number of dangerous mistakes. Review examples where the API:

  • Invents a value that is not present (a false positive).
  • Misses a required field or returns it as empty.
  • Assigns text to the wrong key, row, column, or page.
  • Confuses decimal points, dates, negative signs, or currency units.
  • Returns plausible text with incorrect coordinates or relationships.

Assign each error a business severity. A missed marketing note may be harmless; a wrong account number, tax amount, or signature status may require mandatory human review. Use weighted error cost in the decision model instead of treating every field as equally important.

Validate confidence scores and review thresholds

A confidence score is useful only when it predicts real correctness on your documents. AWS describes a confidence score as “a number between 0 and 100 that indicates the probability that a given prediction is correct.” That probability must still be checked against your labeled outcomes; a score of 90 is not automatically equivalent across providers or fields.

Sweep thresholds on the validation set. At each threshold, calculate precision, recall, the percentage of fields or pages sent to review, and the correction time. A higher threshold generally improves precision while reducing recall, as described in Google’s evaluation guidance. Choose the operating point according to the consequence of an error: an automated payment workflow usually tolerates less risk than a searchable archive.

Do not assume every returned field has a confidence value. Microsoft notes that some fields do not return confidence and recommends examining OCR/read confidence separately from key-value extraction confidence and considering human review. Its guidance is available at Azure AI Document Intelligence accuracy and confidence. Measure the review queue itself: pages or fields requiring review, average correction seconds, escalation rate, and the fraction accepted without edits.

Benchmark speed under controlled conditions

Keep the workload identical

Latency comparisons are meaningful only when request conditions match. For every provider, document:

  • Input file size, page count, and transport method.
  • Requested features, model or processor version, and API version.
  • Concurrency, batch size, retry policy, and client timeouts.
  • Network location and whether upload and download time are included.

Send the same documents with equivalent capabilities. If one API returns OCR and tables in one call while another requires separate operations, record the extra calls and transformation work rather than comparing only the first response.

Report a distribution, not a best run

Repeat each workload enough times to expose normal variation and report median and tail latency (for example, the 95th or 99th percentile), along with failures and timeouts. Separate:

  • Synchronous response time: request start to the API response.
  • Asynchronous completion time: submission through queueing, polling, and final result.
  • End-to-end application time: upload, API processing, download, parsing, validation, and persistence.

Keep queueing visible. A service may have a fast processing time but a long wait at your planned concurrency. Record cold-start effects if your client or deployment has them, and repeat after configuration changes. Provider documentation does not establish a comparable cross-vendor latency winner, so your controlled measurements are the evidence for your workload.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Calculate the full cost, not just the API line item

Identify every usage-based charge

Cost depends on pages, requested features, region, volume, and workflow design. List each component:

  • OCR, forms, tables, queries, signatures, classification, or other feature charges.
  • Minimums, tiered volume, and synchronous versus asynchronous pricing.
  • Storage, transfer, queueing, and logging where applicable.
  • Custom model, adapter, training, or hosting charges where applicable.
  • Retries caused by throttling, timeouts, or invalid requests.
  • Engineering and postprocessing needed to normalize the response schema.
  • Human review and correction time.

Normalize at least two figures: cost per processed page and cost per successfully accepted document or field. Add an expected-error term using your measured correction time and the value of downstream failures. Show a low, expected, and high-volume scenario because a tier change can alter the result.

Interpret published examples carefully

AWS’s Textract pricing page gives a US West (Oregon) example of $0.0015 per page for Detect Document Text for the first one million pages and $0.0006 per page thereafter. Those are examples tied to that region, feature, and pricing page; they are not a guaranteed rate for another region, feature combination, or future date. Check the live AWS Textract pricing page and calculator for your proposed configuration. AWS also presents separate examples for forms and tables, so do not apply the text-detection figure to a richer request.

Run a repeatable benchmark

  1. Freeze the specification. Write the target schema, supported document types, matching rules, required fields, confidence policy, and acceptance criteria.
  2. Version the corpus. Store representative files, annotations, metadata, and a held-out set. Record the corpus version in every result.
  3. Map equivalent capabilities. Select the processor, model, features, API version, region, and output format for each candidate. Note any capability that has no true equivalent.
  4. Run a small pilot. Verify authentication, limits, file handling, pagination, polling, and response parsing before spending the full test budget.
  5. Execute identical requests. Use the same concurrency, retry rules, timeout, preprocessing, and network conditions. Log request configuration and timestamps.
  6. Score structured output. Calculate micro and per-field precision, recall, and F1; exact matches where valid; false-positive and false-negative counts; and table row/cell fidelity.
  7. Sweep thresholds. For providers that expose confidence, measure precision, recall, automatic acceptance, review volume, and correction time at several thresholds.
  8. Measure latency. Repeat the workload and report median, tail, failures, timeouts, queueing, polling, and postprocessing separately.
  9. Build the cost model. Apply current regional feature prices to actual page volume, then add retries, storage or transfer, engineering, and human review.
  10. Review critical errors. Have domain experts inspect high-impact failures and decide which require blocking, correction, or fallback processing.
  11. Choose by workflow value. Weight quality, speed, cost, language and format coverage, operational burden, and error consequences according to the production use case.
  12. Re-test for drift. Repeat the benchmark after significant model or API changes and on a fresh sample of recent production documents.

What the major provider documentation tells you to test

Google Document AI

Google describes Document AI as a platform that transforms unstructured document data into structured data and provides processor, API, pricing, limits, and evaluation resources in its Document AI documentation. Its evaluation process compares predictions with annotations, excludes predictions below a selected confidence threshold from the calculation, and explains the precision/recall trade-off as the threshold moves. This is measurement guidance, not evidence that Google is more accurate or faster than another service. Include optional labels, repeated values, and threshold behavior in your own tests.

Amazon Textract

Textract’s AnalyzeDocument operation can return blocks for forms and key-value pairs, tables and cells, lines and words, signatures, and query results, depending on the requested features. The API reference is at AnalyzeDocument API. AWS advises using confidence thresholds suited to the consequences of errors and recommends good input quality in its Textract best practices. It specifically notes that merged cells and irregular layouts can produce inconsistent table results. If those layouts occur in your workflow, make them explicit test cases and score structural fidelity, not just OCR text.

Microsoft Azure AI Document Intelligence

Microsoft documents confidence estimates for predicted words, key-value pairs, selection marks, regions, and signatures, while noting that not all fields return confidence. For custom models, its guidance says estimated accuracy is based on labeled training data and that visually different formats can affect results. The page identifies API version 2024-11-30 (GA) for certain custom-model field-level confidence details. Confirm the current model and API behavior before comparing, then record the exact version in your benchmark: Azure accuracy and confidence guidance.

Use a decision table that reflects production risk

Evaluation axis What to measure Why it affects the decision
Field and document quality Per-field precision, recall, F1, false positives, false negatives, and critical-error counts Shows whether required outputs are trustworthy, not merely readable
Tables and layout Row, column, cell, merged-cell, and coordinate fidelity Prevents a high OCR score from hiding unusable structure
Confidence and review Calibration, threshold curves, review rate, correction time, and escalation rate Connects scores to labor and risk
Latency Median and tail response or completion time, queueing, failures, and timeouts Tests service-level objectives at planned concurrency
Total cost Feature and regional API charges plus retries, storage, engineering, and review Reveals the cost of an accepted result, not only a page call
Coverage and limits Formats, languages, page/file limits, synchronous or asynchronous modes, and API versions Identifies cases that require a second pipeline
Operational burden Authentication, monitoring, retries, schema transformation, versioning, and deployment constraints Captures maintenance work that invoices do not show

Assign weights only after defining business consequences. A claims workflow may weight false negatives and table alignment heavily; a document search index may accept lower structural fidelity in exchange for lower cost. Keep the raw metrics beside any composite score so a weighted average cannot conceal a disqualifying failure.

Common benchmark mistakes and fixes

Using a tiny or unrealistically clean sample

Symptom: every provider appears accurate, but production quality drops. Fix: stratify the corpus by template, scan quality, language, and difficult layout, then report results for each stratum as well as the aggregate.

Comparing different features

Symptom: one API receives OCR only while another is charged for forms and tables. Fix: compare equivalent capabilities, disclose unavoidable differences, and include all calls required to produce the target schema.

Treating confidence as a universal probability

Symptom: a fixed threshold is copied from one provider to another. Fix: calibrate thresholds independently against labeled outcomes and verify the review workload.

Timing a single request

Symptom: a favorable best-case number becomes the published “latency.” Fix: repeat the same workload, report median and tail values, and separate queueing, polling, network, and postprocessing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring retries and human work in cost

Symptom: the nominal page price looks low but operating expense is high. Fix: model retry frequency, review minutes, correction rates, storage, transfer, and engineering for each candidate.

Failing to rerun after changes

Symptom: a benchmark result cannot be reproduced after a model or API update. Fix: log provider, model and API version, region, date, request options, corpus version, and client configuration; rerun on a drift sample after significant changes.

How to make the final choice

Select the API that meets your required quality and service level at the lowest acceptable end-to-end cost—not the one with the highest marketing score or lowest advertised unit price. Eliminate candidates that fail a mandatory field, language, format, latency, residency, or security requirement. Among the remaining options, compare the measured cost per accepted result and the operational effort needed to keep it reliable.

Document the decision with the corpus version, annotation rules, provider and API versions, region, feature configuration, threshold policy, latency distribution, cost assumptions, critical-error examples, and a re-test trigger. That record turns a one-time vendor comparison into a maintainable production control.
