How to Evaluate Data Center Sites for Flood, Heat, and Water Risk

Evaluate flood exposure, heat and humidity, and dependable water supply together—not as separate screening boxes. Start with authoritative maps and regional data, then test each candidate parcel against its proposed cooling design, critical equipment layout, operating life, and local resource constraints. National guidance can set useful reference points, but only current local studies and site-specific engineering can establish whether a particular parcel is suitable.

What a sound site evaluation needs to establish

A data center depends on systems that must keep working through weather extremes and resource constraints. Flooding can damage equipment, cut access, or interrupt utilities. Heat can raise cooling demands and strain the facility’s operating assumptions. A constrained water supply can make a water-dependent cooling design difficult to operate, especially during hot or dry periods.

These risks interact. A heat wave may coincide with seasonal water scarcity; a flood may affect not only the building but also roads, substations, or water infrastructure. A candidate site therefore needs to be assessed against the facility actually proposed: its expected IT load, cooling system, critical equipment elevations, backup arrangements, and intended operating life.

The cited federal guidance is U.S.-focused. Its flood-elevation benchmarks are guidance, not universal legal requirements. Applicable local codes, current flood studies, permits, and site-specific engineering take precedence. The evaluation method is useful elsewhere, but regional standards and data sources must match the location.

Use a staged evaluation rather than a single risk score

Compare sites using a consistent evidence record. A single composite score can conceal a serious constraint: a favorable heat profile does not compensate for an unacceptable flood failure mode or an unreliable water source. The cited sources do not establish a universal weighting formula.

  1. Define the project. Record the expected facility life, design and peak IT load, cooling approach, water needs, critical equipment, acceptable outage consequences, and required access and utilities. Without these assumptions, two parcels cannot be compared fairly.
  2. Screen the region and parcel. Review mapped riverine, coastal, and surface-water exposure; local drainage and runoff; historical climate conditions and plausible future conditions; and water supply, seasonality, and competing demands. Treat maps as screening evidence, not parcel-level certification.
  3. Identify failure paths. For each hazard, trace how it could disrupt facility operations: direct damage, loss of access, loss of utility service, cooling constraints, or interruption of water supply. Include relevant supporting infrastructure as well as the building footprint.
  4. Test design fit. Compare the observed and projected conditions with the proposed equipment operating envelope and cooling system. Determine whether design or operational measures address the risks, and record what uncertainty remains.
  5. Commission local due diligence. Where screening identifies material exposure or weak evidence, seek current flood, hydrology, drainage, climate, or water-supply analysis from qualified specialists. Use the results to set parcel-specific design and operating requirements before committing.
  6. Document the decision. Keep the evidence, date and scale of each dataset, assumptions, residual risks, mitigation measures, and decision rationale together. Revisit the assessment if the facility design, site conditions, or underlying studies change.

How to assess flood exposure and consequences

Screen more than the building footprint

Start by identifying riverine, coastal, and surface-water exposure on authoritative flood maps and in current local studies. Then look beyond the mapped footprint: consider how water could reach the parcel, how drainage behaves, whether runoff could be directed away from the facility, and whether access routes or utility connections could be affected. A building outside a mapped hazard area may still depend on roads or services exposed to flooding.

EPA recommends avoiding new construction in special flood hazard areas where possible. Its facility guidance says to grade and drain sites to direct water away from facilities and to locate mechanical systems and mission-critical infrastructure carefully. Where construction in a special flood hazard area is necessary, the guidance recommends at least two feet above the 100-year flood elevation, and at least three feet for critical buildings such as data centers. Those are EPA guidance benchmarks; they do not replace applicable codes, current flood studies, or engineering for the parcel. See EPA’s facility resilience guidance.

Compare flood benchmarks carefully

NIST’s January 2023 report on critical facilities describes a new data center as ideally sited outside a flood zone and identifies a 500-year rather than a 100-year flood benchmark as preferable. Its case study uses the 500-year still-water elevation. This is a planning reference in a report and case study, not a universal code requirement or a substitute for updated local analysis. The 100-year and 500-year benchmarks are not guarantees that a flood will occur only once in the stated interval; use the definitions and methods in the applicable flood study. See NIST GCR 23-037, Resilience for Critical Facilities.

Translate mapped exposure into facility consequences

For each candidate, document the flood elevation information used, its date and geographic scale, the elevation of vulnerable equipment, and the consequences if that equipment or its supporting systems are affected. Consider mechanical systems and mission-critical infrastructure, not just occupied space. Review drainage and the path water may take across the parcel, as well as whether staff, emergency response, deliveries, and utility access could be disrupted.

Ask the engineering team to explain which hazards the proposed layout and elevation measures address, how runoff will be managed, and what residual exposure remains. A map-only screen cannot answer those questions: NIST and EPA provide guidance and benchmarks, while parcel suitability requires current local evidence and engineering.

How to evaluate heat and humidity against the cooling design

Use conditions over the facility’s operating life

Assess local ambient temperature and humidity distributions, including historical extremes, heat waves, and plausible future conditions over the proposed operating life. Averages alone can conceal periods when cooling demand or equipment conditions become most challenging. The evaluation should explain which local observations and projections were selected, their time period and spatial scale, and how well they represent the parcel.

USGS explains that hotter and more humid conditions generally increase cooling inputs and resource demand, while cooler, drier conditions can support more efficient cooling options. The amount and type of impact depend on the proposed facility and system; the sources do not establish a universal temperature threshold for siting. Test the proposed system, not a generic data center

Compare the local conditions with the intended IT equipment operating envelope and the proposed cooling configuration. Ask the design team to identify how the facility is expected to perform during hot and humid conditions, what assumptions underpin its energy and water estimates, and what operating measures are available if those conditions occur. Do not infer suitability from a climate label or a single temperature figure.

DOE’s Federal Energy Management Program (FEMP) notes that cooling configuration and operating conditions influence data-center energy and water performance. Its 2024 design guide covers IT conditions, air management, cooling, electrical systems, and heat recovery. Use the guide as design context, not as proof that a particular system will suit a particular parcel: DOE FEMP’s Best Practices Guide for Energy-Efficient Data Center Design.

For each candidate, connect heat evidence to design consequences: expected cooling approach, energy implications, water implications, and resilience during heat waves. If the design changes between sites, compare the sites using their respective proposed systems rather than assuming one cooling profile applies to all.

How to establish whether water supply is dependable

Verify the source, rights, and seasonal supply

Identify the proposed supply source and the legal basis for using it. Quantify availability over the year, not just annual totals, and stress-test hot-season and drought conditions. Review water quality and any treatment needs, and determine whether the infrastructure serving the parcel can deliver the required supply when other demands are high.

Water availability is shaped by climatic, ecological, infrastructure, and socioeconomic factors. USGS notes that data centers need reliable supplies throughout the year and that water demand may compete with municipal, agricultural, ecological, industrial, and Tribal uses and rights. The evaluation should make these other demands visible rather than treating a supply allocation or annual volume as proof of long-term reliability. The USGS synthesis also cautions that comprehensive future water-availability projections accounting for these constraints are lacking.

Account for direct cooling water and associated use

Estimate water needs for the proposed cooling system and facility operating conditions. For cooling towers, evaporation and blowdown are key uses. DOE FEMP describes water usage effectiveness (WUE) as annual site water use in liters divided by annual IT equipment energy use in kWh:

WUE = annual site water use (liters) ÷ annual IT equipment energy use (kWh)

WUE helps characterize facility operations, but it does not show whether a watershed can support a proposed facility. Interpret the metric alongside source reliability, seasonal availability, competing demands, and the project’s scale. The DOE FEMP guidance on cooling-water efficiency describes operational measures that can reduce cooling-water demand.

Where data are available, also account for water associated with electricity generation. Keep that accounting distinct from water withdrawn or consumed at the site so readers and decision-makers can see which boundary each estimate uses. Do not compare water figures unless their definitions and system boundaries are compatible.

Make uncertainty and evidence limits explicit

Water datasets can differ in geographic and time resolution and in how they represent water management and use. Select information suited to the site’s watershed, the seasons that matter, and the project lifetime; document important gaps. USGS identifies these dataset limitations and the absence of comprehensive future projections that account for all relevant constraints. Where availability, rights, or competing demand are material uncertainties, involve hydrologists and relevant water managers rather than treating a coarse dataset as parcel-level assurance.

Compare candidate sites with a shared decision record

Use the same questions and evidence standards for each candidate. A compact comparison can organize the work, but the entries should point to actual data and analysis rather than unqualified labels such as “low risk.” Record the source and date of evidence, its scale, and the assumptions behind each finding.

Evaluation axis What to record Decision question
Flood hazard and consequences Mapped exposure; local flood-study basis; drainage and runoff; critical-equipment elevations; access and utility exposure; hazard over the operating life; residual risk after design measures. Can the facility and its necessary access and services remain viable under the flood conditions used for design?
Heat and humidity Historical extremes and future scenarios; data period and scale; proposed cooling compatibility; expected energy and water implications; heat-wave operating assumptions. Does the proposed system fit the conditions expected during the project life, including periods of extreme heat?
Water reliability Supply source and legal basis; seasonal availability; drought resilience; competing demands and rights; quality and treatment needs; direct and, where data permit, electricity-related water use; uncertainty. Can the project obtain reliable supply when seasonal constraints and other demands are considered?
Evidence quality and project fit Data resolution and time period; representation of local water management and future demand; relevance to the parcel and watershed; alignment with the facility design and lifetime. Is the evidence fit for this decision, or is better local analysis required before committing?

Keep hazards and consequences visible instead of collapsing them into one score. If a project team uses a score for prioritization, preserve the underlying evidence, assumptions, and unacceptable failure thresholds so a favorable result in one category cannot hide a critical weakness in another. The cited sources do not provide a standard weighting formula.

When to pause a site decision for more analysis

Escalate beyond desktop screening when the evidence does not resolve a material question about parcel exposure or operating feasibility. A qualified local review is especially important when:

  • Flood maps and local studies are missing, outdated, or too coarse to assess the parcel, or when drainage, access, or utility exposure remains unclear.
  • Proposed equipment elevations or drainage measures have not been tested against the relevant flood-study basis and the consequences of an outage.
  • Climate information does not represent heat and humidity extremes or plausible conditions over the project lifetime, or the design team cannot connect those conditions to cooling performance.
  • Water availability is presented only as an annual total, without seasonal and drought analysis, legal basis, competing uses, or infrastructure constraints.
  • Water estimates omit relevant parts of the system boundary, or datasets cannot support a defensible comparison between sites.

In these cases, commission the appropriate floodplain, hydrology, drainage, climate-risk, or water-supply work and require the findings to be tied to the actual project design. The purpose is to resolve a named decision uncertainty, not to obtain a generic assurance that a site is safe.

Common evaluation mistakes

  • Treating a map as a certification. Maps are useful for screening, but they do not establish parcel drainage, equipment elevation, route reliability, or consequences of an outage.
  • Applying a benchmark as if it were law everywhere. EPA’s elevation recommendations and NIST’s 500-year reference are U.S. guidance and case-study context. Local codes and current engineering studies govern the site decision.
  • Using annual averages to stand in for extremes. Heat waves and seasonal water constraints can matter even when annual climate or supply figures look favorable.
  • Comparing sites without fixing the project assumptions. Different IT loads or cooling designs can change energy and water needs, so document design assumptions with each comparison.
  • Using WUE as a watershed test. WUE describes facility water use relative to IT energy use; it cannot establish the sustainability or legal availability of the supply.
  • Hiding weak evidence inside a score. A score without data dates, scale, assumptions, and failure consequences can create false precision.

A defensible decision combines official screening data with current local analysis and a project-specific design review. The final record should show what is known about flood, heat, and water exposure; what the facility design does about it; what uncertainty remains; and why that residual risk is acceptable—or not—for the project.
