The reliable way to evaluate a construction company is to connect three statements: what its backlog actually includes, whether that work earns acceptable margins, and whether reported profit turns into operating cash. A large backlog can contain years of low-margin work, unsigned or cancellable awards, or revenue that is never counted in backlog. Conversely, a temporarily weak cash-flow period may reflect billing milestones on profitable projects rather than deteriorating economics.
Use the company’s own annual filing to define the backlog, map when it should become revenue, test margin trends by segment, and reconcile earnings with working-capital movements and contract accounts. The figures below illustrate the method; they are issuer-specific examples, not industry benchmarks.

Start with the business mix
Before reading a backlog headline, identify what the contractor actually does. Heavy civil, building, specialty contracting, construction services and materials businesses can have different contract lengths, margin profiles, billing terms and cash cycles. A materials segment may sell products continuously, while a heavy-civil segment may recognize revenue over several years on a single project.

- [Deep Bass with Clear Vocals] High-performance drivers produce punchy bass while keeping vocals clean and detailed for everyday listening.
- Heavy civil: infrastructure and other long-duration projects, often with multi-year schedules.
- Building: vertical construction with a different award and completion cadence.
- Specialty contracting and services: narrower scopes or recurring work that may convert faster than civil projects.
- Materials: production or sales activity whose volumes and margins do not behave like a project backlog.
Do not treat consolidated backlog or margin as though it belongs to one uniform business. Record each segment’s revenue, backlog (if disclosed), gross margin and operating cash-flow drivers before making a company-to-company comparison.
Read the backlog definition before using the number
Backlog is a management-defined measure, not a standardized accounting balance. The same word can describe executed contracts, awarded but unsigned work, notices to proceed, options, or management’s estimate of remaining work. It also may exclude revenue that is expected but does not meet the company’s inclusion rule.
Questions to answer in every filing
- What legal or commercial event qualifies work for inclusion? Look for an executed contract, formal award, notice to proceed, purchase order or another stated threshold.
- Are unsigned awards included? If the company includes them, determine what can cause the award not to be executed. If it excludes them, growth may appear later when paperwork is completed.
- Are options, renewals, change orders or claims included? Find out whether the amount is firm, subject to approval, or dependent on a dispute.
- What can the customer cancel or modify? Read termination, suspension and scope-change language, not just the total.
- What revenue is excluded? Recurring, short-cycle or point-in-time work may never enter backlog even though it will appear in revenue.
- Is backlog gross or net of work already performed? Confirm that the measure represents remaining performance obligations rather than the original contract value.
Sterling Infrastructure reported backlog of $3.01 billion at December 31, 2025, versus $1.69 billion at December 31, 2024. Its 2025 Form 10-K says unsigned awards are excluded until formal execution, and it notes that some revenue is not represented in backlog. The company specifically states: “Certain Building Solutions revenue is recognized upon completion at a point in time and therefore is never reflected in our Backlog.” Read the definition and limitation in Sterling Infrastructure’s 2025 Form 10-K before interpreting that increase.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesThe implication is practical: Sterling’s reported increase does not mean every future dollar of company revenue increased by the same amount, and the excluded Building Solutions work cannot be assessed through the backlog figure.
Map backlog to revenue and cash timing
A backlog total becomes useful only when you know how quickly it is expected to convert and which segments produce it. Ask management’s filing for a year-by-year schedule, a near-term percentage, project durations, or a discussion of conversion by segment. Then compare expected recognition with new awards and revenue already recognized.

Duration changes the meaning of growth
Tutor Perini reported consolidated backlog of $20.6 billion at December 31, 2025, up 10% from $18.7 billion at December 31, 2024. The company estimated that approximately $6 billion, or 29%, would be recognized as revenue in 2026. Its filing says civil backlog typically converts over three to five years, while building and specialty-contractor backlog generally converts over one to three years. These are Tutor Perini’s estimates and descriptions, not a timetable for every contractor. See the company’s 2025 Form 10-K.
| Backlog question | Why it matters | Evidence to capture |
|---|---|---|
| How much is expected within 12 months? | Near-term conversion affects revenue visibility and working-capital needs. | Company’s annual or segment schedule; note whether it is an estimate. |
| How long do projects run? | Long duration can improve visibility while delaying revenue and cash. | Typical duration by segment, such as Tutor Perini’s civil versus building ranges. |
| Which segment supplies the growth? | Mix can shift margins, risk and billing patterns. | New awards and backlog by segment, customer or project where disclosed. |
| What reduced or increased backlog? | Growth may reflect awards, acquisitions, currency, cancellations or revenue burn-off. | Roll-forward explanation and reconciliation in the filing. |
Compare backlog additions with revenue recognized. A company can report strong awards while recognizing little revenue if projects are long-dated. It can also show falling backlog while revenue remains high because it is executing previously awarded work. Neither pattern is automatically good or bad; the conversion schedule explains the difference.
Separate visibility from collectability
Backlog is a work pipeline, not a promise of profit or cash. A signed fixed-price project may still lose money if costs rise. A customer may delay, modify or terminate work subject to contract terms. Claims and change orders can alter both the amount and timing of revenue. Note every qualification the issuer places around its backlog measure.
Test margin direction and margin quality
Evaluate gross margin over several periods and by segment. A single consolidated percentage can conceal a profitable materials business offsetting weak project execution, or a favorable mix shift that may not persist.
Use a multi-year, segment-level table
Granite Construction reported the following gross margins in its 2025 Form 10-K:

| Granite segment | 2025 | 2024 | 2023 |
|---|---|---|---|
| Construction | 15.7% | 14.4% | 10.9% |
| Materials | 17.8% | 13.8% | 13.8% |
These figures show why trend and mix must be read together. Granite’s construction margin improved each year shown, while its materials margin was flat in 2024 and 2023 before rising in 2025. They are examples of one issuer’s results, not targets for the sector. The figures and management’s explanations are in Granite Construction’s 2025 Form 10-K.

Explain the change before calling it improvement
For each material margin movement, look for project mix, productivity, cost estimates, claims, change orders and loss provisions. Ask whether the improvement came from completed problem projects, better execution, a different segment mix or a change in estimated costs to complete. A favorable estimate revision can lift current profit without proving that future jobs will earn the same margin.
Granite says most construction-segment revenue comes from multi-year fixed-price contracts recognized over time using a cost-to-cost input method. Management’s forecast revenue and costs to complete therefore affect reported revenue and profit, and actual amounts can differ. This accounting feature makes the cost estimate and the remaining-cost schedule as important as the reported margin itself.
Fixed-price work deserves a stress test
- Compare original contract value with current estimated cost to complete.
- Look for loss provisions or projects whose estimated margin declined.
- Identify unresolved change orders and affirmative claims; determine whether amounts are approved.
- Check whether a margin increase is concentrated in one project or segment.
- Compare current-period revisions with prior-period revisions to detect recurring estimation surprises.
Reconcile accounting profit with operating cash flow
Operating cash flow shows whether reported earnings are being converted into cash after changes in receivables, contract accounts, payables and other operating balances. Construction cash flow is lumpy: billing milestones, mobilization, retainage, claims and settlements can move cash between periods.
Use the cash-flow statement and the working-capital note together
Granite reported operating cash flow of $468.916 million in 2025, $456.343 million in 2024 and $183.707 million in 2023. Granite attributes period-to-period differences in revenue, gross profit and operating cash flow to project progression, outstanding contract change orders and affirmative claims, payment terms, and claim or back-charge settlements. Its filing states: “Our revenue, gross profit and the resulting operating cash flows can differ significantly from period to period due to a variety of factors, including project progression toward completion, outstanding contract change orders and affirmative claims, and the payment terms of our contracts.” Read that discussion in the 2025 Form 10-K.

| Cash-flow check | Interpretation to investigate |
|---|---|
| Operating cash flow below net income | Determine whether receivables, contract assets, claims or unbilled work absorbed cash, or whether the gap is seasonal. |
| Operating cash flow above net income | Check whether customer advances, higher billings or temporary payables supplied the cash. |
| Large year-to-year swings | Read project progression, payment terms, change-order settlements and seasonality explanations. |
| Repeated cash shortfalls despite profit | Test whether earnings depend on estimates or balances that are slow or uncertain to collect. |
Do not label a single negative cash-flow year a failure without examining timing. Conversely, do not dismiss a persistent earnings-to-cash gap as timing without identifying the balance-sheet item that should reverse and the conditions required for reversal.
Use contract assets and liabilities to explain timing
Contract accounts often reveal why revenue, billing and cash do not line up. EMCOR explains that a contract asset can arise when recognized revenue exceeds amounts invoiced. A contract liability can arise when invoicing exceeds recognized revenue or when a customer makes an advance. EMCOR also identifies disputed or unapproved changes and claims among amounts included in contract assets. See the definitions and disclosures in EMCOR Group’s 2025 Form 10-K.
Questions for contract assets
- Is the balance growing faster than revenue?
- Does it mainly represent ordinary earned-but-not-billed work, or disputed and unapproved claims?
- What billing milestone will convert it to an invoice?
- Are customers disputing the amount, and is collection dependent on a negotiation or adjudication?
Questions for contract liabilities
- Are advances funding mobilization on healthy projects?
- Will the liability reverse into revenue soon, or does it reflect delayed performance?
- Does a rise in liabilities explain strong cash flow that may not recur?
Contract assets are not automatically collectible cash, and contract liabilities are not automatically evidence of superior demand. Tie both balances to project schedules, billing rights, customer credit and the issuer’s explanation.

A filing-based evaluation workflow
- Collect the latest annual filing. Use the 10-K and note the fiscal year-end date. Figures from 2025 filings filed in 2026 may be superseded by later updates.
- Draw the segment map. List each operating segment, its revenue, margin and stated backlog.
- Copy the backlog definition verbatim into your notes. Record inclusion thresholds, exclusions, awards, options and cancellation language.
- Build a backlog roll-forward. Start with prior-year backlog, add awards, subtract revenue recognized, and reconcile other adjustments disclosed by management.
- Map expected conversion. Capture next-year revenue expectations, project durations and segment timing; distinguish company estimates from historical results.
- Calculate multi-year margin trends. Use reported segment gross margins and investigate every significant change in the management discussion.
- Review contract-estimate risk. Read cost-to-cost assumptions, remaining-cost estimates, loss provisions, claims and unapproved changes.
- Bridge net income to operating cash flow. Identify receivables, contract assets, contract liabilities, payables, advances and other working-capital movements.
- Test cash quality. Separate recurring customer collections from one-time settlements, advances or favorable timing.
- Write the conclusion with explicit uncertainty. State what is signed, what is estimated, what may be canceled, when conversion is expected and which balances may not be collectible on schedule.
Red flags that require follow-up
- Backlog rises while margins fall: growth may be coming from low-priced or riskier work.
- Backlog rises but near-term conversion is small: visibility may be long-dated rather than immediately revenue-producing.
- Profit rises while operating cash flow deteriorates: inspect contract assets, receivables, claims and billing terms.
- Contract assets grow faster than revenue: determine whether the balance is ordinary unbilled work or disputed amounts.
- Margin improvement follows a large estimate revision: test whether the gain is a one-time catch-up.
- Backlog includes cancellable or unsigned work: discount the headline until execution and customer commitment are clear.
- Consolidated results improve while a major segment weakens: identify whether mix is masking project-level deterioration.
- Cash flow depends on advances: determine when the related work must be performed and whether future periods will give back that benefit.
How to write the investment conclusion
A useful conclusion does not say simply “backlog is strong” or “cash flow is weak.” It links evidence and timing:
- Pipeline: define how much work is executed and what is excluded.
- Economics: describe segment margin direction and the operational or estimation reasons for it.
- Conversion: state how much is expected soon and how much is long-duration.
- Cash: explain whether operating cash flow supports earnings and which working-capital balances drive the difference.
- Risks: identify cancellation, modification, claims, cost-to-complete and collection uncertainties.
For example, Sterling’s $3.01 billion backlog at December 31, 2025 and Tutor Perini’s $20.6 billion at the same date cannot be ranked by size alone: their definitions, segment mixes and conversion schedules differ. Tutor Perini’s disclosed 29% 2026 conversion estimate provides a timing anchor that a bare total does not. Granite’s margin and cash-flow series show why a contractor must be assessed through both project profitability and cash realization.
Limits of the method
Filings provide management’s definitions and estimates, not certainty about future awards, costs, disputes or customer payments. Backlog can be modified or canceled; cost-to-complete estimates can change; claims can remain unresolved; and working capital can reverse in a different period than expected. Treat every forecasted conversion percentage, duration and margin explanation as company-reported information with the stated date and scope.
Recheck the latest filing before acting. The Sterling, Tutor Perini, Granite and EMCOR figures cited here come from fiscal 2025 annual reports filed in 2026 and may be superseded by subsequent quarterly or annual disclosures.
