How to Evaluate Claims About Stem Cell and Regenerative Medicine Treatments

Before paying for a stem cell or regenerative medicine treatment in the United States, verify the exact product, the condition it is intended to treat, and its FDA status. A clinical-trial listing, company registration, patient testimonial, or phrase such as “your own cells” does not by itself show that a treatment is FDA-approved or effective. Ask for the evidence and oversight details in writing, and review the proposal with a qualified clinician who is independent of the seller.

This guide is about U.S. FDA status. Regulatory terms and authorization differ by country, so FDA statements do not establish whether a treatment is authorized elsewhere. Because approvals and enforcement actions can change, check current FDA information for the exact product and proposed use before making a decision.

Is stem cell therapy FDA approved?

FDA approval is specific to a product and its authorized use; it is not a general endorsement of “stem cell therapy” as a category. FDA says the only FDA-approved stem-cell products in the United States consist of blood-forming cells, also called hematopoietic progenitor cells, derived from umbilical cord blood. Those products are approved for disorders affecting blood production—not for unrelated conditions simply because a clinic describes its service as regenerative medicine.

FDA also says there are no FDA-approved exosome products. A clinic’s use of terms such as “regenerative,” “cellular,” or “biologic” does not change the product’s regulatory status. Ask for the precise product name and the specific condition and use covered by any claimed approval. If the provider cannot identify those details and show the approval evidence, do not treat a broad statement such as “FDA approved” as an answer.

These statements describe FDA’s U.S. position in the agency materials cited here; they are not a promise that status will never change. Confirm the current status with FDA, especially when a clinic relies on an old approval claim or presents a new product.

First identify what the clinic is actually offering

“Stem cells” and “regenerative medicine” are broad labels, not complete descriptions of a treatment. A clinic may be discussing cells, stromal vascular fraction, amniotic fluid, Wharton’s jelly, exosomes, or another product. These are not interchangeable names for one therapy, and each can raise different questions about processing, administration, and regulation.

Ask the provider to answer the following in writing before you consider payment or enrollment:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Product: What is the exact product name, and what material or source does it come from?
  • Processing: How is the material collected and processed? Does the clinic alter or combine it with anything?
  • Administration: How will it be given, by what route, and at what dose or number of treatments?
  • Intended use: What specific condition or symptom is it meant to address?
  • Claimed outcome: What result does the clinic say it can produce, and how will that result be measured?
  • Evidence match: Does the evidence concern this same product, condition, route, dose, patient population, and outcome?

These details matter because evidence for one product or use does not establish that another product or use works. A general scientific explanation of cells or tissue repair is not clinical evidence for the specific treatment being sold.

Check the exact FDA claim—not just the wording

Ask directly: “Is this exact product FDA-approved for this exact condition and use?” Request the product name, the condition covered, and documentation supporting the claim. If the provider switches to a different product, indication, or regulatory term instead of answering, ask again and pause until the distinction is clear.

FDA says that a listing in ClinicalTrials.gov or a company’s registration or listing with FDA does not, on its own, mean a product is legally marketed. These are not substitutes for product approval. Likewise, a trial number is not proof that FDA has approved a treatment for routine use. Be careful with claims such as “FDA registered,” “FDA listed,” or “in an FDA trial” when they are presented as if they establish approval or effectiveness.

If a U.S. provider offers an experimental exosome treatment as part of a trial, FDA’s consumer alert advises asking the investigator for the FDA-issued Investigational New Drug (IND) number and the communication acknowledging the IND. Ask to review the informed-consent materials before agreeing to anything. An IND relates to an investigation; it is not the same as FDA approval to market a product for general treatment.

How to assess a clinical-trial offer

A trial can be a legitimate way to study an experimental intervention, but a registry entry alone does not demonstrate that the treatment is safe, effective, or FDA-approved for ordinary clinical use. Review the actual study information and consent documents, rather than relying on a clinic’s summary or a registry number alone.

  1. Get the study identity. Ask for the trial title, registry identifier if applicable, protocol details, and the names and roles of the responsible investigators. Confirm that the study described is the one the clinic is offering.
  2. Ask what is being tested. Find out the study phase, the condition being studied, the number and type of participants sought, and the outcomes researchers plan to measure. Ask whether those outcomes are patient-important and how they will be assessed.
  3. Match the study to the offer. Check whether the study uses the same product, route, dose, condition, patient population, and treatment schedule as the clinic’s claim. If any of these differ, ask why the results should apply to you.
  4. Review oversight and consent. Ask who is responsible for ethical oversight and how participants are protected. Read the informed consent for risks, possible benefits, alternatives, costs, follow-up, and what happens if you are injured or want to withdraw. Do not sign until you understand it.
  5. Ask about results. Find out whether results have been published, what they show, and whether the clinic can provide the actual report or publication. A planned study or a positive anecdote is not a result.
  6. Clarify your choices. Ask whether participation is voluntary, whether established care can continue, and what standard treatments or other options you could choose instead. Discuss these questions with a clinician who is not relying on the seller’s claims.

The International Society for Stem Cell Research (ISSCR) says safety and effectiveness should be demonstrated in well-designed clinical trials with regulator approval before interventions are offered directly to patients or treated as standard care. Trial phase, registry presence, and regulatory status each answer different questions; none should be used as a shortcut for the others.

Judge the evidence against the clinic’s promise

Evidence is useful only to the extent that it supports the claim actually being made. A study about one condition cannot automatically substantiate a promise to treat a different condition; a different route or dose may matter as well. Ask for evidence that corresponds closely to the clinic’s product and proposed use, and distinguish outcomes measured in a study from broader claims made in marketing.

  • Look for human clinical evidence. Ask whether the claim is based on well-designed clinical trials in people with the same condition, rather than only laboratory work, animal studies, or a general theory about how cells might work.
  • Check the outcome. Ask what the study measured and what changed. A measured result should not be expanded into a larger promise—such as a cure—unless the evidence supports that conclusion.
  • Check the population. Ask whether participants resemble you in diagnosis and other relevant characteristics. A result in a different population may not apply to your situation.
  • Seek the actual source. Request study publications or other evidence the clinic relies on, and review them with an independent clinician if you are unsure how to interpret them.
  • Separate evidence from persuasion. Testimonials, dramatic before-and-after stories, professional-looking websites, and medical terminology do not establish that a treatment works. The Federal Trade Commission (FTC) cautions consumers not to treat those features as proof of a health claim.

There is no single efficacy statistic that can responsibly be applied to all stem cell or regenerative medicine treatments. A figure for one product or indication cannot be generalized to every treatment carrying those labels. If a clinic offers a broad success rate without explaining which product, patients, and outcome it describes, ask for the underlying evidence before accepting the number.

Recognize marketing and safety red flags

FDA has reported serious safety concerns associated with illegally marketed regenerative products. These reports are reasons to investigate a proposed treatment—not proof that every therapy or every patient will experience a particular harm. Potential concerns FDA identifies include:

  • Blindness
  • Tumor formation
  • Neurological events
  • Serious bacterial infections, including life-threatening blood infections
  • Immune or inflammatory reactions
  • Unintended movement of cells or growth of tissue
  • Delay or loss of effective treatment when a patient postpones established care

Ask the provider to explain the risks for the exact product and how complications would be handled. A general reassurance such as “it is natural,” “it uses your own cells,” or “it is minimally manipulated” does not by itself show that a treatment is safe, effective, or FDA-approved for the intended use.

Pause if a provider promises a cure, claims that one treatment can address many unrelated diseases, leans mainly on testimonials, discourages questions, or urges you to stop established care. FDA has described enforcement against a company marketing unapproved products for numerous serious conditions. The FTC announced in January 2025 that a case involving named Stem Cell Institute of America co-founders and companies resulted in more than $5.1 million in refunds and civil penalties. That figure describes an enforcement result in that case; it does not estimate how effective treatments are or how common deceptive marketing is.

Compare offers on evidence and accountability

If you are considering more than one clinic, compare the answers—not just the advertised treatment name or price. Write down the details for each offer and bring them to an independent clinician. Differences that are hard to explain may be clinically important; a provider’s willingness to supply documentation is part of what you are evaluating.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Product and indication: Are you comparing the same material, preparation, condition, and intended outcome?
  • Evidence: Is the evidence direct and relevant to the proposed use, or does the clinic rely on general science, testimonials, or studies of a different treatment?
  • Oversight: Is the offer routine care or a research study? If it is research, are the protocol, investigators, consent, and applicable oversight clear?
  • Regulatory status: Is the clinic making a verifiable claim about FDA approval for this exact use, or relying on a listing, registration, or trial number?
  • Safety and follow-up: What risks are disclosed, what monitoring is planned, and who will respond if you have a complication?
  • Costs and alternatives: What are the total costs and what do they include? Would the offer displace an established treatment, and what alternatives can you discuss with your clinician?
  • Transparency: Does the provider answer specific questions and provide records, or pressure you to decide before you can review them?

If a clinic will not provide basic product, evidence, regulatory, or consent details, pause rather than treating the missing information as a minor paperwork issue. Ask an independent clinician or contact FDA with regulatory questions.

Questions to take to the consultation

Bring a written list so that a sales conversation does not replace a medical decision. Ask the provider to answer plainly and provide the relevant documents:

  • What exactly is the product, where does it come from, and how is it processed and administered?
  • What condition and outcome is this treatment intended to address?
  • Is this exact product approved by FDA for this exact use? What document supports that answer?
  • If this is an experimental study, what is the protocol, who are the investigators, what is the study phase, and what oversight applies?
  • For an offered U.S. exosome trial, what is the FDA-issued IND number, and can I review the communication acknowledging it?
  • What evidence supports the claim for this product, condition, dose, route, and patient population?
  • What risks are known or suspected, what follow-up is provided, and who handles a complication?
  • What does the consent say about costs, alternatives, withdrawal, and the possibility that treatment may not help?
  • What established care might I delay or stop by pursuing this offer?
  • Can I take the documents away and discuss the proposal with a clinician who is independent of the clinic?

Do not let an answer to one question stand in for another. For example, evidence that a study exists does not answer whether the product is approved, and an approval for one use does not establish approval for another.

Where to take questions or report a problem

FDA encourages consumers to contact the agency with questions about regenerative medicine products and offers. Its consumer alert lists the phone number (800) 835-4709 and email address [email protected]; verify current contact details on FDA’s website before using them. FDA also directs consumers to report adverse events through MedWatch. If you experience a concerning reaction, seek appropriate medical care; reporting to FDA is a way to alert the agency, not a substitute for care.
