Evaluate a customer identity and access management (CIAM) platform with a weighted scorecard and a demanding proof of concept—not a polished sign-in demo. Require observable evidence for authentication security, recovery, peak-event performance, standards interoperability, tenant isolation, privacy, auditability, deployment constraints, user experience, support, migration, and five-year total cost.
The checklist below turns those requirements into testable questions, pass/fail scenarios, and a comparison method you can use with competing vendors.

Start with a weighted CIAM scorecard
Write the scorecard before vendor demonstrations so attractive interface designs do not outweigh a serious security or migration gap. Score every criterion from 0 (absent or unproven) to 5 (meets the requirement with demonstrated evidence), then multiply by the weight. A vendor should also receive a “not proven” status whenever it supplies only a roadmap statement, an undated scale claim, or a slide without a working demonstration.
Recommended Free Tools
| Evaluation area | Suggested weight | Evidence to require |
|---|---|---|
| Security assurance and account recovery | 25% | Live control demonstrations, configuration exports, audit records, independent assurance documents, and recovery tests |
| Peak scalability and resilience | 15% | Representative load-test results, p95/p99 latency, throttling behavior, queue recovery, regional architecture, and recovery objectives |
| Standards and integration coverage | 15% | Working OAuth 2.1/OIDC, SAML 2.0, SCIM, WebAuthn/FIDO2, APIs, SDKs, webhooks, and connector tests |
| Tenant isolation and B2B administration | 10% | Cross-tenant denial tests, organization and membership workflows, delegated administration, and authorization evidence |
| Privacy, residency, and governance | 10% | Data-flow diagrams, regional hosting choices, retention and deletion controls, consent records, encryption, key management, and support-access logs |
| User experience and conversion risk | 10% | Registration, login, recovery, passkey, mobile-browser, localization, accessibility, and step-up journeys measured with representative users |
| Operations, observability, and support | 5% | Incident process, service-level commitments, status history, log export, SIEM integration, escalation paths, and SDK maintenance policy |
| Migration effort and five-year total cost | 10% | Import/export tests, coexistence plan, engineering estimates, usage-based charges, support fees, and exit costs |
Change the weights when your risk profile demands it. A regulated financial service may assign more weight to assurance, residency, and audit evidence; a consumer application running short campaigns may put more weight on burst capacity and low-friction registration. Keep the same scoring scale across vendors and record the evidence behind every score.

Security: verify the controls that protect accounts and decisions
Map the platform to NIST’s assurance model
Use NIST SP 800-63-4 as the vocabulary for identity proofing, authentication, and federation. NIST published the final revision in July 2025. Map each application journey to the assurance level it actually needs: account creation, authenticator enrollment, routine sign-in, high-risk action, federation, and the assertion sent to an application.
- Document what evidence is collected during identity proofing and when a user may bypass it.
- Identify every supported authenticator and its recovery path.
- Specify the authentication assurance required for payments, profile changes, administrator actions, and other sensitive operations.
- Check how the platform represents assurance in tokens or assertions so the application can enforce it.
- Test federation trust, issuer validation, audience checks, nonce handling, and assertion expiry.
Do not accept a generic statement that a platform is “NIST compliant.” Ask the vendor to show the exact configuration, policy, token claims, and logs that implement your selected assurance requirements.
Test passkeys and FIDO2/WebAuthn end to end
A passkey demo that succeeds on one laptop is not enough. The FIDO Alliance’s active FIDO2 server requirements cover secure registration, attestation validation, authentication, algorithm support, and communications. Make the vendor demonstrate each part:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Register a passkey on a supported browser and mobile operating system.
- Show the server-side validation of the challenge, origin, relying-party identifier, signature, counter, and accepted algorithm.
- Test the attestation policy you intend to use, including what happens when attestation is missing or unacceptable.
- Authenticate with platform credentials and with a roaming authenticator.
- Attempt registration with an unsupported algorithm or wrong origin and verify a clear rejection.
- Recover an account after a lost device without silently reducing the assurance level.
- Use a hardware fallback and document enrollment, revocation, replacement, and help-desk procedures.
Record browser, operating-system, and device combinations. Mobile browser behavior, conditional UI, cross-device passkey flows, and enterprise security-key policies can differ even when the protocol is the same.
Probe adaptive MFA, abuse prevention, and recovery
Require policy demonstrations for adaptive or step-up MFA, credential-stuffing detection, bot controls, velocity limits, and suspicious-session handling. Test benign and malicious-looking traffic separately so you can see whether controls create unnecessary lockouts.

- POWERFUL SECURITY KEY: The Security Key C NFC is the essential physical passkey for protecting your digital life from phishing attacks. It ensures only you can access your accounts.
- WORKS WITH 1000+ ACCOUNTS: Compatible with Google, Microsoft, and Apple. A single Security Key C NFC secures 100 of your favorite accounts, including email, password managers, and more.
- FAST & CONVENIENT LOGIN: Plug in your Security Key C NFC via USB-C and tap it, or tap it against your phone (NFC) to authenticate. No batteries, no internet connection, and no extra fees required.
- TRUSTED PASSKEY TECHNOLOGY: Uses the latest passkey standards (FIDO2/WebAuthn & FIDO U2F) but does not support One-Time Passwords. For complex needs, check out the YubiKey 5 Series.
- BUILT TO LAST: Made from tough, waterproof, and crush-resistant materials. Manufactured in Sweden and programmed in the USA with the highest security standards.
- Trigger step-up authentication for a high-risk action while an existing low-assurance session is active.
- Verify that repeated failed attempts, password spraying, and automated registration are detected and throttled.
- Confirm that a legitimate user can recover an account through approved factors and that recovery events are logged.
- Revoke a session, refresh token, and device credential; then confirm that each is rejected at the expected time.
- Rotate signing keys and verify overlap, key discovery, cache expiry, and emergency revocation procedures.
- Separate support-staff privileges, require strong administrator authentication, and log every support access to customer data.
Recovery is part of the authentication boundary. A platform that offers strong passkeys but lets a support agent reset any account without dual control can still create a severe takeover path.
Demand reconstructable audit evidence
Ask the vendor to retrieve the complete access and consent decision trail for one specific user interaction. OpenIAM describes audit readiness as evidence of a particular access decision without manual reconstruction. Your demonstration should include event timestamps, subject and tenant identifiers, policy version, factors used, client and source information, decision outcome, token or session identifiers, administrator actions, and retention or immutability controls.

Scalability and resilience: test peaks, limits, and recovery
Model the traffic that can actually break authentication
Average daily volume hides the events that matter: product launches, ticket releases, marketing campaigns, outages at a dependency, and incident-driven login surges. The 2026 NHI guidance asks what throughput a vendor sustained for one tenant at peak and what happens when limits are reached. Request a test designed around your own arrival pattern, tenant mix, authentication methods, and token lifetimes.
| Measure | What to capture | Why it matters |
|---|---|---|
| Throughput | Successful registrations, authentications, token exchanges, and revocations per second by tenant | Shows whether capacity is allocated where your users are |
| Latency | Median, p95, and p99 for interactive and back-channel requests | Tail latency determines whether login feels unavailable during a burst |
| Errors | Status codes, failure reasons, retries, and dependency-specific errors | Separates capacity failure from bad client behavior or an upstream outage |
| Throttling | Per-user, per-application, per-tenant, and global limits; response headers and reset behavior | Lets you design safe retries and prevent one tenant from consuming shared capacity |
| Queues and webhooks | Queue depth, delivery delay, retry policy, ordering, and dead-letter handling | Identity changes can arrive late even when login remains available |
| Recovery | Time to stabilize after overload or dependency restoration | Shows whether the service drains safely instead of extending an incident |
Require documented availability targets, regional architecture, disaster-recovery objectives, and evidence from a representative load test. An undated marketing claim such as “billions of users” is not a capacity plan. No authoritative, dated benchmark establishes generic CIAM throughput, uptime, conversion, or attack-reduction figures; use measurements captured for your workload.

Check freshness of tokens, sessions, caches, and events
Set freshness requirements per protected action. A low-risk profile read may tolerate a cached decision, while a payout, role change, or consent withdrawal may require immediate revocation. During the proof of concept, delay or duplicate webhooks, serve stale cache entries, revoke a token, and observe when each application rejects the old state.
- Define maximum acceptable age for access tokens, refresh tokens, session state, authorization data, and consent status.
- Test key rotation while tokens and metadata are cached.
- Disconnect a webhook consumer and measure retry, replay, and recovery behavior.
- Verify idempotency and ordering for membership, suspension, and deletion events.
- Test regional failover without losing revocations or creating duplicate accounts.
Integration: prove standards and application behavior
Confirm the protocol set
For modern web and mobile flows, verify OAuth 2.1 and OpenID Connect behavior, including authorization-code with PKCE, redirect validation, state and nonce checks, token audience, logout, and error handling. Enterprise federation generally requires SAML 2.0. Provisioning commonly requires SCIM. Passkey support requires WebAuthn/FIDO2. APIs, SDKs, webhooks, and event streams determine whether the surrounding application can operate the service safely.
Advanced financial-services cases may require UMA 2.0, device authorization flow, proof-of-possession tokens, or CIBA. Treat those as explicit requirements rather than assuming a platform’s basic OIDC support covers them.
| Integration area | Acceptance tests |
|---|---|
| Social and custom OIDC providers | Link, unlink, account collision handling, issuer validation, scope mapping, and provider outage behavior |
| Enterprise federation | SAML metadata rotation, signed responses, clock skew, group claims, just-in-time account creation, and logout |
| Directory synchronization | SCIM create, update, suspension, group changes, deletion, retries, and duplicate-event handling |
| Roles and groups | Mapping from external claims to application roles, removal of stale privileges, and auditability |
| Events and security tools | Webhook signatures, replay protection, ordering, delivery retries, SIEM export, and fraud-tool integration |
| Migration and export | Password or credential migration options, profile export, consent export, identifiers, rate limits, and a documented exit path |
Test the edges that cause production incidents
Check mobile browser redirects, universal or app links, logout from multiple devices, expired authorization codes, cancelled consent, back-button behavior, and interrupted MFA. Ask how SDKs are maintained, how breaking changes are announced, how long API versions remain supported, and whether sandbox configuration can be promoted reproducibly to production.
Microsoft’s external-tenant planning flow is a useful checklist for authentication choice, app registration, sign-in integration, security, and customization. Apply the same discipline to any platform: document every redirect URI, secret, certificate, claim, scope, and environment-specific setting.

Tenant isolation, B2B administration, and authorization
Separate B2C and B2B requirements
A consumer identity system may center on one person and one application, while B2B CIAM must represent organizations, memberships, delegated administrators, multiple identity providers, invitations, and changing employment relationships. Model both cases before selecting a platform.
- Can one person belong to several organizations with different roles?
- Can an organization administrator manage only its own members and policies?
- Can a member switch organization context without carrying the wrong permissions?
- Can each organization connect its own identity provider?
- Are invitations, just-in-time provisioning, suspension, and ownership transfer auditable?
Run hostile cross-tenant tests
Use two tenants with similar users, roles, and resource names. Sign in as a user who has different roles in each tenant, then attempt to access the other tenant by changing identifiers, cursors, filters, export jobs, file paths, and search terms. The correct result is denial or an empty response in every surface, not merely a blocked page.
Test lists, counts, exports, files, search results, background jobs, notifications, and pagination cursors. Verify that logs and analytics do not leak another tenant’s identifiers. Repeat the exercise after membership removal, role downgrade, account suspension, and token refresh.

Best Value
- FIDO2 & Passkey Ready: Business-ready and FIDO2 L1 certified. This key is supported by major management suites and is ideal for both individual and enterprise deployment. Works seamlessly with Gmail, Facebook, GitHub, Dropbox, Coinbase, and more.
- Universal Connectivity (USB-A ): Features a built-in USB-A connector—simply unfold the key and plug it into your compatible PC or laptop for seamless authentication on the go.
- Dedicated Manager App: Use the Thetis Manager App for the initial hardware PIN setup. Setting the PIN on the device first ensures a smooth registration process. Once the PIN is configured, you can begin registering the key across your favorite FIDO2-compatible online services.
- Ultra-Durable & Portable: Featuring a rotating metal cover, this key is water, crush, and tamper-resistant. It fits easily on a keychain and requires no batteries or network connectivity.
- Check FIDO2 compatibility before purchase - Known limitations: ID Austria is not supported (requires FIDO2 Level 2). Windows Hello login only works with Windows Enterprise editions that support Entra ID, and NFC is NOT supported.
Compare equivalent journeys rather than isolated screens. For example, test passwordless enrollment plus recovery against password enrollment plus step-up MFA, using the same device mix and policy. A lower-friction path is not automatically better if it relies on weaker recovery or exposes more personal data.
Proof-of-concept script
Give every finalist the same script, test data, traffic profile, and time limit. Use a representative tenant, realistic roles, one complex enterprise connection, and application-owned resources.
- Core identity: Run registration, sign-in, passkey enrollment, recovery, step-up MFA, logout, token revocation, and account deletion.
- Lifecycle: Send an invitation; perform just-in-time provisioning; apply SCIM creation, update, group, suspension, and deletion changes; verify event ordering and retries.
- Authorization: Attempt cross-tenant access and verify denial in every list, count, export, file, search, and cursor response.
- Resilience: Inject peak traffic, rate-limit responses, dependency failures, delayed webhooks, duplicate events, and stale sessions.
- Audit: Export evidence for one authentication decision, one authorization decision, and one consent decision without manual reconstruction.
- Operations: Rotate a signing key, revoke a device, disable an administrator, and restore a failed integration.
- Evaluation: Score engineering effort, user friction, support responsiveness, regional fit, migration risk, and five-year total cost.
Require the vendor to identify which steps use a standard feature, configuration, custom code, professional service, or roadmap item. Roadmap items receive no points until demonstrated.
Compare total cost and exit risk
Calculate five-year total cost of ownership rather than multiplying a headline monthly fee. Include active users, monthly active users, authentications, MFA challenges, social or enterprise connections, API calls, support tier, regional deployment, log retention, implementation, custom connectors, migration, training, and internal operations.
- Model a normal month, a peak campaign, and an incident surge.
- Separate recurring usage charges from one-time implementation and migration work.
- Price sandbox, staging, regional, backup, and long-retention environments.
- Include the engineering cost of retries, webhook reconciliation, monitoring, and incident response.
- Document data-export formats, credential migration limits, contract termination assistance, and the cost of running a coexistence period.
A platform with a lower subscription price can cost more if it requires custom authorization code, manual reconciliation, or a difficult exit. Put all assumptions in the spreadsheet and have the vendor validate the usage definitions in writing.
Decision rules and red flags
Select the highest-scoring platform only after applying minimum gates. Fail a candidate that cannot demonstrate the assurance controls, tenant isolation, audit evidence, residency requirements, or recovery behavior your application requires, even if its aggregate score is high.
- Reject undated or unscoped claims about scale, uptime, security, or compliance.
- Reject a passkey feature that does not show server validation, recovery, algorithm policy, and revocation.
- Reject tenant isolation that is tested only at the user-interface layer.
- Reject audit logs that require the vendor to manually reconstruct a decision.
- Reject integrations that work only in a demo tenant or depend on undocumented custom code.
- Reject contracts that make data export, deletion evidence, or migration impractical.
Keep the evidence pack with the scorecard: test scripts, timestamps, configuration, exported logs, load results, open defects, and named owners. Re-run critical tests when the platform, SDK, policy, or tenant architecture changes.
