How to Evaluate Battery Storage for Replacing Coal Plant Capacity

Yes, battery storage can replace some of a coal plant’s capacity contribution, but a battery’s nameplate megawatts do not prove that it provides equivalent dependable capacity. The defensible comparison is between the coal unit’s accredited capacity and the battery portfolio’s accredited capacity under the applicable regional reliability method. That result depends on the market, weather and demand patterns, outage risks, battery duration, charging access, transmission deliverability and operating date.

Use the framework below to determine what is actually being replaced, test the battery during the hours when the system is most exposed, and report capacity adequacy separately from energy, cost, readiness and other objectives.

Start by defining what “replacement” means

A coal plant performs several services. “Replacing the plant” can therefore describe different decisions, each requiring a different test.

Accredited capacity

Resource adequacy asks how much dependable capacity a resource contributes when the system is at risk of failing to serve load. This is the relevant question when a coal unit is retiring and planners must show that the system still meets its reliability requirement. Use the coal unit’s accredited capacity, not simply its generator nameplate rating, as the baseline.

Energy production

Annual megawatt-hours from a coal unit are a different quantity from its capacity rating. A battery can discharge at a high power level for a limited time, but it does not automatically reproduce a retiring unit’s annual energy output. If the objective includes replacing energy, model charging supply, dispatch, cycling and the availability of other generators separately from the adequacy calculation.

Ramping, reserves and local support

Coal units may also provide ramping, operating reserves, voltage support or transmission support at a particular location. A battery portfolio can be assessed for those services, but success in one service does not establish equivalence in another. State explicitly whether the procurement target is capacity, energy, ramping, reserves, local transmission support or a combination.

Use the accreditation rule that governs the project

Capacity value is jurisdiction-specific. Identify the market, balancing authority or vertically integrated system in which the resource will operate, then obtain its current accreditation rules and the coal unit’s accredited value under those rules. Do not apply one market’s formula to another region without confirmation.

PJM as a specific example, not a universal rule

A PJM Reliability Resource Initiative statement discusses marginal effective load-carrying capability (ELCC) and Unforced Capacity as fuel-neutral indicators of resource-adequacy value. In that PJM context, the comparison is probabilistic rather than a simple nameplate tally. The statement describes marginal ELCC as “a probabilistic and technically rigorous metric” that provides a “reliability-neutral basis for comparison between different resource types.” This language belongs to the PJM proposal and should not be treated as a rule for every market.

Document the accreditation inputs

For both the retiring coal unit and each storage candidate, record:

  • the governing market or reliability authority;
  • the accreditation method and effective date;
  • the unit’s accredited capacity and the assumptions behind it;
  • the battery’s power rating, usable energy, charging limits and operating restrictions;
  • any aggregation or deliverability rules that affect the credited value.

If the authority is changing its method, run the analysis under the rule that will apply when the replacement is expected to be in service, while showing sensitivity to reasonable alternative rules.

Model reliability risk, not just the annual peak

Battery adequacy depends on when risk occurs and how long it persists. A test that checks only one annual peak hour can miss a multi-hour or multi-day event in which the battery has already discharged, cannot recharge, or is constrained by transmission conditions.

Include outage frequency, magnitude and duration

The U.S. Department of Energy (DOE) states that modern resource-adequacy methods should include all three dimensions. DOE’s report language says: “At a minimum, modern methods of evaluating resource adequacy need to incorporate frequency, magnitude, and duration of power outages, move beyond exclusively analyzing peak load time periods, and develop integrated models to enable proper analysis of increasing reliance on neighboring grids.” Attribute this recommendation to DOE; it is a methods recommendation, not a universal battery-duration requirement.

Represent the hours that create risk

Build chronological scenarios that preserve the system’s actual risk periods. Depending on the region, those periods may occur during extreme heat, cold, low renewable output, fuel constraints or combinations of demand and forced outages. The model should allow risk to occur before or after the nominal peak, because a battery’s state of charge at the start of an event is as important as its discharge rate.

Account for neighboring systems

Imports can reduce or increase adequacy risk. A regional model should represent the availability of neighboring-grid support, correlated weather, transmission limits and the possibility that neighboring systems experience the same emergency. DOE recommends integrated treatment of increasing reliance on neighboring grids; do not assume that an import is firm simply because an intertie exists.

Test the battery’s power, energy and charging constraints

Battery nameplate power describes the maximum instantaneous discharge under specified conditions. Adequacy analysis also needs the usable energy available over the risk event and the ability to recharge between events.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Power and energy are separate constraints

For each scenario, track the battery’s state of charge, maximum discharge power, usable energy, minimum reserve state, charging power and charging duration. A battery may meet a short, high-power deficit yet fail a longer event because its stored energy is exhausted. Conversely, a long-duration battery may have sufficient energy but be unable to cover a sharp deficit if its inverter power is too low.

Do not assume one adequate duration

The available evidence supports duration-aware analysis but does not establish a single duration that is adequate everywhere. Test a range of durations and charging conditions against the region’s observed and modeled risk events. The result should identify which events drive the credited capacity and which events cause energy exhaustion.

Model charging availability

Charging must be represented as an operating opportunity, not an automatic reset. Include the energy price or dispatch signal used in the model, transmission limits, charging outages, renewable availability when charging is expected, and any restrictions that prevent simultaneous charging and discharge. If the system can recharge between risk events, show how much time and power are required.

Include dispatch and aggregation rules

Control rules, reserve requirements and aggregation limits can reduce the capacity that is deliverable at the critical bus. If several batteries are aggregated, model their shared transmission path and common-mode outages rather than adding their nameplate ratings without constraints.

Establish the coal baseline before sizing storage

A credible replacement study begins with a clear baseline for the retiring unit.

  1. Record the unit’s nameplate and accredited capacity separately. Include the accreditation method, forced-outage assumptions and any seasonal or locational derating.
  2. Describe its historical and expected operating role. Distinguish annual generation from dependable capacity and identify whether the unit commonly supplied energy, reserves, local support or several services.
  3. Set the retirement and replacement dates. A battery that is not operating during the relevant planning year cannot provide capacity in that year, even if construction is ultimately completed.
  4. Identify transmission conditions. Note the unit’s point of interconnection, deliverability limits, planned upgrades and any local reliability requirement.
  5. Define the reliability criterion. Use the criterion required by the relevant authority, then calculate how much additional accredited capacity is needed after accounting for load growth and other resource changes.

This baseline prevents an apparent one-for-one comparison between a coal generator’s nameplate MW and a battery’s inverter MW.

Check interconnection, deliverability and readiness

A resource can have theoretical capacity value yet fail to serve the system if it cannot inject power where or when it is needed. Review the interconnection queue, network studies, required transmission upgrades, permitting, equipment lead times, construction schedule and commissioning tests.

Readiness is a procurement question

A FERC statement concerning PJM’s Reliability Resource Initiative discusses readiness criteria in that specific process. That is evidence that a procurement can require confidence that a resource will be available by the commitment date; it is not a universal readiness standard for every market. Use the local procurement rules and document the probability that the battery will be operating in each planning year.

Former coal sites can offer useful grid attributes

When storage is proposed at a former coal plant, inspect the existing interconnection and other site characteristics rather than assuming the old plant can simply be replaced. DOE identifies grid interconnection as a potentially valuable legacy-site attribute and lists solar-plus-storage and wind-plus-storage among redevelopment pathways. Existing facilities may still require studies, upgrades, new controls or a revised interconnection agreement.

Compare portfolios, not just a single battery block

The replacement may be one battery, multiple batteries in different locations, or a portfolio combining storage with generation, efficiency or transmission upgrades. Evaluate each candidate against the same axes:

  • Accredited dependable capacity: the capacity credited under the governing regional method.
  • Duration and energy availability: usable energy during risk events and the ability to recharge between events.
  • Risk-period performance: contribution across weather, demand, outage and import scenarios.
  • Charging and deliverability: access to energy, interconnection limits and transmission constraints.
  • Readiness: development status, construction schedule and likelihood of operating when needed.
  • Lifecycle economics: consistent treatment of capital, operating, charging, degradation, augmentation or replacement, financing and transmission costs.
  • Aggregation: whether smaller resources can be combined under the applicable market rules and whether shared constraints reduce their combined value.

In a Georgia Power procurement discussed by FERC Commissioner Clements, a dissent argued that aggregating smaller resources could meet adequacy needs. Treat that as a commissioner’s case-specific argument, not settled Commission policy or a guarantee that aggregation will qualify in another jurisdiction.

Compare costs only after the technical case is consistent

There is no defensible universal price or duration threshold for replacing an unspecified coal unit. Costs depend on site, configuration, market and financing assumptions. Build a project-specific comparison that uses the same planning horizon and reliability obligation for every option.

Include the full storage cost stack

  • Power-conversion equipment, battery modules, balance of plant and site work.
  • Interconnection studies, network upgrades and transmission facilities.
  • Fixed and variable operations and maintenance costs.
  • Charging energy, losses and any market fees.
  • Degradation, augmentation, module replacement and end-of-life costs.
  • Financing assumptions, taxes, insurance and decommissioning obligations.

Use comparable economic outputs

Report the cost of meeting the required accredited capacity, not merely the cost per installed MW. Also show energy-service costs if the battery is expected to replace generation, and identify revenues or savings from reserves, arbitrage or other services without allowing those revenues to obscure an adequacy shortfall.

A practical evaluation workflow

  1. State the decision. Specify whether the study replaces accredited capacity, energy, local support, reserves or a bundle of services.
  2. Define the jurisdiction. Identify the market or balancing authority, its current accreditation rule and the planning year.
  3. Baseline the coal unit. Record nameplate MW, accredited capacity, operating role, outage assumptions, location and retirement date.
  4. Specify candidate storage. Document inverter MW, usable MWh, duration assumptions, state-of-charge limits, charging power, degradation treatment and aggregation.
  5. Build chronological scenarios. Include weather and demand variation, forced outages, outage frequency, outage magnitude, outage duration, neighboring-grid dependence and transmission constraints.
  6. Run the regional accreditation calculation. Apply the local method to the battery portfolio and calculate the residual accredited-capacity requirement.
  7. Stress energy availability. Vary event duration, starting state of charge, charging opportunities, back-to-back events and dispatch restrictions.
  8. Test deliverability and readiness. Verify interconnection, upgrades, construction milestones and the probability of operation in each required year.
  9. Evaluate site reuse. At a former coal location, assess the value and condition of the existing grid connection and consider solar-plus-storage or wind-plus-storage configurations where appropriate.
  10. Compare lifecycle economics. Apply consistent capital, operating, charging, degradation, replacement, financing and transmission assumptions.
  11. Report sensitivities. Show which assumptions change the accredited result, cost and schedule, rather than presenting one unqualified battery-to-coal ratio.

Common analytical mistakes and corrections

“The battery has the same MW as the coal unit, so it replaces it.”

Correction: Compare accredited capacity under the governing regional method. Nameplate equality is not reliability equivalence.

“Four hours is enough everywhere.”

Correction: Test the actual risk periods, event durations and charging opportunities. No universal duration threshold is established.

“The annual peak is the only hour that matters.”

Correction: Model frequency, magnitude and duration of outages and examine events outside the single peak hour, consistent with DOE’s recommendation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“An interconnection at the old coal site guarantees deliverability.”

Correction: Verify the interconnection agreement, network capability, protection and control changes, upgrade requirements and operating date.

“Imports will be available during an emergency.”

Correction: Model neighboring-grid dependence and correlated conditions rather than treating every intertie as firm supply.

“A low project cost proves the replacement is economical.”

Correction: Include charging, degradation, augmentation or replacement, financing and transmission costs, and compare the cost of the required accredited capacity.

“A procurement opinion is a universal rule.”

Correction: Keep PJM-specific accreditation examples and case-specific commissioner dissents in their proper context. Confirm the rules for the project’s own jurisdiction.

What a decision-ready result should contain

The final study should let a regulator, utility board or procurement team see exactly why the battery does or does not replace the coal unit’s capacity contribution. Include:

  • the service definition and planning year;
  • the jurisdiction and accreditation method;
  • coal-unit nameplate and accredited baselines;
  • battery power, usable energy, charging and state-of-charge assumptions;
  • risk-period scenarios and outage dimensions;
  • neighboring-grid and transmission assumptions;
  • accredited capacity results for each candidate portfolio;
  • interconnection and readiness milestones;
  • lifecycle cost assumptions and sensitivity ranges;
  • separate findings for adequacy, energy, ancillary services, local support, environmental goals and community objectives.

The conclusion should identify the binding constraint. It may be insufficient accredited capacity, limited duration, charging access, deliverability, schedule risk or economics. A battery can solve one of those constraints while leaving another unresolved.
