How to Evaluate an Infrastructure Company’s Order Book Before Investing

An infrastructure order book is useful only after you establish what the company counts as an order, how certain each project is, and when the work could become revenue. A large headline total is not cash, recognized revenue, or a guarantee of profit. Read the definition first, separate signed work from conditional awards, test the timing and economics of conversion, and then compare companies on a like-for-like basis.

What an order book tells an investor—and what it does not

Infrastructure companies use order book and backlog for the value of work they expect to deliver under projects, service agreements or other commercial arrangements. The measure can indicate future revenue, as one company filing puts it, but it is not a standardized accounting label. Companies may include different kinds of work, use different valuation methods and report different remaining amounts after work has started.

Backlog is also different from remaining performance obligations. A performance-obligation balance is tied to the accounting requirements applicable to the issuer; an order book may be a broader management measure. Never substitute one for the other without reading the issuer’s reconciliation and definition.

  • It is not revenue already recognized.
  • It is not the amount of cash collected from customers.
  • It is not automatically the remaining profit on a project.
  • It is not a promise that every listed project will start, continue or pay as expected.

The first task is therefore not calculating a “years of revenue” ratio. It is identifying exactly what the reported number represents.

Step 1: Find the definition and reconcile the reporting perimeter

Start in the latest annual report, interim filing and results presentation. Record the reporting date, currency, business segments included and whether the figure is gross contract value or the value still to be delivered. Use the same perimeter when comparing the order book with revenue or with another company.

Questions to answer in the definition

  • Does the total include only signed, enforceable contracts?
  • Are formally awarded but unsigned projects included?
  • Are options, framework agreements, extensions or maximum framework values counted?
  • Does it include maintenance, recurring services, joint ventures or unconsolidated projects?
  • Are pre-awarded bids or projects awaiting commercial or financial agreements included?
  • Is completed work deducted, and are approved changes or claims added?
  • Is the figure linked to unsatisfied performance obligations, or is it a management estimate?

A company filing for infrastructure services says backlog can indicate future revenue while warning that companies calculate it differently and that it differs from remaining performance obligations. That qualification should be treated as a starting rule for every analysis.

Build a definition record

Put the issuer’s wording in your notes, alongside the date and segment scope. For example: “Contract backlog, awarded contracts less work completed, consolidated operations, reported at June 30, 2026.” Without this record, a percentage change can combine a perimeter change with genuine new business.

Step 2: Grade the certainty of every category

Do not give a signed contract, an unsigned award and a framework opportunity the same value. Create a certainty ladder and place each disclosed category on it.

Certainty tier What it generally means Checks for the investor
Signed and enforceable, funded work Contract rights and scope are established, with customer funding available or substantially secured. Look for termination rights, remaining conditions, start date and payment terms.
Signed but funding or notice remains The agreement exists, but release, appropriation, financial close or another condition may still be required. Identify the condition and the expected decision date.
Awarded but unsigned The customer has selected the company, but the definitive contract has not been executed. Check how often awards become contracts and what can change before signature.
Options and framework call-offs Future work may be ordered under an arrangement; the headline maximum is not necessarily awarded revenue. Use historical call-off rates, current funded orders and the customer’s obligation, if any, to purchase.
Estimated, maintenance or pipeline work Management expects or models work that may not yet have a binding award. Keep it separate from contracted backlog in any valuation or forecast.

Ask what event makes a project enter the order book. Also ask what can remove it: cancellation, failure to reach financial close, permit rejection, customer deferral or a commercial dispute.

Why issuer rules differ

Heijmans says projects enter its order book only when there is a high degree of certainty that they will be executed and generate revenue. Its 2025 report describes criteria including orders received, a minimum sales percentage for residential projects, high certainty around permits and officially awarded subcontracts under framework contracts. This illustrates why an investor must learn the issuer’s own inclusion rules rather than apply a universal definition.

Step 3: Test when backlog can become revenue

The most useful schedule is time-phased: work expected within the next 12 months, work expected later and, where available, the assumptions behind each bucket. If the company reports only a total, ask whether project duration and start dates allow a reasonable estimate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use coverage ratios carefully

A rough coverage ratio is backlog divided by recent annual revenue. It can indicate visibility, but it is not a forecast. Backlog may have different margins, may be delivered unevenly over several years and may be delayed without disappearing. Revenue can also include activities that are not part of the reported backlog.

Keep the numerator and denominator aligned by:

  • Reporting date and currency.
  • Consolidated group or segment perimeter.
  • Organic operations versus acquired operations.
  • Contract backlog versus a broader order-book measure.
  • Annualized revenue period and project duration.

Issuer examples, not rankings

Issuer disclosure Reported figure and date Definition or qualification
Stantec $9.2 billion at June 30, 2026 Contract backlog, described as approximately 13 months of work; the company defines it as awarded contracts less work completed.
Kier Group £11.9 billion group order book as at June 2026 Group figure; scope differs from divisional measures.
Kier Group infrastructure division £7.4 billion, equivalent to more than three years of divisional revenue Infrastructure division visibility in the FY2026 operational review, not a group-wide multiple.
Ferrovial Construction EUR 17.4 billion at December 31, 2025 Excludes pre-awarded contracts and contracts pending commercial or financial agreements.

These figures are issuer disclosures with different dates, currencies, segments and definitions. They demonstrate the information to inspect; they do not establish an apples-to-apples league table.

Step 4: Explain the change in the order book

An ending balance has meaning only when you can explain how it moved. Compare at least several reporting periods and seek a bridge from the prior balance to the current one.

Components of a useful bridge

  • New awards or order intake.
  • Revenue or production delivered and removed from backlog.
  • Cancellations, terminations and scope reductions.
  • Acquisitions or disposals added to or removed from the perimeter.
  • Foreign-exchange translation.
  • Approved variations, claims or reclassifications.
  • Changes in what categories qualify for inclusion.

Kier’s 2026 materials describe acquisition contributions alongside organic growth. That distinction matters: a larger book after an acquisition is not the same as stronger demand in the existing business. Look for segment detail showing whether growth came from organic awards, purchased contracts, currency or a definition change.

Order intake and book-to-bill

If management reports order intake or a book-to-bill ratio, read the definitions of both numerator and denominator. Do not calculate a ratio from a group order intake and a divisional revenue figure, or from a broad order book and a narrow revenue base. A ratio above one can reflect a temporary award cycle, while a ratio below one can be harmless when a long project is nearing completion; the surrounding project mix and timing determine the interpretation.

Step 5: Inspect customer, sector and geographic concentration

Backlog quality depends on who will pay and whether multiple projects rely on the same budget, regulator or supply chain. Read segment and customer tables for concentration, largest projects and public-versus-private exposure.

Ferrovial Construction reported a EUR 17.4 billion order book at December 31, 2025, with 84% from the public sector, 3% company-related customers and 13% private customers. The public-sector share can provide durable demand, but it also exposes a group of projects to appropriations, procurement calendars and policy changes. A private-heavy book raises different questions about customer credit, financing and development cycles.

Concentration questions

  • What percentage comes from the largest customer, project or framework?
  • Are several projects dependent on one government program or infrastructure budget?
  • Which countries, currencies and regulatory regimes are represented?
  • Are projects fixed-price, cost-plus, target-cost or subject to escalation clauses?
  • How much is repeat maintenance work versus one-off construction?
  • Do joint ventures or subcontracting arrangements limit the company’s control over delivery?

A diversified total can still hide correlated risks when many projects depend on the same permit authority, funding source or specialist labor market.

Step 6: Stress-test conversion, cash and margins

Read risk factors, contract notes and management commentary for the conditions that can delay, reduce or cancel conversion. Ameresco’s 2026 filing separates fully contracted project backlog from awarded but not yet signed customer contracts and cautions that the company may not recognize all expected revenue or receive all anticipated payments from backlog. It also describes a long, variable sales cycle.

Conversion risks to model

  • Customer cancellation or termination rights.
  • Scope changes that reduce value or alter profitability.
  • Permitting, land access or environmental approvals.
  • Customer funding, financial close or commercial agreement conditions.
  • Deferred start dates and phased notices to proceed.
  • Labor, equipment or material shortages.
  • Cost inflation, design changes and cost overruns.
  • Liquidated damages, warranty obligations and disputed claims.
  • Customer credit risk and slow collection.

Cardinal Infrastructure Group identifies cancellation, scope changes, permitting delays and deferred start dates as execution risks. Use such disclosures to construct downside cases: revenue arriving later, a project entering at a smaller scope, margin erosion or a project leaving the book.

Connect the order book to financial statements

Compare backlog commentary with operating cash flow, working capital, contract assets and liabilities, debt and operating margins. A growing book can require substantial upfront cash for labor, equipment or subcontractors. Contract assets may indicate work performed before billing, while contract liabilities may represent customer advances; neither is automatically good or bad without the payment terms and project economics.

Ask whether backlog growth is accompanied by stable or falling margins, rising claims, increasing receivables or heavier borrowing. A large order book with poor cash conversion can destroy value even when reported revenue grows.

How to compare two infrastructure companies

Make a comparison worksheet before looking at the headline totals. Fill every cell with the issuer’s definition and date; write “not stated” where the company does not disclose a comparable measure.

Comparison axis What to record Why it matters
Certainty Signed and enforceable, funded, unsigned awards, options, frameworks and pipeline. Separates probable work from conditional opportunity.
Timing Next-12-month amount, later-year schedule, project duration and slippage history. Shows when visibility may become revenue.
Coverage Backlog-to-revenue only on matching scope, date, currency and definition. Avoids misleading “years of revenue” comparisons.
Momentum Order intake, delivered work, cancellations, acquisitions, foreign exchange and organic growth. Explains whether the balance is genuinely improving.
Quality Customer, sector, geography, project size, public/private mix and maintenance share. Reveals concentration and repeatability.
Economics Expected margins, escalation terms, cost exposure, cash collection and debt needs. Tests whether backlog can create value, not merely revenue.
Conversion conditions Permits, funding, financial close, notice to proceed, termination and change provisions. Identifies reasons for delay, reduction or cancellation.

A smaller, signed and funded book with near-term work and healthy margins can be more valuable than a larger total dominated by options, long-dated projects or unresolved conditions. That is an analytical conclusion from certainty, timing and economics—not a rule that replaces company-specific due diligence.

A repeatable order-book due-diligence workflow

  1. Collect the primary disclosures. Download the latest annual report, interim filing, results presentation and order-book or backlog appendix.
  2. Write the definition verbatim in your notes. Include reporting date, currency, segments and treatment of completed work.
  3. Split the total by certainty. Separate signed funded contracts, signed conditional work, unsigned awards, options, frameworks and estimates.
  4. Map the timing. Record the next-12-month amount, later-year amounts, project duration and start-date assumptions.
  5. Reconcile the movement. Trace awards, revenue delivered, cancellations, acquisitions, currency and reclassifications.
  6. Check concentration. Identify major customers, projects, sectors, countries and common funding programs.
  7. Read the risk notes. Mark every condition involving permits, funding, financial close, cancellation, price, claims or execution.
  8. Test financial conversion. Compare backlog with revenue, margins, operating cash flow, working capital, contract balances and debt.
  9. Build scenarios. Model on-time delivery, delayed starts, reduced scope and cancellation rather than using one point estimate.
  10. Compare only like for like. If definitions or perimeters differ, present the figures side by side with those differences instead of forcing a ranking.

Common mistakes and how to avoid them

Treating the headline as contracted revenue

Fix this by showing signed work separately from awards, options and frameworks. A framework’s maximum value is not necessarily a customer commitment.

Assuming backlog growth proves demand is improving

Check whether the increase came from an acquisition, foreign exchange, scope additions or a changed inclusion policy. Then compare new awards with work delivered and cancellations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Using mismatched coverage ratios

Do not divide a divisional order book by group revenue, or a broad management backlog by a narrow accounting measure. Align scope, date, currency and definitions first.

Ignoring project economics

Backlog can grow while margins fall because of inflation, design changes, claims or underpriced contracts. Review margin guidance, cost exposure, cash flow and contract assets.

Overlooking correlated public-sector risk

A high public-sector share may be reliable but can expose many projects to the same budget, procurement or policy delay. Examine customer and program concentration.

Confusing management visibility with certainty

Statements about future work are estimates subject to the company’s disclosed risks. Treat them as assumptions to test, not guarantees.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What a strong investment conclusion looks like

After the review, describe the order book in four sentences: what is included, how much is genuinely contracted, when it is expected to convert, and what could prevent conversion. Add whether margins and cash generation support the reported growth.

For example, an evidence-based conclusion might say that an issuer has a defined contract backlog, most of which is signed, with a disclosed portion expected within 12 months; growth was partly organic and partly acquired; and conversion remains exposed to permits, customer funding and cost escalation. That is more informative than saying the company has “several years of revenue visibility.”

For a specific investment decision, verify the latest filing and the reporting framework applicable to that issuer. Order-book terminology, legal enforceability and revenue recognition can vary by company and jurisdiction.
