Do not switch because a new assistant wins a leaderboard or produces a more impressive demo. Switch only after it passes a repeatable test built from your own work, under the same instructions, tools, data and user conditions as the current assistant. Set pass/fail gates first, record a baseline, test normal and failure cases, measure quality and operations separately, and reject or remediate any candidate that misses a critical gate.
The workflow below works for a personal assistant, a team deployment or an API-backed application. Microsoft’s Copilot Studio migration guidance supplies a concrete example of the mechanics, while the principles apply more broadly. Product-specific limits and features must be documented rather than assumed to be universal.

What a fair comparison actually measures
An assistant is more than the underlying model. The result a user sees depends on the model, system instructions, retrieval or knowledge sources, tools, permissions, conversation history, safety controls, interface and release version. A fair comparison therefore asks whether the complete candidate setup performs better for the work you care about, not whether an isolated model has the highest published score.
Use the current assistant as a baseline. Capture its answers, tool calls, timing, failures and costs before changing anything. Then run the same cases against the candidate with equivalent configuration wherever the products allow it. If one product has a feature the other lacks, record that difference and treat it as part of the adoption decision instead of calling the result a pure model comparison.

Microsoft’s migration guidance describes model outputs as probabilistic. A single answer is consequently weak evidence; a documented set of repeated trials, scored against predefined gates, is much stronger.
Set decision gates before you run a test
Write down what would make the switch acceptable before seeing the candidate’s results. Precommitted gates prevent a persuasive demo or a favorable average from overriding a serious failure. Thresholds must come from your use case; there is no universal pass rate that makes an assistant safe or useful for every reader.
| Gate | What to define | Why it matters |
|---|---|---|
| Overall task quality | A minimum pass rate or score across the representative set | Shows whether ordinary work is at least as effective as the baseline |
| Critical tasks | A separate minimum for business-critical or high-consequence cases | Prevents easy requests from hiding a failure in an important workflow |
| Automatic blockers | Failures that reject adoption regardless of the average, such as unsafe disclosure, fabricated records or an unapproved action | Protects against low-frequency but unacceptable harm |
| Reliability | Maximum timeout, error and retry rates; acceptable degradation from the baseline | A correct answer is not useful if the service regularly fails |
| Latency | Target response time for interactive work and a separate target for batch work | Users experience delay as part of quality |
| Privacy and compliance | Required approvals, data handling conditions, retention limits and access controls | A technically strong assistant can still be disallowed for your data |
| Cost | Maximum cost per task, user or month under representative volume | Prevents an apparently free improvement from becoming unaffordable at scale |
| Ownership | The person or group authorized to approve, reject or postpone the change | Turns a test result into an accountable release decision |
Define how each gate will be measured, what evidence is required and who signs off. Microsoft recommends examining individual regressions rather than approving a replacement solely because its aggregate pass rate looks similar to the current system.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesBuild a test set that represents real work
Start with frequent and consequential requests
Mine real traffic, support tickets, documents, saved prompts and user interviews. Include common requests because they determine everyday productivity, then add the tasks where an error would be costly, embarrassing or unsafe. Remove personal identifiers or other sensitive material when creating a reusable set, while preserving the facts and ambiguity that make the task realistic.
For each case, record the user role, request, relevant conversation history, permitted tools, expected knowledge sources, acceptable answer characteristics and a scoring rubric. Store the current assistant’s output and tool trace as the baseline. Without that baseline, you cannot reconstruct whether a later change improved or worsened performance.
Add deliberate edge and failure cases
- Ambiguous, incomplete or contradictory requests that should trigger a clarifying question.
- Questions whose answer is absent from the supplied knowledge and should be answered with an explicit limitation rather than a guess.
- Requests that should be refused or escalated under your safety and authority rules.
- Long conversations in which an old instruction could conflict with a newer one.
- Tool errors, unavailable services, malformed results and partial timeouts.
- Adversarial prompts attempting to override instructions, extract secrets or induce an unauthorized action.
- Exact-format tasks such as valid JSON, a required schema, a fixed number of fields or a precise numerical value.
Keep the test set versioned. Teams should rerun the same cases unchanged when a model, prompt, tool or knowledge source changes, then add new cases when production reveals a previously unseen failure.
Hold the environment constant where possible
Use the same system instructions, tool definitions, knowledge sources, user profiles, permissions, temperature or equivalent variability settings, context limits and channel assumptions for both assistants. If a candidate cannot reproduce one of those conditions, document the difference beside the result. A product advantage may be real and still make the comparison a comparison of complete solutions rather than models alone.
Design the evaluation record
A spreadsheet is sufficient for a small trial; a database or evaluation service is useful for a team. Every run should be traceable to the exact configuration and release.

| Field | Record |
|---|---|
| Case identity | Stable case ID, category, priority and version of the test set |
| Inputs | Prompt, conversation history, attached files and user profile |
| Configuration | Model or assistant version, instructions, tools, retrieval index, permissions and generation settings |
| Outputs | Visible response, structured output, citations or grounding references and complete tool trace |
| Operations | Start and end time, latency, timeout, retries, token or usage consumption and error code |
| Judgment | Pass/fail for each criterion, severity, evaluator notes and evidence for the score |
| Decision | Gate status, regression disposition, owner and approval date |
Separate the raw transcript from the summary score. Reviewers need the original answer and tool sequence to investigate a surprising aggregate result.
Score quality by dimension, not by one number
Use a rubric with observable criteria. A simple three-level scale—pass, borderline and fail—can be more consistent than a false-precision ten-point score. For high-consequence tasks, require a second reviewer or an adjudication rule.
| Dimension | Questions to ask |
|---|---|
| Accuracy | Are facts, calculations, code or classifications correct for the supplied evidence? |
| Relevance | Does the response address the request without distracting or unrelated material? |
| Completeness | Does it cover every required field, step, exception and qualification? |
| Grounding | Are claims supported by the allowed documents or data, with uncertainty stated when evidence is missing? |
| Instruction following | Does it obey system, developer and user constraints, including priority conflicts? |
| Abstention and escalation | Does it decline, ask for clarification or hand off when it lacks authority or evidence? |
| Format fidelity | Is the output valid in the required schema, delimiter, language, length or numerical precision? |
| Consistency | Do repeated runs produce acceptably similar decisions and formats? |
| Safety | Does it avoid unsafe instructions, sensitive disclosure, discrimination and unauthorized actions? |
Score each dimension separately before calculating any overall result. A candidate may be more complete but less grounded, or more accurate on facts but worse at obeying a required output schema. Those trade-offs are invisible in a single quality label.

Test tool use and workflow behavior
For an assistant that can call tools, grade the entire trajectory rather than only the final prose.
- Selection: Did it choose the right tool, or correctly decide that no tool was needed?
- Permission: Did it operate within the user’s role and requested scope?
- Arguments: Were names, IDs, filters, dates and quantities valid and complete?
- Sequence: Did it gather required information before taking an action, and avoid redundant calls?
- Confirmation: Did it ask for confirmation before an irreversible, financial or externally visible action when policy requires it?
- Recovery: After a timeout or malformed result, did it retry safely, explain the problem or escalate instead of fabricating success?
- Final state: Did the user receive an accurate account of what happened, including partial completion?
Include simulated failures in the test set. A polished success path says little about whether the candidate can recover when a service is unavailable or a tool returns an unexpected field.
Include multiturn, language and channel cases
Single-turn prompts miss context errors. Create conversations in which the user changes a requirement, refers to an earlier document, corrects a value or asks the assistant to continue a previous task. Check whether the candidate retains the right facts, forgets superseded instructions and asks when the history is ambiguous.
Run important cases in every language, channel and user profile you intend to support. A response that works in a web chat may fail in voice, mobile, embedded support or a structured API channel. Record language-specific quality, formatting and safety results separately instead of averaging them into an apparently healthy total.
Repeat important cases to account for variability
Because model outputs are probabilistic, rerun cases whose outcome could change the decision. Use the same input and configuration for each repetition and record every result, not just the best one. Report the pass proportion, the number of runs, and the range of latency or cost. For a critical case, one unsafe failure may be more important than a high average.

NIST’s AI 800-3 explains that evaluation statistics are estimates with uncertainty and depend on assumptions and available data. Treat small samples as directional evidence. As the test set grows, consider confidence intervals or another uncertainty summary, but do not let statistical sophistication replace inspection of individual failures.
Measure latency, reliability and cost outside quality scoring
Run the test under representative concurrency, network conditions and workload size. Track first-token and full-response latency when the interface exposes both, along with timeouts, failed calls, retries, rate limits, queueing and partial tool failures. Keep these measures separate from answer quality: a candidate can be more accurate yet too slow for an interactive workflow.
Calculate usage cost from the actual workload, including input and output consumption, tool calls, retrieval, storage and retries where applicable. Use a realistic mix of short and long conversations instead of multiplying the price of one simple prompt. If a product does not expose consumption or latency in its evaluation report, collect those values from request logs or a separate measurement harness.
Recommended Free Tools
Review privacy, safety and compliance as independent gates
Confirm where prompts, files, conversation history and tool results are processed and retained; who can access them; whether they are used for service improvement; and how deletion, regional hosting and administrator controls work for your deployment. Verify these details in the candidate’s current documentation and contract rather than inferring them from a model name.
Test permission boundaries, prompt-injection resistance, sensitive-data handling, harmful requests, discriminatory outcomes and escalation procedures. NIST’s ARIA Evaluation Planning Manual describes a holistic approach that combines model testing, red teaming and user testing. Microsoft notes that an agent can pass its ordinary evaluation cases and still produce inappropriate answers, so safety review must run alongside correctness and performance tests.
NIST’s AI Risk Management Framework is voluntary, not a certification or a guarantee of performance. It can nevertheless provide a useful structure for assigning risk owners, documenting controls and deciding what evidence is sufficient for release.
Use benchmark scores as context, not a verdict
Published benchmarks can help you shortlist candidates or understand a capability area, but they are not substitutes for your test set. NIST’s February 2026 AI 800-3 report analyzed 22 API-access frontier large language models on three popular benchmarks. That figure describes the paper’s demonstration; it is not a current leaderboard and does not represent every consumer or enterprise assistant.
NIST cautions that a higher benchmark score does not necessarily predict better performance on related tasks outside the benchmark. Scores also depend on the evaluation prompt, data, tools, sampling and assumptions. Ask providers for intended use, evaluation procedures and the conditions under which results were obtained. The 2019 Model Cards paper is a useful reference for the kinds of limitations and application conditions that should be documented.

Compare complete options on the same axes
When two or more candidates remain, place their results side by side. Weight the axes according to the intended use rather than creating a universal ranking.
| Axis | Evidence to compare |
|---|---|
| Your tasks | Pass rates, critical-case outcomes and concrete regressions on the versioned test set |
| Accuracy and grounding | Correctness, source support, uncertainty handling and behavior when evidence is absent |
| Instructions and formats | Compliance with policies, schemas, exact values, languages and length limits |
| Tools and workflows | Selection, arguments, ordering, confirmation, recovery and final-state reporting |
| Risk behavior | Refusals, escalation, privacy boundaries, prompt-injection resistance and red-team findings |
| Operations | Latency, reliability, rate limits, observability and support for the required channels |
| Data practices | Retention, access, training use, regional processing and contractual controls |
| Total usage cost | Representative workload cost, including retries, tools and administration |
Remediate regressions, then rerun the same cases
If a candidate misses a noncritical gate, identify the cause before changing the model. Possible remedies include clearer system instructions, better tool descriptions, corrected retrieval content, narrower permissions, an explicit output schema, a confirmation step or a downstream validation rule. Change one material factor at a time when practical so the effect is observable.
After remediation, rerun the unchanged baseline set and the failing cases. A fix that raises one category while breaking another is not a fix; record both results. Keep the original candidate result so the decision history remains auditable.

Approve the candidate only when it meets every mandatory gate, the owner has signed off and the operational controls are ready. A candidate that fails a critical gate should be rejected or held for remediation. Retaining the current assistant is a valid outcome, not a failed evaluation.
For a staged rollout, start with a limited user group or low-risk workflow. Monitor the same quality signals used in testing, plus user reports, escalation volume, tool failures, latency, cost and newly observed safety incidents. Sample production conversations under your privacy policy, add confirmed failures to the test set and rerun it whenever the model, instructions, tools or knowledge changes.
Copilot Studio as a concrete operational example
Microsoft’s documented migration process for Copilot Studio agents illustrates how a product-specific harness can support this workflow. It recommends defining gates, comparing the current and candidate models under the same configuration and data, reviewing individual regressions and repeating important scenarios when variability matters. Use those instructions as an example of disciplined operation, not as a claim that every assistant exposes the same controls.
The standard Copilot Studio harness documented by Microsoft supports up to 100 test cases and retains evaluation results for 89 days. Those are limits of that documented product context, accessed in 2026; they are not general standards for AI evaluation. Microsoft also states that its agent evaluation does not report latency or consumption, so those measurements must be collected separately.

Best Value
What documentation to request from a provider
- Intended uses, known limitations and unsupported scenarios.
- The evaluation procedure, test data, prompts, sampling method and configuration used for published results.
- Performance by relevant condition, language, channel, user type and risk category rather than only one aggregate score.
- Model, safety-control and API versioning policies, including notice and rollback options.
- Data processing, retention, deletion, regional hosting, access control and training-use terms for your edition.
- Rate limits, latency expectations, outage history or service-level commitments where offered, and available logging.
- Mechanisms for exporting results, investigating failures and reproducing a prior configuration.
Documentation is evidence about the provider’s claims, not proof that the candidate will work for your tasks. Validate important claims with your own controlled cases.
Common evaluation mistakes and their fixes
Choosing the winner from a demo
Problem: A novel prompt produces an impressive answer while routine or critical work remains untested. Fix: Require a versioned set of real requests and score the baseline and candidate with the same rubric.
Using one aggregate score
Problem: Easy cases offset a dangerous regression. Fix: Set separate critical gates, publish category results and inspect every severe failure.
Quick wins for a faster PC:

Problem: A prompt, tool, document set or permission change is mistaken for a model improvement. Fix: Hold conditions constant or label the product difference explicitly.
Testing only happy paths
Problem: The assistant appears reliable until a tool fails, a user is ambiguous or an attacker supplies an override. Fix: Include refusals, escalation, missing evidence, long context, tool errors and adversarial inputs.
Ignoring repeatability
Problem: One lucky response determines adoption. Fix: Repeat important cases, report variation and review the worst outcome where the consequences are high.
Leaving operations until after launch
Problem: Quality improves but latency, rate limits or cost make the workflow unusable. Fix: Measure timing, failures, retries and representative consumption during the evaluation.

Assuming a benchmark transfers to your work
Problem: A published score is treated as a guarantee. Fix: Use benchmark methodology to understand strengths and limitations, then make your own task set the adoption evidence.
Quick Recap
A compact repeatable checklist
- Write quality, critical-failure, safety, privacy, latency, reliability, cost and approval gates.
- Collect frequent, high-impact and edge-case requests; remove sensitive identifiers while preserving task difficulty.
- Record the current assistant’s outputs, tool traces, timing, errors and usage as the baseline.
- Freeze or document instructions, tools, knowledge, permissions, user profiles and environment assumptions.
- Run both assistants on the same cases and score accuracy, relevance, completeness, grounding, instruction following, abstention, format, safety and workflow behavior.
- Repeat cases whose variability could change the decision and preserve every run.
- Measure latency, reliability, retries, failures and cost separately from quality.
- Review privacy, permissions, compliance and red-team findings with the responsible owner.
- Investigate regressions, remediate where justified and rerun the unchanged cases.
- Approve, reject or retain the current assistant according to the gates, then monitor production and update the test set.
