How to Evaluate AI Tools for Banking and Financial Services

The safest way to evaluate an AI tool for banking is to start with the exact task and the consequence of failure—not with a vendor’s accuracy claim. Define what the system will do, who or what it can affect, and what happens when its output is wrong, late, biased, insecure, or unavailable. Then test it on representative work, arrange independent validation, investigate the supplier and deployment dependencies, and put proportionate governance and monitoring around production use.

For U.S. banking organizations, the interagency Revised Guidance on Model Risk Management issued by the Federal Reserve, OCC, and FDIC on April 17, 2026 is an important reference for traditional, non-generative and non-agentic models. It emphasizes risk-based practices tailored to an institution’s size, complexity, model use and operational risk profile. It is supervisory guidance, not a complete legal analysis or a universal checklist. The guidance expressly excludes generative and agentic AI, so those deployments require a separate, use-case-specific assessment under broader risk-management, governance and legal requirements.

1. Define the use case before you score the tool

An AI product cannot be judged in the abstract. The same technology may be low risk when summarizing internal meeting notes and high risk when ranking applicants, setting credit terms, detecting suspicious activity or generating advice to a customer. Write a short use-case statement that a business owner, validator, auditor and regulator could all understand.

Document the intended job

  • Business process: Identify the workflow, product, legal entity and jurisdictions involved.
  • Role of the AI: State whether it informs a human, recommends an action, executes an action or makes a decision without human approval.
  • People and accounts affected: Specify customers, counterparties, employees, applicants, portfolios and protected or vulnerable groups.
  • Inputs and outputs: List data fields, documents, prompts, retrieved content, scores, classifications, text, actions and records created by the system.
  • Decision authority: Identify who may accept, override, escalate or reject the output, and what the AI is prohibited from doing.
  • Operating conditions: Record expected volumes, latency, availability, languages, channels, geographic scope and integrations.

Describe the harm from an error

Assess consequences across several failure modes rather than treating “accuracy” as one number. A false fraud alert can delay a legitimate payment; a missed alert can enable loss. A biased underwriting recommendation can create fair-lending exposure. A hallucinated policy answer can mislead a customer or employee. An unavailable service can interrupt a critical operation. A prompt-injection or data-leakage event can expose confidential information. For each material harm, record severity, affected population, time to detect, time to recover and the control that limits the impact.

Classify the risk and proportionality

The April 17, 2026 interagency guidance calls for practices proportionate to the institution’s model-risk profile, size and operational complexity. It does not prescribe one control package for every system. A model used in a significant business operation, or one that directly affects customers or capital, normally warrants more rigorous evidence, challenge, approval and monitoring than an internal productivity assistant. Make the rationale for the classification explicit; proportionality should not become an excuse for undocumented shortcuts.

2. Set evidence-based performance requirements

Require evidence for the proposed task and operating context, not only a vendor benchmark on a different dataset. A benchmark may use another population, time period, language, prevalence rate or human-review process and therefore say little about your production risk.

Build a representative test set

Use historical or newly collected examples that reflect the intended population, products, channels and edge cases. Establish a controlled process for protecting personal and confidential information. Keep a holdout set that the supplier and implementation team cannot tune against. If labels are disputed, document the adjudication method and the degree of human agreement.

Measure the errors that matter

Choose measures that map to the use case: false-positive and false-negative rates, calibration, ranking quality, abstention or escalation rates, latency, availability, extraction completeness, factuality, consistency and cost per transaction may all matter. Segment results by relevant customer or transaction characteristics and by difficult cases. The supervisory sources support performance assessment and validation but do not set universal numerical thresholds. Your acceptance criteria therefore need a business, legal and risk justification.

Test stability and failure behavior

  • Repeat equivalent inputs to identify nondeterminism or unexplained variation.
  • Test distribution shifts, missing fields, corrupted documents, unusual amounts, new products and low-frequency events.
  • Probe for adversarial inputs, prompt injection, data exfiltration and attempts to bypass policy controls where applicable.
  • Measure behavior when an upstream system, retrieval source, identity service or vendor endpoint is unavailable.
  • Verify that the system can abstain or route a case to a qualified person instead of fabricating confidence.

Test the human interaction

Observe how real users recognize an unreliable result, what evidence they receive, how long review takes and whether automation bias causes them to accept a wrong recommendation. A nominal human-in-the-loop is not an effective control if the reviewer lacks time, authority, training or the information needed to challenge the output. Define escalation paths, maximum unattended exposure and the records a reviewer must retain.

3. Arrange independent validation and continuous monitoring

Validation is an independent challenge to the development or procurement case. It is not a second demonstration by the vendor. The validator should be able to examine the methodology, data, assumptions, implementation and results well enough to identify material weaknesses.

Plan validation before purchase

Ask who will perform validation, what expertise is required, whether an external review is necessary, and what information the supplier will provide. For a proprietary product, obtain enough documentation, controlled access, sample outputs, test interfaces or other evidence to evaluate conceptual soundness and performance. If a critical element cannot be examined, record the limitation, compensating controls and residual risk rather than treating opacity as proof of safety.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Cover the full model lifecycle

  • Conceptual soundness: Determine whether the method fits the stated task, assumptions and constraints.
  • Data: Review provenance, representativeness, quality, labeling, privacy, retention and permitted use.
  • Implementation: Check that the deployed configuration, prompts, retrieval layer, thresholds and integrations match what was tested.
  • Outcome testing: Reproduce or challenge performance claims on institution-specific data and material segments.
  • Limitations: Document known failure modes, unsupported uses, confidence behavior and conditions that invalidate results.

Monitor after deployment

Production monitoring should detect performance deterioration and control failures, not merely system uptime. Establish indicators for output quality, error and escalation rates, population or data drift, overrides, complaints, incidents, latency, availability, access violations and vendor changes. Set alert thresholds, owners and response times. Review sampled cases and adverse outcomes, and preserve the evidence needed to reconstruct a decision.

Define change triggers

Require reassessment after a material model, prompt, data, threshold, retrieval, infrastructure or supplier change. A version update that appears minor can alter outputs or security behavior. Trigger review after a serious incident, unexplained drift, regulatory change, new product, new geography or expansion of decision authority. Keep a versioned approval record linking each change to updated testing and residual-risk acceptance.

4. Investigate the supplier and deployment arrangement

Outsourcing the technology does not outsource the institution’s accountability. The 2026 guidance specifically expects meaningful assessment of vendor and third-party products, even when source code, training data or methods are proprietary.

Request a supplier evidence package

  • Model purpose, architecture or methodology at a level that supports conceptual-soundness review.
  • Development and evaluation data sources, labeling approach, exclusions, geographic coverage and known limitations.
  • Performance results, test conditions, confidence or abstention behavior, and results for relevant segments.
  • Release, update, rollback and deprecation practices, including notice periods and emergency changes.
  • Security design, access controls, encryption, logging, data retention, subprocessors and incident-notification commitments.
  • Service dependencies, resilience objectives, recovery arrangements, concentration risk and exit assistance.
  • Independent assurance reports or test results, with their scope, dates, exceptions and remediation status.
  • Support arrangements for incidents, investigations, complaints, legal holds and regulatory requests.

Examine customization and configuration

Document every institution-specific prompt, fine-tuning step, threshold, rule, retrieval corpus, workflow change and integration. The supplier should explain which party owns each component and how changes are tested. The institution must be able to justify and evaluate customizations; a vendor’s original validation does not automatically cover a materially different configuration.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assess contract and operational leverage

Contracts should address audit and information rights, data use and deletion, confidentiality, subcontracting, service levels, incident notice, business continuity, model changes, intellectual-property restrictions, regulatory cooperation and termination. A technically strong tool may still be unsuitable if the institution cannot obtain evidence, control updates, recover records or replace the service within an acceptable time.

5. Put governance and controls around production use

Assign accountability across procurement or development, validation, operations, monitoring, compliance, security, legal, records management and internal audit. Name one accountable owner for the use case and separate that role from independent validation.

Use a stage-gated approval process

  1. Intake: Capture the use-case statement, data classification, affected parties, decision authority and preliminary risk tier.
  2. Design or procurement review: Confirm prohibited uses, control objectives, supplier evidence and architecture dependencies.
  3. Validation: Challenge conceptual soundness, data, implementation, performance and limitations; record unresolved findings.
  4. Controlled pilot: Limit users, transactions, permissions and customer impact. Compare outcomes with the current process and exercise fallback procedures.
  5. Approval: Obtain documented acceptance of residual risk from the authorized committee or executive.
  6. Production monitoring: Activate dashboards, case sampling, incident response, change control and periodic review before expanding scope.

Manage conflicts and independence

The people who benefit from rapid deployment should not be the only people deciding whether controls are adequate. Establish escalation for disagreements, protect validators from commercial pressure and make exceptions time-limited. Internal audit should assess whether the risk-management process is effective; it should not duplicate model development or perform management’s validation work.

Control access and use

  • Apply least-privilege access to prompts, data, tools and action-taking functions.
  • Prevent sensitive information from being sent to an unapproved service or retained beyond policy.
  • Log inputs, outputs, user identity, model version, retrieved sources, overrides and downstream actions where lawful and necessary.
  • Train users on limitations, prohibited data, escalation and the danger of treating fluent output as verified fact.
  • Maintain a manual or alternate process that can operate during an outage or withdrawal.

6. Handle generative and agentic AI as a separate scope question

The April 17, 2026 interagency model-risk guidance expressly excludes generative and agentic AI because these technologies are novel and rapidly evolving. Do not describe that guidance as directly covering a chatbot, foundation model, autonomous workflow or tool-using agent. The exclusion does not mean those systems are unregulated or low risk.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Federal Reserve’s scope material says, “Nonetheless, a banking organization’s risk management and governance practices should guide the determination of appropriate governance and controls for any tools, processes, or systems not covered in this document.” Apply that principle by identifying the laws, supervisory expectations, contractual duties and internal policies relevant to the particular deployment and jurisdiction. The guidance itself does not resolve those obligations.

Additional questions for generative systems

  • Can the system expose confidential prompts, retrieved documents, personal data or proprietary code?
  • How are hallucinations, unsupported citations, toxic content and prompt injection detected and handled?
  • What controls prevent an agent from taking an unauthorized payment, changing a record or contacting a customer?
  • Can every tool call and intermediate decision be logged and reconstructed?
  • How are model-provider updates, routing changes and data-retention practices communicated?
  • What is the approved use boundary for drafting, summarizing, coding, customer service and decision support?

NIST’s AI Risk Management Framework is a useful complementary lifecycle resource for identifying and addressing AI risks. It does not determine which financial laws apply to a specific institution or deployment, so use it alongside—not instead of—legal and supervisory analysis.

7. Compare candidate tools with a decision matrix

When several products appear capable, score them against the same evidence requirements. The agencies emphasize that practices suitable for one institution or use may not suit another; a weighted matrix should therefore reflect your risk appetite and governance capacity.

Evaluation axis Questions to answer Evidence to retain
Intended use and error consequence What does the tool do, who is affected, and what is the worst credible outcome? Use-case statement, risk tier, impact analysis and prohibited-use list
Conceptual soundness and performance Does the method fit the task, and does it work on representative data and edge cases? Test protocol, segmented results, limitations and acceptance decision
Independent validation access Can qualified reviewers examine data, assumptions, implementation and outputs? Validation report, information gaps, compensating controls and findings
Monitoring and change management Can you detect drift, incidents and supplier changes, then pause or roll back safely? Metrics, thresholds, alert owners, release records and rollback plan
Supplier transparency and customization Will the vendor explain development, updates, dependencies and institution-specific changes? Supplier questionnaire, technical documents, contract terms and configuration inventory
Governance fit Can your teams operate, oversee, audit and recover the system at the proposed scale? Roles, training, approvals, audit plan, continuity procedure and residual-risk sign-off

Do not let a high aggregate score conceal a disqualifying weakness. For example, excellent accuracy cannot compensate for an inability to protect customer data, validate a consequential decision or stop an autonomous action. Mark non-negotiable requirements separately from tradeable features and document why the selected tool is proportionate to the use.

8. Build the evidence file regulators and management will need

A defensible evaluation is a maintained record, not a presentation delivered at purchase time. Keep a single inventory entry for each AI use and link it to the following artifacts:

  • Purpose, owner, risk classification, jurisdictions, affected populations and approved boundaries.
  • Data maps, privacy and security assessments, retention rules and access design.
  • Supplier due diligence, contracts, subprocessors, service dependencies and exit plan.
  • Test datasets, labels, scripts or procedures, results, segment analysis and acceptance criteria.
  • Independent validation, management responses, open issues and compensating controls.
  • Training and operating procedures, escalation contacts and fallback process.
  • Monitoring dashboards, sampled cases, incidents, complaints, overrides and periodic reviews.
  • Version history, change approvals, rollback decisions and records of retirement.

Write limitations in operational language. “Not validated for unsupervised credit decisions” is more useful than “use with caution.” State who must act, by when, and what evidence demonstrates that the control worked.

9. Common evaluation failures and how to correct them

Relying on a generic benchmark

Failure: A vendor’s headline score is treated as proof of production suitability. Correction: Re-test on representative institutional data, material segments and edge cases, with pre-agreed acceptance criteria.

Calling a person in the loop a control

Failure: Reviewers approve outputs automatically or cannot see supporting evidence. Correction: Measure review quality and time, require documented challenge for high-impact cases, and give reviewers authority to override and escalate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Accepting proprietary opacity without a plan

Failure: Source-code restrictions end the inquiry. Correction: Negotiate documentation, test access, output samples, audit rights and independent assurance; record residual uncertainty and compensating controls.

Ignoring updates and integrations

Failure: Approval covers one version while prompts, retrieval data, APIs or thresholds change silently. Correction: Inventory dependencies, require change notice, run regression tests and define rollback authority.

Confusing guidance with law

Failure: An institution treats the 2026 model-risk guidance as a safe harbor or complete compliance assessment. Correction: Use it as a risk-management reference, then obtain use-case-specific legal, compliance and supervisory analysis for each jurisdiction.

What the 2026 U.S. guidance changes—and what it does not

The OCC’s April 17, 2026 Bulletin 2026-13 says the updated guidance rescinds prior model-risk guidance in part and clarifies that model-risk practices should be “risk-based, tailored, and commensurate with a banking organization’s size, complexity, and extent of model use.” The guidance is not enforceable or prescriptive, and non-compliance with the guidance itself will not lead to supervisory criticism. The OCC nevertheless notes that violations of law, or unsafe or unsound practices caused by insufficient model-risk management, can still lead to supervisory action.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That distinction matters in procurement decisions. A board or examiner may reasonably ask whether the institution understood a tool, tested it, monitored it and controlled its supplier even when no single paragraph dictates a particular threshold. Conversely, citing the guidance does not establish that a deployment meets fair-lending, privacy, consumer-protection, safety-and-soundness, cybersecurity, records or other obligations.

Federal Reserve Governor Michael S. Barr’s April 4, 2025 speech recognized potential benefits from generative AI while emphasizing risk management and the difficulty banks may face in understanding fintech partners’ tools. Treat that speech as contextual commentary, not binding supervisory guidance.

A practical go/no-go decision

Approve deployment only when the institution can explain the use, demonstrate task-specific performance, independently challenge the evidence, control the supplier and operate effective monitoring and fallback processes. Pause or reject the tool when a material consequence is not understood, validation cannot be performed, required data protections are unavailable, the supplier can change the system without meaningful notice, or no accountable owner can respond to an adverse outcome. For generative and agentic systems, first establish the separate legal and governance basis for use; the 2026 model-risk guidance alone is not that basis.
