How to Evaluate AI Infrastructure Investments: Data Center Demand, Power, and Capacity

AI infrastructure is investable only when a demand forecast becomes a powered, utilized asset that can earn an acceptable return. Evaluate the chain in order: AI demand forecast → physical capacity → grid connection and electricity supply → construction and energization timing → customer utilization and project economics. A large announced campus, a utility queue position, or a technology company’s capital spending can indicate opportunity, but none by itself proves that a project will operate profitably.

This framework uses the International Energy Agency’s 2025 Energy and AI analysis and its 2026 update to separate sector-level growth from deliverable project exposure. It is a method for due diligence, not a current buy list or a valuation ranking.

Start with the demand that can actually be monetized

The first question is not whether AI demand is growing. It is whether the specific asset you are evaluating has a credible path to paid load, at a stated date, in the market where it operates.

What the IEA forecast says

The IEA estimated global data-center electricity consumption at 415 TWh in 2024, about 1.5% of world electricity use. Its base case reaches approximately 945 TWh in 2030, roughly twice the 2024 level. These are system-level projections, not guarantees for any operator or site. The IEA also uses sensitivity cases because AI adoption, accelerator deployment, efficiency improvements and energy bottlenecks could move demand above or below the base case.

The IEA’s 2025 base case estimates electricity generation associated with data centers at 460 TWh in 2024, more than 1,000 TWh in 2030 and 1,300 TWh in 2035. Renewables supply nearly half of additional demand over the next five years in that scenario, while gas, coal and nuclear contributions vary by geography and scenario. A global mix cannot be substituted for the power contract at one facility.

The IEA’s report page summarizes the physical dependency succinctly: “There is no AI without energy – specifically electricity for data centres.” That statement supports the sector thesis; it does not establish a project’s revenue, margin or completion probability.

Turn a forecast into an investment hypothesis

Write down the forecast horizon and the mechanism that converts demand into the asset’s sales. Then test each assumption.

  • Workload: Is the site intended for model training, inference, general cloud computing or a mixture? Training demand can be episodic; inference may create a steadier load but depends on adoption and service pricing.
  • Deployment: What number of accelerators, servers or racks is assumed, and when can they be installed? A power forecast without an equipment schedule is incomplete.
  • Efficiency: Does the case assume improvements in processor performance, utilization, cooling or software efficiency? State the assumption rather than treating efficiency gains as automatic.
  • Customer evidence: Separate a system forecast, management guidance, a non-binding expression of interest, a signed capacity reservation and a take-or-pay contract. They carry different degrees of revenue certainty.
  • Time: Match the demand date to the project’s expected energized date. A 2030 market forecast cannot validate a site that cannot obtain power until after that period.

Use at least three cases—downside, base and upside—with explicit assumptions for adoption, utilization, efficiency and delivery date. The IEA’s scenarios provide a way to frame uncertainty; they are not a substitute for issuer- or project-specific evidence.

Define “capacity” before you value it

Data-center announcements often use megawatts without saying whether the number is a long-term campus plan, a permitted phase, a connected load or operating IT capacity. Treat each stage as a separate fact.

Capacity label What it means What it does not prove
Announced campus A stated development concept or target size. Permits, financing, customers or power.
Permitted project Required planning or construction approvals have been obtained for the stated scope. That construction will be funded or that electricity will be available.
Under construction Physical work has begun on an identified phase. Completion on schedule, equipment delivery or energization.
Installed IT load Server and related information-technology equipment that can be installed in the facility design. Utility delivery, full occupancy or actual computing activity.
Contracted power Power rights or a supply agreement documented for the project. That the interconnection is built, tested and energized.
Connected load The site has an approved physical connection to the electricity network. That the full contracted amount is available at all times.
Energized megawatts Power has been delivered to the facility and the relevant systems can be commissioned. Customer utilization or profitable operation.
Operating capacity Equipment is commissioned and serving live workloads. High utilization, favorable pricing or a satisfactory return on capital.

Ask management or the developer to reconcile every headline megawatt with these stages. If a presentation combines future phases with operating capacity, restate the numbers by phase and date. Do not add an announced campus to an operating portfolio as though both produce current revenue.

Trace the power pathway from generation to the rack

Power is a chain of contracts, permits, construction tasks and operating constraints. Map it end to end rather than accepting “renewable,” “grid-connected” or “behind-the-meter” as complete descriptions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Grid supply

Identify the utility or grid region, the requested connection size, the interconnection study stage, the network upgrades assigned to the project and the date power is expected to be available. A queue position is not the same as an executed agreement, and an executed agreement is not the same as an energized substation.

New generation

If the project depends on a new solar, wind, gas, nuclear or other generating facility, connect that facility’s permitting, construction and commissioning schedule to the data center’s schedule. The IEA’s global generation outlook describes an aggregate pathway; it does not establish that a particular project has firm supply.

Power-purchase agreements

Read the contract’s term, volume, delivery profile, settlement arrangement, curtailment provisions and replacement-power obligations. A certificate or an annual matching claim may document environmental attributes without guaranteeing hourly physical delivery to the site.

On-site generation and storage

Determine whether on-site equipment is intended for continuous supply, peak shaving, backup or temporary bridging while grid work is completed. Check fuel availability, emissions requirements, noise limits, maintenance, storage duration and the point at which the equipment can carry the planned IT load.

Why the grid can be the critical path

Data centers can sometimes be built in two to three years, while energy-system infrastructure has longer lead times. Transmission, substations, generation and interconnection studies can therefore delay or constrain energization even when the building is ready. A project schedule that shows construction completion but omits the network-upgrade and commissioning path is not a complete schedule.

How much electricity will AI data centers need—and where?

National or global demand totals conceal local bottlenecks. The IEA reports that nearly half of U.S. data-center capacity is concentrated in five regional clusters. Such concentration can make a favorable national outlook irrelevant to a site facing a congested transmission area, scarce generation or a long connection queue.

Map the local exposure

  • Name the utility, balancing area and transmission operator serving the site.
  • Identify existing data-center load and other large industrial additions in the same region.
  • Obtain the interconnection milestone, expected in-service date and any required network upgrades.
  • Check whether the project’s requested load is firm, interruptible, staged or contingent on future phases.
  • Compare the project’s load profile with local resource availability and seasonal constraints.

Regional concentration also affects schedule risk. Multiple projects can compete for the same transformers, transmission capacity, construction labor and utility engineering resources. A developer with land and permits may still lack a deliverable path to power.

Separate building completion from energization

Use a milestone schedule that shows which party controls each dependency. A practical sequence is:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Site control and feasibility: verify land rights, zoning, water and cooling constraints, fiber routes and the preliminary electrical design.
  2. Interconnection request: confirm the requested megawatts, study status, queue position and deposits or collateral posted.
  3. Power agreement: review executed utility, generation or purchase agreements and their conditions precedent.
  4. Permits and financing: match the permitted scope to committed capital and debt or equity closing conditions.
  5. Long-lead procurement: track transformers, switchgear, generators, cooling systems and high-density rack equipment separately.
  6. Civil and building construction: measure progress on the specific phase rather than the full campus.
  7. Substation and network upgrades: verify design, procurement, construction and testing dates with the responsible utility or contractor.
  8. Commissioning: establish when power can be safely delivered, when cooling and redundancy tests finish and when the first IT load can be energized.
  9. Customer installation: schedule server delivery, acceptance testing and workload migration.
  10. Operations: report energized, installed and revenue-generating capacity separately, with utilization by phase.

For each milestone, record the evidence, responsible counterparty, contractual remedy for delay and the next decision date. A single “online in 2028” label hides too much schedule risk.

Evaluate utilization and project economics after power is credible

Once a project has a plausible power path, examine whether the capacity will earn enough to justify the capital deployed.

Customer commitment

Classify customers by contract status and concentration. Ask whether commitments are binding, the contracted term, pricing structure, minimum-take obligations, expansion options, credit quality and termination rights. A large customer announcement can support demand, but a non-binding statement should not be modeled as contracted revenue.

Utilization ramp

Model the time between energization, equipment installation, acceptance testing and sustained workload. High-density AI systems may require specialized cooling and power-distribution configurations; a powered shell is not automatically usable AI capacity. Show utilization by phase and by customer rather than applying one campus-wide percentage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Capital intensity and financing

Separate building, electrical, generation, networking, cooling and IT-equipment capital. Identify which party owns each asset and which costs are reimbursed by customers or utilities. Test interest expense, refinancing dates, construction contingencies and dilution under a delayed-energization case. The IEA analysis cited here does not establish comparable project costs, financing terms or valuation multiples, so those must come from the relevant issuer and project documents.

Operating costs

At minimum, model electricity, demand charges, fuel, cooling, network transit, maintenance, staffing, insurance, property taxes and replacement cycles. Analyze sensitivity to power price, load factor, outage duration and equipment utilization. An inexpensive site with unreliable power can produce less cash flow than a higher-cost site with firm, usable capacity.

Sector capex is context, not a return forecast

The IEA reported that five large technology companies spent more than $400 billion in capital expenditure in 2025 and projected another 75% increase in 2026. This demonstrates the scale of capital being deployed around AI, but it does not show that a particular landlord, utility, equipment maker or developer will capture attractive returns. Follow the money to signed contracts, delivered assets, utilization, costs and valuation.

Axis Questions to answer
Capacity stage How many megawatts are announced, permitted, under construction, connected, energized and operating?
Power security What supply is contracted, for what term and volume, and what conditions remain?
Grid timing What is the interconnection-study stage, required upgrade and credible energization date?
Geography Which utility and regional cluster serve the site, and how concentrated is competing load?
Electricity source Is power supplied by the grid, new generation, a purchase agreement or on-site assets? What are the physical and contractual limits?
Customer quality Are workloads backed by binding commitments, and how concentrated are the customers?
Utilization What is operating today, what is scheduled to ramp and what equipment must still be installed?
Capital and financing What has been spent, what remains to be funded and who bears construction or power-delay risk?
Valuation What price is being paid relative to the operating cash flow that the documented assets can support?

The IEA evidence supports comparing demand scenarios, power mix, lead times and geography. Customer contracts, financing and valuation require separate company- and project-level documents; do not infer them from sector statistics.

A practical due-diligence workflow

  1. Define the asset: write down whether you are evaluating a data-center owner, powered shell, utility, generator, equipment supplier or another exposure. Each captures a different part of the value chain.
  2. Set the scenario: specify the forecast year, workload mix, adoption assumptions and efficiency case.
  3. Normalize capacity: convert every reported megawatt into the stage table above and attach a date.
  4. Verify the connection: obtain interconnection documents, upgrade responsibilities, deposits and milestone dates.
  5. Trace electricity: identify the source, contractual structure, delivery profile and fallback arrangements.
  6. Stress the schedule: delay energization, equipment delivery and customer ramp independently; do not use one blanket contingency.
  7. Test utilization: model customer commitments, installation time, workload migration and concentration.
  8. Build the cash-flow case: include power, cooling, network, maintenance, financing and replacement costs.
  9. Compare alternatives: use identical definitions and scenario assumptions for every project or company.
  10. Set evidence thresholds: decide which milestones must be documented before increasing exposure and what would invalidate the thesis.

Common analytical mistakes and how to correct them

Counting announced megawatts as revenue capacity

Why it fails: announcements can include options, later phases or sites without power. Correction: report operating and energized megawatts separately from the development pipeline.

Using a global forecast to underwrite a local site

Why it fails: demand and grid constraints are geographically concentrated. Correction: map the utility, interconnection stage, competing load and local supply conditions.

Treating a queue position as firm power

Why it fails: studies, network upgrades and construction can still change the date or amount available. Correction: verify executed agreements, upgrade funding, testing and an energization milestone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Equating a power-purchase agreement with physical reliability

Why it fails: contract volume, hourly delivery, settlement and replacement obligations may differ. Correction: read the delivery profile, curtailment terms and backup arrangements.

Assuming technology capex guarantees supplier returns

Why it fails: capital can be delayed, redirected or absorbed by customers and infrastructure owners. Correction: trace spending to delivered assets, utilization, margins and valuation.

Applying one utilization rate to every phase

Why it fails: commissioning, customer installation and workload migration occur at different speeds. Correction: model each phase and customer separately.

What the available sector evidence establishes—and what it cannot

The IEA data establish a powerful but conditional backdrop: data-center electricity use was 415 TWh in 2024; the base case reaches about 945 TWh in 2030; generation associated with data centers rises from 460 TWh in 2024 to more than 1,000 TWh in 2030 and 1,300 TWh in 2035; and U.S. capacity is highly concentrated in five regional clusters. The 2026 IEA update adds evidence of accelerating investment and reported 17% growth in data-center electricity demand in 2025, with AI-focused centers growing faster than overall data-center demand and global electricity demand growing 3%.

Those figures do not establish a current buy recommendation, a company ranking, a project’s connection status, a customer contract, a financing structure, a valuation or an expected return. They also do not resolve how quickly efficiency improvements, bottlenecks or changes in AI adoption will alter the path. The investable conclusion must come from the documented transition from forecast demand to energized capacity, contracted utilization and cash flow.

The decision rule

Advance an AI-infrastructure investment only when the evidence supports all five links: a demand case with stated assumptions, capacity at a verifiable project stage, a credible and contractually supported power path, a schedule that includes grid and commissioning work, and customer utilization that can cover operating and capital costs at the proposed valuation. If one link is missing, label the exposure as speculative development rather than operating infrastructure and size the risk accordingly.
