A proposed data center should not be judged by its building size or a promise to buy renewable electricity. Ask for its hourly electricity load, grid connection and upgrade plans, cooling and water balance, construction footprint, heritage survey, alternatives analysis, and enforceable monitoring commitments. Then compare those facts with the local grid, watershed, existing users, culturally important places, and other projects competing for the same resources.
No site, application, utility study, water balance, heritage inventory, or jurisdiction is identified here, so no responsible conclusion can be drawn about an unnamed facility’s actual impacts or approval prospects. The framework below shows what evidence to request, how to test it, and who should verify it.

Start with a complete project description
Many impact arguments fail because the public sees only a campus name, a headline capacity, or a renewable-energy announcement. Request the technical description that regulators and utilities are using. It should cover both construction and the facility’s full operating life, including expansion phases.
Documents to request from the developer
- IT capacity, total facility demand, expected peak demand, hourly and seasonal load profiles, operating hours, and expansion schedule.
- Cooling technology, design conditions, backup cooling, expected efficiency, and operating changes during heat waves or drought.
- Annual, monthly, and peak water withdrawals and consumption, separated by source and by project phase.
- Potable, reclaimed, recycled, groundwater, and surface-water supplies, plus discharge volumes, quality, temperature, and receiving waters.
- Backup generators, fuel storage, on-site generation, batteries, demand response, curtailment, and the conditions under which each would operate.
- Transmission, distribution, substation, road, pipeline, and other off-site works required to connect and serve the project.
- Construction area, temporary laydown sites, traffic, noise, lighting, emissions, spoil disposal, and proposed operating schedule.
- Heritage and cultural-resource surveys, mapped study areas, consultation records, and mitigation plans.
Ask for assumptions as well as results. A forecast based on a fully built campus is not equivalent to the first phase. A water-intensity figure without its measurement boundary cannot be compared with another project. A reliability study that omits other queued data centers may understate future constraints.

Evaluate electricity demand against the local grid
Data-center loads are often geographically concentrated and may require firm, continuous power. The relevant question is not simply whether enough electricity exists somewhere in a country; it is whether the local network can deliver the project’s load at the required hours without unacceptable reliability, cost, or emissions consequences.
Evidence to obtain from the utility or system planner
- Load request: Obtain the requested connection size, forecast demand by phase, expected service date, peak and hourly profiles, power factor, and assumptions about utilization.
- Interconnection status: Ask whether the project has a submitted application, an executed agreement, a queue position, or only preliminary discussions.
- Network work: Identify new substations, transformers, transmission or distribution lines, protection equipment, and construction timelines. Request the engineering studies supporting each item.
- Reliability: Ask how the project affects capacity margins, congestion, voltage, fault levels, reserve requirements, and outage performance under normal and stressed conditions.
- Cost allocation: Request the estimated cost of each upgrade, the portion assigned to the developer, and the portion recovered from other customers under local tariffs or regulation.
- Cumulative queue: Require the analysis to include other committed and reasonably foreseeable loads and generation in the same area, not just this proposal.
Canada’s Responsible Data Centre Development Principles provide an example of policy language: projects should pay costs of connecting and serving them that are directly attributable to development, proportionate to scale and impact, and should not compromise reliability. Those principles are not a universal tariff rule; the governing allocation method depends on the project’s jurisdiction.
Test supply, storage, and flexibility claims
The U.S. Department of Energy identifies clean generation, storage, grid expansion, efficiency, demand-side resources, proactive planning, and tariff design as possible ways to manage rising data-center load while maintaining reliability and affordability. Treat each as an option to be demonstrated, not as an automatic solution.

- Storage: Ask for power and energy ratings, duration, charging source, dispatch rules, fire protection, replacement schedule, and availability during system peaks.
- Demand response: Require a written curtailment level, notice period, maximum duration, frequency of events, and penalties or verification when the commitment is not delivered.
- Efficiency: Separate an efficiency improvement from a reduction in absolute demand. A more efficient facility can still increase its total load if computing capacity grows faster.
- Renewable procurement: Check the delivery point, hourly matching, contract duration, deliverability, accreditation, and whether the resource is new or already serving other customers.
A power-purchase agreement can document a financial or contractual claim, but it does not by itself prove that new local capacity is available at every hour, that transmission constraints disappear, or that emissions fall at the project’s grid location. The project record must demonstrate those outcomes.
Compare credible power scenarios
| Scenario | Questions to answer | Evidence needed |
|---|---|---|
| Utility-served proposal | Can the existing and planned network meet the hourly load while maintaining reliability? | Interconnection studies, capacity forecasts, upgrade plans, outage and congestion analysis |
| Utility service with on-site supply | How much grid demand is actually avoided, and under which operating conditions? | Dispatch records or modeled profiles, fuel and emissions data, operating limits |
| Flexible or curtailed load | Can the facility reduce demand during local or system emergencies without shifting the problem to another hour? | Binding curtailment terms, baseline method, event history or audited simulations |
| Alternative site or phased build | Would another location or slower expansion use available capacity more efficiently? | Comparable grid studies and construction assumptions for each site or phase |
Compare the project’s claimed contribution with the timing and location of need. A national renewable target cannot substitute for a local reliability study, and an announced generation project may not be built, connected, or available when the data center begins operation.

Assess water in the watershed, not only at the facility fence
Water risk depends on place, source, season, and competing uses. Request separate figures for water withdrawn from a source and water consumed or removed from immediate reuse. A facility can report a favorable annual intensity while creating severe summer or drought-period stress.
Water information to request
| Metric | What to require |
|---|---|
| Withdrawal | Annual, monthly, daily peak, and maximum permitted volume by source |
| Consumption | Evaporation, blowdown, treatment losses, and other water not returned to the source |
| Source | Potable network, reclaimed supply, groundwater, river, reservoir, or another source, with permits and allocation rights |
| Cooling | Technology, design temperature, expected efficiency, operating envelope, and changes during heat waves |
| Discharge | Volume, temperature, contaminants, treatment, receiving water, and discharge limits |
| Stress assumptions | Drought duration, low-flow conditions, heat waves, climate scenarios, and planned expansion |
| Measurement | Meter locations, reporting frequency, calculation boundary, and independent verification |
Ask the applicant to define every intensity metric. “Water usage effectiveness” or a similar ratio may count only cooling water, all site water, or a modeled average. Without the numerator, denominator, time period, and meter boundary, the number is not a reliable comparison.
Recommended Free Tools
Map the complete water system
Plot the facility, wells, intakes, treatment plants, discharge points, connected surface waters, aquifers, wetlands, and downstream users. Include drinking-water systems, irrigation, industry, ecological flows, and legally protected or customary uses. EPA-hosted environmental-impact guidance recommends evaluating water quantity and quality at watershed scale, existing uses and flows, other projected developments, and stakeholder participation.
Review seasonal and peak demand separately. Ask whether the source can meet the project’s maximum month during a drought, not merely its long-term average. Identify who bears reductions if supply is curtailed. Examine whether reclaimed water is genuinely available, whether treatment capacity must be expanded, and whether diverting it affects another user or environmental flow.
Distinguish forecasts from operating evidence
A pre-construction water balance is a model, not a meter reading. Request the model files or assumptions used to estimate cooling cycles, weather, load, blowdown, leakage, and maintenance. After commissioning, require publicly reported meter data at a stated frequency, with explanations for deviations. Independent hydrologists or water regulators should verify both the forecast and the monitoring method.

Identify direct and indirect heritage effects
Heritage review must include more than registered monuments visible on a map. Request the baseline, survey methods, study area, mapped inventory, and consultation record for archaeological sites, historic structures, burial grounds, sacred or ceremonial places, traditional-use areas, and resources whose value is identified by affected communities.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesCheck the physical footprint
- Map foundations, roads, substations, pipelines, transmission corridors, construction compounds, borrow pits, and disposal areas.
- Establish whether excavation, vibration, dewatering, blasting, dust, or altered drainage could damage buried or standing resources.
- Require chance-find procedures, stop-work rules, qualified supervision, and treatment plans for unexpected discoveries.
Check setting, access, and living cultural use
EPA-hosted guidance identifies visual and audible changes and loss of access as potential indirect effects. A data center can alter the setting of a historic landscape through tall structures, lighting, transmission lines, cooling noise, traffic, or security fencing even when no building touches a listed site. Construction schedules can interfere with ceremonies, seasonal access, gathering, or traditional practices.
Early engagement is essential because desktop surveys and official registers may omit community-identified places. Canada’s principles call for early engagement with host communities and Indigenous rights holders and for benefits that reflect their priorities. Whether consultation, accommodation, or consent is legally required must be determined under the law governing the actual site; Canadian policy language cannot be generalized to every country.
Require a credible consultation record
Look for dates, participants, languages, issues raised, maps supplied by communities, responses from the developer, and changes made to the design. A meeting list without issue tracking does not show that concerns influenced the project. Ask who will monitor heritage commitments and who has authority to pause work if conditions are breached.
Compare alternatives and cumulative effects
A proposal should be tested against a no-action case and reasonable alternatives, not only optimized within its chosen site. EPA-hosted guidance says project descriptions should identify alternatives, including a “Do Nothing” option and, where appropriate, alternative locations.

Mitigation is meaningful only when it is measurable, assigned, funded, and enforceable. Build a commitment register with one row for each promise.
- Metric: Define the exact quantity, quality, hours, location, or condition to be met.
- Baseline: State the pre-project grid, water, noise, access, or heritage condition used for comparison.
- Deadline: Specify whether compliance is required before construction, at commissioning, each month, or annually.
- Responsible party: Name the developer, utility, contractor, regulator, or community body with the duty to act.
- Verification: Identify meters, audits, site inspections, laboratory methods, and the independent reviewer.
- Public reporting: Require accessible reports, data retention, explanations for exceedances, and correction deadlines.
- Consequence: State curtailment, repair, financial security, restoration, stop-work, or permit remedies for non-compliance.
Canada’s principles call for clear, project-appropriate, independently verifiable information on expected power and water use, infrastructure, sound, and emissions, together with tracking of material commitments. Use that as a model for accountability, while checking the actual permit and legal authority for the site.
Find the governing process and decision-makers
Environmental-impact, planning, water, grid, and heritage rules are location-specific. First identify the country, state or province, municipality, watershed authority, electricity system operator, water regulator, and heritage authority. Then obtain the current statutes, thresholds, permit forms, public-notice rules, appeal rights, and consultation requirements that apply to the project.

That is an illustration of a jurisdiction-specific process, not a rule for another country.
Best Value
For European Union readers, the European Commission states that the Energy Efficiency Directive requires monitoring and reporting for data centers meeting the applicable significance threshold. The Commission also says a common rating scheme was proposed in September 2026. Verify the current threshold, national implementation, reporting format, and effective date before relying on that policy for compliance advice.
When requesting records, ask the competent authority for the application, environmental report, alternatives analysis, utility and water studies, heritage surveys, consultation submissions, permit conditions, and monitoring reports. Ask the utility, water provider, and heritage office for their own technical reviews rather than relying only on the developer’s summary.
Use global figures only as context
The European Commission, citing the International Energy Agency’s Energy and AI report, states that data centers used about 1.5% of global yearly electricity consumption, or 415 TWh, in 2026. It projects data-center electricity use could reach 945 TWh by 2030. The 2030 figure is a projection, not a measured result.

Neither number estimates a particular facility’s load, water use, grid cost, or heritage effect. A local assessment still requires the project’s hourly profile, connection study, water balance, watershed conditions, cultural-resource baseline, and cumulative analysis.
A practical review sequence
- Locate the project: Record the site, phases, jurisdiction, utilities, watershed, nearby heritage resources, and planned neighboring developments.
- Build the baseline: Obtain current and forecast grid capacity, reliability, water availability and flows, drought history, existing users, and heritage inventories.
- Request primary records: Seek the complete project description, interconnection studies, water permits and models, heritage surveys, consultation record, alternatives, and draft conditions.
- Normalize the numbers: Separate peak from annual values, withdrawal from consumption, modeled forecasts from meter data, and phase-one demand from full build-out.
- Test scenarios: Compare no action, alternative sites, cooling systems, water sources, power supplies, storage, flexible load, and phased construction.
- Check cumulative effects: Add other projects using the same grid, watershed, roads, transmission corridors, or cultural landscape.
- Assign verification: Identify the utility or system operator for grid claims, water regulator and independent hydrologist for water, and heritage authority plus qualified community-appointed experts for cultural resources.
- Track conditions: Convert each mitigation promise into a measurable, funded, enforceable commitment with public reporting and a remedy for failure.
Red flags that require clarification
- An electricity figure expressed only as annual energy, with no peak or hourly profile.
- A renewable-energy announcement offered as proof that local reliability and emissions impacts are solved.
- A water-efficiency ratio without its definition, boundary, source, season, or drought case.
- Average annual withdrawals that omit maximum-day or summer demand.
- Reliability or water studies that exclude other queued or planned developments.
- A heritage assessment limited to listed buildings and lacking community consultation or setting analysis.
- Mitigation described as an intention without a permit condition, responsible party, metric, deadline, or independent check.
- Claims of approval certainty without naming the competent authority, applicable threshold, or public process.
Each red flag is a request for a missing record, not proof that the project is harmful. The decision should follow the evidence produced after those gaps are addressed.
