Only after that should you assess earnings and valuation. There is no single cross-country “good” capital ratio: Canadian MICAT, U.S. state risk-to-capital requirements and U.S. GSE eligibility rules measure different things. A low price-to-book or price-to-earnings multiple cannot compensate for capital that may be unavailable to support new business or absorb losses in a housing downturn.
How do you evaluate a mortgage insurer’s financial strength?
Use a sequence rather than a single headline statistic: identify the insurer’s legal entities and governing rules; measure capital against those rules; inspect the insured portfolio and loss exposures; examine reserves, reinsurance and investments; then assess ratings and earnings under stress. Mortgage insurance generally protects a lender or other insured party against specified losses when covered borrowers default, but the contract, applicable law and insurer’s business determine the actual coverage and claim process.

Financial strength is the capacity to pay covered claims while continuing to meet regulatory and eligibility requirements. Valuation is a separate question: what price is justified by the insurer’s sustainable earnings, distributable capital and risks? A company can look well-capitalized but be expensive, or look inexpensive while carrying substantial downside risk. Keep the two judgments separate until the final investment case.

Start with the legal entity, geography and reporting date
Determine which regulated insurance subsidiary writes the policies, which parent owns the publicly traded shares, and which entities hold the assets and obligations being analyzed. A rating for a holding company’s debt or equity is not interchangeable with a rating of a subsidiary’s claims-paying ability. Likewise, a ratio reported by one regulated entity may not describe the consolidated group’s available resources.

Record the jurisdiction, accounting basis, reporting date, unit of currency and whether each figure is gross or net of reinsurance. These details matter when comparing insurers. Point-in-time capital disclosures and ratings can change; use filings and rating actions from matching dates where possible, and identify mismatches instead of treating unlike numbers as a ranking.
What capital framework applies?
Before deciding whether a ratio is strong, read the regulator’s definition of both eligible capital and required capital. Ratios with different numerators, denominators, stress assumptions or reinsurance treatment cannot be compared as if they were the same solvency test.
| Framework | What it measures | Example and scope | How to interpret it |
|---|---|---|---|
| Canada: MICAT | A risk-based capital ratio under the Mortgage Insurer Capital Adequacy Test. | OSFI’s 2025 guideline sets a 100% minimum and a 150% industry-wide supervisory target for federally regulated Canadian mortgage insurers. These figures are specific to that framework. OSFI MICAT Guideline (2025) | The 150% target is a supervisory cushion above the 100% minimum, not a universal solvency threshold. OSFI says MICAT is one of several indicators of financial condition and should not be used alone to rank or rate insurers. Check the current guideline and effective date before relying on the 2025 text. |
| United States: state statutory capital | State rules commonly constrain risk relative to capital, but requirements differ by jurisdiction. | MGIC’s 2025 annual report says the most common state requirements it describes allow a maximum risk-to-capital ratio of 25:1. MGIC reported 10.0:1 as of December 31, 2025. MGIC 2025 Annual Report | These are MGIC’s description of common rules and its own date-specific ratio, not a universal limit or a direct equivalent of MICAT or PMIERs. MGIC says its calculation reflects credit for ceded reinsurance, so compare reinsurance treatment as well as the ratio. |
| United States: GSE eligibility under PMIERs | Available assets are tested against minimum required assets calculated from risk in force, risk dimensions and a floor. | Essent’s 2025 Form 10-K describes this framework and its relevance to eligibility to insure loans acquired by Fannie Mae and Freddie Mac. Essent 2025 Form 10-K | This is an eligibility requirement, not the same measure as a state statutory risk-to-capital ratio. GSEs may amend or interpret requirements; confirm the applicable current PMIERs and the company’s calculation. |
Use each measure to answer its own question. MICAT compares a Canadian insurer’s capital with requirements under a Canadian risk-based framework. A state risk-to-capital ratio describes a U.S. statutory constraint as presented by the company. PMIERs test whether specified available assets satisfy the GSE framework’s minimum asset requirement. They are not interchangeable “capital ratios,” and a company can face more than one binding constraint.

There is no universally good number. In MGIC’s 2025 report, the most common state requirements it describes permit a maximum of 25:1, while MGIC reported 10.0:1 at December 31, 2025. That example indicates distance from the cited state ceiling under MGIC’s calculation; it does not establish that every insurer at 10:1 is equally strong, nor that a ratio below 25:1 eliminates risk. Differences in portfolio mix, statutory rules, reinsurance credit, required capital and reporting dates can change the meaning of the ratio.
For a Canadian federally regulated insurer, do not substitute 25:1 for MICAT. OSFI’s 2025 guideline sets a 100% minimum and a 150% supervisory target in that particular framework. The OSFI page indicates a newer version is available, so consult the current text and effective date before using those 2025 figures to assess present compliance. Neither Canadian figure should be exported to another jurisdiction.

How risky is the insured mortgage portfolio?
A capital ratio compresses a portfolio into one output. To understand the risk behind it, read the underlying exposures by loan quality, origination vintage, geography and insurance channel, and look at how those exposures could behave together in a downturn. Averages can conceal concentrations: a favorable average borrower score, for example, does not tell you how much business is in weaker score bands or how it overlaps with high loan-to-value (LTV) loans.
- Risk in force and insured balances: distinguish the amount of insured exposure from the insurer’s capital. Establish whether reported exposure is gross or net of reinsurance and how the company defines it.
- LTV distribution: examine balances and loan counts across LTV bands. LTV is a relationship between the outstanding loan balance and qualifying property value; a single portfolio average hides the tail of loans with less borrower equity.
- Borrower credit quality: inspect score bands, not just an average. For Canadian MICAT, credit-quality adjustments use borrower credit scores at origination. A current average score is not a replacement for the underwriting data used in the capital calculation.
- Vintage and underwriting cohorts: separate loans by origination year to see whether risk is concentrated in cohorts originated under different conditions. Delinquency and claims performance can emerge with a lag.
- Geographic and property exposure: assess whether insured borrowers or property values are concentrated in areas exposed to the same local economic or housing shock. Do not assume national diversification rules out correlated losses.
- Business channel: distinguish bulk from individually insured mortgages where disclosures allow. The 2026 OSFI MICAT filing instructions report these separately, alongside origination-year breakdowns.
- Delinquencies and claims development: follow new delinquencies, claim counts, severity and reserve development over time. A low current claim figure is not sufficient evidence that older cohorts have completed their loss cycle.
OSFI’s 2026 filing instructions illustrate the value of disaggregated reporting: the MICAT return presents residential mortgage balances and counts by LTV and credit-score band, with capital requirements along those same dimensions. The instructions also separate bulk and individually insured mortgages and include origination-year breakdowns. OSFI 2026 MICAT filing instructions
Recommended Free Tools
Consider how the dimensions interact. A portfolio with elevated LTV exposure may be more vulnerable if borrower quality is also weaker, or if the loans cluster in areas experiencing falling prices and employment. Conversely, no single category establishes an inevitable loss outcome. The useful question is whether the capital model, pricing, underwriting and reinsurance appear adequate for the combined exposures under plausible adverse conditions.
Are reserves, reinsurance and investments adequate?
Reserves and claim assumptions
Compare reported reserves and incurred claims with delinquency trends, claim filings, paid claims and changes in estimates for prior periods. Reserve releases can support current earnings, while reserve strengthening can reduce them; neither should be read without the underlying claim experience and assumptions. Ask whether losses are being recognized as the insured cohorts mature and whether assumptions account for a severe housing and labor-market downturn.
Separate current-period underwriting performance from changes related to earlier years. For valuation, normalize earnings for reserve development rather than assuming a favorable release repeats indefinitely. For strength, examine whether reserves and capital together could absorb adverse claims without relying on optimistic assumptions.

Reinsurance and counterparty risk
Reinsurance can reduce the insurer’s retained exposure and may receive credit in regulatory or company capital calculations. It also introduces dependence on the reinsurer’s ability and obligation to pay. Review the amount ceded, contract structure and any disclosed counterparty concentrations, collateral or recoverables. Compare gross exposure with net exposure, and check whether the capital ratio assumes reinsurance credit.
A net ratio can look more favorable than a gross measure while leaving the insurer dependent on recoveries precisely when severe losses put stress on counterparties. That is not a reason to disregard reinsurance; it is a reason to inspect both sides of the arrangement and to avoid comparing one company’s net-of-reinsurance ratio with another’s gross measure.
Investment assets and liquidity
Assess the quality, concentration, duration and liquidity of assets that support claims and regulatory capital. The available assets recognized by an eligibility regime may not be identical to total balance-sheet assets. A severe downturn could affect claims at the same time that market losses or reduced liquidity weaken resources. Determine which assets are eligible under the relevant rules and whether the company could meet obligations without forced sales or delayed recoveries.
How should you use financial-strength ratings?
Ratings are independent opinions, not guarantees of payment or proof that an insurer is safe under every scenario. Read the rating, outlook, date, entity and methodology together. One group can have different ratings for its parent and regulated insurance subsidiaries, and rating agencies may use different methods and assumptions.
AM Best’s mortgage-insurance methodology provides a useful example of the dimensions to inspect: balance-sheet strength, capital adequacy under stress scenarios, operating performance, business profile and enterprise risk management. It describes BCAR as a risk-adjusted capital measure and notes the long exposure period and possibility of correlated, severe losses in systemic downturns. The methodology document is dated March 14, 2024; verify whether it remains current and check the actual rating action and outlook before drawing conclusions. MGIC’s 2025 annual report describes ratings as third-party opinions about an insurer’s strength and ability to meet ongoing obligations, and illustrates that related legal entities can have distinct ratings and outlooks. When reviewing any company, make sure the cited opinion concerns the claims-paying insurer if that is the question you are trying to answer—not merely the parent-company equity or debt.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How should you value a mortgage insurance company?
There is no single valuation formula established by the capital rules or rating methods. Price-to-book, price-to-earnings and cash-flow measures can be useful analytical choices, but each can mislead if earnings are cyclical, book value is exposed to losses, or the insurer cannot deploy or distribute capital freely. A defensible valuation makes its assumptions explicit and links them to both expected returns and downside capital needs.
1. Normalize earnings before choosing a multiple
Build a view of sustainable earnings rather than annualizing the latest quarter or copying a reported earnings peak. Separate recurring premiums and investment income from one-off items. Consider premium seasonality, reserve development, delinquencies, claims severity, and losses consistent with a housing stress scenario. Examine whether underwriting margins and persistency—the continuation of insured policies—support earnings over time, and whether pricing compensates for the risks of new business.
Investment income deserves its own assumptions because asset yields, portfolio composition and market conditions can change. Avoid treating a temporary increase in investment income as a permanent improvement in underwriting economics. Likewise, strong recent returns on equity do not alone show that those returns are sustainable through a full claims cycle.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitches2. Determine what capital is actually available
Estimate the capital needed to satisfy statutory minima, any applicable GSE eligibility requirements, supervisory targets and the insurer’s operating needs. Capital above a minimum is not automatically excess cash available to shareholders: it may be needed to support growth, absorb a downturn or retain eligibility to write business. Consider how new insured volume changes required capital, and whether management can redeploy capital without weakening its resilience.
Best Value
Make this a scenario-based calculation. Ask what remains after a plausible adverse change in claims, risk mix and asset values, rather than valuing the company on today’s reported cushion alone. The key valuation question is not simply how much capital is reported, but how much can support durable earnings or be returned without compromising obligations and underwriting capacity.
3. Stress the drivers that affect both earnings and capital
Use a base case and downside cases for unemployment, home-price declines, borrower defaults, claim severity, investment losses and reinsurance recoverability. Trace each shock through its effects on delinquencies, claims, reserves, earnings, eligible assets and required capital. Housing losses may be correlated rather than independent, so a stress case should consider several adverse factors occurring together.
Do not present a stress result as a forecast unless the assumptions support that claim. Show which assumptions are management disclosures, which are your own analytical choices and which are constrained by the available data. If an insurer’s disclosures do not provide enough detail to quantify a driver, state the limitation instead of substituting an unsupported number.
4. Choose and interpret valuation measures carefully
Price-to-book can help frame the market’s valuation of reported net assets, but it does not say whether book value is fully available, adequately reserved or resilient under stress. Price-to-earnings depends on the earnings period and normalization method; a multiple on unusually favorable earnings can make a cyclical business appear cheaper than it is. Cash-flow measures also need care because insurer cash movements and capital constraints do not necessarily translate into freely distributable cash.
Compare any multiple with relevant peers and the company’s own history only after checking differences in jurisdiction, accounting, risk mix, leverage, reinsurance and growth. Use market prices, share counts and financial statements from an identified date. Without current market data and an explicit forecast, an analysis can explain valuation drivers but cannot establish a current fair value for a named stock.
How to compare two mortgage insurers fairly
Build the comparison from aligned filings and dates. If reporting periods or definitions differ, label the mismatch and avoid presenting a false ranking. A practical comparison should include the following dimensions:
- Capital cushion: compare each company with its own applicable minimum and target, not with another jurisdiction’s ratio.
- Eligibility cushion: for U.S. insurers, review PMIERs or the applicable GSE requirement separately from statutory capital.
- Exposure and reinsurance: compare gross and net risk in force, the amount ceded and the dependence on reinsurer recoveries.
- Portfolio quality: examine LTV, borrower credit, loan vintage, geography and bulk versus individually insured mix.
- Claims and reserves: assess delinquency and claim trends, reserve development and performance through adverse periods.
- Ratings: compare rating and outlook by legal entity and note the agency, methodology and date.
- Earnings durability: assess normalized earnings, pricing, persistency and return on equity, including how much capital those returns require.
- Valuation: compare multiples only after normalizing earnings or book value and testing downside capital needs.
Do not rank MICAT, PMIERs and statutory risk-to-capital ratios on one scale: they answer different regulatory or eligibility questions. Where a company does not disclose a directly comparable figure, mark the information as not stated by that company in the source being used rather than infer a value.
Quick Recap
A repeatable review process
- Map the entities and rules. Identify the parent, regulated insurance subsidiaries, jurisdictions, applicable capital tests and GSE eligibility conditions.
- Collect same-date documents. Use the latest available annual and interim filings, regulatory disclosures and rating actions. Note the date and basis of each figure.
- Reconcile capital measures. Record eligible or available capital, required capital, the reported ratio, minimum or target, and reinsurance treatment. Do not force unlike systems into one ratio.
- Read the book beneath the ratio. Review exposure by LTV, credit quality, vintage, geography and insurance channel, then connect those dimensions to delinquencies and claims.
- Test loss absorption. Examine reserve development, reinsurance counterparties and asset liquidity; evaluate how concurrent housing and economic shocks affect resources.
- Check rating opinions. Verify the rated legal entity, current outlook and methodology, then compare the agency’s stress analysis with company disclosures.
- Normalize and value. Adjust earnings for cyclical claims and reserve items, assess deployable capital, and compare valuation measures with relevant peers and history.
- Write down uncertainty. Identify data gaps, mismatched dates and assumptions that drive the result. If an input cannot be verified, keep it out of a precise valuation claim.
Common mistakes that distort the conclusion
- Treating a regulatory limit as a safety score: being within a rule does not establish that portfolio losses, liquidity needs or reinsurance exposures are immaterial.
- Applying one country’s threshold everywhere: MICAT, state rules and PMIERs have distinct definitions and purposes.
- Comparing ratios without their calculation basis: ceded reinsurance credit, dates, eligible-asset definitions and denominators may differ.
- Confusing rating subjects: a parent’s rating does not necessarily describe the claims-paying capacity of its insurance subsidiary.
- Annualizing a favorable earnings period: premiums, investment income and reserve development can make a short period unrepresentative.
- Calling all capital above the minimum excess: eligibility buffers, supervisory expectations and operating needs may constrain deployment.
- Using a low multiple as proof of undervaluation: a discounted price can reflect genuine uncertainty about losses, capital or normalized returns.
- Assuming reinsurance removes the risk: ceding exposure can reduce retained claims but introduces counterparty and recoverability considerations.
