Find and replace yours safely.Free scan · under a minuteEvaluate a local sales tax proposal by checking whether its revenue estimate is credible, who is likely to bear the cost, what services the money can actually fund, and what rules govern collection, use and oversight. Compare it with the status quo and realistic alternatives; a forecast of tax receipts alone cannot show whether the proposal is worthwhile.
Start with the proposal’s legal text
Before weighing the merits, identify exactly what voters would approve. Read the ballot language and, where available, the ordinance or resolution behind it. A campaign summary can describe priorities without making those priorities binding. The legal text determines details such as the rate, taxable transactions, effective date, permitted uses, duration and any sunset or repeal mechanism.

- Confirm which local government would impose the tax and which geographic area it covers.
- Check the taxable base, exemptions, sourcing rules and whether the measure applies to sales, use, or both.
- Find out whether proceeds are restricted to named purposes or flow into a flexible fund.
- Look for audit, public-reporting and citizen-oversight requirements, and determine what information will be published.
- Verify the required voter threshold and the legal authority for the measure in that jurisdiction; these rules are not uniform nationwide.
Iowa illustrates why local rules matter: its Department of Revenue explains that local-option taxes can use sourcing rules different from state sales taxes, including whether a purchase is attributed to a merchant location or a delivery destination. Iowa’s rules should not be assumed to apply elsewhere.

Ask the sponsor or fiscal analyst for the calculation workbook and a plain-language account of how the estimate was built. A headline number is only useful when readers can see its tax base, assumptions, time period and whether it is gross revenue or net of collection and compliance costs.

Check the inputs
- Tax base and rate: Which transactions count, what exemptions apply, and what local and state rates are already in place?
- Sourcing: How are in-person purchases, deliveries, services and other transactions attributed to the locality?
- Purchasing behavior: Does the estimate account for shoppers going elsewhere, visitors and commuters, or changes in where businesses sell?
- Forecast period and growth: Does the figure cover a single year or multiple years? What assumptions drive growth, and how stable and predictable are receipts likely to be?
- Collection and costs: What administrative expenses and business compliance burdens have been deducted, if any?
Request sensitivity analysis rather than treating one forecast as guaranteed. A lower, central and higher scenario can show how much the result depends on uncertain inputs such as economic growth, retail leakage or collection patterns.
Why local estimates can be uncertain
The Citizens Research Council of Michigan’s January 2026 Detroit analysis estimated roughly $72 million per year for a one-percent local sales and use tax. The Council also said its estimate was constrained because available sales-tax data did not align geographically with state tax rules, and household spending and visitor-purchase data were unavailable. That Detroit-specific estimate is not a transferable benchmark for another city.
The Town of Windsor, California, estimated that its proposed one-percent Measure I would raise about $5.7 million annually. That is the Town’s estimate for its own proposal, not an independently established result. The proposal described on the Town’s page is for the November 2026 ballot; it says collection would begin in April 2027 if approved.

How much might it cost you, and who pays?
The amount a retailer collects is not by itself proof of who ultimately bears the tax’s economic cost. Some of the burden may show up in prices, reduced purchasing power or business effects; the degree of pass-through and behavioral change is uncertain and can vary by place and transaction. Assess likely effects on residents, visitors, commuters, consumers and businesses rather than assuming every local household pays the same amount.
Ask for household-impact estimates by income group and for a clear explanation of the method. The Town of Windsor estimated an impact of about $6 per month for a median-income Windsor resident. The Town says that estimate used the 2023 Bureau of Labor Statistics Consumer Expenditure Survey, local retail-leakage data and standard 2025 state and federal tax assumptions; it says its detailed workbook is available upon request. Treat that figure as the Town’s modelled estimate for its proposal, not a general cost estimate for other communities.
Distribution matters as well as the average. A tax can have different effects across income groups, and a fairness analysis should state whose circumstances it covers, what data it uses and what criterion it applies. In its 2026 statewide tax framework, the California Legislative Analyst’s Office (LAO) defined “ordinary” Californians for that report as individuals earning $250,000 or less and couples earning $500,000 or less. Those are report-specific cutoffs, not universal tax standards.

What public benefit does the revenue buy?
Identify the services, projects or relief the proposal would support, then ask whether the expected revenue is proportionate to the stated need. Compare the expected public benefit with the tax burden, administrative costs and feasible alternatives, such as reducing spending or using a different revenue source. A fiscal estimate can describe receipts and outputs; it cannot settle how much a community should value a service.

Be precise about whether the money is legally dedicated. Windsor’s Measure I description says revenue would go to the Town’s General Fund and could support multiple Town purposes. Its listed priorities should not be treated as a binding restriction unless the measure’s legal text establishes one. The Town says the proposal would require independent audits, an annual public workshop and a Citizens’ Oversight Committee; voters can check the measure text for the scope and enforceability of those commitments.
Compare the proposal with alternatives
Use the same yardsticks for the proposal, the status quo and any realistic alternative. The LAO’s framework groups tax evaluation into budgeting, economy, taxpayer experience, progressivity and fairness; no category automatically decides the outcome.

| Comparison question | What to examine |
|---|---|
| Revenue and budget | Net recurring revenue, forecast uncertainty, growth, stability and predictability. |
| Who bears the cost | Likely effects by income, residence and visitor status, including effects on businesses and consumers. |
| Services or relief | What the public receives per dollar, and whether the expected benefit addresses the stated need. |
| Economic and compliance effects | Possible effects on prices, disposable income, jobs, business activity, purchasing behavior and the effort required to understand and comply. |
| Rules and accountability | Legal limits on use, oversight, auditing and public reporting. |
| Duration and control | When collection begins, how long it lasts, and whether voters can end or renew it. |
The LAO notes that rigorous direct evidence is limited for some predicted effects, including jobs, real disposable income and innovation. Treat these as uncertain impacts to investigate, not outcomes a forecast can promise. Costs and benefits may also extend beyond the taxing jurisdiction.

The Town of Windsor says its proposed one-percent transactions and use tax would raise the Town’s total sales-tax rate from 9.25 percent to 10.25 percent and double its locally retained share on purchases made in Windsor. The Town says the tax would apply to goods and services already subject to California sales tax, with categories exempt under state law remaining exempt; it also says visitors and commuters who shop in Windsor or receive deliveries there would contribute.

Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →The Town describes the measure as lasting until ended by voters. It says its adopted 2025–27 budget included approximately $6 million in operational reductions and that it used nearly $8 million in reserves to maintain existing service levels. It also projects $4–$5 million in annual General Fund shortfalls beginning in fiscal years 2027–29 without new ongoing revenue. These are the Town’s statements about its own finances and forecast, not independently verified benchmarks for other local governments.

- 6-PACK/50 Sets (300 Total Sets): Six 4-1/8 x 7-3/16" Sales Order Books with two-part forms which produce two identical records of each sales transaction, one for the customer and one for your business
- CARBONLESS COPY: No carbon paper! Each 2-part set features a white top sheet for recording each transaction and a bottom canary yellow sheet that captures written text from top sheet.
- CONSECUTIVE NUMBERS: Effortlessly identify the chronological order of transactions in each book by the pre-printed number on each sales order set
- WRAPAROUND DIVIDER FLAP: A thick, folded paperboard divider is integrated into the back of each book to use between each 2-part sales order form.
- PERSONALIZE: Each sales order form sheet contains space at the top to add a company stamp or sticker
This example shows why rate, household impact, budget need, use restrictions and duration should be checked separately. A local proposal can change a rate and raise revenue while still leaving voters to judge the reliability of its forecast and the value of its spending choices.
What a tax analysis cannot decide
The LAO’s March 2026 report, Comparing Options to Raise and Lower Taxes, says: “These questions, however, have no objective answer.” The passage concerns choices about who should pay, how much and in what form, and when tax costs exceed public-service benefits. Evidence can clarify likely consequences, but there is no universally correct weighting of revenue, distribution, services and taxpayer burden that produces a single correct vote.
