Surface heat, a favorable regional map, or one geophysical anomaly cannot establish that on its own. The defensible approach is a staged assessment that combines geology, geophysics and geochemistry; estimates temperature, transmissivity, reservoir volume, chemistry and depth; records uncertainty; and defines how a well result would change the development decision.
Drilling is an information purchase as well as a construction activity. Before authorizing it, specify the target hypothesis, success criteria, measurements, stop or redesign conditions, cost exposure and the economic consequences of each plausible result.

Start with the decision, not the survey
“Good enough” depends on what you intend to build. A conventional hydrothermal power project needs naturally permeable rock, sufficient temperature or enthalpy, sustainable fluid recharge and a workable production-and-injection layout. An enhanced geothermal system (EGS) may accept low natural permeability if stimulation can create a connected heat-exchange volume, but then stimulation response, induced seismicity, stress and well geometry become central risks. A closed-loop concept has different requirements because circulation occurs through engineered tubing or sealed heat exchangers rather than a naturally productive reservoir. A direct-use project may work at temperatures that are too low for electricity, provided the heat demand and distribution system are close enough.
Define the decision you are making: lease or acquire a prospect, run a reconnaissance survey, drill a temperature-gradient hole, drill an exploration well, or proceed from discovery to confirmation and development. The evidence needed to support a lease is not the same as the evidence needed to commit to a deep production-size well. Write the decision, budget, schedule and failure consequences before selecting the next dataset.

The U.S. Department of Energy (DOE) treats characterization and confirmation drilling as active parts of both conventional hydrothermal and next-generation geothermal development. Its exploration and characterization guidance emphasizes that resource types and development stages require different characterization questions.
Measure the five resource properties that control value
Temperature alone does not make a commercial reservoir. The World Bank’s Geothermal Exploration Best Practices, 2nd Edition identifies temperature or enthalpy and transmissivity (often expressed as permeability-thickness) as the principal resource risks. Reservoir volume, fluid chemistry and depth also affect production, operating life, engineering and finance.
| Property | What it controls | Questions to answer before drilling |
|---|---|---|
| Temperature or enthalpy | Useful heat per unit of produced fluid and the choice of power-cycle or direct-use equipment | What temperature range is expected at the planned feed zone? Is it measured, inferred from geothermometers, or predicted from a model? How does uncertainty change expected net power? |
| Transmissivity | How readily fluid can enter and leave the well, and therefore sustainable production rate | What structures or rock units could provide permeability? Is there evidence of connected flow at the target depth, or only an indirect anomaly? |
| Reservoir volume and geometry | Thermal capacity, number and placement of wells, pressure interference and project life | How large is the hot, hydraulically connected volume? Which boundaries are observed and which are model assumptions? |
| Fluid chemistry | Scaling, corrosion, gas handling, reinjection compatibility, environmental controls and materials selection | What fluids are present, how variable might composition be, and can they be managed with the planned surface plant? |
| Depth and drilling conditions | Well cost, temperature limits for tools and cement, casing design, pressure control and schedule | How deep must the well go to reach the target, and what lithology, stress, pressure and loss zones could affect drilling? |
For every property, maintain five fields: the current estimate or range; observations supporting it; method and assumptions; spatial coverage; and confidence. Add the next measurement that could materially alter the decision. Keep measured values, interpreted values and model assumptions separate. A single “best estimate” without a range hides the risk that financiers and engineers need to see.

DOE groups geothermal characterization into geology, geophysics (including remote sensing) and geochemistry. Their value comes from integration: each constrains a different part of the heat source, fluid source, pathways, structures, reservoir geometry and stress regime.
Geology: identify heat, pathways and traps
Map lithology, faults, fractures, alteration, intrusive bodies, stratigraphy and the relative timing of deformation. Ask which units could store hot fluid, which faults could transmit it, and which layers could seal it. A fault trace at the surface is not automatically an open flow path at reservoir depth; faults can be sealed, offset, or permeable only in particular stress orientations. Build alternative structural interpretations when the mapping supports more than one geometry.

Geophysics and remote sensing: constrain what cannot be seen
Use electrical, electromagnetic, seismic, gravity, magnetic, thermal and remote-sensing data according to the question each method can answer. For example, an electrical-conductivity anomaly may indicate clay alteration or saline fluid, but it does not uniquely identify a hot, permeable production zone. Seismicity can illuminate active structures and stress, yet a quiet area is not proof of impermeability. Record depth of investigation, resolution, processing choices and non-uniqueness for every interpretation.
Geochemistry: test fluid origin and temperature
Sample springs, wells, gases and altered rocks where available. Use major ions, isotopes, dissolved gases and geothermometry to evaluate water source, mixing, residence time and likely subsurface temperature. Treat geothermometer outputs as estimates with assumptions about equilibrium and mixing, not as direct measurements of the planned feed zone. Chemistry also informs scaling, corrosion, gas separation, reinjection and environmental permitting.
DOE states the central limitation plainly: No singular non-invasive (non-drilling) characterization method provides resolution on the spatial distribution of subsurface permeability, temperature, fluid, chemistry, or stress sufficient to enable the high-confidence well targeting necessary for industry’s desired drilling success rates.
Read the full explanation in DOE’s Exploration and Characterization material. Non-drilling work should rank targets and reduce uncertainty; it should not be represented as proof of a productive well.
Use a staged exploration workflow
1. Screen existing evidence and expose gaps
Assemble public well logs, temperature data, geologic maps, structural interpretations, seismicity, geochemical analyses, remote-sensing products, land and access constraints, and prior drilling records. DOE notes that public data can be limited and new acquisition can be costly. For each dataset, record date, location, quality, coverage and whether it measures the property you need or merely serves as a proxy.
2. Create a heat-and-fluid conceptual model
Draw the hypothesized heat source, recharge area, upflow and outflow, reservoir units, seals, faults, cap rock, likely feed zones and injection pathways. Mark observations versus interpretations. Include at least one credible alternative model where the evidence is ambiguous. A model that cannot explain temperature, chemistry and structure together is not ready to drive an expensive well.

3. Acquire targeted data
Choose surveys that discriminate between competing models. A new profile is valuable when it could move a target from one drilling decision category to another, not merely because it adds another map. Define the expected resolution and the decision threshold before collecting the data. Update the conceptual model after each acquisition rather than stacking unchallenged interpretations.

DOE describes Play Fairway Analysis (PFA) as a systematic early-stage method adapted from oil and gas exploration to identify and screen resources while reducing exploration uncertainty and drilling costs. Regional and basin-scale PFA maps are useful screening evidence. They do not replace prospect-scale characterization or confirmation drilling.
Rank each candidate by joint evidence for heat, permeability or transmissivity, fluid, structural and reservoir geometry, practical drilling depth, access and environmental constraints. Make the ranking traceable: show how each evidence layer changes target probability and list unresolved interpretations. A hidden system without hot springs is not ruled out, but the absence of surface manifestations increases the importance of integrated subsurface evidence. DOE discusses this issue in its Hidden Systems overview.
5. Maintain an uncertainty and sensitivity register
For temperature, transmissivity, volume, chemistry and depth, record a low, central and high case when the data support ranges. Then propagate those cases into production rate, pressure decline, parasitic loads, net power, well count, schedule and cost. Identify which uncertainty dominates the investment decision. If transmissivity drives the downside, another temperature estimate will not solve the problem; a test that addresses flow connectivity is the better next step.
6. Decide whether a well is the right next measurement
A well should answer a clearly stated question: for example, whether a mapped structure carries commercial-temperature fluid, whether a target unit is permeable at depth, or whether injection can be sustained without unacceptable pressure. Specify the planned trajectory, feed-zone objectives, logging and sampling program, flow or injection test, success criteria, and outcomes that trigger a sidetrack, second well, redesign or stop.

Treat drilling as an information purchase with a capital limit
DOE says drilling can represent more than half of total geothermal project costs, a summary statement rather than a project-specific estimate. The early well therefore has two values: the chance of finding a usable resource and the information gained if it does not. Your authorization memo should show the well cost and schedule, contingency, expected measurements, decision value of each outcome, and the maximum additional commitment allowed after each result.
The World Bank’s 2013 report Drilling Down on Geothermal Potential records a historical general-consensus estimate that only about one out of three greenfield deep geothermal well drillings would succeed. That is “about one in three greenfield deep wells — World Bank, 2013,” not a current universal probability. Definitions of success, geology, geography, well purpose, exploration maturity and the number of wells already drilled differ widely. Use site-specific evidence and current comparable data for underwriting instead of applying the ratio mechanically.
Define success before the bit turns
- Temperature: a measured or pressure-corrected temperature range at the intended feed zone that supports the proposed use.
- Deliverability: a tested flow or injectivity response consistent with the production and reinjection model.
- Chemistry: samples sufficient to design materials, scaling control, gas handling and reinjection management.
- Geometry: logs, image data, pressure data and cuttings or cores that update the structural and reservoir model.
- Decision rule: explicit thresholds for proceeding, sidetracking, stimulation, redesigning the well field or stopping.
Plan the test program, not just the hole
Temperature logs, pressure surveys, spinner or flow logs, image logs, loss data, fluid samples, well tests and injection tests each answer different questions. Specify when each measurement is valid: drilling disturbances, cooling, mud properties and completion configuration can bias interpretation. Preserve raw data and document corrections so later reservoir models can reproduce the result.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Compare prospects on consistent axes
Two prospects should be compared using the same definitions, ranges and decision stage. A prospect with a lower modeled temperature may be preferable if its transmissivity evidence is stronger, its target is shallower and its next test is cheaper. Conversely, an attractive temperature estimate is weak support when flow connectivity is speculative.

Use decision gates to control escalation
Gate A: reconnaissance or lease
Proceed only when the development concept is defined, access and land constraints are understood, and the regional heat, structure and fluid story is plausible. At this stage, a PFA or regional anomaly can justify more work, not a production well.
Best Value
Gate B: prospect-scale characterization
Require integrated three-G evidence, a mapped target volume, a preliminary temperature and transmissivity range, chemistry implications, a drilling concept and a ranked list of uncertainty-reducing measurements. Reject targets whose apparent strength comes from one unsupported proxy.
Gate C: temperature-gradient or slimhole test
Use a lower-cost well when the principal question is thermal gradient, shallow stratigraphy or an initial pressure and chemistry check. Do not treat a shallow result as proof of deep transmissivity unless the geological model establishes that connection.
Gate D: deep exploration well
Authorize when the expected information justifies the cost, the target and success criteria are explicit, and downside outcomes have funded responses. Include contingency for lost circulation, unstable hole conditions, high temperature, tool limits, sidetracking and an unproductive completion.
Gate E: confirmation and development
Move forward only after the well result updates the model and supports a repeatable well-field concept. One successful interval does not by itself establish reservoir volume, sustainable field output or injection capacity; those claims require pressure, flow and interference evidence appropriate to the design.
Common evaluation errors and their fixes
- Equating surface heat with a reservoir: hot springs and soil-temperature anomalies show a surface expression, not necessarily a deep, connected production zone. Fix: trace the heat and fluid pathway with integrated geology, geophysics and geochemistry.
- Calling an anomaly a permeability measurement: geophysical responses are often non-unique. Fix: state what the method resolves, its depth and uncertainty, then seek flow or pressure evidence.
- Using a single temperature number: geothermometer or model output can conceal mixing and equilibrium assumptions. Fix: provide a qualified range and test sensitivity to enthalpy.
- Ignoring chemistry until construction: scaling and corrosion can alter availability and materials. Fix: collect and model fluid chemistry before selecting completion and plant equipment.
- Comparing prospects with different standards: one target may have measured temperatures while another has a regional model. Fix: normalize confidence, coverage and decision stage.
- Drilling without a learning plan: an expensive well can produce data that cannot resolve the investment question. Fix: define measurements, success thresholds and stop rules in advance.
- Applying a historic success ratio as a forecast: “one in three” is a 2013 report-level generalization. Fix: build a site-specific probability distribution from comparable wells and your evidence.
- Confusing a favorable map with bankability: regional screening does not establish sustainable net power or financing risk. Fix: connect resource ranges to production, cost, schedule and sensitivity cases.
What a defensible drilling recommendation contains
A decision-ready package should let an independent reviewer follow the chain from observation to expenditure. Include:
- A development concept and the exact decision being requested.
- An integrated conceptual model showing heat source, fluid pathways, structures, reservoir units, seals and injection options.
- A table of temperature, transmissivity, volume, chemistry and depth estimates with ranges, confidence and supporting data.
- Maps and sections showing data coverage, target coordinates, depth of investigation and alternative interpretations.
- A ranked target list explaining how each evidence layer changes probability and what remains unresolved.
- A well design, cost and schedule with contingencies for drilling hazards and high-temperature operations.
- A test and logging program tied to specific hypotheses, with data-quality and interpretation procedures.
- Predefined success, redesign and stop criteria, including the consequence for the next development decision.
- Production, injection, net-power and financing sensitivities that show which uncertainties matter most.
- A risk register that assigns an owner and a next action to every material uncertainty.
No universal minimum probability of success, resource-confidence threshold or bankability cutoff is established for all geothermal projects. The appropriate threshold depends on the concept, site economics, well design, financing terms, offtake and the cost of the next information step. The strongest recommendation is therefore conditional: drill when the integrated evidence makes the target credible, the test can resolve the dominant uncertainty, and the project can absorb the defined downside.
Current development context
DOE’s current geothermal work includes research intended to reduce drilling costs and improve subsurface understanding, as well as characterization and confirmation activities for promising conventional and next-generation resources. Program amounts, selected projects and status can change; verify those details on DOE’s Geothermal Drilling Research and Hydrothermal Resources pages when they matter to a financing or policy decision. The existence of a public research program is not evidence that a particular prospect will be commercially successful.
