How to evaluate a corporate relocation’s impact on a Dallas neighborhood

Evaluate a corporate relocation as a place-based change over time, not as a jobs headline. Define the project and the blocks that could plausibly be affected, document conditions before the move, then track what was actually built, who obtained jobs, how housing and businesses changed, what happened to transportation and public services, and whether public incentives produced the promised return.

Keep three categories separate in every table and sentence: announced commitments, independently verified outcomes, and broader statistics used only for context. A headquarters count for Texas or a development estimate for DART station areas cannot prove that one company changed one Dallas neighborhood.

Start with a testable definition of “impact”

Write the evaluation question before collecting numbers. For example: “Did the relocation increase accessible, well-paid employment for residents within two miles without causing disproportionate housing cost or displacement pressure?” A question this specific identifies the outcomes, geography, comparison group and time period you need.

Define the move itself. A headquarters designation may involve only executives, a full operating workforce, a new construction project, or a combination. Record the origin city, Dallas site, lease or construction milestones, phases, announced headcount, retained positions, new positions, contractors and any incentives. A company can announce a headquarters in Dallas while moving relatively few people, or create a large facility whose jobs are filled mostly by commuters from elsewhere.

Choose an affected area before looking at results. Use a primary study area around the site and, if appropriate, separate rings or corridors for effects that may travel through housing, traffic or transit. A quarter-mile walking area, adjacent census tracts, a commercial corridor and a transit-service catchment answer different questions. Do not silently substitute the entire city or metro area for the neighborhood.

Build a baseline before the move

Collect at least one comparable pre-move period and repeat the same measures after opening, after each construction phase and at a defined follow-up date. Preserve the geography, unit and definition for every measure. If the boundary changes, show both versions rather than creating a false trend.

Outcome Baseline and follow-up measures Key definitions to preserve
Jobs and access Total positions, new versus relocated or retained jobs, wages, benefits when available, occupations, vacancies, local hires, training enrollment and completion Employees versus contractors; full-time versus part-time; work location; residence of hires; announced maximum versus filled positions
Housing Asking and effective rents, sale prices, units by tenure and affordability, new supply, vacancy, eviction filings and household composition Same bedroom mix, property type, geography and observation dates; distinguish asking prices from signed leases
Land use and businesses Building occupancy, permitted uses, storefront openings and closures, commercial rents, foot traffic and public-facing amenities Temporary construction vacancies versus permanent closures; permitted public access versus private use
Transportation Transit boardings, walking and cycling conditions, traffic speeds or counts, parking occupancy, crashes and infrastructure changes Peak periods, event days, construction detours and weather can change observed conditions
Services and environment Demand for water, sanitation, schools, emergency response and maintenance; noise, air quality, heat, tree cover and stormwater conditions where locally relevant Separate project-related burdens from citywide changes and one-time construction effects
Public finance Incentives promised and paid, public infrastructure costs, taxable value, realized tax revenue and performance milestones Maximum award is not payment; projected revenue is not collected revenue

Use Dallas’s planning documents to organize the baseline. ForwardDallas 2.0, adopted in September 2024, provides the current long-term future-land-use vision. City materials also identify mobility, economic-development, parks and environmental planning. The older forwardDallas! archive separates land use, economic, housing, transportation, urban-design, environment and neighborhood elements and includes implementation and monitoring materials. Treat that archive as a map to relevant categories, not as a replacement for current policy.

Separate announced plans from delivered outcomes

Create a commitment register with one row for every promise. Include the organization making the promise, announcement date, metric, deadline, evidence required and current status. A press release is evidence that a plan was announced; it is not evidence that construction, hiring or public access occurred.

Commitment Verification question Acceptable outcome evidence
Facility opening Was the site completed and occupied on the stated schedule? Permit or certificate records, occupancy documentation, site inspection or dated company filing
Job creation How many positions were filled, in which occupations and at what wages? Payroll or workforce reports with a clear counting method; not only a projected ceiling
Local hiring and training How many neighborhood or Dallas residents were hired or completed training? Residence-based counts, completion records and definitions supplied by the program administrator
Retail or public space Is the space open, usable and accessible at the promised times? Operating hours, lease or permit records, observation logs and accessibility information
Incentive performance Were milestones met before money was disbursed? Executed agreements, payment records, compliance reports and clawback terms

Label each number as projected, modeled, announced, measured or independently verified. Keep the label next to the number wherever it appears, including charts and headlines.

Count jobs in a way that answers who benefits

Begin with a reconciliation: baseline employment at the origin and destination, positions retained, positions moved from another location, genuinely new positions and temporary construction or contractor work. “Up to” is a ceiling, not a result. A five-year target should be reported with the year reached and the number filled at each checkpoint.

Then examine job quality and access. Record wage bands, benefits, schedule, occupation, advancement and whether training led to a job. Map worker residences or hiring channels when privacy rules permit. A job located in Expo Park may be physically nearby yet inaccessible to residents if requirements, schedules or transportation do not fit their circumstances.

For every comparison, use the same definitions. Do not compare a company’s worldwide employee count with Dallas payroll, or count indirect jobs as if they were employees of the relocating company. Contractor work can matter to the local economy, but it should be listed separately.

Measure housing and displacement pressure

Track both prices and the ability to remain. Compare rents and sale prices with a consistent property mix, new and preserved units, vacancy, tenure and affordable-unit inventory. Review eviction filings, notices, tax delinquency or other locally available indicators alongside interviews and resident testimony. None is a complete displacement measure by itself.

Disaggregate by block, tenure and household type where possible. A neighborhood average can hide sharp increases near the site and little change elsewhere. Record business displacement as well as residential displacement: commercial rent, lease turnover, storefront closures and the survival of long-standing businesses.

A relocation may coincide with transit investment, rezoning, new housing or other employers. Those factors can raise demand independently. Report that housing costs rose during the same period unless the design supports a stronger causal statement.

Assess land use, public space and neighborhood activity

Compare permitted and actual uses before and after the move. Document building occupancy, street-facing retail, operating hours, sidewalk conditions, event programming and whether promised outdoor areas are genuinely public rather than available only to customers or ticket holders.

Use repeat observations at comparable times. Construction can temporarily reduce foot traffic and parking, while an opening event can produce an unusually high count. A useful log records date, weather, event status, pedestrian activity, storefront status, noise and access barriers.

Ask who controls the new activity and who can use it. A supporters bar, plaza or event space can add amenities while also increasing noise, security restrictions or crowding. Report benefits and burdens by block and by group instead of assigning a single neighborhood-wide score.

Evaluate transportation, services and environmental conditions

Measure the travel effects that residents actually experience: transit boardings, walking routes, bicycle safety, traffic and parking at peak and event times, loading activity, crashes and changes to sidewalks or crossings. Separate regular employment trips from occasional events.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Inventory incremental demands on water, sanitation, emergency response, street maintenance, parks and other services. Identify who pays for added infrastructure and whether capacity improvements serve the broader area or only the project.

For environmental conditions, choose indicators tied to the site: construction dust and noise, operational noise, heat and shade, tree cover, stormwater, air quality or contamination. Establish a pre-move reading or documented condition, then repeat it with the same method. Avoid claiming an environmental benefit merely because a plan mentions one.

Put public incentives on the ledger

Obtain the executed grant, abatement, reimbursement or development agreement. Record the maximum authorization, actual payments, timing, eligible costs, job and investment milestones, reporting requirements, clawbacks and public infrastructure commitments. A stated maximum award is not an amount necessarily paid and is not a net public return.

Calculate public return only from realized values: payments made, infrastructure costs incurred, taxable value actually added and revenue actually collected. Show the time horizon and discounting method if you calculate a net present value. Include opportunity cost: money committed to the relocation cannot simultaneously fund another neighborhood project.

Dallas City Council’s Morgan Stanley incentive record, File 26-2150A dated June 24, 2026, describes incentives tied to job relocation or creation, investment and development costs. That description tells you which conditions to request; it does not, by itself, establish a payment amount or completed performance.

Use a comparison that can test causation

A before-and-after chart describes change but cannot prove the relocation caused it. A stronger design compares the study area with similar Dallas areas that did not receive the project, using the same period and measures. Explain why the comparison areas are plausible: similar housing stock, transit access, prior trends and exposure to other projects.

  1. Set the baseline window. Use several pre-move observations when available, not a single unusual month.
  2. Mark project milestones. Separate announcement, construction, partial opening, full occupancy and later expansion.
  3. List competing explanations. Include rezoning, transit investment, other employers, housing construction, major events and citywide economic shifts.
  4. Check parallel trends. If the study and comparison areas were already moving differently, a simple difference after opening is weak evidence.
  5. Test sensitivity. Recalculate with alternate boundaries, dates and comparison areas; explain when the conclusion changes.
  6. Use cautious language. Say “increased during the same period” when the design cannot isolate the relocation. Reserve “caused” for evidence that addresses competing explanations.

The available Dallas materials do not provide a neighborhood-specific causal estimate for a corporate relocation. A transparent limitation is more useful than a precise-looking number unsupported by the design.

Dallas context: how to use regional statistics without overstating them

Large-area figures can establish scale or suggest questions, but they cannot substitute for neighborhood measurement. Keep the geography, period and unit attached to every statistic.

Statistic What it measures What it cannot establish
314 corporate headquarters relocated to Texas and announced 7,360 new jobs during 2015–2024 Texas Economic Development & Tourism Office figures reported by the Texas Comptroller in 2025 The effect of one move on a Dallas neighborhood, or the number of jobs actually filled
154 headquarters relocations landed in the Dallas–Fort Worth–Arlington metro during 2015–2024 Metro-level relocation count from the same Texas source A Dallas city or block-level outcome
1.6 indirect jobs per new relocation job; $2.3 billion added GDP and $1.6 billion added disposable personal income over 2015–2024 Texas Comptroller modeled statewide estimates Directly observed neighborhood jobs, income or causation
$18.1 billion direct regional impact from development within one-quarter mile of DART light-rail stations over a 25-year study period UNT Economic Research Group analysis summarized by DART in 2026 The impact of a single company relocation
For 2022–2024: $1.0 billion direct impact, $1.9 billion total impact, 5,295 direct jobs, 9,422 total employment and $724.2 million labor income DART station-area development during that stated period Relocation-specific jobs or income in one neighborhood
10% residential and 12.6% commercial rent premiums for transit-oriented developments Rent premiums reported in the DART summary A rent increase caused by a corporate relocation

Use the DART figures to frame questions about station-area development, not to claim that a headquarters move produced those results. Likewise, statewide modeled multipliers should remain labeled as models.

Worked example: the announced Atlético Dallas move

On January 9, 2026, the City of Dallas announced that Atlético Dallas would relocate its headquarters from Richardson to Expo Park near the Fair Park DART station. The announcement describes approximately 12,000 square feet, 1,500 square feet of street-facing retail, a planned supporters bar and public outdoor uses, retention of 12 existing jobs and up to 85 new jobs over five years. It also mentions local hiring and workforce-development plans.

Those details create a verification plan, not a completed impact finding. For the job claim, request annual filled-position counts, occupations, wages, worker residence and the definition of “new.” For the retained positions, identify whether the employees moved to Dallas or remained at another site. For retail and outdoor uses, verify construction, opening dates, hours, accessibility and actual public use. For the station-area claim, track transit, walking, parking and event conditions before and after occupancy.

The company’s stated intention can be reported as intention. Atlético Dallas founder and chairman Matt Valentine said, Relocating our headquarters to Expo Park allows us to put down roots in a historic and culturally significant part of Dallas while creating a true hub for community, creativity, and connection. That statement describes the desired outcome; it is not independent evidence that the hub or community benefits have occurred.

Set a reporting schedule and evidence standard

Publish a dated dashboard rather than a one-time verdict. A practical schedule includes:

  • Before construction or opening: baseline housing, jobs, business, transportation, service and environmental measures; executed incentive terms.
  • At construction milestones: permits, spending, construction employment, disruptions and promised mitigation.
  • At opening: occupancy, filled jobs, operating businesses, public-space access and initial travel conditions.
  • Annually through the commitment period: job retention and creation, wages, local hiring, training, housing and business indicators, incentive payments and compliance.
  • At a longer-term review: displacement, land-use change, infrastructure costs, realized revenue and distribution across blocks and groups.

Attach every figure to its publisher, date, geography, denominator and method. Keep a change log when a company revises a projection or a public agency changes a boundary.

Common evaluation mistakes

  • Counting announcements as outcomes: Replace projections with milestone checks and realized figures.
  • Mixing geographies: Never use a Texas or metro statistic as a neighborhood result.
  • Adding indirect jobs to payroll: Report modeled or supply-chain effects separately from direct employees.
  • Ignoring distribution: Show who gains access to jobs, amenities and contracts, and who faces rent, traffic or service burdens.
  • Using averages that hide displacement: Break results down by block, tenure, household and business type.
  • Treating a maximum incentive as spending: Verify payments and conditions in the executed agreement.
  • Claiming causation from timing alone: Use comparison areas and list competing changes.
  • Replacing current policy with an archived plan: Use ForwardDallas 2.0 for current direction and the older archive only to locate historical categories and monitoring material.

A defensible Dallas evaluation

A credible assessment ends with an auditable chain: a precisely mapped project, a pre-move baseline, verified delivery records, outcome measures that cover jobs, housing, land use, mobility, services, environment and public finance, and a comparison capable of addressing other changes. It reports both aggregate results and their distribution, keeps modeled or regional figures in context, and states what remains unknown.

If the evidence shows only an announcement, the correct conclusion is that commitments have been recorded and monitoring is required. If later measurements show changes, describe when they occurred and how strongly the design supports attribution. That discipline gives Dallas residents a useful answer without turning a corporate relocation promise into a neighborhood outcome.
