Evaluate a cement stock by connecting three questions: what earnings you are paying for, whether those earnings are growing for operational reasons, and whether the company can service its debt when construction demand and prices weaken. P/E, growth and leverage are investigation tools, not independent buy-or-sell signals.
Because no issuer, country, exchange or valuation date is specified here, this is a repeatable framework rather than a current stock recommendation. Use the latest annual and interim filings, a dated share price, and consistently defined peer data before drawing a conclusion.

1. Define a comparable cement-stock universe first
Ratios are only useful when the companies and periods being compared are genuinely comparable. Cement producers can operate in different markets, report in different currencies, consolidate subsidiaries differently and use different definitions for debt and EBITDA. A mechanically ranked list can therefore create false precision.

| Item | What to record | Why it matters |
|---|---|---|
| Issuer and listing | Legal entity, ticker, exchange and share class | Different share classes, subsidiaries or depositary receipts may have different prices and claims on earnings. |
| Geography | Countries, regions and currency exposure | Construction cycles, inflation, regulation, energy costs and foreign-exchange movements differ by market. |
| Reporting period | Fiscal year or quarter and the latest reporting date | A trailing P/E for one company can otherwise be compared with a forecast or a different season of the cycle for another. |
| Statement basis | Consolidated or standalone accounts | Subsidiaries, joint ventures and minority interests can materially change revenue, debt and earnings. |
| Currency and units | Reporting currency, per-share units and whether figures are in millions, crores or another scale | Unit errors can invalidate every ratio. |
Choose peers with similar operating exposure before calculating ratios. A producer selling mainly into one housing market may not be comparable with a multinational whose results depend on infrastructure projects, exports and several currencies. Keep the peer set stable while you calculate, then explain why any company is excluded.

2. Calculate P/E and qualify what it means
The price-to-earnings ratio is:
P/E = share price ÷ earnings per share (EPS)
Use a share price and EPS measured on the same share basis. If the price is from the close of 17 October 2026, for example, the EPS period must be identified as trailing twelve-month, latest fiscal year or an explicitly dated forecast. Do not combine a current price with an undated EPS number.
Trailing, forward and adjusted P/E
- Trailing P/E: uses reported EPS from the latest twelve months or completed fiscal year. It is observable but can be distorted by a peak or trough in the cement cycle.
- Forward P/E: uses an analyst or company forecast. Label the forecast period, source and date; a forecast is an estimate, not a reported fact.
- Adjusted P/E: removes specified exceptional items. Show exactly what was removed and check that the adjustment is not hiding a recurring cost.
Read the earnings notes before accepting the denominator. Look for impairment charges, asset disposals, tax settlements, restructuring costs, discontinued operations, unusual gains and changes in the number of shares. A one-time gain can make EPS look unusually high and P/E appear artificially low; a one-time charge can do the opposite.
Illustrative arithmetic
If a share price were 240 currency units and comparable EPS were 15 currency units, the arithmetic P/E would be 16.0x (240 ÷ 15). That example explains the calculation only; it is not a market quote or a valuation conclusion. In an actual model, place the price date, EPS period, basic or diluted share count and adjustment policy beside the result.

Do not treat a low P/E as proof of undervaluation
Cement profitability is cyclical. A low multiple may reflect temporarily high margins near a demand peak, while a high multiple may occur when earnings are depressed and investors expect a recovery. The reviewed industry material does not establish a universal “fair” P/E for cement producers. Compare the multiple with the earnings stage of the cycle, the quality of cash generation and the balance-sheet risk instead of applying a fixed threshold.
| P/E check | Question to answer |
|---|---|
| Price date | What closing price or average price is being used, and in which market currency? |
| EPS period | Is EPS trailing, latest fiscal year, quarterly annualized or forecast? |
| Share basis | Is EPS basic or diluted, and does it match the quoted share class? |
| Exceptional items | Which gains or charges changed reported earnings? |
| Cycle position | Were volumes, prices and margins unusually strong or weak during the period? |
| Peer consistency | Did every company use the same earnings basis and period? |
3. Test whether earnings growth is operational and durable
Growth deserves more weight than a single year-on-year percentage. Compare several like-for-like periods and trace the change from physical activity to revenue, margins and costs.
Start with the operating bridge
- Volume: Check cement and clinker sales volumes, domestic versus export mix and capacity utilization where reported.
- Realization: Determine whether revenue rose because of selling prices, product mix or currency, rather than volume alone.
- Revenue: Reconcile reported revenue growth with volume and price movements.
- Costs: Examine fuel, electricity, freight, raw materials, labor and maintenance costs. Cement margins can change sharply when energy or transport costs move.
- Profit: Separate operating-margin improvement from finance costs, tax changes, associates and one-off items.
Use at least two comparable periods, and preferably a full cycle where available. A producer that grows earnings only because of a temporary price spike has a different risk profile from one that adds efficient capacity, gains market share and maintains cash margins after costs normalize.

Company-reported examples (not sector benchmarks)
| Company and period | Reported operating or earnings data | How to use it |
|---|---|---|
| ACC Limited, FY 2025–26 | Annual cement sales volume of 43.9 million tonnes, up 12% year on year; revenue from operations of ₹25,962 crore; EBITDA margin of 13%. | Investigate how volume, realization and costs produced the margin. These are period-specific company figures, not a forecast or industry target. |
| Ambuja Cements Limited, FY 2025–26 | Annual sales volume of 73.7 million tonnes; revenue from operations of ₹40,656 crore; net profit of ₹5,637 crore. | Check the company’s consolidation, product mix, margins, cash flow and exceptional items before comparing it with another issuer. |
Do not infer that the two rows are directly rankable. Their scale, geographic exposure, accounting basis, mix and reporting definitions may differ. Use the figures as starting points for reading each company’s filing.
Distinguish durable growth from a favorable base
- A low-volume prior year can make the next year’s percentage growth look large.
- Price increases can lift revenue while volumes stagnate.
- Lower fuel costs can raise margins without any structural improvement.
- Acquisitions can increase reported sales while adding integration and debt risk.
- Currency translation can change reported growth without equivalent local-currency improvement.
Read management’s volume, price and cost explanations, then verify them against the income statement, segment notes and cash-flow statement. Company-reported growth is evidence of what happened in that period, not proof that the rate will continue.
4. Analyze debt together with cash and debt service
Cement manufacturing is capital intensive: plants, quarries, grinding units, terminals and transport assets require substantial investment. Debt therefore matters not only as a ratio to earnings but also through the timing and cost of repayment.

Build a complete debt picture
| Measure | What to collect | Interpretation |
|---|---|---|
| Gross debt | Short- and long-term borrowings, including leases where the issuer includes them | Shows contractual obligations before cash offsets. |
| Cash and liquid investments | Cash, restricted cash and investments that are genuinely available | Determines whether net debt is meaningfully lower than gross debt. |
| Net debt | Gross debt minus qualifying cash | Useful only when companies classify cash and debt consistently. |
| Maturities | Principal due by year, refinancing dates and currency | Near-term refinancing can be risky even when total leverage looks moderate. |
| Interest expense | Cash and reported finance costs, with fixed-versus-floating exposure | Shows how rising rates or refinancing could affect profit. |
| Cash generation | Operating cash flow, capital expenditure and free cash flow | Debt is safer when recurring cash after maintenance investment covers interest and principal. |
Use coverage and leverage, but preserve the issuer’s definitions
CARE Ratings’ cement methodology treats leverage as relevant to financial flexibility and long-term viability in this high-capital-intensity industry. It analyzes measures including PBILDT/interest and DSCR. PBILDT generally refers to profit before interest, lease, depreciation and tax in that methodology; use the exact definition in the relevant report rather than silently substituting EBITDA. DSCR compares cash available for debt service with scheduled interest and principal, so its construction and period must be documented.
Do not assume that every company calculates net debt/EBITDA, leverage or adjusted EBITDA identically. Reconcile each ratio to the filing: identify included debt, lease liabilities, cash, minority interests, restricted cash and the EBITDA adjustments.

CEMEX’s 2025 Form 20-F reports a credit-agreement leverage ratio of 1.63x after a 0.18x reduction. This is a covenant or credit-agreement measure defined by that company and its lenders, not a universal safe-debt threshold for cement producers. To use it responsibly, read the agreement’s definitions and compare the trend with cash flow, maturities and interest coverage.

Why EBITDA comparisons can mislead
Cementos Pacasmayo’s SEC-filed annual report expressly warns that its EBITDA and adjusted EBITDA measures may not be comparable with similarly titled measures reported by other companies, including other cement companies. Treat every non-GAAP measure as issuer-specific until you reconcile it to reported operating profit and cash flow.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.5. Compare two cement issuers on the same axes
When evaluating alternatives, put the following fields in one worksheet and cite the filing date for every input.
| Comparison axis | Required question |
|---|---|
| Market exposure | Which countries, customer segments and construction cycles drive sales? |
| Reporting basis | Are periods, currencies and consolidated or standalone statements aligned? |
| Valuation | Are both P/Es trailing or both forecast, with the same treatment of exceptional items? |
| Growth quality | Do volume, revenue, margin and cost data explain the earnings change? |
| Balance sheet | What are gross debt, cash, net debt, maturities and interest or debt-service coverage? |
| Definitions | Are EBITDA, leverage and covenant ratios calculated on comparable terms? |
| Down-cycle resilience | Could the company fund maintenance and strategic capital expenditure while servicing debt if prices or volumes fall? |
There is no universally established benchmark on these axes in the available industry material. The purpose of the table is to expose differences that a single P/E ranking would hide.

6. A repeatable step-by-step evaluation workflow
- Set the date: Choose the share-price date and latest reporting date. Freeze both before collecting ratios.
- Define peers: Select companies with reasonably similar geography, products, scale and reporting periods. Write down exclusions.
- Download primary filings: Use annual reports, interim reports, earnings releases and debt or covenant disclosures for each issuer.
- Normalize units: Convert currencies only when necessary, record the conversion date or rate, and preserve the original figures alongside converted values.
- Calculate P/E: Divide the dated price by EPS on a clearly labeled trailing or forecast basis. Recalculate after checking exceptional items.
- Trace growth: Compare multiple periods and map volume, realization, revenue, margins, input costs, finance costs and tax.
- Reconcile debt: Build gross debt, cash, net debt, maturities, interest expense and operating or free cash flow.
- Check coverage: Record PBILDT/interest, DSCR or the issuer’s equivalent, including the formula and period used.
- Stress the cycle: Examine whether a reasonable fall in volumes, selling prices or margins would still leave interest and scheduled principal serviceable. Label the assumptions; do not present the scenario as a forecast.
- Write the investment case and risks: State what must remain true for the valuation to work, then list the operating, financial and accounting events that would disprove it.
7. Common mistakes and how to correct them
- Using a low P/E as a buy signal: Check whether earnings are at a cyclical peak and whether one-off gains inflated EPS.
- Mixing trailing and forecast numbers: Put the EPS period in the column heading and use the same basis for every peer.
- Comparing different fiscal periods: Align year ends or explain the seasonality and economic conditions that prevent alignment.
- Ignoring cash and maturities: Replace a headline debt-to-EBITDA figure with a maturity schedule, interest burden and cash-flow review.
- Treating adjusted EBITDA as standardized: Reconcile adjustments and read each issuer’s non-GAAP definition.
- Equating revenue growth with healthy growth: Separate volume, price, mix, currency and acquisition effects, then inspect margins and cash conversion.
- Ranking unlike businesses: Compare market exposure, consolidation, product mix and energy intensity before declaring a winner.
- Using stale data: Label every price and filing date. A current recommendation requires current price and EPS inputs that are not established by this general framework.
8. How to reach a disciplined conclusion
A stronger candidate is not simply the company with the lowest P/E or fastest reported growth. It is the one whose valuation can be explained by a credible earnings path, whose operating growth is supported by volume or defensible pricing, and whose cash generation can cover interest and investment through a weaker part of the cycle.
Write the conclusion as a set of conditions: the earnings period behind the P/E, the operational drivers that must persist, the debt and coverage measures that must remain within tolerance, and the specific filing data that would change your view. If any of those inputs is missing or uses an incompatible definition, the appropriate result is “not established,” not a forced ranking or a generic fair-value multiple.
