The reliable way to estimate data-center cost is to build a time-phased total-cost-of-ownership model, not to multiply a megawatt figure by a generic price. Define what the facility and service include, collect site-specific capital and operating inputs, model energy from the actual load and tariff, schedule expansion and refresh, and show base, upside and downside cases. Your result should report lifecycle cash outlay, annualized cost, capital and operating totals, and cost per unit of useful capacity or workload.
There is no universal cost per megawatt. Geography, density, resilience target, utilization, utility pricing, construction conditions and the boundary between your facility and an outsourced service can move the answer dramatically. The method below is designed to make those differences visible.

1. Set the model boundary before entering a price
Write the boundary at the top of the workbook and do not change it silently. A credible estimate states whether it covers a new build or an existing site, the facility alone or facility plus IT, the operating period, the capacity-loading schedule and end-of-life treatment. The same boundary must be applied to every option you compare.

- Site and shell: land, surveys, civil works, building structure, fit-out and parking or access works.
- Electrical and mechanical plant: utility interconnection, switchgear, transformers, UPS systems, batteries, generators and fuel systems, distribution, cooling, air handling, water systems, fire suppression, monitoring and controls.
- IT and connectivity: servers or accelerators, storage, network equipment, racks, cabling, rack-management equipment, external connectivity and carrier services.
- People and shared functions: operations, information technology, security, compliance, procurement, finance and allocated corporate overhead.
- Software: operating-system licenses, application licenses, management tools and support subscriptions when your decision requires them. The classic Uptime Institute reference model excludes operating-system and application software, so add these explicitly if they are part of your service.
Lifecycle boundary
Choose start and end dates. Include design, permitting, construction, commissioning, acceptance testing, operation, equipment refresh, expansion and retirement. The Uptime Institute reference model covers construction and use but excludes decommissioning and disposal; include those activities when you need a complete ownership view. State whether construction-period interest, financing fees, taxes and residual or salvage value are included.

Capacity boundary
Record three separate quantities: ultimate critical IT capacity, capacity installed at opening and the date or trigger for each expansion. A 3 MW ultimate site that opens at 1 MW has a different cash profile from a fully built 3 MW site, even if both eventually support the same load. Define whether capacity means utility service, electrical plant rating, cooling capacity, critical IT load or usable workload capacity.
Financial boundary
Set the currency, price year, nominal or real-dollar convention, tax treatment, discount rate, escalation assumptions, useful lives and accounting treatment. Put the geography and date beside every rate. A figure in 2007 dollars cannot be compared directly with a current quote without an explicit adjustment.
2. Build a bottom-up cost inventory
Use a cost breakdown that mirrors how the organization pays its bills. Costs often sit in separate IT, network, facilities, real-estate and corporate budgets; omitting a budget owner is a common reason an estimate looks cheap.
Capital expenditure categories
| Category | Typical inclusions | Modeling treatment |
|---|---|---|
| IT hardware | Servers, accelerators, storage, networking, racks, cabling and rack-management equipment | Purchase date, quantity, useful life, support and refresh cycle |
| Facility infrastructure | Utility connection, power distribution, UPS, batteries, generators, fuel systems, cooling, water, fire suppression, monitoring and controls | Size to critical load, density, redundancy and phased capacity |
| Site and project | Land, civil works, building, design and engineering, permits, commissioning, project management and construction-period financing | Time-phase payments; include schedule contingency separately from cost contingency |
| Growth and refresh | Additional electrical or mechanical modules, new IT generations, replacement parts and stranded capacity | Trigger by utilization or date, not as an unexplained percentage |
Uptime Institute’s illustrative model separates servers, disk and tape storage, networking, rack-related items, kilowatt-related infrastructure, other facility costs, interest during construction, land, engineering and fire suppression. Those categories are useful as a checklist; its prices describe a particular high-density financial-services HPC facility and should not be copied as current market rates.
Recurring operating expenditure
| Category | What to capture | Common driver |
|---|---|---|
| Electricity | IT energy, cooling and other facility loads, energy charges, demand charges, time-of-use rates, fixed charges, taxes and contracted supply components | Load shape, tariff and facility efficiency |
| Water and cooling consumables | Water, treatment, discharge, chemicals and cooling-system consumables | Cooling technology, climate and operating hours |
| Network and telecommunications | Carrier circuits, cross-connects, transit, diverse routes and recurring service fees | Bandwidth, routes and contract terms |
| Staffing and security | IT, facilities, operations, security, compliance, training, benefits, contractors and coverage for shifts or on-call work | Required service level and staffing model |
| Maintenance and replacement | Preventive and corrective maintenance, service contracts, spare parts, batteries, generator testing and equipment replacement | Asset count, warranty and maintenance interval |
| Property and site services | Insurance, property taxes, cleaning, landscaping, waste, inspections and permits | Site, jurisdiction and building scope |
| Software and shared overhead | Licenses, monitoring subscriptions, audit costs and allocated corporate services | Users, devices, compliance and allocation policy |
Uptime Institute provisioning guidance identifies utility power and water, maintenance and replacement, staffing and security, and diesel fuel as operating categories. Fuel, water and shared services should remain visible rather than being hidden inside an electricity multiplier.

3. Create an assumption register and evidence trail
Before requesting quotes, create one row per assumption with a value, unit, date, geography, scope, source type and confidence. Mark each input as a measured value, vendor quote, utility tariff, engineering estimate, historical benchmark or management assumption. Preserve the quote validity period and the escalation rule.
- Use utility tariff sheets or a written supply contract for energy, demand, fixed and time-of-use charges.
- Use an engineered load list for IT, cooling, UPS losses, pumps, fans, lighting and other auxiliaries.
- Use vendor and contractor quotes for equipment, installation and maintenance, recording whether taxes, freight, commissioning and spares are included.
- Use a staffing plan that shows roles, shift coverage, on-call requirements, benefits and contractor rates.
- Document what a benchmark excludes. A per-megawatt figure that omits land, civil works, IT hardware or financing is not comparable with an all-in figure.
Keep a versioned change log. If the utility changes a demand tariff or the design moves from air to liquid cooling, the model should show which outputs changed and why.

A practical starting equation is:
Annual facility energy (kWh) = annual IT energy (kWh) × modeled PUE
Power usage effectiveness (PUE) is total facility energy divided by IT-equipment energy. You can instead calculate IT, cooling, UPS losses, pumps, fans, lighting and other auxiliaries separately when those loads are available. Convert each load shape to the utility’s billing rules rather than applying one annual average to every charge.
Include every tariff component
- Energy charges: price per kilowatt-hour, often varying by season or time of day.
- Demand charges: price for the highest measured interval demand, sometimes separated by peak and off-peak periods.
- Fixed and contracted charges: connection, capacity reservation, minimum bills and supply fees.
- Taxes and regulated surcharges: include them when they appear on the bill.
- Water and fuel: model cooling water, treatment, discharge and generator fuel as their own lines.
Illustrative calculation
Suppose an illustrative site averages 1,000 kW of IT load, operates 8,760 hours, and the engineering case uses a PUE of 1.40. Annual facility energy is 1,000 × 8,760 × 1.40 = 12,264,000 kWh. At an illustrative energy-only rate of $0.08 per kWh, that component would be $981,120 per year before demand charges, fixed fees, taxes, water or fuel. These numbers demonstrate the mechanics; replace them with your site’s load profile and tariff.

Do not assume one PUE applies at every utilization level. Climate, cooling design, IT density, redundancy and part-load operation change efficiency. Uptime Institute’s 2026 survey reports that average PUE is improving gradually, while legacy infrastructure and cooling constraints slow progress. That observation is industry context, not a substitute for a measured or engineered site value.

5. Time-phase construction, operation and refresh
Build a year-by-year cash-flow table. Put design and construction payments in the months or years incurred; place commissioning, initial IT purchases and network turn-up at their actual dates; then add recurring costs, expansions, refreshes and retirement costs in the periods they occur.
- Set the analysis start date and operating horizon.
- Enter committed or quoted capital payments by period, including construction-period interest if in scope.
- Enter the opening IT load and the ramp to each planned capacity block.
- Apply annual operating costs to the corresponding load and staffing level.
- Schedule equipment replacement by asset class and useful life; do not assume every asset refreshes in the same year.
- Add expansion modules when utilization, contract demand or resilience requirements trigger them.
- Enter decommissioning, disposal, site restoration and residual value at the end date when they belong in the boundary.
Report at least four views: undiscounted lifecycle spend, annualized cost, net present value and cost per unit of useful capacity or workload. Keep capital, energy, staffing, maintenance and network totals visible instead of presenting one blended number.
Annualized and discounted measures
An annualized capital figure spreads an investment over a chosen life or uses a capital-recovery calculation; it is not the same as the cash paid in the construction year. Use the discount rate and useful lives approved for your decision. The Uptime Institute example uses different assumed lives, including three years and fifteen years, and a real financing assumption. Those are example settings, not defaults.
6. Model reliability, maintainability and utilization explicitly
Reliability targets affect both plant size and operating practice. A concurrently maintainable design, redundant power paths, extra cooling modules, fuel autonomy, spare parts and planned maintenance windows all have cost consequences. Do not bury them in a generic contingency: create a named scenario or line item.

Reliability questions to answer
- What availability or maintainability objective must the service meet?
- Which components need independent paths or N+1, 2N or another redundancy arrangement?
- How many hours of generator fuel are required, and how often will systems be tested?
- What maintenance can occur while the critical load remains online?
- Are diverse network routes and duplicated carriers required?
Utilization and ramp questions
- What percentage of installed IT capacity is productive in each year?
- Are power and cooling sized for peak load, average load or a contracted maximum?
- When does a low-utilization phase justify delaying a capacity block?
- Will an early build leave stranded electrical, mechanical or floor capacity?
Compare at least a conservative ramp, the planned ramp and a faster-growth case. The same facility can have a high cost per workload at low utilization and a lower unit cost once the installed plant is loaded, even though its absolute annual bill rises.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.7. Use published benchmarks only with their date and scope
Benchmarks are useful for a reasonableness check, not as a substitute for site inputs. Preserve the publication year, currency, geography, density, resilience target, capacity definition and included scope alongside every benchmark.
| Published figure | What it describes | How to use it |
|---|---|---|
| $101.8 million installed capital and $5.9 million annual operating expense | Uptime Institute’s 2007-dollar example for a new high-density financial-services HPC data center with 20,000 square feet of electrically active floor area and a particular Tier III design | Use as historical structure and a dated sanity check; it is not a current typical price |
| About $90 million total ownership cost over 15 years | Average concurrently maintainable 3 MW enterprise data center, based on Uptime Institute research from 2017 as reported in a 2020 article | Keep the 2017 research date, 15-year horizon and facility definition attached |
| Approximately $12 million per MW | Average Tier III enterprise data center in 2010, excluding land and civil works, as reported in a 2022 article | Use only to show how year and exclusions alter a construction benchmark |
| $7–8 million per MW for at least 20 MW; $8–9 million per MW for 5–19.9 MW | Global averages in Uptime Institute’s 2020 best-in-class provisioning report, with that report’s particular scope | Validate against current local construction, utility and financing costs before using |
The detailed 2007 example makes an important point: “In this facility, site infrastructure capital costs exceed the capital costs of IT hardware, a result that will surprise many CFOs and CIOs.” It is a finding about that design and period, not a rule for every facility.
8. Compare owned, colocation and cloud alternatives on equal service
A cost comparison is meaningful only when each option delivers the same workload, service level, availability, growth profile and operating responsibility. Align the following before comparing totals:
Free tools Windows power users keep installed
One-click scans. No signup required.
- Useful compute, storage, network throughput and utilization, not merely nominal megawatts.
- Availability, recovery objectives, maintenance windows, geographic resilience and security controls.
- Migration, interconnection, data-transfer and egress costs.
- Software, licenses, monitoring, support, compliance and staffing responsibilities.
- Expansion lead time, minimum commitments, exit costs and residual asset value.
For an owned site, include land, construction, financing, staff and retirement. For a leased facility, identify which power, cooling, security, maintenance and capital items are embedded in the contract and which remain yours. For a cloud or managed service, include the equivalent service, networking, software, support, migration and governance costs. The boundary must be adjusted so an apparent lower price is not simply a missing responsibility.
Best Value
9. Run sensitivity and scenario analysis
Publish a base case and change the variables most likely to move the decision. A tornado chart or a small scenario table is more informative than a single contingency percentage.
| Variable | Downside case | Why it matters |
|---|---|---|
| Electricity and demand rates | Higher energy, peak-demand or fixed charges | Changes annual operating cost and the value of efficiency |
| PUE and cooling performance | Worse part-load or climate performance | Raises facility energy and may require additional plant |
| Utilization ramp | Slower workload growth | Leaves fixed capital underused for longer |
| Construction cost and schedule | Escalation, delay or extended financing | Moves both capital and the start of revenue-producing operation |
| Critical-load size and density | Higher rack density or peak demand | Can resize power, cooling, distribution and floor systems |
| Reliability target | More redundancy, autonomy or diverse routes | Raises capital and maintenance requirements |
| Refresh life | Shorter replacement cycle | Accelerates IT capital and disposal costs |
| Staffing and compliance | More coverage, training or audit work | Raises recurring operating expense |
| Discount and escalation rates | Higher financing or cost inflation | Changes present value and long-horizon comparisons |
Label each result as an estimate, quote, measured value or benchmark. Avoid cents-level precision when the underlying construction or utilization assumption is uncertain.
10. Check the model for omissions and double counting
- Confirm that every major budget owner has reviewed the inventory: IT, network, facilities, real estate, security, finance and corporate services.
- Check that demand charges are not counted once in the utility rate and again in a facilities surcharge.
- Separate capital equipment from maintenance contracts and replacement parts.
- Verify whether taxes, freight, installation, commissioning, spares and training are included in each quote.
- Make sure PUE is applied to IT energy only, not to a total that already contains facility loads.
- Test the ramp: a facility should not consume full-load energy in years before the modeled IT load arrives.
- Review common-mode risks such as one utility connection, one carrier route, shared fuel systems or a single maintenance team.
- Reconcile the model’s opening balance with the asset register and the utility’s contracted capacity.
- Check that retirement, disposal, restoration and residual value follow the stated lifecycle boundary.
11. Keep the estimate current after approval
TCO is a living control model, not a one-time construction document. Refresh tariff inputs when contracts change, update measured PUE and load factors from operating data, replace estimates with awarded-contract values, and record every expansion or refresh decision. Review the forecast at least when a major IT generation, cooling change, utility-tariff revision or staffing-policy change occurs.
Uptime Institute’s 2026 survey identifies high costs as the leading concern for digital-infrastructure teams and points to capacity forecasting, power availability, supply-chain disruption and staffing as growing pressures. Its report description states: “High costs remain the greatest concern for digital infrastructure management teams in 2026, but concerns around capacity forecasting, power availability and supply chain disruptions are growing.” Treat those findings as prompts to stress-test your assumptions, not as universal unit prices.
Decision-ready output
A defensible estimate ends with a compact decision pack: the written boundary; an assumption register; the capital and operating inventory; a time-phased cash-flow table; energy and tariff calculations; reliability and utilization scenarios; benchmark comparisons with dates and exclusions; and a sensitivity summary. The headline number should be accompanied by its currency, price year, geography, capacity definition, operating horizon and included responsibilities. That is what turns a nominal megawatt price into a useful estimate of the total cost of running a data center.
