1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteThere is no single reliable price for moving an unspecified Jira and Confluence environment to the cloud. Build a customer-specific estimate from four parts: recurring Cloud subscriptions, retained Marketplace apps, one-time migration work, and any period when Data Center and Cloud costs overlap. Price each product and app using your actual seat counts and plans, and keep first-year transition costs separate from the ongoing annual run rate.
Build an estimate from your own inputs
Use a spreadsheet with one row for each product or cost category. Record the assumption, source of the price or quote, whether the cost recurs, and when it starts or ends. That makes it possible to update volatile prices and see which assumptions drive the total.

| Cost category | Inputs to record | How to treat it |
|---|---|---|
| Jira Cloud subscription | Plan, billable seats, monthly or annual billing, and any tier or billing effect | Recurring Cloud cost; calculate separately from Confluence. |
| Confluence Cloud subscription | Plan, billable seats, monthly or annual billing, and any tier or billing effect | Recurring Cloud cost; calculate separately from Jira. |
| Retained Marketplace apps | Current app, Cloud equivalent, Cloud listing price and licensing basis, feature gaps, migration route, and any vendor-confirmed discount | Include recurring Cloud app cost and any app-specific migration work. |
| Other Cloud products | Product and plan, only if required by the migration scope | Add only products the organization actually needs. Atlassian’s calculator can estimate Jira, Confluence, Jira Service Management, and Marketplace apps (Cloud Licensing). |
| Migration labor and services | Internal staff time, app-vendor assistance, partner scope, testing, remediation, communications, and cutover | One-time or transition-period cost; use your plan or a quote rather than an assumed industry rate. |
| Transition overlap and confirmed incentives | Expected dates for Cloud start and Data Center end; incentives confirmed for your products, tier, and schedule | Include overlap as a cost, and subtract only a confirmed eligible credit or discount. |
| Current Data Center baseline | Paid Data Center and app invoices, plus relevant hosting and operating costs | Comparison baseline; mark which expenses end at cutover and which continue. |
A useful first-year calculation is: Cloud product subscriptions + retained Cloud apps + migration labor and services + temporary overlap − confirmed credits or discounts. Calculate the ongoing annual run rate separately, excluding one-time migration work and costs that end after cutover. Keep the assumptions visible rather than collapsing both figures into one headline total.

Atlassian’s Cloud Pricing Calculator and personalized Data Center-to-Cloud comparison are better starting points than a generic per-user estimate. Enter Jira and Confluence separately: the products may have different seat counts, plans, and prices.
#1 Best Overall
Monthly billing
Atlassian says monthly Cloud subscriptions for Confluence, Jira, Jira Service Management, and Marketplace apps use progressive per-user pricing and Maximum Quantity Billing. The monthly charge reflects the highest seat count assigned during the billing cycle. Adding seats mid-cycle is prorated; removing seats does not reduce that month’s bill. Use the peak expected assigned seats for each month in your forecast, not just the initial migration-day count.
Annual billing
Annual subscriptions use fixed user tiers, and Atlassian says those tiers cannot be changed during the term. Estimate the tier needed for each product and app, then check the current calculator result before committing to a budget. Do not multiply a monthly per-seat figure by 12 and assume it represents an annual subscription.

Assess every Marketplace app before pricing it
An installed app is not automatically a Cloud app with the same features, price, or migration route. Start with the Jira and Confluence Cloud Migration Assistants’ app assessments, then confirm the result with the app vendor where needed. Atlassian’s Cloud migration app assessment guidance covers Cloud availability and feature differences; its support documentation describes routes such as automated migration, a partner-provided path, an upgrade requirement, contacting the vendor, or no Cloud equivalent (Assess Marketplace apps with the Jira Cloud Migration Assistant).
- Compare the current Data Center app with its Cloud listing, including the listing’s price and licensing basis; do not assume the existing license price carries over.
- Check whether the Cloud version supports the features and data your teams rely on, and review its security and privacy information.
- Ask the vendor what migration tooling, data transfer, labor, or upgrade steps are required and whether a discount is available. Eligible Marketplace discounts are at each Marketplace Partner’s discretion, not guaranteed.
- Test whether native Cloud functionality can replace an app before budgeting for a replacement. Some Data Center apps have no Cloud equivalent or data migration path.
Some popular Marketplace apps have automated migration support; others require a vendor-provided process or direct vendor contact. Record each app’s decision, owner, test evidence, confirmed price, and migration effort. Atlassian’s guidance notes that Marketplace apps may be trialed for 30 days, but a trial is for evaluation; terms after it differ between monthly and annual subscriptions (Purchasing and Licensing FAQ).

Estimate migration work separately from the free tool
The Jira Cloud Migration Assistant is a free Atlassian tool for supported Jira Server or Data Center instances. It supports selective and phased migrations of projects, users, attachments, and supported Marketplace app data, and provides migration checks and pre- and post-migration reports. Confirm that your product version and each app’s route are supported. CSV import is limited and is not Atlassian’s recommended method when the assistant fits the need (Cloud migration methods for Jira).
A free migration tool does not make the project labor-free. Estimate time or obtain quotes for the work your scope requires, including:
- Inventorying the source environment and cleaning up data or configuration.
- Preparing identity, access, and user accounts.
- Deciding which apps to retain, replace, remediate, or retire, and coordinating any vendor assistance.
- Running test migrations and validating data, permissions, integrations, and user workflows.
- Planning user communications or training, cutover, post-cutover checks, and support.
Atlassian advises considering a Solution Partner for complex migration plans and migrations involving 6–10 apps. Partner scope and fees are quote-specific; the official guidance does not establish a universal services price. Atlassian also says customers can request a Cloud quote from Atlassian or a partner when the calculator and individualized inputs are not enough (Cloud transformation costs).

Budget for overlap and verify incentives before counting them
Map the planned Cloud start date, migration phases, and Data Center end date. If both environments remain paid during transition, include that overlap in the first-year estimate; do not assume it lasts for a standard number of months.

Atlassian describes free Cloud migration trials for eligible existing Data Center customers, matching the remaining self-managed subscription duration up to 12 months. Its licensing guidance also describes dual licensing for qualifying customers, allowing migration time without paying both subscriptions for the full overlap period. Eligibility and conditions apply: have Atlassian confirm the products, tier, and timing before subtracting an incentive from a committed budget (Cloud Licensing; Purchasing and Licensing FAQ).
Compare against the real Data Center baseline
Use actual paid invoices rather than a remembered or list-price estimate. Atlassian directs Data Center customers to review invoices in the Orders area of my.atlassian.com; its personalized migration recommendation tool compares current Data Center pricing with potential Cloud costs (Cloud transformation costs).
Add relevant self-managed hosting and operating costs to the comparison, then mark which costs stop at cutover and which continue. Keep the comparison fair: Cloud subscription costs belong beside the Data Center license and app costs, while ongoing infrastructure or operating expenses belong only to the extent your organization actually pays them and expects them to change.
Turn the worksheet into a defensible budget
- Inventory seats and products. Record Jira and Confluence seat counts, required plans, and any other Cloud products in scope.
- Calculate recurring licenses. Use Atlassian’s current calculator with the intended monthly or annual billing model and seat assumptions.
- Resolve the app list. Assess each installed app, confirm feature fit and migration route, and obtain current Cloud prices and vendor estimates where needed.
- Scope the work. Estimate internal labor and collect partner or vendor quotes for the testing, remediation, and migration support your plan requires.
- Schedule the transition. Map overlap by dates, then verify any applicable trial or dual-licensing terms before treating them as savings.
- Compare and label the result. Show both the first-year transition total and ongoing annual run rate against the current Data Center baseline. Label unconfirmed prices, dates, discounts, and scope assumptions clearly.
Because Cloud prices, app availability, migration paths, and incentive eligibility can change, verify them when preparing the estimate. Without the organization’s seat counts, invoices, app inventory, chosen plans, schedule, and service scope, a precise total cannot be established.
