There is no dependable universal price for a cyberattack. The defensible way to estimate one is to build an incident-specific ledger: identify affected functions and assets, record response and recovery spending, value lost or delayed operations with your own financial data, add legal and customer obligations, and show low, central, and high outcomes. Keep gross costs, insurance proceeds, and retained loss in separate lines.
The result is a decision document with visible assumptions, not a benchmark average presented as your company’s bill.

Decide what “financial impact” means before counting anything
Teams often produce conflicting totals because they are measuring different things. Put a one-sentence definition at the top of the model and use it consistently.

| Measure | What it includes | When it is useful |
|---|---|---|
| Direct cash cost | Invoices, payroll, outside counsel, restoration purchases, notification, and other cash outlays attributable to the incident. | Approving an emergency budget or reporting actual expenditure. |
| Total business impact | Direct cash costs plus lost contribution margin, delayed work, service credits, churn, and other measurable economic effects. | Board reporting, resilience investment, and post-incident lessons. |
| Gross incident cost | The full cost before insurance recoveries, reimbursements, or other offsets. | Understanding the scale of the event and negotiating coverage. |
| Net retained loss | Gross cost less confirmed or expected recoveries, after deductibles, retentions, exclusions, and disputed amounts. | Cash planning and financial-statement impact. |
| Mission or societal loss | Consequences such as harm to public services or safety that may not have a market price. | Public-sector or safety-critical decisions; disclose separately from accounting totals. |
Also describe the incident’s affected dimensions. A breach can compromise confidentiality (unauthorized disclosure), integrity (unauthorized or inaccurate changes), availability (systems or data unavailable), or any combination. NIST’s SP 1800-29 executive summary notes that data breaches can have operational, financial, and reputational effects; the accounting model should show which dimensions actually occurred.

A bottom-up estimation workflow
1. Freeze the scope and time window
Record the incident identifier, discovery date, suspected start date, containment date, full-recovery date (if known), affected legal entities, business units, locations, systems, suppliers, and currencies. State whether the estimate covers only the response period or includes a later measurement window for churn and delayed work. If the timeline is uncertain, use a range rather than silently choosing one date.
Write down exclusions too. For example, “This estimate covers the payroll platform outage from 3–8 March and the notification work through 30 June; it excludes unrelated infrastructure upgrades.” A clear boundary prevents normal operating costs from entering the incident ledger.
2. Map critical functions to enabling assets
Start with outcomes the organization must deliver—shipping orders, processing payments, providing clinical services, or meeting a reporting obligation—then map the applications, networks, data, people, facilities, and suppliers that enable each outcome. NIST IR 8286D describes business impact analysis as a way to identify mission impacts, enabling assets, and impact values so risk priorities and response decisions are based on business consequences.

This map avoids a common error: pricing a server rebuild while overlooking the customer-facing process that remained blocked for another week.
3. Build a cost ledger from evidence
Create one row per cost item, with an owner, evidence source, date incurred, accounting treatment, and low/base/high value. Use actual invoices and time records whenever available. For future costs, retain the vendor estimate, contract rate, or documented assumption in the row.
Internal labor should use a finance-approved loaded rate that includes salary, benefits, and applicable overhead. Separate normal salary from incremental overtime or temporary staff so the same hour is not counted twice. Track outside specialists by purchase order or invoice and distinguish fixed retainers from incident-specific work.
4. Value operational disruption with company data
For each affected function, record outage and degraded-service minutes, capacity during the disruption, transactions or units missed, and the time required to clear the backlog. Finance should normally value lost activity using contribution margin or avoided variable cost, not automatically multiply gross revenue by downtime.

Operational loss = (units that could not be delivered × contribution margin per unit) + incremental recovery cost + contractual credits − recoverable avoided costs
Use revenue rather than margin only when the decision specifically requires a top-line view, and show both figures if stakeholders could confuse them. Add overtime, expedited shipping, emergency procurement, backlog penalties, or service credits only when records support them.
5. Add notification, legal, and customer obligations
Determine what data and jurisdictions are involved before estimating these lines. The FTC’s data-breach guide recommends assessing the type of information and the risk to affected people. Notification design, delivery, call-center support, credit monitoring, and identity-restoration services can be material when financial information or Social Security numbers are exposed; they are not automatic requirements for every incident.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsLegal costs may include breach counsel, regulator responses, contract reviews, e-discovery, litigation, settlements, and negotiations with customers or suppliers. Fines and penalties should be entered only when a qualified legal review identifies an applicable obligation; do not use a generic percentage.
6. Estimate measurable trust and supplier effects
Reputation is real but easy to overstate. Do not add a generic “reputation damage” allowance. Instead, measure changes such as cancellation rates, renewal rates, conversion, support volume, supplier terms, or customer-acquisition cost against a comparable pre-incident period. Label the comparison method and confidence interval. If a causal link is not established, show the effect as an unquantified risk rather than a fabricated dollar amount.
7. Produce low, central, and high cases
Each material line needs a range. The low case should use conservative duration, record counts, and vendor scope; the central case should reflect the most supported assumptions; the high case should cover plausible escalation such as a longer outage, additional affected records, litigation, or a second restoration cycle. Explain what would move the estimate from one case to another.
Do not make the high case a worst imaginable outcome. It should be a credible stress scenario that management can use for liquidity and capacity planning.

Cost categories your ledger should cover
| Category | Investigate | Evidence and cautions |
|---|---|---|
| Investigation and response | Internal response hours, incident-response retainers, digital forensics, malware and log analysis, containment, eradication, and crisis coordination. | Use timesheets, statements of work, and invoices. CISA’s incident-cost review and FTC small-business guidance identify investigation and forensics as core response costs. |
| Recovery and replacement | System rebuilds, data restoration, replacement equipment or services, emergency architecture changes, and validation testing. | Separate replacement of incident-damaged assets from planned upgrades. Insurance treatment is policy-specific. |
| Business interruption | Lost contribution margin, delayed output, lost service capacity, overtime, backlog recovery, emergency procurement, customer churn, and service credits. | Base the rate and duration on company operating data. CISA identifies downtime and lost business income as impact categories. |
| Notification and customer support | Notice preparation and delivery, call centers, credit monitoring, identity restoration, and customer communications. | Match support to the exposed data and assessed risk. The FTC’s breach guide discusses monitoring and other support particularly when sensitive financial data or Social Security numbers are involved. |
| Legal, regulatory, and claims | Counsel, regulator inquiries, contract and employment advice, litigation, settlements, and applicable fees or penalties. | Amounts and duties depend on jurisdiction, facts, industry, and contracts. Obtain qualified legal advice. |
| Trust and supplier effects | Measured attrition, lower conversion, renewal changes, supplier disruption, or higher financing and procurement costs. | Use observed changes and a defensible comparison period. NIST recognizes reputational impact, but no universal percentage is valid. |
| Extortion or ransom | Payment, negotiation, tracing, sanctions screening, specialist advice, and recovery after a refusal or payment. | Show payment as a separate scenario item. Legal, sanctions, policy, and law-enforcement considerations must be reviewed before any decision. |
How to calculate downtime and lost work
Choose the right financial rate
A manufacturer may use contribution margin per unit; a subscription service may use daily recurring revenue less variable delivery cost; a professional-services firm may use billable margin per consultant-day. A public service may need a capacity or mission-impact measure instead of revenue. Document why the selected rate reflects the affected function.
Illustrative example
Suppose an order-processing system was unavailable for 18 hours and then ran at 60% capacity for two days. Normal throughput is 1,000 orders per day, and finance-approved contribution margin is $22 per order. The unavailable period represents 750 missed orders (18/24 × 1,000), or $16,500 of contribution margin. The two degraded days represent 800 additional missed orders (40% × 1,000 × 2), or $17,600. If overtime and expedited shipping cost $9,000 and documented service credits cost $3,000, the illustrative operational impact is $46,100 before any insurance recovery. If some orders were fulfilled later, subtract the margin actually recovered and do not count those same orders as permanent lost sales.
Record the calculation inputs—duration, capacity, units, margin, recovery rate, and incremental costs—so a later revision changes only the affected assumptions.
Separate gross cost, insurance, and retained loss
Insurance is an offset, not a reason to omit the underlying cost. The FTC’s small-business cybersecurity guidance describes first-party coverage categories that may include forensics, data recovery, customer notification, business interruption, crisis management, extortion, and fraud. Third-party coverage generally addresses liability claims and litigation-related costs. These are general categories, not promises of coverage.
| Line | Illustrative treatment |
|---|---|
| Gross incident cost | All supported response, recovery, interruption, notification, legal, and measurable trust costs: $1,200,000. |
| Expected insurance recovery | Approved or well-supported expected reimbursement: $650,000. |
| Deductible or retention | Policy retention and uncovered portions: $100,000. |
| Excluded, disputed, or pending items | Items not yet accepted by the insurer or subject to policy interpretation: shown separately, not silently netted. |
| Net retained loss | Gross cost minus expected recovery, with retention and uncovered amounts reflected: $550,000 in this illustration. |
Review the actual policy, endorsements, sublimits, waiting periods, notification conditions, and applicable law with your broker and counsel. Do not book a recovery as certain until the evidence and insurer position support that treatment.
Build a low, central, and high scenario table
A scenario table makes uncertainty visible to executives and lenders. The figures below are illustrative, not a benchmark for any organization.
| Cost line | Low | Central | High | Primary driver |
|---|---|---|---|---|
| Internal response and outside specialists | $120,000 | $210,000 | $360,000 | Hours, rate, and investigation scope |
| Containment, restoration, replacement | $180,000 | $320,000 | $600,000 | Number of systems and rebuild cycles |
| Operational disruption | $250,000 | $500,000 | $950,000 | Downtime, capacity, and contribution margin |
| Notification and support | $40,000 | $110,000 | $260,000 | Affected people and support duration |
| Legal, regulatory, and claims | $75,000 | $220,000 | $700,000 | Jurisdictions, contracts, and litigation |
| Measured customer or supplier effects | $0 | $90,000 | $300,000 | Observed churn or conversion change |
| Gross total | $665,000 | $1,450,000 | $3,170,000 | — |
Attach a short note to every high-case value explaining the trigger—for example, “another seven days of degraded service” or “a second jurisdiction requires notice.” This turns the table into a monitoring plan rather than a theatrical worst-case number.
Use published benchmarks only as context
IBM’s 2025 Cost of a Data Breach Report summary reports an average global data-breach cost of USD 4.44 million, down from USD 4.88 million, a 9% year-over-year decline. It also reports a mean time to identify and contain of 241 days, described as the lowest level in nine years. These are vendor-published results for the report’s studied population and metric; they are not a quote for your organization, and they do not represent every ransomware, availability, integrity, or non-data incident. CISA’s October 2024 literature review, Cost of a Cyber Incident: A Literature Review and Assessment of Aggregate Estimates for U.S. Public-Sector Entities, explains why published totals diverge. Its scenarios draw on older datasets and assumptions, including public-sector subsets from 2005–2015 and 2009–2019. CISA describes simple linear scaling as intentionally oversimplified; scenario totals should not be presented as the cost of a typical current incident.
Before comparing any benchmark with your estimate, check:
- Incident type and whether confidentiality, integrity, availability, or several dimensions were affected.
- Services, assets, and mission functions included.
- Outage, recovery, and measurement duration.
- Records or people affected and the study’s geography and regulatory context.
- Direct expenditures versus broader economic or mission loss.
- Gross cost versus net-of-insurance cost.
- Mean, median, or percentile and the dataset dates.
- Whether figures are observed payments, modeled losses, or both.
Legal, regulatory, and geographic limits
U.S.-oriented FTC guidance is useful for process planning but does not establish a universal deadline, fine, or notification duty. Requirements vary by state, country, sector, contract, and the type of information involved. The FTC breach-response guide is general guidance; use qualified counsel for the specific incident.
NIST’s SP 800-61 Rev. 3, published in April 2025, supersedes Rev. 2 and is intended to integrate incident-response recommendations into Cybersecurity Framework 2.0 risk management. It supports organizing response and evidence, not a required accounting formula. Keep legal conclusions and financial assumptions clearly separated in the model.
A practical evidence checklist
- Incident timeline, monitoring records, and containment milestones.
- Asset and dependency inventory mapped to affected business functions.
- Forensic reports and the latest affected-record or affected-person count.
- Employee timesheets, loaded labor rates, overtime approvals, and contractor invoices.
- Purchase orders, statements of work, emergency procurement, and replacement invoices.
- Production, sales, service-level, backlog, and contribution-margin data for the affected period.
- Customer-support volume, notification vendor quotes, and monitoring or restoration proposals.
- Contracts, regulator correspondence, counsel estimates, claims, and settlement reserves.
- Insurance policy, endorsements, retention, insurer notices, and coverage positions.
- Evidence for churn, conversion, renewal, supplier, or financing changes used in a trust-impact estimate.
Give every row a source date and confidence rating. When a number is still provisional, preserve the old value and record the revision rather than overwriting history.
Common estimation errors and their fixes
Using an average as the answer
Problem: A global study average is copied into a company budget. Fix: Use benchmarks only to frame scale, then replace them with incident-specific records and ranges.
Multiplying revenue by downtime
Problem: Gross sales are treated as lost profit, even when variable costs were avoided or orders were fulfilled later. Fix: Use contribution margin, document recovered work, and add only supported incremental expenses.
Mixing gross and net figures
Problem: An insured restoration invoice is omitted from the gross total but also subtracted from the net total. Fix: Show the invoice, expected recovery, retention, exclusions, and retained amount as separate lines.
Best Value
Adding an unsupported reputation percentage
Problem: A generic multiplier creates false precision. Fix: Measure churn, conversion, renewals, or supplier effects against a defensible comparison and disclose uncertainty.
Counting the same work twice
Problem: A responder’s time appears in payroll, a retainer, and an outside-services line, or the same missed sale appears as both revenue and margin loss. Fix: Assign one owner and one accounting treatment to each item, then reconcile to source records.
Ignoring later costs
Problem: The estimate closes when systems return, missing claims, monitoring, churn, and backlog recovery. Fix: Set review dates—for example, 30, 90, and 180 days—and label later changes as additions or reversals.

Use a one-page summary followed by the detailed ledger. The summary should state the incident scope and measurement window, low/central/high gross totals, expected insurance recovery, net retained range, the three assumptions with the greatest sensitivity, and decisions required now. The appendix should contain the function map, calculations, source documents, and unresolved questions.
Report cash timing separately from economic impact. A large forensic invoice may arrive this month while lost renewals emerge over several quarters. A simple monthly cash schedule alongside the scenario table helps treasury plan without confusing timing with total loss.
Update the model when a key uncertainty resolves: confirmed affected-record count, final outage duration, insurer acceptance, regulator action, or measured customer behavior. Preserve the original estimate so leadership can compare forecast with actuals and improve future assumptions.
Bottom line
A credible cybersecurity-incident estimate is an auditable range built from your functions, assets, records, operating data, obligations, and insurance terms. Count response and recovery, price disruption with finance-approved contribution data, quantify only observable trust effects, prevent double counting, and keep gross cost distinct from retained loss. Benchmarks can provide context, but your ledger—and its documented assumptions—is what makes the number useful.

Frequently Asked Questions
How should we estimate an incident when the number of affected records is still unknown?
Use a documented range tied to the forensic counting method and update it as systems are analyzed. Connect each record-count scenario to notification, support, legal, and regulatory assumptions instead of inserting a single unsupported midpoint.
Should a ransom payment be included in the main estimate?
Show it as a separate scenario line because a payment may be prohibited, uninsured, or rejected by management. Include negotiation, sanctions screening, specialist, and recovery costs whether or not payment occurs, and obtain legal and law-enforcement advice before any decision.
When should an incident estimate be revised?
Revise it when a major driver changes—such as outage duration, affected population, restoration scope, insurer position, regulator action, or measured churn—and at scheduled 30-, 90-, and 180-day reviews. Keep prior versions for forecast-to-actual analysis.
Who should approve the final financial-impact estimate?
Finance should own the accounting treatment and operating rates, while incident response, operations, legal or privacy, and insurance owners validate their evidence. Executive approval should record which scenario is being used for budgeting and which uncertainties remain.
