The most defensible estimate is a transparent chain of measured energy, a stated facility boundary, an emissions factor matched to the site and period, and a disclosed method for assigning shared infrastructure to AI workloads. Start with facility electricity and fuel meters for a defined reporting period. If you only have IT electricity, estimate facility energy as IT energy × PUE, where PUE is total data-centre energy divided by IT-equipment energy. Multiply the resulting electricity by a geography- and year-specific emissions factor for an operational result.
Do not call a whole data-centre total “AI emissions” without an allocation method. Also distinguish operational electricity emissions from a lifecycle footprint that includes manufacturing and end-of-life impacts. Every published figure should state its boundary, period, units, factor source, AI-allocation method, exclusions and uncertainty.

Decide what the estimate is meant to represent
“The carbon footprint of an AI data centre” can mean several different quantities. Before collecting numbers, write a one-sentence scope statement. For example: “Electricity-related operational CO2e for Building A, including cooling and power distribution, from 1 January through 31 December 2026, with the AI share allocated from accelerator telemetry.” That sentence prevents a precise-looking number from answering the wrong question.
Set the physical boundary
Choose the site, buildings and equipment included. A facility boundary normally includes utility electricity, on-site generation and the energy used by cooling, power conversion, lighting and other support systems. An IT boundary covers servers, accelerators, storage and networking equipment. European data-centre reporting definitions distinguish facility energy from IT-equipment energy; Regulation (EU) 2024/1364 defines PUE as E_DC / E_IT, where E_DC is data-centre energy and E_IT is IT-equipment energy.

If several sites support one AI service, report each site separately before producing a consolidated total. State whether leased colocation areas, offices, warehouses, research rooms and transmission networks are inside or outside the boundary.
Choose the reporting period
Use a period for which the energy and workload data align, such as a calendar year, financial year or a complete month. Record the start and end dates and the meter-reading method. A monthly estimate can be useful for operations, but seasonal cooling and changing grid factors can make it unsuitable as an annual proxy unless you explain the extrapolation.
Choose the accounting scope
- Operational electricity: purchased and self-generated electricity consumed during the period.
- Direct fuel emissions: diesel, gas or other fuels burned on site, including backup generation if it operated. Keep these separate from purchased-electricity emissions.
- Operational total: electricity and explicitly included direct fuels, each with its own factor.
- Lifecycle footprint: operational impacts plus allocated embodied emissions from equipment, construction or other life-cycle stages. This requires additional assumptions and data.
If embodied data are unavailable, label the result “operational” rather than using “full carbon footprint” without qualification.
Gather the minimum data set
Use the strongest available measurement at each boundary. The following record makes an estimate reproducible.
| Input | What to record | Why it matters |
|---|---|---|
| Facility electricity | Metered kWh or MWh, meter locations, dates and losses included | It is the preferred basis for a whole-facility energy total. |
| On-site fuels | Fuel type, quantity, period and combustion factor | Fuel emissions are not part of a purchased-electricity factor. |
| IT electricity | Metered server or rack energy for the same period and boundary | Needed to calculate measured PUE or allocate AI activity. |
| PUE | Value, calculation period, facility type, geography and source | Converts IT energy to estimated facility energy when facility meters are unavailable. |
| Electricity factor | Location, grid region, vintage, units, gas coverage and accounting method | Grid factors vary by geography, year and whether they are location- or market-based. |
| AI activity | Accelerator energy, job telemetry, utilization or another documented activity measure | Separates AI from non-AI workloads and shared overhead. |
| Embodied data | Equipment types, quantities, service life, allocation and amortization | Required for a lifecycle result. |
Keep raw meter exports, invoices, telemetry extracts and calculation versions. A reviewer should be able to reproduce the reported total without guessing which readings or conversions were used.
Calculate facility energy
Preferred method: matched-period meter readings
Sum the electricity delivered at the defined facility boundary for the reporting period. Add other included energy sources separately. If a site has several utility feeds or buildings, sum them only after checking that they do not overlap. Document whether the readings are gross or net of on-site generation and whether transmission or transformer losses are included.

Fallback method: IT energy multiplied by PUE
When only IT energy is known, calculate:
Estimated facility electricity = IT electricity × PUE
Free tools Windows power users keep installed

For example, 10,000 MWh of IT electricity and a PUE of 1.25 imply 12,500 MWh of facility electricity. This is a modelled value, not a meter reading. Identify the PUE source, its measurement period, the facility type and any difference between the benchmark facility and the site being estimated.
PUE describes infrastructure overhead relative to IT energy; it is not a carbon-intensity measure. Two facilities with the same PUE can have different emissions because their grids, utilization, workloads and accounting boundaries differ. Do not substitute an assumed “typical AI PUE” for a measured value without labeling the assumption. The available evidence does not establish one universally representative PUE for AI data centres.
Keep units consistent
Convert energy before multiplying. If an emissions factor is in kilograms per kilowatt-hour, convert megawatt-hours to kilowatt-hours using 1 MWh = 1,000 kWh. Do not combine electricity, fuel and embodied-emissions quantities in one unlabeled energy total.
Convert electricity to operational emissions
For a purchased-electricity estimate, use:
Operational electricity emissions = electricity consumption × electricity emissions factor

Select a factor that matches the question
For an organizational inventory, choose the applicable location-based or market-based method and say which one you used. A location-based factor represents the grid associated with the site. A market-based calculation may reflect qualifying contractual electricity instruments. Neither choice should be presented as the physical emissions occurring in every hour unless the method supports that interpretation.
For a question about emissions caused by additional load, an annual average factor may not represent the marginal effect of that load. The factor choice must therefore match the decision being made; there is no single universal factor for every purpose.
Document the factor
- Site country, utility area and grid region.
- Reporting year or shorter interval represented by the factor.
- Unit and gas coverage, such as kg CO2/kWh or kg CO2e/kWh.
- Whether the value is an average, marginal or otherwise defined rate.
- Whether contractual instruments are reflected.
- Dataset name, publication date and version.
For United States electricity-purchase calculations, the U.S. Environmental Protection Agency’s eGRID Environmental Footprinting guidance, updated 12 February 2026, is a named source for electricity emissions rates. Use the edition and subregion that match the site and period rather than treating an eGRID value as a worldwide constant.

Multiply each fuel quantity by a factor appropriate to that fuel and report the result as direct, on-site emissions. Add it to electricity emissions only in a clearly labeled operational total. If backup generators did not run, do not silently assume their fuel emissions were zero if fuel testing or maintenance consumption occurred; check the records and state the treatment.
Attribute a facility total to AI workloads
Data-centre meters include non-AI services, storage, networking and idle capacity. The International Energy Agency’s estimate of about 180 Mt of indirect CO2 emissions from data-centre electricity consumption today (2025) covers all data-centre workloads, excludes backup-generation emissions and is not an AI-only figure. A facility total must not be relabeled as an AI footprint.
Use measured workload energy when possible
Rank allocation inputs from strongest to weakest:
- Dedicated meters for AI accelerator racks or clusters.
- Job-level power telemetry tied to GPU or other accelerator runtime.
- Server energy combined with accelerator utilization and a documented idle-energy treatment.
- An activity-based allocation using compute-hours, accelerator-hours or another auditable measure.
Allocate shared cooling, power distribution and other overhead after determining the AI share of IT energy. A simple method is to calculate AI IT energy as a fraction of total IT energy, then apply the facility overhead consistently. If different halls have different PUE values, use hall-level calculations instead of one blended ratio.

Suppose a site has 12,000 MWh of measured IT electricity, a measured PUE of 1.30 and an emissions factor of 0.35 kg CO2e/kWh. Facility electricity is 15,600 MWh. The operational electricity result is 5,460,000 kg CO2e, or 5,460 tonnes CO2e. If accelerator telemetry shows that AI jobs used 55% of IT electricity and the reporting policy allocates shared overhead in proportion to IT energy, the attributed AI electricity is 8,580 MWh and the attributed operational result is 3,003 tonnes CO2e.
These numbers are an arithmetic example, not a benchmark or a claim about a particular data centre. A real report would attach the meter period, PUE evidence, factor vintage and telemetry method to every value.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Decide whether to include embodied emissions
Operational electricity is only one part of a lifecycle footprint. Manufacturing and end-of-life impacts can apply to servers, accelerators, storage, networking equipment and facility systems. ITU-T L.1450 (December 2025) describes a data-centre footprint method that combines an operational energy-times-emissions-factor term with embodied emissions.
Define equipment coverage and allocation
For each equipment class, document quantity, model or bill of materials where available, expected service life, replacement schedule and the allocation basis. Allocation might use the equipment’s share of accelerator-hours, reserved capacity, energy, floor area or another rationale. Amortize embodied emissions over the stated service life if that is the chosen method, and explain how mid-period purchases and retirements are handled.
There is no single universally applicable embodied-emissions coefficient for an AI data centre. Do not invent one or multiply a generic “per server” number by an undocumented server count. If equipment-specific values are unavailable, publish operational emissions and list embodied impacts as an exclusion.
Best Value
Name other exclusions
A result may also omit construction, refrigerants, water-related impacts, upstream fuel supply, transmission losses or backup-generator operation. State each exclusion explicitly. “Carbon footprint” does not automatically include every life-cycle or environmental category.
Quantify uncertainty instead of hiding it
Separate measured inputs from estimates. For each modelled input, provide a range or scenarios when it could materially change the result. Typical sensitivity drivers include PUE, AI utilization, the electricity factor, operating hours, on-site generation and the treatment of shared cooling.
Use a scenario table
| Scenario | PUE | AI share of IT energy | Electricity factor | Purpose |
|---|---|---|---|---|
| Low operational result | Lower defensible value | Lower measured or justified share | Lower applicable factor | Shows a plausible lower bound, not a promise. |
| Central estimate | Best matched-period value | Best-supported allocation | Selected method and vintage | Primary reported figure. |
| High operational result | Higher defensible value | Higher supported share | Higher applicable factor | Shows exposure to adverse assumptions. |
Change one assumption at a time for sensitivity analysis, then show a combined range if the assumptions are correlated. Keep scenario outputs labeled as scenarios; they are not measured outcomes.
Do not substitute global projections for site data
The IEA’s Energy and AI (2025) estimates around 415 TWh of global data-centre electricity consumption in 2024, about 1.5% of global electricity consumption that year, and around 945 TWh in 2030 in its Base Case. The 2030 figure is a scenario projection, not a measured result, and both figures cover all data centres rather than AI alone. They provide context for scale, not an input to a facility calculation.
Compare facilities only on like terms
A lower PUE does not by itself prove lower total emissions. Align the following dimensions before comparing sites, providers or design options.
| Comparison axis | Check |
|---|---|
| Boundary | Are the same buildings, IT systems, cooling loads and fuels included? |
| Period | Do meter readings and workload data cover the same dates and season? |
| Energy basis | Are both figures facility energy, or are both derived from IT energy with disclosed PUE? |
| Grid factor | Do geography, factor vintage, units and location-/market-based treatment match? |
| Workload | Are both totals AI-only, whole-facility or allocated with comparable telemetry? |
| Lifecycle scope | Are both operational-only, or do both include embodied impacts with similar amortization? |
| Uncertainty | Are ranges and major assumptions shown rather than only point estimates? |
Grid mix, utilization and workload intensity can outweigh a modest PUE difference. Compare the complete accounting basis, not an isolated efficiency ratio.
Common mistakes and how to correct them
- Calling a whole-facility total AI-only: publish the total and add an allocation based on measured activity, or leave AI attribution unresolved.
- Using an unexplained PUE: identify the source, site type, geography and period; label the resulting facility energy as modelled.
- Applying a universal grid factor: select a factor for the site, year and accounting method and preserve its units and gas coverage.
- Mixing CO2 and CO2e: keep the gas designation attached to every result.
- Counting renewable contracts as zero physical emissions: explain whether the calculation is market-based and do not imply zero hourly grid emissions.
- Adding lifecycle impacts without an allocation rule: state equipment coverage, service life and amortization, or omit embodied emissions.
- Using a consumer plug-in monitor as a facility proxy: data-centre estimates require facility and IT meter readings, rack telemetry, invoices or comparable engineering records.
- Importing global IEA numbers into a site total: use the 2024, 2030 and 180 Mt figures only as clearly labeled context.
- Hiding backup generation and other exclusions: list generator operation, refrigerants, construction, water and upstream fuel treatment explicitly.
Publish a reproducible calculation
A concise methods note should let another analyst rebuild the result. Include:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Site names, buildings and equipment in the boundary.
- Reporting dates and meter-reading method.
- Electricity and fuel quantities, with units and conversion factors.
- Whether facility energy was metered or estimated from IT energy and PUE.
- PUE definition, value, source, geography and measurement period.
- Electricity-factor source, publication year, grid region, units, gas coverage and location-/market-based choice.
- AI allocation data, formula and treatment of shared cooling and power overhead.
- Operational categories included and excluded.
- Embodied-emissions coverage, allocation basis and amortization, if used.
- Scenario ranges, sensitivity drivers and unresolved data gaps.
The final headline should use precise wording such as “2026 operational electricity emissions for Site A” or “allocated AI operational CO2e.” Reserve “lifecycle footprint” for a calculation that actually includes the stated life-cycle stages.
Bottom line
Estimate an AI data centre’s impact by measuring facility energy for a defined period, using IT energy and a disclosed PUE only when necessary, applying a matched electricity factor, and allocating shared overhead with auditable AI workload data. Report operational and embodied impacts separately, preserve geography and year on every factor, and show uncertainty. If AI attribution or lifecycle inputs are not supported, say so plainly instead of presenting a guessed percentage as a complete carbon footprint.
