Start by defining the workload, then calculate its billable compute or token usage using the rates for the exact model, deployment and region. Treat the result as an estimate until you reconcile it with provider usage meters and invoices.
Define what the estimate covers
“The cost of a model” can mean several different things. Decide which budget you need before choosing a pricing unit; otherwise, a one-time training estimate can be mistaken for the ongoing cost of operating the system.

- One training run: the compute and other metered services used for that run.
- An experimental program: multiple runs, including retries or alternative configurations. A final-run estimate alone does not cover this.
- Fine-tuning: the provider’s training charges, plus any deployment or hosting charges if you keep the fine-tuned model available.
- Always-on deployment: the cost of keeping a model endpoint or other serving infrastructure deployed, including periods of low use where the service’s billing rules still charge for hosting.
- Production inference: the cost of processing expected user requests, commonly metered by input and output tokens for managed model services.
Write down the scope, period and included services. Keep one-time work and recurring operation in separate totals.

Estimated compute cost = accelerator count × billable hours × hourly rate per accelerator
Use the provider’s billable duration and rate for the specific configuration, region and purchasing option—not just the time you expect the model to spend doing useful work. The 2026 Economic Report of the President describes its historical cloud-compute method as rental cost multiplied by training chip-hours. Its Figure 5-3 estimates are for the final training run of each model, with plotted estimates attributed to Epoch AI (2025); they are not full research-program or lifecycle budgets.

For managed training services
Do not convert a managed-service price into an accelerator-hour estimate unless the provider actually bills that way. Depending on the model and service, training may be priced per hour or per token. AWS Bedrock, for example, describes on-demand inference as token-based and lists training-hour, token and storage price categories for some model offerings. Check the rate card for the exact offering to determine which meters apply.

Budget hosting and inference separately
| Cost bucket | What to estimate | What drives the bill |
|---|---|---|
| Training | Each training or fine-tuning run | For cloud compute, accelerator count, billable duration and rate; for managed services, the training meter and rate that apply to the offering. |
| Hosting | The time a model deployment remains active | The provider’s deployment or hosting meter. Fine-tuned deployments can accrue hourly charges while deployed, even when usage is low. |
| Inference | Expected request volume and token use | For token-metered services, input tokens, output tokens, model and deployment rates. |
For inference, estimate input and output separately. A useful workload calculation is:
Input tokens = expected requests × average input tokens per request
Output tokens = expected requests × average output tokens per response

Then apply the applicable input and output rates for the exact model and deployment. Include realistic context lengths and response lengths; request count alone is not enough to estimate token usage. If the service uses a different billing unit, use that service’s meter instead of assuming token pricing.

Compare infrastructure and managed-service options
There is no meaningful price comparison until both options cover the same workload and period. Compare the actual billable units and deployment assumptions rather than comparing a cloud GPU’s hourly rate with a managed model’s token rate as if they measured the same thing.

Azure’s guidance recommends GPU virtual machines for generative AI training and inference, notes that training may benefit from RDMA or GPU interconnects, and says inference does not need InfiniBand. These are workload-selection considerations, not a guarantee that one configuration will be cheapest for every model. Azure points users to its Pricing Calculator for detailed estimates. Choose training and inference configurations independently when their workload needs differ.
Turn the estimate into a budget you can verify
- Write the workload assumptions. Record the model or service, task, region, deployment type, planned runs, expected duration or request volume, and expected input and output token lengths where relevant.
- Find the applicable meters and rates. Use the provider’s current pricing page or calculator for the chosen model and configuration. Rates vary by model, deployment and region; do not substitute an unrelated rate card.
- Calculate each bucket on its own. Separate training, deployment time and inference. Add other provider-metered charges that apply to the chosen setup, such as storage where the service lists it.
- Make uncertainty visible. Record assumptions about runtime, throughput, utilization and interruptions. For Spot capacity, include the possibility of reclamation in the comparison rather than treating discounted capacity as guaranteed.
- Reconcile actual use. After deployment, compare Cost Management meter data and service metrics with the estimate. Microsoft Learn advises using meter data and service metrics to reconcile billed usage and treating invoice and meter records as the source of truth.
The 2026 Economic Report of the President also reports 28 percent annual growth in U.S. investment in information-processing equipment and software in the first half of 2025, citing FRED. That is macroeconomic investment context, not a price input or estimate for an individual model run.
