There is no defensible universal price for migrating from SAP ERP. A useful estimate compares your current landscape with a defined target state over the same time horizon, separating one-time project work, recurring software and infrastructure, temporary dual-running, and post-go-live operations. The result is a transparent planning range rather than a misleading single number.
Before requesting proposals, document the source systems, target deployment, business scope, migration route, contract assumptions, and planning period. Then build the estimate around SAP’s four cost areas: infrastructure, software, implementation, and ongoing personnel. Treat subscription terms and transition incentives as a separate, date-sensitive layer.

Why SAP migration estimates vary so widely
The phrase SAP ERP migration can describe very different projects. A company might convert an existing SAP ERP system to SAP S/4HANA, move the converted system to a cloud environment, redesign selected processes, retire old interfaces, or combine all of those activities. Each choice changes the work, duration, staffing, infrastructure, licensing and operating model.
The source landscape also matters. Record whether the current system is SAP ERP Central Component, an existing SAP S/4HANA deployment, or a combination of systems; which databases and operating systems are involved; how many productive and nonproductive environments exist; and where the systems are hosted. Include subsidiaries, acquisitions, archived data, custom code, third-party applications and integrations that must continue working.

Define the target with equal precision. Specify the SAP S/4HANA edition, hosting model, data-center or infrastructure provider, number of environments, operating responsibility, security requirements, recovery objectives and expected user or application growth. A proposal that assumes a clean standard deployment cannot be compared fairly with one that includes extensive process redesign and custom-code remediation.
Finally, choose one planning horizon for both alternatives. SAP’s ERP ROI worksheet frames the decision as a total-cost-of-ownership comparison between the legacy system and its replacement. Costs recur and can rise as the system evolves, so comparing a one-time project budget with one year of subscription fees does not answer whether the target state is financially better.
Set the baseline before assigning prices
Inventory the current state
Create a current-state register with enough detail for a provider to price the work consistently:
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →- Production, quality-assurance, development, sandbox and disaster-recovery systems.
- Compute, storage, database, operating-system, backup, monitoring and network arrangements.
- Annual software, support and hosting charges, including contracts that will continue during the transition.
- Business functions, legal entities, countries, currencies, tax regimes and reporting requirements in scope.
- Interfaces to commerce, manufacturing, warehouse, banking, payroll, customer and supplier systems.
- Data volumes, retention rules, archival requirements and the history that must remain online.
- Custom code, modifications, forms, workflows, reports, batch jobs and security roles.
- Internal administrators, functional specialists, help-desk staff and external service providers.
Use invoices, contracts, utilization reports and staffing records where available. If a cost is unknown, label it as an assumption requiring validation rather than silently treating it as zero.
Define the target state
Write a target-state statement that names the product edition, deployment location, environments, support model and included capabilities. State whether the target is a technical conversion with limited process change, a selective transformation, or a broad redesign. Identify which interfaces and historical data are mandatory and which may be retired, archived or replaced.
Choose a common comparison period
Use the same multi-year horizon for the current and target states. Show the current-state operating cost for that period, the target-state recurring cost, the migration project, temporary overlap and post-go-live support. This prevents a low initial subscription from appearing cheaper when implementation, transition and growth costs are omitted.
Choose and document the migration scenario
Do not price migration as an undefined activity. SAP’s conversion guidance describes more than one route, and the estimate must state which route is being priced.
What’s actually slowing this PC down?

System conversion
A system conversion changes an existing SAP ERP system into SAP S/4HANA while preserving an agreed portion of the configuration, data and business history. The estimate should identify custom-code analysis and remediation, simplification work, data checks, testing, downtime planning and cutover rehearsals. The amount of redesign is a commercial choice, not an automatic feature of the conversion.
Phased conversion followed by a move
SAP’s 2025 conversion guide also describes a phased approach in which the system is converted to SAP S/4HANA first and then moved to a data center or infrastructure-as-a-service provider. Price the conversion, the subsequent move, the handover between teams and any period in which both environments operate. A two-stage plan can reduce technical risk for some organizations but may add coordination and duplicate transition work.

Cloud ERP private deployment
SAP positions RISE with SAP as a guided path from on-premises SAP ERP, including ECC or SAP S/4HANA, to SAP Cloud ERP Private. Subscription-based cost visibility is part of that positioning, but the product page does not provide an itemized public migration price. A quote still needs explicit boundaries for conversion services, data, testing, integrations, training, operating responsibility and the length of any overlap.
Who performs technical conversion work
SAP’s official conversion guidance strongly recommends a qualified migration partner or SAP-offered services for technical conversion tasks, including system conversion with a simultaneous system move and the alignment and handover activities to the SAP Enterprise Cloud Services operations team. Treat that recommendation as a staffing and governance decision: identify the responsible party, deliverables, acceptance criteria and escalation route in the estimate.

SAP’s ERP ROI worksheet identifies four investment areas. Use them as top-level sections, then split each section into one-time, recurring and transition-period amounts.
| Category | Include in the estimate | Timing to show |
|---|---|---|
| Infrastructure | Current and target hosting, hardware or cloud resources, environment creation, storage, network connectivity, backup, recovery, monitoring and security controls. | Existing run cost, target recurring cost and temporary overlap. |
| Software | ERP subscriptions or licenses, databases, related products, support and any changes caused by additional users, applications or environments. | Current fees, one-time charges, recurring target fees and contract-based increases. |
| Implementation | Program management, architecture, technical conversion, data work, custom-code remediation, integration, testing, cutover, process changes, training and specialist services. | One-time project spend by phase, with contingency assumptions stated separately. |
| Ongoing personnel | Internal project participation, administrators, functional support, service management, help desk, security, compliance and post-go-live operations. | Transition staffing and steady-state annual effort. |
The worksheet warns that package quotes may leave services, training, hardware or software outside the bundle. Put every exclusion beside the relevant line, not in a footnote that stakeholders may miss.
Estimate infrastructure and transition overlap
Infrastructure costs are more than the target hosting invoice. Include development, test, quality and disaster-recovery environments; storage for conversion copies and backups; connectivity between the enterprise and provider; identity and security integration; monitoring; and recovery testing. If a provider manages some of these functions, identify the service boundary and the internal work that remains.
Model the period in which the old and new environments run together. Dual operation can be required for rehearsal, phased deployment, reconciliation, regulatory retention or a rollback window. Show its start and end dates, the systems involved and who pays for each environment. Do not hide overlap inside a blended implementation fee: it is a temporary operating cost and often a major reason the cash profile differs from the steady-state target.

For a hosted target, identify what the subscription covers and what remains a customer-managed expense. The estimate should also show whether data transfer, network upgrades or specialized connectivity are one-time or recurring charges.
Estimate software and commercial terms separately
Recurring software charges
List each subscription, license, database, integration component and support entitlement separately. State the metric used for each charge, such as users, applications, environments or capacity, and record growth assumptions. SAP’s worksheet notes that annual fees can change as users or applications are added; a multi-year model therefore needs an explicit growth rule rather than a flat line.
Annual support planning assumption
SAP’s ERP ROI worksheet says annual support for an ERP system is typically 16–20% of list price. That figure is presented as a typical support estimate in the worksheet, not as a migration fee or a universal current quote. If you use it for an early planning case, label it as a worksheet assumption and replace it with the applicable contractual terms during procurement.

Transition-specific terms
On August 4, 2025, SAP announced that customers signing up for SAP ERP, private edition in 2026 would receive a standard 20% uplift when switching to the transition option in 2031. The announcement did not disclose the uplift for sign-ups in 2027 or later. This is a term for a specific option and sign-up period, not a general price change for SAP migrations. Confirm eligibility, dates, included products and the actual contract language with SAP before putting it in a budget.
Keep subscription and transition pricing in its own section of the model. A commercial incentive can affect the target-state run rate without reducing the technical work required for conversion, testing or cutover.
Price implementation work by deliverable
Ask providers to break implementation into deliverables so the estimate can be challenged and compared. Typical lines include:
- Assessment and architecture: discovery, target design, sizing, roadmap, risk analysis and a confirmed scope baseline.
- Technical conversion: readiness checks, upgrade or conversion tasks, database and operating-system work, technical testing and defect resolution.
- Data: profiling, cleansing, mapping, transformation, migration cycles, reconciliation, archival and retention controls.
- Custom code: inventory, remediation, replacement by standard functionality, testing and performance checks.
- Integration: interface inventory, redesign where required, middleware configuration, end-to-end testing and monitoring.
- Business process work: fit-to-standard decisions, configuration, controls, reports, forms, workflows and localized requirements.
- Testing and cutover: test planning, mock conversions, user acceptance, dress rehearsals, downtime execution, rollback criteria and production validation.
- Training and change: role-based training, communications, updated procedures, super-user preparation and adoption support.
- Handover and stabilization: knowledge transfer, documentation, hypercare, incident management and acceptance.
The reviewed SAP material does not establish standard rates or a universal project budget for these activities. Obtain the provider’s day rates, team composition, effort by phase, travel assumptions, tax treatment and change-control rules, but do not substitute an industry average for a scope decision.
Account for internal personnel and operating responsibility
Internal effort is a real cost even when employees remain on payroll. Estimate time from finance, procurement, manufacturing, sales, supply chain, information security, legal, compliance, infrastructure and service management. Include backfill or overtime where business-as-usual work must continue.
Free tools Windows power users keep installed

Separate temporary project roles from steady-state operations. After go-live, determine who owns monitoring, incident response, release management, security, access administration, data protection, integration support and vendor management. A target subscription may shift tasks to a provider without eliminating internal governance and functional ownership.
Include training and change-related work explicitly. SAP cautions that these items may be additional to a package quote. Count the creation and maintenance of training materials, attendance time, process documentation and support for users during stabilization.
Use a three-case model instead of a single figure
Prepare low, expected and high cases by changing named assumptions, not by applying an unexplained percentage. The cases should be traceable to scope and delivery choices.
Low case
Use the narrowest agreed scope, the existing process design, limited historical data, minimal custom-code remediation and the shortest credible overlap. This case is useful for identifying the minimum funding requirement, but it must still include mandatory controls, testing and recovery activities.

Expected case
Use the current discovery evidence, realistic data and interface effort, the planned delivery sequence and the staffing model that business owners have accepted. Include a clearly identified allowance for unresolved items, with the reason for the allowance and the event that would consume it.
High case
Model additional entities, difficult data, extensive custom code, delayed cutover, longer dual operation, extra testing cycles, provider handover complexity or a broader change program. Explain which condition drives each increase. This makes the high case a decision tool rather than an arbitrary reserve.
Keep one-time implementation, recurring target-state charges and temporary overlap as separate subtotals in all three cases. Present both the first-year cash requirement and the total cost across the chosen horizon so a lower implementation bid cannot obscure a higher operating cost.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Compare proposals on an identical basis
Send every bidder the same scope document, assumptions, data profile, target architecture, timeline and response template. Require them to identify what is included, excluded, customer-supplied or dependent on another supplier.
| Comparison axis | Questions to ask |
|---|---|
| Conversion approach | Is this a direct system conversion, a phased conversion and move, or another sequence? What target deployment is assumed? |
| Scope | Which entities, countries, functions, interfaces, data history, custom code and reports are included? |
| Implementation price | Which phases, deliverables, roles, rates, travel, taxes and change-control rules are covered? |
| Recurring charges | What software, infrastructure, support and managed services recur, and how do user or application changes affect them? |
| Overlap | How long will old and new systems run together, and which party pays for each environment? |
| Quality and risk | How many conversion rehearsals, testing cycles, cutover attempts and rollback preparations are included? |
| People and training | What internal roles, backfill, training, change work and knowledge transfer are expected from the customer? |
| Post-go-live responsibility | Who handles incidents, monitoring, releases, security, integrations and functional support after acceptance? |
| Contract terms | What is the term, renewal mechanism, growth assumption, price-change rule and treatment of future products? |
Normalize proposals into the same categories and horizon before ranking them. A lower total may simply exclude data, training, hardware, software, internal labor or overlap that another bidder has priced openly.
Common estimating mistakes and how to correct them
Using a public subscription figure as the project budget
A subscription describes a commercial relationship, not the complete conversion effort. Correct it by adding implementation, data, testing, training, internal staffing, infrastructure and overlap as separate lines.
Requesting quotes before defining the target
Providers fill an undefined scope with different assumptions. Correct it by issuing a target-state statement, in-scope entities and interfaces, data rules, timeline, environments and operating responsibilities with the request.
Blending one-time and recurring costs
A single total conceals whether money is spent once, annually or only during transition. Correct it with separate subtotals and a year-by-year cash view.
Recommended Free Tools
Ignoring internal labor
Employees may not receive a separate invoice, but their project time displaces normal work. Correct it with named roles, estimated time, backfill and post-go-live ownership.
Best Value
Assuming package inclusions
SAP’s worksheet warns that supporting services, training, hardware and software can sit outside package quotes. Correct it with an inclusion and exclusion register signed by both parties.
Treating a vendor claim as measured savings
SAP’s 2026 FAQ on Migration and Modernization Assistants states a target of at least 35% reduction in overall migration effort. That is SAP’s target claim, not independent evidence of savings and not a promise of a 35% reduction in total project cost. If you reference it internally, keep it separate from the estimate and require a provider-specific explanation of how effort would be measured.
Failing to refresh commercial assumptions
Subscription names, transition options, partner qualifications and prices can change. Reconfirm terms at approval and contract signature, and record the date and edition to which each assumption applies.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsWhen to seek specialist help
Use SAP-offered services or a qualified migration partner when the organization lacks the technical capability to perform conversion, data, testing and handover work safely. SAP’s transition workbench information says qualified partners need at least Essential Level designation for the SAP Cloud ERP Private competency for the documented transition approaches. Verify the partner’s current qualification, named personnel, relevant delivery scope and commercial relationship rather than assuming that a certification covers every service.
An assessment engagement is worthwhile when the current landscape is poorly documented, custom code is extensive, data quality is uncertain, or several deployment models remain plausible. The assessment should produce a priced scope, dependency register, target architecture, migration sequence, risk treatment and proposal-ready assumptions. It should not be accepted as a substitute for validating the final commercial terms.
A practical estimate worksheet
Organize the working model so a reviewer can trace every amount to an assumption:
- Write the current-state inventory and annual operating cost.
- Write the target-state design, deployment model and operating responsibilities.
- Record the selected migration route and sequence, including any phased move.
- List one-time implementation deliverables and the owner of each deliverable.
- List recurring software, infrastructure, support and managed-service charges.
- List internal project effort, backfill, training and post-go-live staffing.
- Show temporary overlap by month or quarter and identify the systems running in parallel.
- Build low, expected and high cases by changing explicit scope or timing assumptions.
- Calculate first-year cash need and total cost over the common planning horizon.
- Send the same scope and response template to SAP or qualified partners, then reconcile every difference in inclusions and exclusions.
Keep a dated assumptions log. When a user count, application, interface, data volume, contract term or target environment changes, update the affected one-time, recurring and overlap lines rather than adjusting a single grand total.
What the estimate can and cannot tell you
A well-built model can show the funding required for conversion, the recurring cost of the target state, the effect of running old and new environments together, and the assumptions that make one proposal appear cheaper than another. It can also show where better discovery would reduce uncertainty.
It cannot produce a universal SAP migration price from a product name alone. The authoritative SAP material establishes cost categories, migration approaches, commercial examples and planning guidance, but it does not publish an industry-wide project benchmark or a standardized price for every customer. Final costs remain specific to scope, target environment, services, contract and operating assumptions.
Use the model as a planning baseline, then validate current SAP terms and obtain comparable, fully scoped proposals. The most credible estimate is not the one with the smallest headline number; it is the one that makes one-time work, recurring commitments, temporary overlap, exclusions and ownership visible enough for stakeholders to test.
