Build cost depends on the product scope and team effort; operating cost depends on actual traffic, model usage, and the services around the model. A defensible estimate separates one-time development from recurring operation, models the workload, applies current rates, and is revised against measured usage.
Start by defining the workload
Estimate usage before multiplying prices. Describe who will use the application, how often they will use it, and what each user-visible action does behind the scenes. One answer might trigger several model calls, retrieval queries, or tool calls, so count those rather than treating every action as one request.

- Expected active users and requests per user
- Request types and their likely proportions, such as short questions, long-document analysis, or generated summaries
- Average and peak daily traffic, plus seasonal or launch-related surges
- Model calls, retries, and billable tools or features per action
AWS recommends modeling query volume and usage patterns, including daily peaks, in its production cost-model guidance. Treat peak demand separately from the monthly average: it can affect required capacity and latency even when it does not represent most requests.

Measure representative requests
For each request type, test representative inputs and record the tokens sent to and returned by the model. Include cached input tokens when the provider bills them separately, retries, and any additional model calls or billable features. Use realistic examples: a short FAQ request and a long conversation with retrieved documents can have very different consumption.

Project usage from traffic, interaction frequency, and the amount of data processed. OpenAI’s production best practices recommend projecting token utilization and monitoring usage; API token counts can help replace assumptions with observed figures.
Calculate recurring model charges
For each request type, multiply its expected monthly volume by the applicable token quantities and rates. Sum across request types and model calls:
Monthly model cost = Σ requests by type × (input tokens × input rate + cached input tokens × cached input rate + output tokens × output rate) ÷ 1,000,000

This formula assumes the provider publishes rates per million tokens. Adjust the divisor and units if its pricing page uses another basis. Include only categories that apply to the selected service, and use the rates for the chosen model and billing mode. OpenAI lists different rates by model and pricing option; Amazon Bedrock describes on-demand inference and batch pricing. Check the official OpenAI API pricing and Amazon Bedrock pricing pages when preparing an estimate.

As a simple illustration, if a request type occurs 10,000 times in a month, its estimated charge is 10,000 multiplied by its per-request token charge. Calculate the per-request charge from measured input, cached input where applicable, and output at the selected service’s current rates. This is a calculation method, not a benchmark: different prompts, models, rates, and usage patterns produce different results.
Include the rest of the operating stack
Model inference is only one part of the monthly bill. Add services required to run the application and its data, including:
- Application compute, and model-serving compute if a model is self-hosted
- Networking and data transfer where billed
- Databases, file storage, and vector-search storage and queries
- API gateways, load balancers, and other application services
- Monitoring, security, and guardrail services
AWS identifies hosting compute, vector database storage and queries, and guardrails as cost-model inputs. Google Cloud also calls out model serving, hosting compute, networking and storage, and application-layer services such as gateways, load balancers, and monitoring in its overview of enterprise AI costs. Your estimate should reflect only the components your architecture actually uses.
Estimate the one-time build separately
Do not mix development work into monthly inference charges. Build cost is specific to scope and the team’s rates; the official pricing references here do not establish a general labor rate or a universal price to build an AI application. Create a project plan and cost the work using your own staffing assumptions and vendor quotes.

Depending on the product, the estimate may need to include:
- Product planning, design, and engineering
- Model and service integrations
- Data ingestion, preparation, and retrieval setup
- Evaluation of output quality and failure cases
- Security and privacy review
- Deployment, monitoring, and operational setup
Separate required launch work from optional features, and state assumptions about integrations, data readiness, and evaluation depth. That makes the estimate useful even if scope changes.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Build scenarios and validate them
Prepare low, expected, and high cases rather than presenting one precise-looking forecast. Vary traffic, request mix, peak volume, and average input and output size. Include uncertain assumptions such as retries and caching explicitly so readers of the estimate can see what changes the result.
- Write down assumptions. Record request volume by type, tokens per request, calls per user action, and peak patterns.
- Use a representative prototype. Measure token counts and supporting-service usage for realistic requests, then compare those measurements with the original assumptions.
- Apply dated prices. Record the model or service, region, currency, rate type, date checked, and any batch, cached-input, priority, or other pricing assumptions.
- Track actual usage. Configure usage monitoring and notification thresholds where available; compare observed bills with the forecast.
- Revise the forecast. Update it as traffic, prompts, architecture, and provider prices change.
AWS Prescriptive Guidance says the preproduction stage should begin with a detailed cost model and recommends validating and continuously updating that model as the application is tested. OpenAI likewise recommends usage tracking and notification thresholds in its production guidance.

Compare architectures on the same workload
A hosted API, managed cloud inference service, and self-hosted model are not directly comparable from a headline rate alone. Evaluate each against the same request mix, expected quality, peak concurrency, and reliability needs. Compare total monthly and per-user cost alongside latency, operational effort, and exposure to price changes.
Right-sizing a model, routing simpler requests to less expensive models, and escalating harder cases can be design options; caching may also reduce repeated work or latency. AWS discusses these approaches in its cost-model guidance, but they do not guarantee savings for every application. The available official guidance does not establish a universal traffic volume at which self-hosting becomes cheaper, so any break-even claim needs workload-specific measurements and operational costs.
Keep the estimate current and comparable
Provider prices change, and usage can change as a product grows or its prompts evolve. For each estimate, save its assumptions and the price-check date. Refresh official price lists and calculators before relying on or presenting the figures. Google Cloud notes that pricing varies by product and usage and provides pricing information and cost tools. A provider’s listed rate is an input to your scenario, not a general measure of what an AI application costs.
