Estimate remediation from validated, clearly scoped work—not from the number or severity labels of findings. Break each issue into diagnosis, design, implementation, integration, testing, deployment, and follow-up; estimate labor separately from elapsed time; then show a range, assumptions, dependencies, and risks. There is no reliable universal price or duration per finding: the result depends on the system, the required end state, the people and release constraints involved, and what investigation uncovers.
Why a finding is not yet an estimate
A due diligence report identifies a concern; it does not necessarily define the work needed to resolve it. Before assigning cost or dates, establish whether the finding is valid, what systems and versions it affects, what evidence supports it, and what “fixed” means. Set boundaries too: identify interfaces, environments, migrations, and operational work that are included, along with exclusions and dependencies. NASA’s software cost-estimation guidance emphasizes understanding the task and operating environment before estimating complexity. NASA software cost estimation guidance

For security findings, distinguish confirmed issues from items still requiring investigation. Group findings that share a root cause or mitigation when doing so creates a clearer work package; do not assume that several report entries require several independent fixes. The UK National Cyber Security Centre (NCSC) recommends grouping similar findings or those that need the same mitigation. NCSC vulnerability management guidance
Build an estimate from work packages
Define completion before sizing effort
For each package, state the required change and acceptance conditions: for example, the affected component is upgraded, the relevant tests pass, the deployment is verified, and any required operational checks are complete. Include design, implementation, integration, testing, rollout, data migration, and follow-up where they apply. Record what is excluded and what must happen first. A technical baseline and work breakdown structure connect the scope to cost and schedule; both NASA and the U.S. Government Accountability Office (GAO) describe these as parts of a credible estimate. Separate labor from calendar duration
Estimate effort in labor units (such as person-days or person-weeks) separately from elapsed time. Several people may contribute in parallel, but elapsed time can still be constrained by reviews, release windows, procurement, access, testing environments, or predecessor work. State the staffing and skill assumptions behind the estimate and identify dependencies that determine sequencing. Historical estimates are useful when comparable work exists, but record the differences between that work and the current system rather than reusing its duration without adjustment.
Choose a method and document its basis
Use the finest practical packages, not an unsupported average multiplied by the raw count of findings. Where possible, cross-check the result with more than one method—for example, a bottom-up estimate from task owners and a model-based estimate. Record the inputs, data sources, assumptions, estimating method, staffing, and risks. NASA recommends multiple estimates, including one model-based estimate, while GAO’s guide covers data collection, methods, risk analysis, documentation, validation, and updates using actual costs. A technical-debt measurement can also begin with correction effort and adjust for difficulty factors such as component complexity and exposure; it is a sizing aid, not a universal price list. Present uncertainty as a range
Give a low, likely, and high case—or another explicitly defined range—instead of presenting an uncertain point estimate as a promise. Explain what assumptions distinguish the cases, such as whether the root cause is confirmed, a dependency is compatible, or a release can use the planned window. Include known mitigation work and the cost or schedule effect of plausible risks. NASA describes risk lists, likelihood and impact, mitigation costs, risk matrices, and Monte Carlo techniques for estimating cost distributions; GAO calls for sensitivity and risk analysis. These are ways to make uncertainty visible, not a source of a universal confidence level for every project. NASA software cost estimation guidance GAO Cost Estimating and Assessment Guide
State what the estimate covers and its basis alongside the range. A number without scope, assumptions, and a definition of elapsed time is easy to misread as a fixed commitment. GAO’s guide, published March 12, 2020, treats reliable cost estimates as an input to realistic planning, budgeting, and management. GAO Cost Estimating and Assessment Guide

Prioritize by business risk, then sequence the work
Technical severity is an input to priority, not a direct conversion into cost or urgency. Consider exposure, likely impact, business criticality, and the availability of a mitigation or workaround. NCSC advises organizations to consider business impact and risk in addition to a vendor or software severity rating, and to record target fix dates. Its vulnerability-management guidance was published February 12, 2024, reviewed May 1, 2026, and identifies itself as version 2.1. NCSC vulnerability management guidance
Sequence related packages around dependencies and business constraints. A high-risk issue affecting an internet-facing service may warrant earlier action, while work on a system already scheduled for retirement may not be the best use of resources. If a finding is temporarily accepted, record why and set a review date. If its cause or remediation is still unclear, track investigation as a temporary state instead of presenting an unverified fix estimate. For technical debt, the Government Digital Service (GDS) approach weighs the consequence of the debt against the effort needed to remove its cause, records the rationale, and revisits the assessment as context changes. Compare remediation options on more than initial effort
When there is more than one viable response, compare options using the same scope and assumptions. A temporary mitigation, a durable fix, accepted risk, or retirement of the affected system may differ not only in immediate effort but also in residual exposure and future cost.

Assign ownership and update estimates as work progresses
Give each significant package an accountable technical owner, a business-risk owner where appropriate, planned resources, a funding route, and target milestones. Maintain an asset register that includes directly and indirectly associated IT; the UK government’s legacy guidance calls for named business-risk and technical owners and funding for future remediation and upgrades. As investigation and delivery expose new facts, revise the scope, estimate, assumptions, and risk disposition. Compare actual effort and schedule with the estimate and use the difference to improve later estimates. GAO explicitly includes validation and updating estimates with actual costs, while NCSC recommends keeping uncertain work under review. This makes the estimate a planning instrument that improves with evidence rather than a one-time number detached from delivery.
