How to Estimate Fiber Capacity and Upgrade Timing for a Metro or Long-Haul Network

There is no fixed capacity number attached to a fiber strand. For a metro or long-haul route, estimate capacity from the optical line system and the route it must traverse: count only the wavelengths the engineered system can carry at their supported line rates, then account separately for protection, framing and operational reserves. Time an upgrade by comparing forecast demand with that usable capacity and the time needed to deploy more—not by applying a universal utilization threshold.

What “fiber capacity” means on a real route

Capacity can refer to several different layers, so write down which one you are estimating before comparing routes or planning an upgrade:

As an Amazon Associate I earn from qualifying purchases.

  • Installed capacity: the theoretical or configured capacity of equipment and spectrum already in place. It may include wavelengths that are not lit.
  • Engineered usable capacity: the capacity the actual route and optical line system can support with its fiber, spans, amplifiers, ROADMs, channel plan, optical margins and reach constraints.
  • Service capacity: the client or customer traffic that can be carried after accounting for framing and forward-error-correction overhead where relevant, protection reservations and the operator’s own reserve.

Keep these figures separate. A gross optical line-rate total is not automatically the amount available for sale, and a nominal equipment maximum is not proof that every wavelength will work across a particular route.

What information to collect for each route

Estimate one route at a time. Record its endpoints, direction, intermediate add/drop sites and protection path; clarify whether the figure is for one direction, a fiber pair, the line system or the service layer. A metro or long-haul label alone does not establish reach or capacity.

Inventory the physical path

  • Route and cable records, fiber-pair assignments and span lengths.
  • Span loss and dispersion measurements where available, plus known connector, splice or other impairments.
  • Fiber designation, such as G.652 or G.654, and the source and date of the route’s actual measurements.
  • Amplifier types and spacing, ROADM locations, passbands and filtering constraints.

The fiber designation is useful context, not a route-capacity guarantee. ITU-T’s G.652 recommendation describes single-mode fiber with a zero-dispersion wavelength around 1310 nm that can also be used in the 1550 nm region; G.654 describes loss-minimized, cut-off-shifted single-mode fiber around the 1550 nm region. Both current revisions were approved on 29 August 2024. Neither description proves that a particular legacy line system is compatible with a proposed channel plan or modulation. See the ITU-T G.652 recommendation record and the ITU-T G.654 recommendation record.

Inventory the optical system and operating constraints

  • Transponder and muxponder models, supported line rates and coherent modes, software or firmware versions, and vendor-supported modulation.
  • Channel spacing, occupied spectrum and the bands actually equipped; note whether L-band equipment is present or supported.
  • Amplifier and ROADM models, management limits and any route-specific restrictions in the system design.
  • Protection and restoration configuration, current lit channels, spare channels and live optical telemetry.

Use the actual equipment and route data to validate the plan with the optical-system design tools or vendor. Generic fiber characteristics and a count of frequency slots cannot substitute for an end-to-end design.

Estimate a baseline WDM line capacity

For a first-pass estimate, add the line rates of the channels the engineered system can actually carry:

Gross optical line capacity ≈ sum of the supported line rates of usable channels.

For identical channels, this is approximately channel count × per-channel line rate. This is an accounting estimate, not a commissioning result. ITU-T’s October 2025 definition of WDM line capacity uses the per-channel rate, number of multiplexed wavelengths and spectral efficiency. Its report explains that channel count and rate are constrained by usable spectrum, spacing and occupied bandwidth, modulation and coding, equipment, optical signal quality, reach, amplifier and ROADM passbands, and system margins. See ITU-T GSTR-ION-2030 (October 2025).

Do not count every theoretical frequency slot as a usable wavelength. A route may have nominal spectral room but lack the optical margin, passband, amplifier configuration or supported transponder mode needed to light all of it. Conversely, installed equipment may leave channels available to light without changing the fiber plant.

In a spreadsheet, keep at least three totals distinct: configured or potentially installed line capacity; engineered capacity for the route; and usable service capacity after overhead, protection and operator reserve. Note the assumptions behind every total, including direction, fiber pair, channel plan, reach and whether capacity is lit or merely feasible. Validate the result against live telemetry and the vendor or system design before treating it as a commissioned service rate.

Compare the available upgrade levers

Test each option against the same route assumptions and demand forecast. The practical sequence is to use capacity that is already feasible, then check whether more capacity per channel or spectrum can be supported, and finally compare equipment or fiber expansion.

Light unused channels

If the current line system, spectrum, amplifiers and optical margin support additional channels, lighting them may increase capacity without changing the fiber route. Confirm that the channels fit the route’s end-to-end plan and that doing so does not consume spectrum or margin reserved for protection or future services.

Increase the per-channel rate or spectral efficiency

A supported higher-rate coherent mode may carry more line capacity per wavelength, but reach and end-to-end impairments can limit where it is usable. Check the complete path and the particular transponder, amplifier and ROADM design; do not assume a mode that works on one span or route will work everywhere.

Expand the optical spectrum

Adding bands, for example extending from C-band toward C+L, is an option only if the deployed fiber, amplifiers, filters and ROADMs, and the overall line design support those bands. Treat it as a system change to engineer, not as additional capacity that appears simply because a wider spectrum exists in theory.

Replace or extend line equipment

Where terminal rate, amplifier, ROADM or management limits are binding, equipment upgrades may be needed even if the fiber itself has headroom. Compare the usable capacity gained with integration work, energy and space requirements, service disruption risk and the effect on protection and restoration.

Add fiber pairs or consider spatial-division approaches

Additional fiber pairs or cable capacity can be alternatives when spectrum or line-system limits are exhausted and lease or civil economics make expansion viable. Spatial-division approaches—including more fibers and, in some designs, multi-core or few-mode fibers—add spatial paths but bring component, cable and operational requirements. ITU-T’s October 2025 GSTP-OTN paper discusses optical-network evolution, spectrum, coherent technology, ROADMs and amplifiers; its September 2022 GSTR-SDM report discusses capacity growth, physical limits and spatial-division options.

How to interpret published capacity scenarios

Published figures can help frame future technology possibilities, but they are not measurements of an in-service route or a promise of equipment availability. The following are scenarios or targets reported by ITU-T, not capacities guaranteed on all networks:

Reported figure What it describes Qualification
800 Gbit/s per wavelength for some core networks and 1.6 Tbit/s per wavelength for some metro networks by 2030 Forward-looking line-rate targets in ITU-T GSTR-ION-2030, October 2025 Targets for some networks, not a present-day procurement promise or a route-specific result. Source
48 Tbit/s Target line capacity in an S+C+L-band scenario using 800 Gbit/s per wavelength Conditional scenario in ITU-T GSTR-ION-2030, October 2025; not universal availability. Source
Up to 80 wavelengths and 64 Tbit/s Metro C+L-band scenario using 800G PM-16QAM Scenario described by ITU-T GSTR-ION-2030, October 2025; not an established capacity for an arbitrary metro route. Source
96 Tbit/s S+C+L-band scenario with 1.6 Tbit/s channels Conditional on S-band amplifiers reaching commercial maturity by 2030, as described in ITU-T GSTR-ION-2030, October 2025. Source
Around 110 Tbit/s maximum for one single-mode fiber Estimate under assumed C+L bands and 10 bit/s/Hz spectral efficiency Assumption-bound technical estimate published in ITU-T GSTR-SDM, September 2022—not a practical per-route design target or service-rate guarantee. Source

The figures are useful for understanding the direction of optical-network development. They should not be used as the capacity of a particular deployed fiber without a route-specific system design.

Choose upgrade timing from demand, reserve and lead time

There is no universal utilization percentage or calendar date at which every network should upgrade. Build a low, expected and high demand case for each route, including committed traffic and likely shifts between services. Compare those forecasts with engineered usable capacity after protection and the operator’s chosen reserve.

  1. Assemble the demand series. Use the operator’s traffic history and forecast by route and service; identify committed demand and assumptions about growth or traffic shifts.
  2. Calculate available headroom. Start with engineered usable capacity, then account for protection and the reserve the operator needs to maintain. Keep gross line capacity separate from this figure.
  3. Estimate the delivery timeline. Include procurement, permitting where applicable, installation, integration and testing for the candidate upgrade. Use actual project and vendor lead-time inputs rather than a generic assumption.
  4. Set a route-specific trigger. Begin the process when forecast demand is likely to consume the chosen reserve before the upgrade can be completed. Move the trigger earlier if service commitments, resilience, equipment obsolescence or reach risks warrant it.
  5. Compare options against the same cases. Record incremental usable capacity, route feasibility and reach, time to deploy, capital and operating cost, energy and space impact, disruption and risk, protection or restoration effects, and expected headroom after the change.

A precise upgrade date or financial break-even cannot be calculated from the fiber category or a published scenario alone. It depends on the operator’s topology, inventory, measurements and telemetry, demand history and forecast, service commitments, deployment lead time and costs.

What an OTDR can—and cannot—tell you

An optical time-domain reflectometer (OTDR) is a field tool for examining a physical link and locating faults or loss events. ITU-T GSTR-ION-2030 discusses fast OTDR for infrastructure fault detection and optical cable monitoring. An OTDR result can inform span-condition records, but it does not calculate WDM capacity or tell an operator when to upgrade; those decisions also require the line-system design, supported channels and demand forecast.
