1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsEstimate a data center by defining the project boundary first, then modeling capacity, workload, location, service level, schedule, capital costs, operating costs and equipment refresh. A published cost-per-megawatt figure is only a screening input: shell-and-core construction, greenfield development, tenant fit-out, information-technology equipment and operating expenses cover different scopes.
Use this sequence: document assumptions, select a benchmark with the same scope, build explicit capital and operating lines, annualize assets over realistic lives, and compare building with colocation or cloud on an equivalent workload and service level. Validate the result with local design, utility and vendor quotes before approving a business case.

1. Define exactly what you are costing
“Data center cost” can mean a building, a powered shell, a complete facility, leased capacity or the computing service delivered to users. Write the boundary in one sentence before opening a spreadsheet. For example: “A 10 MW, single-tenant, air-cooled facility in Northern Virginia, delivered in 2029, including utility interconnection and servers, with N+1 electrical and cooling redundancy.”
Record these assumptions on the first page of the estimate:

- Geography and currency: country, metro area, exchange-rate basis and price date.
- Capacity: initial and ultimate IT load in MW, usable white-space area and expected rack count.
- Workload: enterprise applications, general cloud services, high-performance computing or AI. State average and peak rack density.
- Availability: redundancy and service-level target, such as N+1 or a higher fault-tolerance design.
- Cooling: air, direct liquid or another system, including whether the design must support later density increases.
- Schedule: land control, utility-connection date, construction start, commissioning and production dates.
- Ownership model: owned facility, colocation contract or cloud consumption.
- Useful lives: separate lives and replacement cycles for facility infrastructure and IT equipment.
- Included costs: land, utility works, fit-out, servers, networking, financing, taxes and contingency.
Without these fields, two apparently precise per-MW figures may describe different projects and cannot be compared.
2. Match the benchmark to its scope
Published numbers are useful for a first screen, not a project budget. Keep the scope beside every figure in your model.
| Source and year | Published figure | What it covers or excludes |
|---|---|---|
| JLL Research, 2026 | $11.3 million per MW | Average global construction cost forecast for 2026; shell-and-core for a single-tenant 50 MW, air-cooled facility. Excludes land acquisition and active IT equipment. |
| JLL Research, 2026 | $7.7 million/MW in 2020; $10.7 million/MW in 2025 | Historical average global construction benchmarks on the same general construction basis. JLL reports a 7% compound annual growth rate and forecasts a 6% increase to $11.3 million/MW in 2026. |
| JLL Research, 2026 | Up to $25 million per MW | Potential AI infrastructure technology fit-out cost, not the shell-and-core benchmark. |
| Cushman & Wakefield, 2026 | $17.6 million per MW | Average greenfield development cost for the most modern U.S. and Canadian facilities, excluding chips and GPUs. This broader scope is not directly interchangeable with JLL’s shell-and-core figure. |
| KPMG, 2026 | $8.5 million/MW in the UK; $6.7 million/MW in Spain | Base-build construction comparison. Excludes tenant white-space fit-out, substations, fibre connections and work outside the builder’s scope. |
| Epoch AI, 2026 | $38 billion upfront CapEx for a stylized U.S. 1 GW AI facility | Model includes IT and facility assumptions; it is not an estimate for a particular site or business. |
JLL’s 2026 case assigns liquid-cooled facilities a 10% construction-cost premium and calls for a 20% construction-cost addition for multistory facilities in the Americas. Apply those adjustments only when your design matches the stated assumptions, and show them as separate model inputs rather than silently changing the benchmark.

JLL’s 2026 chart for its 50 MW, air-cooled shell-and-core case lists Chicago at $14 million/MW, Northern Virginia at $12 million/MW, London at $14 million/MW, Frankfurt at $13 million/MW, Tokyo at $18 million/MW, Singapore at $15 million/MW and Mumbai at $7 million/MW. The values indicate how location can shift a benchmark; they are not universal local prices and do not include the exclusions stated for JLL’s case.
Do not add incompatible benchmarks together
A greenfield number may already include civil works, power systems and other developer costs that a shell-and-core number omits. Conversely, a base-build benchmark may leave substations, fibre and tenant equipment for the owner. Build a scope matrix and mark each line as included, excluded or uncertain before summing anything.
3. Build the capital-cost model line by line
Use a work-breakdown structure instead of one multiplier. Typical capital lines are:

- IT equipment: servers, storage, switches, GPUs or other accelerators, plus spares and deployment labor.
- Protection and compliance: fire detection and suppression, physical security, access control, life-safety systems and regulatory testing.
- Professional and owner costs: design, project management, permitting, legal, commissioning, insurance, taxes and fees.
- Financing: interest during construction, commitment fees and foreign-exchange costs when applicable.
- Contingency: a documented allowance linked to design maturity, long-lead equipment and identified risks, not an unexplained percentage.
Cushman & Wakefield reports that power infrastructure averages 21% of total greenfield development costs. Treat that as a benchmark observation for its scope, not a rule for every project. KPMG also separates developer base-build work from owner-furnished equipment and excludes several utility and tenant items, illustrating why double-counting is easy.
A simple benchmark calculation
Suppose a preliminary screen uses JLL’s $11.3 million/MW shell-and-core benchmark for 10 MW. The arithmetic is $113 million for that benchmark scope (10 × $11.3 million). If the design is liquid-cooled and the stated 10% premium is applicable, the adjusted screen is $124.3 million before adding excluded land, active IT equipment and other project-specific items. If a multistory design in the Americas also meets JLL’s stated condition, applying the 20% construction addition produces another explicit scenario rather than a hidden adjustment. These are arithmetic illustrations, not bids.
Using Cushman & Wakefield’s $17.6 million/MW greenfield figure would produce $176 million for 10 MW on that source’s broader U.S./Canadian scope. Do not add $113 million and $176 million; choose the scope that matches your boundary and reconcile the inclusions.
4. Estimate annual operating expense
Operating cost starts with the actual electricity tariff and load profile for the candidate site. A generic industry tariff cannot substitute for a utility quote.
Electricity and facility energy
Model IT energy first, then facility overhead. A basic annual calculation is:

Use an explicit power-usage-effectiveness assumption and show how it varies by season, utilization and cooling mode. Multiply the resulting energy by the applicable time-of-use rates, demand charges, taxes and pass-throughs. Include backup-generator fuel testing and any water or wastewater charges where relevant.
Other recurring lines
- Preventive and corrective maintenance for electrical, mechanical, fire and security systems.
- Operations staff, training, staffing coverage and specialist contractors.
- Property taxes, insurance, licenses and compliance inspections.
- Water, waste handling, cleaning and grounds services.
- Network transit, cross-connects, telecommunications and monitoring.
- IT operations, software, security services, hardware support and spare parts.
- Colocation, cloud or managed-service fees when those options are being compared with ownership.
Separate fixed costs from utilization-driven costs. Show a low, expected and high load case so that a facility sized for growth does not appear artificially cheap at full utilization or prohibitively expensive at launch.
5. Annualize assets and model refresh cycles
Construction cost alone hides the timing of replacement. Create separate schedules for facility assets, generators, UPS systems, cooling equipment, networking and compute hardware. For a simple undiscounted view, annualize a capital item as:
Annualized cost = (capital cost − residual value) ÷ useful life
For investment decisions, add the financing rate or discount rate and calculate net present value. Report both annual cash requirements and lifecycle cost; a large replacement year can matter more to liquidity than a smooth annualized figure.
Why IT life changes the answer
Epoch AI’s stylized U.S. 1 GW model uses five years for IT equipment and 14 years for the facility. Under its assumptions, upfront CapEx is $38 billion, annual OpEx is $0.9 billion and annualized total cost is about $8.5 billion per year. Changing only the IT life to three years raises the modeled annual cost to $12 billion; extending it to seven years lowers it to $7 billion. Those results demonstrate sensitivity, not a standard useful life for your business. Model refresh timing based on warranty, performance requirements, failure rates, software support and workload economics.

6. Treat power access and schedule as financial variables
JLL reports that average grid-connection wait time in primary data-center markets exceeds four years and identifies speed to power as a leading site-selection criterion. Verify the actual utility study, queue position, required upgrades, energization milestones and contractual penalties for every candidate site. A lower construction estimate can be inferior if the site cannot deliver capacity when the business needs it.
Recommended Free Tools
Stress-test the schedule for permitting, long-lead transformers and switchgear, skilled-labor availability, commissioning and phased energization. Consider alternate sites, on-site generation or battery storage only after engineering, permitting, fuel, emissions and operating costs are documented; the market-level finding does not guarantee feasibility for a particular project.
Cushman & Wakefield’s September 2026 release says its guide’s per-MW construction costs rose 21% from its prior Q4 2024 edition, citing supply-chain constraints, skilled wages, land and critical components. It reports powered land in primary U.S. markets averaging $584,000/MW in 2026 year-to-date, up 51% year over year. That powered-land measure is not a general land-price assumption, so use a site-specific appraisal or term sheet.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.“The data center industry is entering a new phase where access to power, land, and skilled labor are increasingly determining where growth can occur,” said John McWilliams, Head of Data Center Insights at Cushman & Wakefield, in the September 3, 2026 release.
7. Compare build, colocation and cloud on equal terms
Do not compare a facility’s capital budget with a monthly cloud invoice without normalizing what each option delivers. Use the same workload, geography, latency, data-residency requirements, redundancy and growth plan.
| Comparison axis | Build and own | Colocation | Cloud or managed service |
|---|---|---|---|
| Capacity and growth | Fund capacity before demand but control expansion timing. | Lease committed power, space or cabinets; expansion depends on provider inventory. | Scale through service limits and pricing, subject to region and capacity availability. |
| Initial capital | Land, construction, equipment and financing are owner costs. | Lower initial capital, with installation and deposits possible. | Usually shifts spending to recurring usage, commitments and migration. |
| Facility operations | Owner bears maintenance, staffing, outages and compliance. | Provider operates the building; contract defines included systems and pass-through charges. | Provider operates facilities and much of the platform; service boundaries still matter. |
| IT refresh | Owner buys and replaces servers and network gear. | Customer generally owns or leases its IT; confirm support and remote-hands fees. | Provider refreshes underlying infrastructure, while the customer pays for service consumption. |
| Schedule and risk | Power and construction timelines are major risks. | Availability and contract term determine deployment speed and flexibility. | Migration, architecture, egress and service limits can dominate economics. |
Normalize term length, implementation and migration costs, network connectivity, energy pass-throughs, refresh responsibility, service credits, exit rights and the cost of unused capacity. The available benchmarks do not establish a universal price or winner for a particular workload; obtain current, workload-specific proposals.

8. A practical estimation workflow
- Write the boundary. State facility versus service, IT MW, workload, density, redundancy, cooling, location, delivery date and ownership.
- Create a scope matrix. For each benchmark and vendor quote, mark land, shell, power, cooling, utility works, fit-out, IT, professional fees, financing and contingency as included or excluded.
- Select a starting benchmark. Use shell-and-core for a facilities screen, greenfield for a broader development screen, or a workload model when IT and operating costs are central.
- Localize the benchmark. Replace generic assumptions with local labor, contractor, permitting, taxes, utility and land data. Document every adjustment.
- Build capital lines. Price design, procurement, construction, owner-furnished equipment, commissioning and financing separately. Check for double counting.
- Model operations. Insert the utility tariff, load curve, PUE, staffing, maintenance, insurance, taxes, network and software costs.
- Add refresh and financing. Use separate lives for facility and IT assets; calculate annual cash needs and discounted lifecycle cost.
- Run scenarios. Vary utilization, density, cooling, power date, construction inflation, long-lead equipment, interest rate and contingency.
- Compare alternatives. Normalize build, colocation and cloud for equivalent service, geography, growth and contract term.
- Validate before approval. Obtain utility correspondence, site studies, concept design, contractor pricing and workload-specific commercial proposals. Recheck published benchmarks because market conditions change.
9. Common estimation mistakes and corrections
Using one generic cost per MW
Problem: A shell-and-core number is treated as an all-in facility price. Correction: label scope beside every cell and add excluded lines explicitly.
Ignoring workload density
Problem: An AI or HPC deployment is priced like a conventional enterprise room. Correction: state rack density and cooling design; test liquid-cooling premiums and fit-out requirements where applicable.
Leaving power connection out of the schedule
Problem: Construction appears affordable but cannot energize on time. Correction: obtain a utility timeline, identify network upgrades and model delay costs and interim capacity.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Mixing owner and provider responsibilities
Problem: The model includes equipment or operations already covered by a colocation or cloud contract, or omits pass-through charges. Correction: map responsibility for every asset, outage, refresh and energy cost.
Annualizing everything over one life
Problem: Short-lived IT equipment is depreciated like the building. Correction: use separate replacement cycles and show peak refresh-year cash requirements.
Applying a contingency without risk logic
Problem: A single percentage disguises immature design and long-lead exposure. Correction: maintain a quantified risk register for permitting, labor, equipment, utilities and schedule, then tie contingency to those risks.
10. What a decision-ready estimate should contain
A reviewable business case should include an assumptions register, scope matrix, benchmark citations and dates, site and utility evidence, capital work-breakdown structure, operating model, refresh schedule, financing assumptions, scenario analysis and a comparison of build, colocation and cloud. Present a range with named drivers rather than false precision. The final number should answer not only “What might it cost?” but also “Which costs are committed, which are uncertain, who bears them and when will the capacity be usable?”
