How to enforce least-privilege permissions in a shared Git repository

Enforce least privilege in a shared Git repository with layered controls: assign every person the lowest repository role that supports their job, grant access through teams, require pull requests and automated checks on protected branches, use CODEOWNERS for sensitive paths, and remove administrator bypass wherever the policy must apply to everyone. Then test the rules with a non-admin account and review memberships and exceptions on a schedule.

What least privilege means in a Git repository

Least privilege means a person, team, bot, deploy key, or integration receives only the permissions required for its defined work, for only as long as that work requires them. In a repository, that is more precise than simply deciding who can “access the code.” Separate the ability to read, discuss, triage, push, approve, change settings, and bypass protections.

As an Amazon Associate I earn from qualifying purchases.

Use three layers together:

  • Identity and membership: keep accounts, teams, service accounts, deploy keys, and outside collaborators inventoried and attributable to a person or owner.
  • Repository roles: assign the lowest role that supports each job, preferably through teams rather than one-off individual grants.
  • Change controls: make important branches pull-request-only, require automated checks and qualified reviews, and apply CODEOWNERS approval to sensitive paths.

Least privilege is not achieved by making everyone a read-only user. A developer may need to push feature branches, while a release manager may need to administer repository operations but not change organization-wide access. The goal is a deliberate separation between contribution and governance.

Map GitHub roles to real responsibilities

GitHub defines a permission as the ability to perform a specific action and a role as a set of permissions assignable to individuals or teams. Organization repositories provide progressively broader roles: Read, Triage, Write, Maintain, and Admin. Use the role descriptions below as a starting policy, then verify the capabilities shown in your organization’s current role matrix because available actions can vary by repository and organization settings.

Role Suitable responsibilities Keep out of this role
Read View and clone code, participate in discussions, and perform non-code contribution work. Pushing branches, approving changes as a code contributor, or changing repository settings.
Triage Manage issues and discussions where the role matrix permits, label work, and help maintain the queue without code-write authority. Direct code pushes and repository administration.
Write Push feature branches and contribute code through the repository’s pull-request workflow. Managing access, branch protection, or other governance settings.
Maintain Administer routine repository operations without the highest-risk administrative settings. Changing repository access or controls reserved for administrators.
Admin Manage repository access, settings, branch protection or rulesets, and other governance controls. Routine day-to-day coding when a lower role is sufficient.

Grant through teams first

Create teams that match stable job functions, such as application engineering, platform operations, security review, documentation, or release management. Grant the repository role to the team, not separately to every member. Team-based grants make onboarding and offboarding auditable and prevent a forgotten direct grant from surviving a transfer.

Use a direct individual grant only for a documented exception. Record why the exception exists, who owns it, what role was granted, and its expiry date. When the temporary work ends, remove the grant rather than relying on a future cleanup.

Separate administration from contribution

Repository administrators can manage access and protection rules, so administrator membership should be small and named. A person who only reviews code or merges pull requests normally needs Write access plus the required review permissions, not Admin. A release operator may need Maintain for routine repository operations while a separate governance group retains Admin.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Inventory before changing permissions

Build an inventory for each repository before applying a new policy. At minimum, record:

  • Repository owner, business purpose, data classification, and default branch.
  • All active branches, release branches, deployment branches, and branch rulesets.
  • Organization teams, direct collaborators, outside collaborators, service accounts, deploy keys, and application integrations.
  • Current role for each identity, who approved it, and the date it should next be reviewed.
  • Files that can alter trust boundaries, including .github/ workflows, CODEOWNERS, deployment manifests, infrastructure directories, and security configuration.

Remove disabled or abandoned accounts, stale direct grants, unused deploy keys, and integrations without a current owner. If an identity cannot be tied to a responsible person or service owner, treat it as a remediation item before granting additional access.

Protect main and release branches

Ordinary contributors should push short-lived feature branches and merge through pull requests. Protect the default branch and every branch that can ship code, change infrastructure, or publish an artifact. GitHub protected-branch controls include required pull-request reviews, required status checks, conversation resolution, signed commits, linear history, deployment success, branch locking, restricted pushers, and controls for force pushes and deletion.

Recommended baseline

  1. Require a pull request before merging. Do not permit direct updates to main or release branches.
  2. Require at least one qualified reviewer. Increase the count for high-risk repositories or require review from a separate security or operations team.
  3. Require status checks from the intended CI application. Select checks that compile, test, scan, or otherwise validate the change; remove obsolete checks so the rule cannot be satisfied by an unrelated job.
  4. Require a reviewer other than the person who made the latest push when separation of duties matters. This prevents a contributor from approving a change immediately after modifying it.
  5. Restrict who can push to matching branches. Usually allow only the merge mechanism, release automation, or a small release team. Ordinary Write users should not be listed as allowed pushers.
  6. Leave force pushes and branch deletion disabled. Rewriting or deleting a protected history can invalidate reviews, releases, and incident evidence.
  7. Enable “Do not allow bypassing the above settings” for administrators and any custom role with a bypass-branch-protection permission when the policy must apply universally.

Configure the rule in GitHub

In the repository, open Settings and the branch-protection or ruleset area shown for your plan, then create a rule matching main. Repeat for release patterns such as release/* when those branches have the same risk. Select the review, status-check, push, force-push, deletion, and bypass options above, save the rule, and document its owner.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use rulesets when one consistent policy must span multiple repositories or when several rule sets need to apply together. Check for overlapping rules: an unexpectedly permissive rule can undermine the intent of a stricter one.

What protected reviews actually enforce

Required reviews mean collaborators can update a protected branch only through a pull request approved by the required number of reviewers with write permission. A passing status check does not replace a human review, and a review does not replace a failing test. Keep both gates for changes that can affect production or security.

Use CODEOWNERS to route sensitive reviews

CODEOWNERS assigns review responsibility by path. It does not grant repository access and it does not hide files from users who can already read the repository. For genuinely confidential material, use a separate repository or a platform feature designed for secret isolation.

Place and structure the file correctly

GitHub searches for CODEOWNERS in .github/, the repository root, or docs/, in that order, and uses the first file it finds. Keep one authoritative file in the preferred location and delete competing copies so maintainers do not edit a file GitHub is not using.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Owners must have write permission. Put multiple owners for one pattern on the same line. The last matching pattern takes precedence, so write broad defaults first and narrower exceptions later.

/infra/ @org/platform-security
/security/ @org/security-team

The example gives engineering a default review responsibility, then routes repository policy, infrastructure, and security paths to specialized teams. Adjust team names to your organization and ensure every referenced team is active and has the required write permission.

Require code-owner approval

On the protected branch, enable required code-owner review. When a pull request affects a path with a code owner, that owner must approve before the pull request can be merged into the protected branch. This turns CODEOWNERS from a suggestion into an enforceable gate.

Protect the CODEOWNERS file itself

Assign ownership to /.github/CODEOWNERS or the whole /.github/ directory. Otherwise, a contributor could change the ownership rules in the same pull request that changes protected code. Also apply ownership to workflow files, deployment manifests, and infrastructure directories when changes to those files can alter build or release trust.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Design the pull-request workflow around least privilege

A practical workflow gives contributors enough freedom to work without letting a single person silently approve and ship their own sensitive change.

  1. A contributor with Write access creates a feature branch; the protected branch remains unchanged.
  2. The contributor opens a pull request and adds context, tests, and any deployment impact.
  3. Automated status checks run from the intended CI application.
  4. CODEOWNERS requests review from the responsible team for each affected path.
  5. A qualified reviewer examines the diff, resolves conversations, and approves. For high-risk work, require a second reviewer or a reviewer independent of the latest push.
  6. After all required checks and approvals pass, the approved merge mechanism updates the protected branch.
  7. Release or deployment automation performs the next privileged action using its own narrowly scoped identity.

Keep deployment credentials out of developer accounts where possible. A service account used only for deployment should not receive repository administration, and a bot that opens pull requests does not automatically need permission to merge them.

GitLab equivalent controls

GitLab uses different labels, but the sequence is comparable. A Maintainer or Owner is required to configure the controls described here. Identify branches that need protection, create protected branches for the default and critical branches, configure merge permissions and approval requirements, define Code Owners, add push rules, and optionally reject unsigned commits.

  1. Identify the default, release, deployment, and other high-impact branches.
  2. Protect those branches and set who may merge and who may push.
  3. Set the number and type of approvals required for merge requests.
  4. Define Code Owners for sensitive paths and require their approval where supported by the project settings.
  5. Add push rules, including unsigned-commit rejection when your signing practice is ready to support it.
  6. Create a test merge request and verify that an unapproved change, a failing check, and an unauthorized push are blocked.

When comparing GitHub and GitLab, evaluate role granularity, team or group inheritance, branch and ruleset scope, Code Owner semantics, approval and status-check enforcement, administrator bypass behavior, signed-commit and push-rule support, audit visibility, and the effort required to test exceptions.

Test the policy as an unprivileged user

Do not infer that a rule works because it is visible in settings. Use a non-admin test account whose role matches an ordinary contributor, and run these checks in a test repository or a controlled window:

  • Attempt a direct push to main; it should be rejected.
  • Open a pull request without the required approval; merging should remain unavailable.
  • Cause a required status check to fail; the branch should remain blocked.
  • Push a change that touches a CODEOWNERS-controlled path without code-owner approval; the merge should remain blocked.
  • Open a pull request that edits .github/CODEOWNERS or workflow files; the policy owner should be requested and ordinary contributors should not be able to bypass that review.
  • Attempt a force push or branch deletion; protected branches should reject both.

Repeat the tests with an administrator or bypass-capable custom role when you have enabled the universal no-bypass setting. The purpose is to verify that the setting covers the identities you believe it covers, not to assume that the label has the same effect in every plan.

Handle bypasses and exceptions deliberately

Emergency access is sometimes necessary, but an undocumented permanent bypass is an uncontrolled privilege. Limit bypass rights to a small group, record every use with the incident or change identifier, name an owner, state the reason, and set an expiry or removal date.

After an emergency merge, restore the normal protection, confirm that required checks and approvals still apply, and review the resulting commit and deployment trail. If a team repeatedly needs the same exception, redesign the workflow or create a narrowly scoped, monitored role rather than expanding administrator access.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Review and maintain the controls

Least privilege decays as people change teams, repositories split, and automation accumulates. Review the following after team changes and on a regular cadence appropriate to the repository’s risk:

  • Organization membership, team membership, repository roles, direct grants, and outside collaborators.
  • Service accounts, deploy keys, application integrations, and their owners.
  • Protected branches, rulesets, allowed pushers, required checks, review counts, and bypass-capable roles.
  • CODEOWNERS patterns, team ownership, and protection of the CODEOWNERS file.
  • Exceptions, emergency bypass records, and dates for removal.

Look for privilege combinations that defeat separation of duties, such as one person being both the sole code owner and the only administrator, or a deployment bot that can alter the workflow that grants it credentials. Keep an audit trail of changes to roles and rules so a reviewer can answer who changed a control and why.

Troubleshoot common failures

A contributor can still push to main

Check whether the branch name actually matches the protection rule, whether another rule or ruleset grants push access, and whether the account is an administrator or has a bypass-capable custom role. Confirm that the user is not listed among restricted pushers and that the repository is using the rule you edited rather than an overlapping rule.

A pull request says approval is required, but the wrong person can approve

Verify that the reviewer has write permission and that the review requirement excludes the author or latest pusher when separation of duties is required. Check CODEOWNERS pattern order and ensure the intended team still has write permission.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

CODEOWNERS is not requesting the expected team

Confirm the file is in the first location GitHub searches, that the pattern matches the changed path, and that a later matching pattern has not overridden it. Ensure the owner is a valid user or team with write permission. Remember that CODEOWNERS affects review routing, not repository visibility.

CI passes but the branch remains blocked

Compare the required check’s exact name and source with the check reported by the intended CI application. A similarly named job from another workflow may not satisfy the rule. Also check unresolved conversations, missing code-owner approval, or a second required rule that is still pending.

An administrator bypassed the controls

Review whether “Do not allow bypassing the above settings” is enabled and whether the person holds a custom bypass permission. If universal enforcement is required, remove unnecessary bypass capability, narrow the administrator group, and document any legitimate emergency exception with an expiry.

A practical rollout sequence

  1. Inventory identities, repositories, branches, automation, and sensitive paths.
  2. Define job functions and map each to the lowest workable role.
  3. Convert repeated individual grants into team grants and remove stale access.
  4. Protect main, release, and deployment branches with pull requests, reviews, status checks, restricted pushers, and disabled force pushes and deletions.
  5. Add CODEOWNERS rules from broad defaults to narrow exceptions and protect the CODEOWNERS file.
  6. Enable required code-owner approval and protect workflows, deployment manifests, infrastructure, and security directories.
  7. Test direct pushes, unapproved pull requests, failed checks, sensitive-path changes, force pushes, and administrator behavior with non-admin and administrative test identities.
  8. Publish an exception process and schedule recurring reviews of memberships, roles, rulesets, and exceptions.

This layered design keeps everyday contributors productive while reserving repository governance for a small, reviewable set of identities. Each control covers a different failure mode: roles limit who can act, branch protection limits how changes land, CODEOWNERS routes domain expertise, and recurring tests expose drift.
