Use your desktop browser’s responsive or device mode for quick layout checks, then move to a platform simulator or a real phone when a bug depends on mobile-browser behavior, operating-system integration, or hardware. Desktop emulation is a useful approximation—not proof that a page works on a phone.
Choose the right fidelity for the test

Google Chrome for Developers describes Device Mode as a first-order approximation and advises: “When in doubt, your best bet is to actually run your page on a mobile device.” Chrome Device Mode documentation also warns that browser emulators do not reproduce all mobile API, CSS-support, and behavior differences.
Check responsive layouts in desktop browser tools
Chrome DevTools
Open Chrome DevTools and turn on Device Mode. Test both responsive widths and device profiles. Device Mode can simulate viewport dimensions, orientation, CPU and network throttling, and geolocation. Use custom widths to inspect the page at its actual breakpoints and between them, not just at a few named phone presets. A layout can pass at a preset and still break at an intermediate width.
These controls help reproduce layout, slow-connection, or orientation scenarios quickly. They do not run the page on mobile hardware: Chrome notes that mobile CPU architecture differs from desktop and laptop architecture. See Simulate mobile devices with Device Mode.

Firefox Responsive Design Mode
Open Firefox Responsive Design Mode to set the content viewport to a device profile or custom size and approximate network characteristics. This is useful for responsive checks, but the selected profile does not make a desktop computer behave exactly like the target phone. See Firefox Responsive Design Mode.
Safari Responsive Design Mode
Use Safari Responsive Design Mode to preview media queries and dynamic styles. Apple notes that the address bar, onscreen keyboard, and device-specific form behavior can affect a real page’s layout. Escalate when the bug depends on a platform or device
- Reproduce the issue in desktop responsive mode. Record the viewport, orientation, browser, and relevant network conditions. Check whether the failure follows a breakpoint or appears only under a simulated condition.
- Move to the relevant platform simulator or emulator if the defect involves platform-specific rendering or operating-system behavior. For Apple testing, use Safari’s Simulator option when a responsive preview is insufficient.
- Verify on a physical device when the issue involves keyboard behavior, mobile browser APIs, OS integration, hardware, or a rendering difference that desktop tools do not settle. Use the actual target browser and OS and exercise the affected interaction.
- Keep a reproducible record. Note the device, OS version, browser version, viewport and orientation, and relevant network conditions. Safari’s inspection interface can expose device and OS details for connected devices and simulators.
On Apple platforms, Safari can inspect pages on connected iOS and iPadOS devices and simulators. Consult Apple’s device-inspection documentation for the available inspection context.
Automate repeatable checks with fidelity in mind
ChromeDriver mobile emulation
ChromeDriver supports mobile emulation by selecting a known device profile or specifying attributes. That makes it useful for repeatable checks of an emulated Chrome configuration. It is not equivalent to running Chrome on a physical phone; ChromeDriver’s documentation explicitly describes differences from real devices. See Mobile emulation in ChromeDriver.

Safari WebDriver
Apple documents Safari WebDriver automation, including Safari on iOS and iPadOS through a connected Mac. Choose browser and OS combinations that matter to your users, and validate hardware-dependent failures on physical devices. Apple’s documentation does not establish a universal test-matrix size. When cloud testing is worth considering
Chrome’s browser-testing guidance recognizes cloud-based emulators as an option for automated tests across platforms. This can be useful when a team needs broader automated coverage than its local machines provide. A cloud emulator remains an emulation option, not a substitute for checking bugs that depend on real hardware. The available sources do not establish a particular provider, device catalog, or price. Capture a page for visual review
For a one-off screenshot, use the browser’s built-in capture or a desktop browser screenshot tool after setting the viewport and state you want to inspect. A screenshot records appearance at a moment; it does not validate touch behavior, mobile browser APIs, keyboard interaction, or real-device rendering. For repeatable automated captures, use a browser-based workflow and keep a separate real-device check for hardware- or OS-dependent defects.

Troubleshoot misleading or failed checks
- A page looks right at a preset but breaks on a phone: test at intermediate widths, then check on the affected device. A preset only approximates a viewport and does not establish real-device behavior.
- A keyboard or form changes the layout: check on the target mobile platform. Safari’s responsive preview does not reproduce every onscreen-keyboard or device-specific form condition.
- A CSS or API feature differs across browsers: test in the relevant browser and OS combination. Desktop emulation does not reproduce every mobile API or CSS-support difference.
- ChromeDriver passes but a physical phone fails: treat the automated result as evidence for the emulated Chrome configuration only; reproduce on the real target device.
- A network scenario is hard to reproduce: use the available throttling controls in desktop tools for an initial check, then verify the issue under the actual conditions that matter to the user.
- You need wider automated coverage: consider cloud-based emulator testing, while reserving physical devices for issues that depend on hardware or OS integration.
Build a test plan around the failure, not a phone-count rule
There is no established universal number of devices or percentage that makes an emulation plan reliable. Start with the page’s own breakpoints and the browser/OS combinations relevant to your users. Use desktop tools for fast layout iteration, automation for repeatable checks, and simulators or physical devices when the bug’s cause demands more fidelity. Record the conditions that reproduce each defect so another person can distinguish a viewport issue from a platform or hardware issue.
