If water covers the road—or a barrier closes it—turn around and find another route. Do not try to judge a safe crossing depth: floodwater can hide a washed-out road, and moving water can sweep vehicles away.
Wet pavement and floodwater call for different decisions
| Road condition | What to do |
|---|---|
| Wet pavement, with no water covering the road | Slow down, increase following distance, use headlights, and stop somewhere protected if you can no longer see or control the vehicle safely. |
| Water covering the road, or a barrier blocking it | Do not proceed or go around the barrier. Turn around and reroute. |
The relevant question is whether water covers the roadway or officials have closed it—not the vehicle you drive, the apparent depth, or your confidence behind the wheel. The National Weather Service says, “It is NEVER safe to drive or walk into flood waters.” U.S. drivers can also follow the National Highway Traffic Safety Administration’s guidance: “When you see the road is flooded, or if there are barriers blocking the road, turn around.” Local road authorities and emergency warnings provide route-specific information elsewhere.

Before you leave: check the route and the vehicle
- Check the forecast, current road conditions, traffic, closures, and evacuation routes. If conditions are dangerous, postpone the trip when possible.
- Check that your tires, windshield wipers, headlights, tail lights, brake lights, and turn signals work. The NWS warns that bald tires reduce wet-road traction and offer little resistance to hydroplaning; replace old or brittle wipers before rain.
- Keep a charged phone available and prepare an emergency roadside kit. These are general trip-preparation measures, not equipment for crossing floodwater.
How to drive safely in heavy rain
Slow down and leave more space
Wet pavement makes it harder to control or stop a vehicle. Reduce speed and increase the gap ahead; vehicles handle differently, so another driver’s behavior is not a reliable guide to yours. The NWS advises allowing an extra two seconds beyond its two-second following rule in heavy rain. Treat that as the agency’s guidance, not a universal rule or guarantee of safe stopping.

Brake gently and make deliberate moves
Watch for pooling water and changing traction
Water tends to pool in outside lanes, according to NWS Tulsa guidance. Do not make a risky lane change to avoid a puddle; slow down and drive according to what you can see. The first half hour after rain starts can also be especially slippery: the NWS says grime and oil mix with water on the road.
Stop when visibility is no longer safe
If rain overwhelms the wipers and you cannot see road edges or other vehicles at a safe distance, leave the travel lane and wait in a protected place, such as a rest area, until conditions improve. If you must use the roadside, the NWS advises getting as far off the road as possible—preferably beyond the end of a guardrail—and using headlights and hazard flashers to warn others.

How much water is too much to drive through?
Any water covering the road is too much to drive through. Turn around, even if the water looks shallow, and never drive around a closure barrier. From the driver’s seat—especially at night—it can be difficult to judge depth or current, and water may conceal a washed-out roadbed or other hazards.
The NWS gives these figures to illustrate how dangerous moving floodwater is:

- Six inches of fast-moving water can knock an adult off their feet.
- Twelve inches of rushing water can carry most cars.
- Two feet of rushing water can carry SUVs and trucks.
NHTSA gives the same vehicle cautions for 12 inches and two feet. These are warnings about the force of water, not clearance limits or permission to cross at lesser depths. The agencies do not establish a safe depth for driving through floodwater.
