Start with the government that issued the budget, identify the year and budget stage you need, and download both a machine-readable file and the accompanying official publication when available. Keep the original files unchanged, record where and when you obtained them, and check definitions before comparing figures.

1. Define the budget record you need

Before searching, pin down four things: the jurisdiction, the level of government, the fiscal period, and the question you want to answer. A national budget, a state or provincial budget, and a city budget may live in different systems and use different fiscal calendars.

Also identify the budget stage. A proposal is not the same as an enacted appropriation; a revised estimate is not an execution report or final outturn. If you are studying what lawmakers approved, look for the enacted budget or appropriation. If you want to know what was actually spent or received, seek execution or outturn records.

  • Jurisdiction and issuer: Which government and department, finance ministry, budget office, legislature, or agency produced the record?
  • Fiscal year: What dates does the period cover? Do not assume it matches the calendar year.
  • Budget stage: Is the figure proposed, enacted, revised, projected, or actual?
  • Scope: Are you looking at one agency, a fund, a program, or the whole government?

2. Find and verify an official download

Begin at the responsible government’s finance ministry, budget office, legislature, or official open-data catalogue. Search by the issuer, fiscal year, stage, and a distinctive term from the budget question. A catalogue can help you discover a dataset, but follow its record to the issuing government’s publication when authoritative wording or a figure matters.

#1 Best Overall
Dome® Notary Public Record Book
  • Space for name, signature, witness, address, fee charge, thumbprint and other pertinent information
  • Complies with all state requirements
  • Includes sample page and instructions
  • For detailed recording of notarial acts—complies with state laws

For U.S. federal and local budget datasets, Data.gov’s budget catalogue is one discovery point. Its entries include Office of Management and Budget (OMB) Public Budget Database series. The catalogue describes a budget-authority series spanning 1976 through the current budget year plus four years of projections; its listing reported a last update of March 19, 2024. Receipts and outlays entries describe historical data and projections as well, and have their own update dates, so check each listing rather than treating the catalogue as one uniformly updated dataset.

For Canadian federal records, the Open Government Portal’s Department of Finance catalogue lists formats including HTML, XLSX, CSV, and ZIP. In the reviewed catalogue, the Federal Budget 2025 record was released January 19, 2026 and modified May 8, 2026; the live catalogue can contain newer records, so use the dates shown on the individual record you download.

3. Choose formats that support both analysis and verification

Use a spreadsheet or structured dataset for sorting, filtering, and calculations when the issuer provides one. Keep the complete source publication too: tables extracted into CSV or XLSX may lose footnotes, definitions, narrative explanations, or links between a figure and its context.

Format Best use What to watch
CSV Filtering, importing into analysis tools, and repeatable data work. May omit footnotes and explanatory material; check delimiters, units, and column definitions.
XLS or XLSX Reviewing tabular data in spreadsheet software, including multiple sheets when supplied. Inspect sheet names, hidden rows or columns, formulas, and notes; do not assume the workbook is the full publication.
PDF or complete publication Preserving layout, narrative, notes, and the surrounding explanation for a table. Less convenient for analysis; tables may need careful extraction and verification.

GovInfo offers PDF, CSV, and XLS downloads for specific sections or tables, while complete budget books are available as PDFs. Its page also documents metadata such as publisher, publication date, fiscal year, and agencies. Availability depends on the record; a portal’s choices for one collection do not imply every government publishes the same formats.

For a concrete example of why both forms matter, Australia’s page for the 2021–22 budget dataset describes the dataset as useful for analysis and visualization, but warns that CSV files usually do not capture footnotes and memoranda. It directs readers to the authoritative Budget Papers and Portfolio Budget Statements for that context.

4. Preserve provenance and keep a clean file structure

Record source details when you download a file, not later from memory. Store an unchanged copy of the original and do analysis on a separate, clearly labeled working copy. A spreadsheet index or a plain-text source note alongside the files is enough if it consistently captures the essentials.

Record these fields for each download

  • Issuing organization and government jurisdiction or level
  • Exact record title and fiscal year
  • Budget stage, such as proposed, enacted, revised, projected, or actual
  • Publication or release date and last-modified date, where listed
  • Date you downloaded it
  • Source URL and portal identifier, if available
  • File format and filename, including version details if supplied

Catalogue records can expose useful provenance fields: Canada’s catalogue shows publisher, release and modification dates, and format; GovInfo metadata includes publisher, publication date, fiscal year, and agencies. OECD guidance recommends maintaining long-term historical records and tracking versions, which helps distinguish a changed publication from the copy used in earlier analysis.

A predictable folder layout makes later retrieval easier. For example, organize first by jurisdiction and fiscal year, then by issuing agency and budget stage. Name analysis copies so they cannot be mistaken for source files, such as working_2025_enacted.csv, while retaining the downloaded filename in your index. Do not infer GovInfo section identifiers from apparent patterns: its help page notes that the hierarchy persists but is not predictable.

5. Check comparability before calculating or drawing conclusions

Two figures with similar labels are not automatically comparable. Before summing, charting, or describing a change, check the period, scale, basis, classification, and status of each value. A proposed amount and an actual outturn answer different questions even if both refer to the same program.

  • Period: Confirm the fiscal-year start and end dates. GovInfo describes the U.S. federal fiscal year as October 1 through September 30; this is a U.S. federal convention, not a universal rule.
  • Currency and units: Check currency, whether amounts are dollars, thousands, or millions, and whether records use nominal or adjusted values.
  • Accounting basis: Determine whether the number records budget authority, receipts, outlays, commitments, or cash spending; the labels may not mean the same thing across datasets.
  • Classification and scope: Check whether the series is organized by agency, function, program, fund, or another level, and whether the government-wide total includes the same entities.
  • Status and vintage: Separate proposed, enacted, revised, projected, and actual values. Note which publication version supplied each figure.

OMB catalogue descriptions illustrate the need to read a series definition: some publicly listed budget data include historical values alongside four years of projections. Treat projected years as projections, not realized spending, and use the dataset’s own definition and update date when interpreting its span.

6. Read notes in the source before relying on extracted data

Once you have a table or dataset, open the relevant pages in the full official publication. Look for footnotes, memoranda, definitions, exclusions, and explanations of changes in presentation. Preserve the page or table reference in your notes so a later reader can trace a value back to its context.

Open digital budget data make analysis and public scrutiny easier. The OECD’s 2017 Budget Transparency Toolkit states: “Making budget data publicly available in open digital form provides citizens and civil-society organisations with a valuable resource to analyse, evaluate and participate in public budgeting.” Its recommendations include machine-readable, disaggregated, editable and reusable data; comparability and interoperability; bulk download; source, publication-time and licensing information; and long-term historical maintenance with version tracking.
