Documenting an export made through a contract manufacturer starts with identifying the legal relationship, not with marking an invoice “export.” If the arrangement qualifies as job work under section 143 of the Central Goods and Services Tax (CGST) Act, the registered principal must connect every movement of its inputs or capital goods to challans, processing records, the final export invoice, customs evidence and the GST return. The processor is not automatically the exporter of record merely because it manufactured the goods.

This guide gives a conditional workflow for India. Ownership of the goods, the buyer contract, tax registrations, customs declarations and the actual invoice issuer can change the result. Verify amendments and notifications effective on the shipment date with a GST professional before relying on the procedure.

What “export status” has to prove

An auditor or refund officer should be able to follow one unbroken chain:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Goods identity: what the principal sent, in what quantity and condition, and what the job worker returned, transferred, scrapped or exported.
  • Authority to move: the principal’s challan and any endorsed or replacement challan used for later job-worker legs.
  • Supply and customs: the export invoice, shipping bill or bill of export, transport evidence and customs-linked identifiers.
  • GST treatment: the invoice endorsement, GSTR-1 export entry, LUT or bond evidence where applicable, and refund records if a refund is claimed.

These are related records, but they are not interchangeable. An e-way bill proves that a covered movement was documented; it does not prove that a shipment was exported. A shipping bill supports customs export; it does not replace the principal’s job-work accounts.

First decide whether the section 143 job-work procedure applies

Section 143 addresses a registered principal sending inputs or capital goods to a job worker for processing. “Contract manufacturing” is a commercial description, not a GST conclusion. Establish the facts before selecting forms or invoice language.

Questions to answer in the contract file

  • Who owns the inputs, capital goods and finished goods while processing occurs?
  • Which registered person contracts with and invoices the overseas customer?
  • Is the processor registered under GST, and in which state?
  • Does the agreement describe processing on the principal’s goods, or a purchase and resale of goods by the processor?
  • Which entity is named as exporter in customs documents and which entity receives export proceeds?
  • Will the goods return to the principal, move to another processor, or leave India directly from the last job worker?

If the facts do not fit section 143, use the normal supply, movement and export rules for that transaction instead of forcing a job-work trail. Keep the agreement, purchase orders, ownership evidence and registration details with the GST file.

Who owns the statutory accounts

The CGST Act places responsibility for proper accounts of inputs and capital goods sent for job work on the principal. Read the current consolidated Act at section 143 of the CGST Act together with the applicable amendments. CBIC Circular 88/07/2019-GST explains that the principal may bring goods back or supply them, including by export, directly from the last job worker’s premises within the statutory period: CBIC Circular 88/07/2019-GST.

Build the document chain at dispatch

1. Issue and index the principal’s challan

Rule 45 requires a challan from the principal when inputs, semi-finished goods or capital goods are sent to a job worker, including a direct dispatch from a supplier to that job worker. The challan should identify the principal, job worker, dispatch and destination addresses, date, goods description, quantity, taxable value where used for the document, and a unique reference. The exact document fields and reporting rules should be checked in the current CGST Rules, rule 45.

When a vendor ships material directly to the processor for the principal, retain the vendor’s invoice and consignee details with the principal’s challan reference. CBIC Circular 38/12/2018-GST discusses this direct-dispatch documentation: Circular 38/12/2018-GST. Do not treat the vendor invoice alone as the principal’s job-work record.

2. Record the opening balance

For each challan, create an opening line in the principal’s job-work register. Capture stock-keeping or batch identifiers where used, quantity and unit of measure, and the intended operation. Link the line to the purchase invoice, import document or other source record that established the principal’s ownership or possession. The accounts and records rules require records but do not prescribe one universal spreadsheet layout; see CBIC accounts and records rules.

3. Check movement documents for every leg

Before dispatch, determine whether an e-way bill is required for that leg, including movement from a supplier to the job worker, between job workers and from the last job worker to a port, inland container depot or other destination. For covered movements, the person in charge must carry the applicable invoice, bill of supply or delivery challan and the e-way bill or its number, subject to the rules and exceptions in CBIC’s e-way bill rules. Store the e-way reference with the challan; it is transport evidence, not export evidence.

Preserve the trail through processing and subcontracting

Successive job workers

Rule 45 requires the challan trail to continue when goods move from one job worker to another. The next movement should carry the original challan endorsed for the transfer or a replacement challan permitted by the rule, with a clear cross-reference to the first document. Record the quantity and description actually transferred, not merely the quantity originally dispatched.

Reconcile outputs, returns, scrap and waste

At each operation, reconcile four quantities:

  • quantity received against the preceding challan;
  • processed or transformed quantity;
  • quantity returned or sent to the next processor; and
  • scrap or waste, with the person who removed or disposed of it.

Keep weighment sheets, production reports, goods-receipt notes, inspection records and scrap certificates when they explain a difference. A conversion loss can be legitimate, but an unexplained shortage weakens the link between the principal’s accounts and the exported quantity.

ITC-04 and period-specific reporting

Rule 45 provides for Form GST ITC-04 reporting, subject to the period, turnover category, due-date changes and notified extensions applicable to the principal. Retain the filed form, acknowledgement and the underlying challan list. Because the filing frequency and thresholds have changed over time, verify the rule and the period currently applicable rather than copying an old calendar.

Control the one-year and three-year clock

Section 143 sets a statutory control: inputs must generally be received back by the principal or supplied onward, including export, within one year from the date sent to the job worker; covered capital goods generally have three years. Moulds, dies, jigs, fixtures and tools are treated differently under the provision. The cited Act consolidation is dated 31 August 2021, so check later amendments, effective dates and any notified extension before applying these periods.

CBIC’s circular states the consequence in practical terms: “sending goods for job work is not a supply as such,” but it acquires the character of a supply when the goods are neither received back nor supplied further by the principal from the job worker’s premises within the applicable one- or three-year period. The circular is available at CBIC Circular 88/07/2019-GST.

Use a deadline register

  1. Set the statutory due date when each challan is issued, using the dispatch date and the applicable category (input or capital good).
  2. Schedule reminders at least 90, 30 and 7 days before the due date.
  3. Record every return, onward movement and export against the original challan, not just against a production order.
  4. Escalate goods still outside the principal’s premises as the deadline approaches; obtain professional advice on any extension or tax consequence.

Document completion: return to the principal or direct export

Return to the principal

For a return leg, retain the endorsed challan, transport document, goods-receipt record and quantity reconciliation. The returned quantity should be posted against the original challan, with separate treatment for processed output, unused inputs and scrap. If the principal later exports the goods, open a second link from the return record to the export invoice and customs documents.

Direct export from the last job worker

Section 143 permits the principal to supply, including export, directly from the last job worker’s premises within the statutory period. Circular 88/07/2019-GST states: “Subsequently, on completion of the job work (by the last job worker), the principal shall either bring back the goods to his place of business or supply (including export) the same directly from the place of business/premises of the job worker within the time specified under section 143.” Preserve every preceding challan and the final production records even though the goods never return to the principal.

Check whether the principal must declare the job worker’s premises as an additional place of business. Section 143 contains exceptions, including circumstances where the job worker is registered, but the applicable conditions must be verified for the state, registration status and goods involved. Do not assume that a registered processor automatically becomes the exporter or removes every registration obligation.

Identify the exporter of record before booking cargo

The entity named on the export invoice and customs declaration should match the commercial contract and the GST return treatment. A processor can physically hand over cargo while the principal remains the supplier and exporter, but the customs filing, tax invoice and proceeds trail must tell the same story. If the processor buys the goods and resells them, that is a different fact pattern from job work and requires a separate GST analysis.

Issue an export invoice that matches the route

Use the invoice requirements and export endorsements in CBIC’s GST invoice rules. In addition to the normal tax-invoice particulars, retain the recipient and delivery details, destination country and the export-application or shipping references required by the applicable rule. The endorsement depends on whether IGST is paid:

  • IGST-paid route: use the prescribed wording indicating “SUPPLY MEANT FOR EXPORT ON PAYMENT OF IGST.”
  • LUT/bond route: use the prescribed wording indicating “SUPPLY MEANT FOR EXPORT UNDER BOND OR LETTER OF UNDERTAKING WITHOUT PAYMENT OF IGST.”

Use the wording and field labels current on the invoice date; do not substitute an informal phrase such as “zero-rated” for the prescribed endorsement.

Report the export in GSTR-1 and handle missing shipping-bill data

Report the export invoice in the relevant GSTR-1 table using the invoice number, date, value, recipient and destination details required by the portal. The official GST Portal GSTR-1 guide explains that shipping-bill number and date can be added later when they were unavailable at the time the export invoice was first declared. Keep the amendment trail and the final shipping-bill data together; do not create a second invoice merely to insert a customs reference.

Before filing, compare the invoice, shipping bill, export general manifest or equivalent customs evidence, foreign-buyer contract and ledger. Differences in invoice number, date, taxable value, port code or exporter GSTIN can delay data matching and refunds.

Choose and document the zero-rated route

Exports are zero-rated, but the cash-flow and evidence path differs depending on whether IGST is paid. The GST Portal describes the two broad routes in its GSTR-1 guidance, while refund documentation is set out in CBIC’s GST refund rules.

Issue IGST paid at export Export under LUT or bond without IGST
Tax at export invoice IGST is charged and paid according to the applicable export process. No IGST is charged; the invoice carries the prescribed LUT/bond endorsement.
Primary refund sought Refund of IGST paid, subject to the applicable customs/GST process. Refund of eligible accumulated input tax credit, subject to the refund rules and formula.
Core extra evidence Export invoice, shipping bill or bill of export, payment and customs-linked data. Valid LUT or bond evidence, export invoice, shipping bill or bill of export, eligible ITC ledger and refund calculation.
Working-capital effect IGST is funded until the refund is processed. Tax is not paid on the export invoice, but accumulated ITC can remain tied up until a refund is sanctioned.
Reconciliation focus Match IGST paid on the invoice with the shipping bill and refund claim. Match the LUT period, export invoices, eligible ITC, turnover figures and refund schedule.

The sources do not establish that one route is universally better. Choose only after checking eligibility, credit availability, banking timelines and the taxpayer’s working-capital position.

LUT record

For an LUT route, retain the filed Letter of Undertaking, acknowledgement or ARN, the financial year to which it applies and the invoices covered. The portal’s current filing instructions are at GST Portal LUT guidance. The portal describes filing Form RFD-11 for the applicable financial year; confirm the current form flow and renewal requirements before the first shipment of a new year.

Refund evidence

For export-goods refunds, retain the shipping bill or bill of export and the export-invoice identifiers cited in the refund rules. Link the refund application, calculation, electronic credit ledger extracts, bank realisation or other required evidence, deficiency memos and sanction order to the same invoice index. A refund file that cannot trace an invoice back to its challan and production record is incomplete even if the customs export itself is genuine.

Maintain a single export-status register

A practical register can contain these fields:

Field group Examples of entries
Ownership and parties Principal GSTIN, job worker GSTIN, supplier, overseas buyer, contract or purchase-order reference.
Movement Original challan, endorsed challan, dispatch and receipt dates, source and destination, e-way bill number where applicable.
Quantity control Opening quantity, processed quantity, transfer, return, scrap/waste, exported quantity and unit of measure.
Export Export invoice number/date, exporter GSTIN, port, shipping-bill or bill-of-export number/date, destination country.
GST reporting GSTR-1 period, amendment reference if shipping data was added later, LUT ARN or IGST-paid indicator, refund application number.
Deadlines Section 143 one-year or three-year due date, reminders, extension or exception analysis.

Use system controls to prevent closing a challan while quantity remains unexplained. A monthly reconciliation should compare the register with inventory, job-worker statements, GSTR-1 data, customs exports and the electronic credit ledger.

Common failure modes and fixes

Calling every processor a job worker

Symptom: the contract says “manufacturing service,” but the processor purchased materials, owned the goods or issued the export invoice. Fix: map ownership, risk, consideration and invoice flows; apply section 143 only if the facts support it.

Using a delivery note without a challan trail

Symptom: goods moved on a commercial delivery note and the original challan cannot be located. Fix: preserve the principal’s rule 45 challan and cross-reference every replacement or endorsement. Do not retrospectively invent quantities; document the actual reconciliation and obtain professional advice on corrective action.

Assuming customs documents prove job-work compliance

Symptom: a shipping bill exists, but the one-year or three-year clock, intermediate transfers or returned quantities are missing. Fix: retain the complete challan and production chain; customs export is only one part of the section 143 evidence.

Missing the statutory deadline

Symptom: goods remain with a processor beyond the applicable period. Fix: escalate before the deadline, check whether a valid extension or special rule applies, and assess the deemed-supply consequence with a GST adviser. Do not backdate a return or export document.

Invoice, GSTR-1 and shipping bill do not match

Symptom: invoice number, value, GSTIN or port data differs across systems. Fix: perform a pre-filing three-way check and use the portal’s amendment facility when shipping-bill details were unavailable at the original GSTR-1 filing.

Treating an e-way bill as export proof

Symptom: the transport file is complete but there is no shipping bill, export invoice or customs acknowledgement. Fix: maintain separate movement and export checklists and link both to the challan and invoice index.

Final pre-shipment checklist

  • Contract and ownership analysis supports, or rejects, section 143 job-work treatment.
  • Principal and job worker GST registrations and premises details are verified.
  • Original and successive challans identify every quantity movement.
  • Inputs, capital goods, returns, scrap and waste reconcile in the principal’s accounts.
  • One-year or three-year statutory dates are monitored using the law current for the shipment date.
  • Direct export from the last job worker, if used, is permitted by the facts and premises-registration conditions.
  • Export invoice carries the correct IGST-paid or LUT/bond endorsement and prescribed particulars.
  • Shipping bill or bill of export, port and destination data are retained.
  • GSTR-1 entry is filed and later shipping-bill amendment is scheduled if necessary.
  • LUT ARN or IGST-payment evidence is linked to the invoice and refund file.
  • E-way bill applicability is checked for every domestic and port-bound leg.
  • Customs exporter, GST supplier, invoice issuer and foreign-buyer contract tell a consistent story.

Bottom line

For a qualifying job-work arrangement, the principal’s challan-based accounts are the spine of export-status documentation. Keep that spine intact from dispatch through every processing handoff, control the section 143 clock, issue an export invoice under the correct tax route, reconcile GSTR-1 with customs data and retain refund evidence. Where ownership, invoicing or customs roles differ, stop and analyse the arrangement before labelling it job work or export.
