How to Document an Airline Dispute and File a Complaint

Build a dated evidence file, complain to the airline or ticket agent in writing, and ask for a specific remedy. If the response is missing or inadequate, use the regulator or dispute-resolution route that matches the flight, country, and problem. U.S. and EU procedures differ, and baggage, disability, safety, and security issues may go to different offices.

Start with a complete, dated record

Your strongest complaint is a short, verifiable account supported by documents. Begin as soon as the disruption occurs, even if you expect the airline to fix it quickly. Use one folder on your computer or cloud drive and a paper envelope only as a backup. Keep originals; submit copies.

Build the timeline

Record the scheduled and actual times, dates, airports or other locations, flight numbers, booking reference, and each important conversation. Write what happened in neutral language: who said what, when, and through which channel. Separate confirmed facts from what an employee speculated about. Add the effect on your trip, such as a missed connection, overnight stay, missed work, or damaged bag.

  • Scheduled departure and arrival, then the actual times if the flight operated.
  • When you received a cancellation, delay, gate-change, denied-boarding, baggage, or other notice.
  • The name, job description, desk, or location of each airline representative involved.
  • Names and contact details of witnesses who saw the event or heard an important statement.
  • Every complaint, form, chat, email, call, and response, with its submission or contact number.

Save travel and communication documents

Keep the booking confirmation, ticket or itinerary, boarding pass, baggage-check stubs, seat or upgrade records, airline emails, app notices, text messages, airport forms, and every response. Preserve screenshots that show the date, time, sender, and the complete message. If a page may disappear, save a PDF or print it. DOT’s Fly Rights guidance says to keep travel documents and receipts for out-of-pocket expenses caused by mishandling.

Collect financial proof

Save itemized receipts for meals, lodging, taxis, trains, replacement flights, phone charges, or other costs connected to the event. On each receipt or in a log, state why the purchase was necessary, when it was made, and how it relates to the disruption. A bank or card statement can support a missing receipt but usually does not show what was purchased, so keep both where possible.

Document the problem at the airport

Ask the airline for written confirmation of a cancellation, delay, denied boarding, baggage problem, or other disruption. Request the stated circumstances when the airline can provide them. Keep the notice with your boarding pass and booking record.

If staff refuse to provide written confirmation, photograph the airport notice board or gate display showing the event. The European Consumer Centre France also suggests asking other passengers for written testimonials. Make sure any photograph shows the airport, flight number, and timestamp when available, and avoid photographing people who have not consented.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For baggage, obtain the report or reference number before leaving the airport. Photograph visible damage and the bag tag. Do not discard damaged luggage or packaging until the carrier has had a reasonable opportunity to inspect it.

How to write the airline complaint

Use the airline’s complaint form or consumer-affairs address. If a ticket agent sold the trip or arranged transportation, identify that business as well when its conduct is part of the dispute. Write one focused complaint for each connected incident rather than mixing unrelated service frustrations.

  • Booking reference, ticket number if available, flight dates, flight numbers, and city pairs.
  • The operating carrier if it differs from the company that sold the ticket.
  • Baggage tag or incident numbers, seat number, and loyalty-account details only when relevant.

Tell the story in a short chronology

Use dated bullets or short paragraphs. Explain the original plan, the event, the airline’s response, and what happened afterward. Describe practical and financial effects without exaggeration. DOT advises keeping the core issue clear instead of burying it under minor complaints.

State one specific outcome

Ask for the remedy that matches the loss: a refund, reimbursement of documented reasonable expenses, correction of a record, an explanation, delivery or repair of baggage, or another concrete action. Give a calculation when seeking money and identify each receipt supporting it. Do not demand a remedy that the chosen authority cannot award.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Attach an indexed evidence set

Number the attachments and refer to them in the text: for example, Attachment 1, booking confirmation; Attachment 2, boarding pass; Attachment 3, notice; Attachment 4, receipts. Send copies, not originals. Keep the submitted version, confirmation page, sent email, and any attachment-size or file-format error.

Use a businesslike tone

State what you know, what you can prove, and what you want the airline to do. Avoid insults, threats, speculation about motives, or a long list of unrelated inconveniences. A clear request makes it easier for the airline to route the case and for a later authority to understand what was already attempted.

U.S. complaints: give the airline a chance, then use DOT

For a U.S. air-service or consumer-rights problem, first complain to the airline or ticket agent. The U.S. Department of Transportation’s Office of Aviation Consumer Protection (OACP) is an escalation route when the response is unsatisfactory, but it is not a general claims court and does not investigate every ordinary service complaint.

What the airline response timetable means

Requirement Time stated by DOT Source qualification
Acknowledge a consumer complaint Within 30 days DOT complaint-process page, updated 2025-08-01
Send a written response to a consumer complaint Within 60 days DOT complaint-process page, updated 2025-08-01
Respond to a disability-related complaint Within 30 days DOT complaint-process page, updated 2025-08-01

These are response requirements, not promises that the airline will agree with you or pay a claim. Save the acknowledgment and written response because they show when you used the first escalation step.

Submit to the Office of Aviation Consumer Protection

  1. Open the current DOT consumer-complaint form and check its live attachment and character limits before preparing files.
  2. Enter your contact information and identify the airline or ticket agent.
  3. Describe the booking, flight, dates, locations, and event in chronological order.
  4. Explain the remedy you requested and summarize the airline’s response or lack of response.
  5. Attach readable copies of the booking record, notices, correspondence, receipts, and any other material that directly supports the complaint.
  6. Save the confirmation number and a copy of the complete submission.

You may also write to the Office of Aviation Consumer Protection at 1200 New Jersey Avenue, SE, Washington, DC 20590. Include the same contact, booking, flight, narrative, and supporting information used online.

Know what DOT does with ordinary service complaints

DOT generally sends an ordinary air-service complaint to the identified airline or ticket agent for a response, with a copy to DOT. Because of complaint volume, DOT says it does not investigate every service complaint and instead conducts targeted or sample reviews. An OACP filing therefore creates a regulatory record and may prompt a response, but it does not guarantee an individual refund or compensation.

Route special U.S. issues to the right office

  • Disability-related service: Ask to speak with the airline’s Complaint Resolution Official (CRO). DOT describes the CRO as having authority to resolve complaints on the airline’s behalf. DOT states that it investigates every complaint alleging discrimination based on a protected ground.
  • Safety: Send safety concerns to the Federal Aviation Administration rather than treating them as an ordinary service complaint.
  • Security and screening: Send passenger-screening or other security matters to the Transportation Security Administration.

EU passenger-rights claims: airline first, national authority next

For an EU passenger-rights matter, Your Europe says to send the complaint to the airline first using the carrier’s complaint form. If there is no answer within two months or the answer is unsatisfactory, you may complain within a reasonable time to the relevant national authority in the country where the incident took place.

Choose the carrier and authority carefully

Identify the airline that was supposed to operate the flight. The operating carrier may differ from the ticket seller, and the operating airline is responsible in the operating-carrier context described by Your Europe. Outbound and return legs are treated as separate flights even when purchased in one booking.

  • Double-thick front folds down for easy access to documents.
  • Single pocket expands up to 3.5".
  • Tyvek reinforced gusset tops resists tearing.

Check the national authority for the country where the incident occurred, not simply the country where you bought the ticket or live. Submit your airline complaint and its response, or proof that two months passed without an answer. The authority’s legal opinion is non-binding. It can assess compliance or apply national enforcement powers, but the European Consumer Centre France notes that a national enforcement body can sanction a company without being able to force payment of your individual reimbursement.

Consider alternative dispute resolution

Eligible EU residents may consider an alternative dispute-resolution body after the airline process. Formal court options and limitation periods depend on the facts and national law. An authority complaint and an ADR case have different purposes, so check whether the body can recommend, mediate, or issue a binding outcome before filing.

EU baggage deadlines are claim-specific

The cited Your Europe guidance gives written-claim deadlines for checked baggage. They do not create a universal deadline for every airline dispute or every country.

Problem Written-claim deadline in the cited EU guidance What to retain
Lost or damaged checked baggage Seven days Baggage report, tag, photographs, itinerary, and repair or replacement receipts
Delayed checked baggage Within 21 days after you receive the bag Delivery record, dates without the bag, and receipts for necessary items

There is no standard EU-wide form for these baggage claims. Send the claim through the carrier’s stated channel and keep proof of the submission date. When seeking reimbursement, retain receipts for expenses that were necessary, reasonable, and appropriate to the delay.

Choose the route by issue, jurisdiction, and goal

Question Why it changes the process
Where did the relevant flight event occur? U.S. DOT, an EU national authority, another country’s regulator, or a court may have different jurisdiction.
Was the issue ordinary service, disability, discrimination, baggage, safety, or security? Each category can have a different receiving office and deadline.
Has the airline received a written complaint? Many escalation routes expect a first complaint and its response or a documented lack of response.
What outcome do you need? An airline refund, documented reimbursement, regulatory review, ADR, and court relief are not interchangeable.
Is there a claim-specific deadline? Never assume that a general complaint timetable protects a baggage, contract, or court claim.

Keep an audit trail after filing

Create a simple register with the date, recipient, channel, confirmation number, attachments, promised response date, and actual response. Save the exact text you sent. If a form rejects a file, record the error and resend in an accepted format without deleting the original version.

Redact unrelated payment-card numbers, passport details, and other sensitive data before uploading documents, while leaving enough information for the airline or authority to match the record.

Common failure modes and practical fixes

The complaint is only a phone call

Problem: You cannot prove what was requested or promised. Fix: Send a written summary immediately afterward, quote the call date and representative’s name or description, and ask the airline to correct any factual error.

The narrative is long but the remedy is unclear

Problem: The recipient cannot tell whether you want a refund, reimbursement, explanation, or correction. Fix: Put one sentence beginning with your requested resolution near the end of the complaint and itemize any amount.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Receipts do not explain necessity

Problem: A receipt alone may not show why an expense was connected to the disruption. Fix: Add the date, location, event, and reason in your expense log; keep the itemized receipt with it.

The wrong office receives a safety or security report

Problem: An ordinary airline complaint channel may not handle the issue. Fix: Route U.S. safety matters to the FAA and screening or other security matters to TSA.

You miss a baggage deadline

Problem: The claim arrives after the applicable period. Fix: File promptly even if the full amount is not yet known, identify what is still pending, and check the exact rule for the country and baggage type rather than assuming a general airline-complaint deadline applies.

You expect a regulator to award money

Problem: An authority may review compliance or sanction a carrier but lack power to order your individual payment. Fix: Use the authority for the regulatory issue, while separately preserving airline, ADR, insurance, or court options that may address reimbursement.
