How to Dispute a Purchase Made by an AI Shopping Agent (U.S. Guide)

Dispute the transaction through the payment method that was charged. An AI agent’s involvement does not create a special, AI-only chargeback process. Your options depend on what you instructed or approved, the agent’s permissions and limits, what the merchant actually processed, the problem with the order, and whether you paid by credit card, debit card, bank transfer or another method. Identify the payment rail, preserve the agent and order records, contact the seller when useful, and notify the card issuer or bank promptly.

Start with the payment method and the exact problem

Before calling anyone, open the statement or account activity and record whether the transaction is on a credit card, debit card or directly from a bank account. Note the merchant descriptor, amount, transaction date, statement date, and whether the entry is pending or posted. These details determine which rules and deadlines may apply.

As an Amazon Associate I earn from qualifying purchases.

What happened Describe it precisely Likely first contact
No permission for the purchase You did not instruct or approve the agent to make this transaction, or it exceeded the permission you gave. Card issuer or bank immediately; seller cancellation request in parallel.
Agent was authorized but executed incorrectly The agent bought the wrong model, quantity, seller or price, or exceeded a stated spending or merchant limit. Seller for cancellation, correction or refund; payment provider for the available dispute route.
Wrong amount or duplicate charge The statement amount differs from the order, or the same order was charged more than once. Seller and payment provider, with the order and statement records.
Goods not received or not delivered as agreed The merchant never delivered, delivered to the wrong place, or failed to meet the agreed terms. Seller promptly, while protecting the payment provider’s notice deadline.
Product-quality or satisfaction complaint The item arrived but is defective, disappointing or different from your expectations. Seller’s return or warranty process first; ask the payment provider which rights or process fit the facts.

Do not describe an unwanted result as “unauthorized” unless the facts support that statement. “The agent bought something I did not want” can mean an authorized agent made a mistake, not that the transaction itself lacked authorization.

Do these things before a deadline expires

  1. Capture the transaction. Save the confirmation, receipt, merchant and fulfillment information, statement entry, and delivery or return messages.
  2. Preserve the agent’s authorization trail. Keep the exact shopping instruction or prompt, permission settings, spending and seller restrictions, any approval request and your response, and the final checkout confirmation. These records show what you intended and what the agent was allowed to do.
  3. Ask the seller to fix the order. Request cancellation, a correction or a refund when that can solve the problem quickly. Save the request and the seller’s reply. Do not wait for a slow seller response if a card or bank deadline is approaching.
  4. Notify the payment provider. Call or use its dispute channel, state the facts accurately, and ask where written notice or supporting documents must be sent.
  5. Continue handling undisputed payments. Follow the issuer’s instructions about the disputed amount and pay other amounts by the due date. Do not stop every payment on the account without direction.
  6. Keep a case file. Record call dates, names or departments, letters and forms sent, upload confirmations, case numbers and promised response dates.

Credit-card purchases: the federal billing-error process

Send written notice within 60 days

For a qualifying U.S. credit-card billing error, send a written billing-error notice to the address or channel identified by the issuer within 60 calendar days after the statement containing the error was sent. A telephone call can start a conversation, but it may not preserve the statutory written-notice requirement. Use the issuer’s stated billing-dispute address or online process and retain proof of submission.

Don't use search engines or shortened versions of the website address, as these may lead you to fake or fraudulent sites. Do not provide any Gift Card details (example: Card Number) to someone you do not know or trust. If you believe you've reached an illegitimate website, contact cardholder service at 1-888-524-1283. Be cautious of phishing sites, there are a variety of scams in which fraudsters try to trick others into paying with gift cards.
  • To report your Lost or Stolen Physical Visa Card, call Customer Service 24/7 at 1 (888) 524-1283 to cancel your Gift Card as soon as you can. You will be asked to provide the Gift Card number and other identifying information.
  • Use your Visa Gift Card in the U.S. everywhere Visa debit cards are accepted, including online.

The Consumer Financial Protection Bureau (CFPB) says an issuer generally has 30 days to acknowledge a written dispute unless it has already completed the required resolution within that period. Investigation and final-resolution duties are governed by the applicable billing-error rules, so follow the issuer’s instructions and watch for requests for documents.

What can qualify

  • An unauthorized charge, subject to the facts and applicable law.
  • A charge for goods or services you did not accept or that were not delivered as agreed.
  • A wrong amount, duplicate charge or another billing error recognized by the applicable rules.

Federal guidance treats a pure quality or satisfaction complaint differently from these billing-error categories. Explain the defect or mismatch to the seller and ask the issuer what dispute or credit rights apply rather than labeling every disappointing purchase a billing error.

You may notify the issuer without waiting for the merchant

The official interpretation of 12 CFR § 1026.13 states: “A consumer is not required to first notify the merchant or other payee from whom he or she has purchased goods or services and attempt to resolve a dispute regarding the good or service before providing a billing-error notice to the creditor under § 1026.13(a)(3) asserting that the goods or services were not accepted or delivered as agreed.” A seller contact can still produce the fastest refund, but it is not a reason to miss the card notice window.

Unauthorized-credit-card liability

FTC guidance describes a federal limit of $50 for liability for unauthorized credit-card charges, subject to the facts and statutory rules. Tell the issuer exactly what permission was granted to the agent, what was not granted, and how the processed transaction differed. You may dispute a charge after paying it; any refund depends on the issuer’s decision and applicable rules.

Debit cards and bank-account electronic transfers

Debit-card and bank-account transactions generally follow electronic-fund-transfer procedures, not the credit-card 60-day billing-error process. Notify the bank or credit union promptly and follow its instructions for telephone, online or written reporting.

CFPB guidance states that, after notice of an unauthorized electronic fund transfer, the institution generally has 10 business days to investigate, with additional rules concerning provisional credit, written confirmation and reporting that depend on the circumstances. If a debit card is lost or stolen and you report the loss within two business days, the CFPB says liability may be limited to the lesser of the unauthorized transactions or $50. The exact result depends on when you learned of the problem, when you reported it and the transaction facts.

Ask the bank which account activity is being investigated, whether provisional credit is available, what written statement it needs, and when its decision is due. Keep paying unrelated obligations according to the account agreement while the investigation is pending.

Digital wallets, buy-now-pay-later and other methods

A wallet, buy-now-pay-later service, ACH transfer or other payment provider may have its own dispute channel, agreement and deadlines. The credit-card 60-day rule and debit-transfer procedures do not automatically carry over. Report the issue to the provider that actually charged or moved the money, and check the transaction details to determine whether an underlying card or bank account also needs a separate notice.

Match your explanation to the agent’s authorization

You never authorized the transaction

Explain that no instruction or approval covered the purchase, or that the agent acted after its authority had expired or been revoked. Identify the account, order, amount and date, and attach the records showing the permissions in force. Do not guess about how the agent acted; describe what you know and ask the provider to investigate it as a potentially unauthorized transaction.

You authorized shopping, but the agent exceeded its scope

Give the boundaries you set: for example, a maximum price, an approved merchant list, a particular model, one unit, or a requirement for your final approval. Then show what the agent bought and how it differed. Whether the result is legally an unauthorized transaction, a billing error, a merchant return issue or another claim depends on the evidence, account terms, payment method and applicable law. An agent’s mistake does not automatically guarantee a charge reversal.

The order was correct, but fulfillment failed

If the agent selected the right item and the merchant accepted the order, focus on non-delivery, a wrong amount, duplicate processing or a product defect. The merchant of record, not necessarily the agent interface, may control cancellation, returns, support and shipping. Preserve tracking information and every seller message.

Who is responsible for checkout, support and the charge?

An AI interface, the merchant, a checkout service and the card issuer can have different roles. In an announcement dated September 29, 2025, OpenAI described Instant Checkout in ChatGPT as a flow where the user confirms order, shipping and payment information in chat while the merchant remains the merchant of record for fulfillment, returns, support and communication. Current developer documentation describes merchant systems validating checkout details, deciding whether to accept an order, charging the payment method and confirming or declining it. Availability and participating partners can change, so verify the live platform terms shown at the time of your purchase.

Retailer terms can add another layer. Target’s posted “Agentic Commerce Tool” terms say: “Target will evaluate disputes involving an Approved Agent based on the permissions in effect at the time of the transaction, applicable account protections, relevant evidence of authorization, and applicable law.” That is Target’s stated approach, not a universal rule for every retailer, issuer or agent.

Look at the receipt and statement to identify the merchant descriptor and the entity that processed the payment. Ask the agent platform for its transaction record, but do not assume it can issue the refund if the merchant accepted and fulfilled the order.

Build an evidence packet that answers four questions

  • What did you intend? The exact prompt, product requirements and any final approval.
  • What authority existed? Agent permissions, spending caps, approved or blocked merchants, account protections and the time those settings applied.
  • What was processed? Order summary, merchant name, item, quantity, price, taxes, shipping, confirmation and statement entry.
  • What happened afterward? Tracking, delivery proof, return request, seller response, refund promise or refusal, and the date you notified the bank or issuer.

Also retain screenshots or exports of the agent conversation, approval screen and checkout result; the receipt and order number; photographs or defect records when relevant; and copies of every dispute submission and case number. This is practical recordkeeping, not a formal rule that every issuer requires these exact artifacts. It makes the authorization and billing facts easier to verify.

Write the dispute in factual, chronological language

A useful statement identifies the account and transaction, describes the instruction and permission, states the discrepancy, and specifies the remedy requested. For example:

I authorized the shopping agent on [date] to purchase one [item] from [merchant] for no more than $[limit], subject to my approval. The posted charge on [statement date] is $[amount] for [actual item/quantity]. I did not approve [specific difference]. The order number is [number]. I requested [cancellation/refund] from the merchant on [date]; the response was [result]. Please investigate this transaction under the dispute process for my payment method. Attached are the instruction, permission settings, approval record, receipt and statement entry.

Replace every variable with the real information and remove any sentence that is not accurate. If the item was delivered but defective, say that directly instead of claiming you never received it.

Common mistakes and how to avoid them

  • Waiting for the seller. A refund request is sensible, but seller delays can consume a credit-card or bank reporting window.
  • Calling every agent error “fraud.” Distinguish absent authorization from an authorized instruction that produced the wrong result.
  • Using the wrong deadline. The 60-calendar-day credit-card written-notice period is not a universal deadline for debit cards, ACH, wallets or buy-now-pay-later accounts.
  • Ignoring pending activity. A pending authorization may disappear or change; monitor it and report a posted charge if it settles.
  • Stopping all payments. Follow issuer instructions and continue paying undisputed amounts.
  • Discarding the permission history. Agent settings can change, so preserve what was in force at the transaction time.
  • Assuming the platform is the merchant. The receipt, statement descriptor and terms identify who controls fulfillment and the refund.

If the first response does not solve it

  1. Reply through the issuer’s or bank’s documented escalation channel and provide missing records before its stated deadline.
  2. Ask for the decision and reason in writing, including whether it treated the case as unauthorized, a billing error, non-delivery or a quality complaint.
  3. Use the financial institution’s complaint process. For a financial product or service problem, you can submit a complaint to the CFPB. Report suspected scams or unordered merchandise to the FTC at ReportFraud.ftc.gov.
  4. For a significant unresolved loss, consult a qualified consumer-law resource. Classification of an agent instruction, token, approval or execution error is fact-specific and is not settled identically by every issuer or jurisdiction.

Decision checklist

  • Have you identified whether the money came from a credit card, debit card or bank account?
  • Do you know the statement date, transaction date, amount and merchant descriptor?
  • Can you show the instruction, permissions, limits and approval status in effect at checkout?
  • Have you separated no authorization, wrong execution, wrong amount, non-delivery and quality issues?
  • Did you contact the seller without allowing that attempt to delay a required notice?
  • Did you submit the dispute through the correct provider and preserve the case number and dates?
  • Are you paying undisputed amounts while the matter is reviewed?

Product prices and availability are accurate as of the date/time indicated and are subject to change. Any price and availability information displayed on Amazon at the time of purchase will apply.
