How to Diagnose and Recover From a Google Manual Action

A sudden traffic or ranking decline does not prove that Google issued a manual action. Confirmation comes from Google Search Console: open Manual actions and check the current status, history, and any message in the Search Console message center. A manual action means a human reviewer found that some pages violate Google’s spam policies, and it can remove a section of a site—or the whole site—from Google results.

Recovery is procedural: identify the exact notice and scope, repair every affected page and behavior, make the repaired content accessible to Google, then submit one evidence-based review request. This guide shows how to do that without treating one remedy as a cure for every action type.

What a manual action is—and what it is not

Google uses automated systems to detect many spam signals, but a manual action is imposed after a human reviewer determines that pages do not comply with Google’s spam policies. The consequence may be lower visibility or omission from Search results. The action can cover a few URL patterns, a subdirectory, a subdomain, or the entire site.

A ranking drop by itself is not evidence of a manual action. Algorithm updates, technical outages, indexing changes, seasonality, demand shifts, security incidents, and competitors can all reduce traffic. Treat the Search Console report as the authoritative check for a manual action.

Where Google confirms the action

  • In Search Console, open the property and choose Security & Manual Actions, then Manual actions.
  • Review the status and history shown in that report.
  • Check the Search Console message center for the notification and any related security warning.

If the report shows no manual action, do not submit a reconsideration request for a traffic decline. Investigate indexing, crawlability, technical performance, content quality, and search demand separately.

Read the notice before changing the site

Open the action’s details rather than relying on its short label. The expanded notice identifies the policy category, gives examples or patterns of affected URLs, and states whether the issue is partial or sitewide. A listed URL pattern is a scope clue, not proof that every URL matching that pattern is affected. Sample several matching and non-matching pages before deciding how broad the remediation must be.

Record the baseline

Save a copy of the notice, its date, the action status, and the examples Google provides. Build a working spreadsheet with the URL, issue found, corrective change, date completed, and evidence location. This record helps you check coverage and gives the review team a concise account of what changed.

Check for more than one action

Search Console can list multiple manual actions at the same time. Each one must be resolved. Fixing a link problem while leaving a separate structured-data or user-generated-spam action untouched will not produce a clean result.

Use the action category to choose the repair

The notice—not a generic SEO checklist—should determine the work. The table below maps common categories to the place the violation occurs, the usual repair, and useful review evidence.

Other spam-policy violations For example, hidden text, keyword stuffing, doorway abuse, or hacked content Patterns described in the notice Remove the prohibited behavior and secure or rebuild affected pages Specific examples, remediation steps, and prevention measures

Step-by-step diagnosis and recovery

1. Confirm the action and capture its scope

  1. Sign in to the correct Search Console property. A domain property and a URL-prefix property can show different coverage, so verify that the property includes the affected host and protocol.
  2. Open Security & Manual Actions → Manual actions.
  3. Read every listed action, its status, the date, and the examples or URL patterns.
  4. Check the message center for additional context, especially if a security issue is also reported.
  5. List the affected sections, templates, and representative URLs in your remediation log.

Do not infer sitewide scope merely because a pattern appears broad. Test whether the behavior is present on each relevant template, directory, language version, and host.

2. Verify that Google can inspect the repaired pages

Repairs cannot be evaluated if Google cannot reach the result. For representative URLs, use URL Inspection and confirm that the current page is available to Googlebot. A repaired page should not require a login, sit behind a paywall, be blocked by robots.txt, or carry a noindex directive when you expect it to return in Search. Check server status codes, canonical tags, redirect chains, and rendered content as well as the HTML source.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Accessibility is not a reason to expose private material. If a page should remain private, remove or restrict it intentionally rather than submitting it as repaired public content.

3. Repair every affected instance

Use the notice’s category as a checklist and audit the entire affected pattern. Fixing a few sample URLs is not enough when the same template, plugin, moderation flow, or link practice exists elsewhere. Google’s guidance states that partial fixes do not earn a partial return for the action. Remove or correct the root cause, then recrawl or republish the affected pages so the repaired state is live.

4. Test from both user and crawler perspectives

  • Load pages in a normal browser without privileged cookies.
  • Use URL Inspection to request a live test and view the rendered result.
  • Compare the final URL, content, links, and structured data for mobile and desktop variants.
  • Review server logs for unexpected redirects, bot-specific responses, authentication failures, or repeated errors.
  • Check a sample of pages that were not named in the notice but share the same code or content template.

5. Submit one review request after remediation

In the Manual actions report, select Request Review only when the repair is complete and deployed. A request is not a request for diagnosis; it asks Google to reassess the site’s current compliance.

Write a factual, concise explanation that covers:

  1. What happened: name the action category and the behavior you found.
  2. What you changed: describe the pages, templates, links, markup, redirects, or moderation systems changed.
  3. How broadly you changed it: state which directories, subdomains, languages, or page types were audited.
  4. What evidence supports the claim: give representative URLs or examples, removal records, code or configuration changes, and test results.
  5. What remains: for links that could not be removed, explain the outreach attempts and the safeguards or disavow submission used.

Do not claim that a fix is complete if the report still finds affected pages, if the pages are inaccessible, or if you have only added a promise to change them later.

Repair details by manual-action type

Unnatural links to your site

Export link data from Search Console and group links by domain, anchor text, target URL, placement, and acquisition method. Look for paid placements, large-scale exchanges, automated submissions, exact-match anchor patterns, and other arrangements intended to manipulate rankings. A high number of links is not, by itself, proof of a violation; evaluate the pattern and how it was obtained.

Make a good-faith effort to contact linking-site owners and request removal or a change that prevents the links from passing PageRank. Keep copies of requests and responses. Use the disavow tool only for qualifying links that you could not remove. Do not blindly disavow every backlink, including natural editorial links. In the review request, identify representative links removed and explain the remaining links and your attempts to address them.

Unnatural links from your site

Crawl outbound links on affected pages and identify paid, exchanged, injected, or otherwise manipulative links. Remove links that have no legitimate purpose. If a link is useful to visitors but should not influence ranking, apply an appropriate qualification such as rel="sponsored" or rel="nofollow" according to the circumstances. Review widgets, author boxes, footers, comments, and old landing pages because the same link may be generated in many places.

Document examples of bad content removed and useful content retained or added. Explain the editorial and development controls that prevent the same outbound-link pattern from returning.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Thin content with little or no added value

Audit duplicated, automatically generated, scraped, doorway, and thin affiliate pages as groups. A page is not problematic merely because it contains affiliate links; the concern is content that offers little or no added value. Add original analysis, first-hand details you can substantiate, meaningful comparisons, tools, data, or other information that satisfies the visitor’s purpose. Where that cannot be done, consolidate overlapping pages or remove them from the index.

Check internal links and canonicals after consolidation, update XML sitemaps, and ensure the surviving page is the clear destination. Keep a sample of before-and-after URLs and explain why each content group was rewritten, merged, or removed.

User-generated or third-party spam

Inspect every user-submission surface: forums, comments, profile fields, guest posts, file uploads, reviews, and abandoned accounts. Search your site with the site: operator and unrelated commercial queries to uncover spam pages you did not know existed. Remove the content, associated accounts, and injected links; then check whether the same attacker created variants elsewhere.

Strengthen prevention with registration controls, rate limits, CAPTCHA or equivalent challenge mechanisms where appropriate, manual or automated moderation, abuse-report workflows, rel=”nofollow” or sponsored treatment for untrusted links, and monitoring for sudden page creation. Explain both cleanup and prevention in the review request.

Cloaking or sneaky redirects

Use URL Inspection’s live test on every representative URL. Compare what Google fetches and renders with what an ordinary user receives. Inspect server-side rules, JavaScript, geolocation, user-agent conditions, referrer checks, mobile detection, and compromised files. A redirect that is legitimate for a documented user experience should still lead users and crawlers to equivalent, relevant content; remove conditional behavior that sends crawlers to one destination and users to another.

Test redirect chains, HTTP and HTTPS variants, mobile and desktop responses, and logged-out requests. Record the old and new behavior, the code or configuration change, and the verification date.

Structured-data issues

Review markup against the visible page and Google’s structured-data guidelines. Remove fields that are not supported by visible content, correct invalid values, and eliminate markup copied across pages where the underlying facts differ. If a template cannot reliably generate accurate markup, remove that markup until the data source is fixed. Validate representative pages after deployment and include the corrected examples in the request.

Other spam-policy violations and hacked content

Google’s spam policies also cover cloaking, doorway abuse, hacked content, hidden text or links, keyword stuffing, and link spam. For hacked content, isolate the incident, remove malicious files and accounts, patch the entry point, rotate credentials, and verify that injected pages and redirects are gone. For hidden text, keyword stuffing, or doorway pages, remove the manipulative element and rewrite the affected content around a genuine user need. The exact notice still controls the required scope.

How long review takes and what to do while waiting

Google describes most reviews as taking several days or weeks. Link-related requests can take longer. There is no guaranteed turnaround date. Google sends status updates by email and asks site owners not to submit another request while an outstanding request has not received a final decision.

While waiting, keep the repaired version live, monitor crawl and indexing signals, and preserve your evidence. Do not undo changes because traffic has not immediately returned; a revoked action does not guarantee instant rankings, and normal ranking systems still determine visibility.

If the request is denied

Read the decision and the original action together. A denial usually means Google still found the policy issue, the repair was incomplete, or the submitted explanation did not demonstrate coverage. Reopen the audit rather than making cosmetic changes.

  1. Map every example in the notice to a completed fix and test result.
  2. Search for the same behavior in shared templates, subdomains, alternate language versions, archives, and user-generated areas.
  3. Check that repaired pages are crawlable and indexable without authentication, paywalls, robots blocks, or noindex directives.
  4. For link actions, review the quality of removal outreach and whether the disavow file contains only appropriate entries.
  5. Deploy any additional remediation, wait for the live state to be crawlable, and submit a new request only when you can explain the additional work.

Do not file repeated requests with the same unchanged evidence. Each request should describe a materially completed remediation and its result.

Special regional treatment for the site reputation policy

Google announced a specific change beginning August 30, 2026 for a site reputation policy manual action. The action affects results shown to users outside the European Economic Area (EEA). Within the EEA, that action’s impact does not apply. Google may separate the affected section in its systems, and that section can rank independently over time.

This regional treatment applies to the site reputation policy action described in that update; do not extend it to other manual-action categories. Site owners still receive a Search Console notice and can request reconsideration after fixing the identified issue. When assessing traffic, segment analytics and Search performance by country so an apparent recovery or decline is not misread across regions.

Preventing another manual action

  • Keep an inventory of templates, subdomains, user-generated areas, redirects, structured-data generators, and monetization links.
  • Review new content and commercial relationships for spam-policy risks before publishing.
  • Monitor unusual URL creation, crawl spikes, redirect changes, injected scripts, and outbound-link growth.
  • Run periodic searches with site: and unrelated queries to find spam or indexed test pages.
  • Require code review for user-agent, geolocation, referrer, and redirect logic.
  • Retain records of link outreach, removals, moderation actions, and major content migrations.
  • Check Search Console messages and the Manual actions report regularly, not only after traffic falls.

A practical completion checklist

  • The action and every listed category are recorded.
  • Scope has been tested beyond the sample URLs.
  • The root cause is removed or corrected across all affected templates and sections.
  • Repaired pages return the intended content to users and Google.
  • No unintended login, paywall, robots, noindex, canonical, or redirect issue blocks evaluation.
  • Evidence includes representative URLs, dates, before-and-after changes, and prevention measures.
  • The review request explains the issue, the complete remediation, and the result without speculation.
  • No second request is submitted while the first remains pending.
