How to determine whether a government subsidy contributes to deforestation

To find out whether a government subsidy contributes to deforestation, treat it as a causal investigation—not a search for a matching payment and satellite hotspot. Define the programme and its beneficiaries, trace how its rules could change production or land-use decisions, match supported activity to forest outcomes in place and time, test competing explanations, and report the strength and limits of the evidence.

A subsidy-linked activity and forest loss occurring together may indicate risk or association. It becomes a supported causal contribution only when evidence connects the subsidy to changed behaviour and connects that change to a forest outcome more convincingly than alternative explanations.

What must be established

A defensible finding answers five separate questions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. What is the subsidy? Identify the legal instrument, administering authority, payment or benefit, eligibility rules, environmental conditions, beneficiaries, budget, geography and active dates.
  2. What activity does it support? Specify the commodity, input, infrastructure, production practice or land-use change that receives support.
  3. Could the support change land-use decisions? Show how it changes costs, returns, access, risk, credit, roads or production capacity.
  4. Did a relevant forest outcome follow? Measure forest cover, forest loss or conversion in the locations and period exposed to the programme.
  5. Why attribute the outcome to the subsidy? Compare the observed pattern with a credible counterfactual and account for markets, tenure, enforcement, roads, governance, other policies and displacement.

The conclusion should be limited to the programme, commodity, locations and dates actually studied. A result for one region or payment type cannot automatically be generalized to all agricultural subsidies.

Step 1: Define the programme precisely

Start with official legislation, regulations, budgets, administrative records and programme evaluations. Preserve the government’s legal terminology so that a payment is not confused with a tax exemption, subsidized loan, guaranteed price, public infrastructure project or a separate scheme with a similar name.

Record the minimum programme profile

  • Government authority and instrument name.
  • Legal basis and official objective.
  • Eligibility rules, application requirements and compliance conditions.
  • Payment basis: output, area, input, investment, credit, insurance, price support or another benefit.
  • Beneficiary types and their numbers, where available.
  • Supported commodity, activity, infrastructure and production locations.
  • Annual expenditure, payment amounts and the programme’s start, amendment and end dates.
  • Environmental safeguards, land-clearance restrictions, monitoring and sanctions.

Separate announced support from money actually paid. A budget allocation may not equal disbursement, and a rule change may apply only to new contracts or a defined group of recipients. Record those distinctions before comparing the programme with forest data.

Define the exposure

Map who and what was exposed to the subsidy. The useful unit might be a farm, production plot, municipality, watershed, road corridor or processing catchment. If beneficiary or plot records are unavailable, document the proxy used—such as eligible districts or commodity-producing areas—and how that weakens attribution.

Step 2: Build the causal pathway

Write the proposed mechanism as a chain of testable links:

Support changes economic conditions → beneficiaries change output, location, investment or land conversion → forest is cleared, degraded or displaced.

How support can alter incentives

  • An output-linked payment can raise the return from producing more.
  • An input subsidy can reduce the cost of fertilizer, feed, machinery, fuel or planting material.
  • An area payment can make bringing additional land into production more attractive.
  • Credit guarantees or insurance can reduce financial risk and enable expansion.
  • Price support can increase expected revenue and make marginal land profitable.
  • Roads, irrigation, storage or other publicly supported infrastructure can improve access to forests and markets.
  • Eligibility rules can direct production toward particular places or encourage investment in capacity.

These are possible mechanisms, not conclusions. A subsidy may instead increase yields on existing cleared land, help producers comply with environmental rules or make land-saving technology affordable. Test the direction and size of the effect rather than assuming that support always increases clearing.

Look for evidence at every link

Administrative payment records can show receipt and timing. Farm surveys, loan files, production statistics, land transactions, input purchases, interviews and local monitoring can show behavioural changes. Spatial data can show whether expansion occurred near supported producers or infrastructure. A convincing case normally combines several evidence types instead of relying on a single map or statement of intent.

Step 3: Measure the forest outcome

Define “deforestation” before selecting a dataset. State whether the outcome is permanent conversion of natural forest, loss of tree cover, degradation, fire, fragmentation or another measure. Tree-cover loss is not identical to legal deforestation: plantations, temporary harvests, storms and fires may appear in a loss product, while small or gradual clearing may be missed.

Match geography and time

Use forest-cover and forest-loss observations that overlap the supported production area and the programme’s active period. If a payment began in 2018, forest loss in 2012 cannot be presented as its effect, although it may describe baseline risk. Allow for lags: a grant may precede planting, road construction or harvest by several years.

Increase spatial detail as risk and uncertainty warrant. The OECD-FAO Business Handbook on Deforestation and Due Diligence in Agricultural Supply Chains (7 July 2023) recommends mapping products, suppliers, source areas and, where appropriate, production plots. Higher-risk situations may require evidence at farm level rather than country averages.

Use complementary forest evidence

Potential sources include:

  • Remote sensing, satellite forest-loss products and near-real-time alerts.
  • National forest monitoring systems and official forest assessments.
  • Country, biome and landscape analyses.
  • Agriculture, production and trade statistics.
  • Land-cover, tenure and cadastral data.
  • Grievance mechanisms and documented complaints.
  • Local community, Indigenous and civil-society monitoring.

The handbook presents these as tools to identify and prioritise risk. A satellite alert is a signal requiring investigation, not proof that a subsidy caused the event. Validate classifications where possible and state the dataset’s resolution, coverage, forest definition, detection limits and processing date.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 4: Assemble a comparison or counterfactual

Causation asks what would have happened without the subsidy. The ideal comparison is similar producers, places or periods that were not exposed while sharing relevant market and environmental conditions. The design must be credible, not merely convenient.

Possible comparison designs

  • Before-and-after: compare outcomes before and after a clearly dated introduction or change, while checking for simultaneous shocks.
  • Eligible versus ineligible: compare areas just inside and outside an eligibility boundary when the boundary is not itself tied to different deforestation pressures.
  • Recipients versus comparable non-recipients: match on production, distance to forest, roads, tenure, elevation, prices and baseline loss.
  • Phased rollout: use locations receiving the programme later as a comparison for earlier recipients, while accounting for anticipation and spillovers.
  • Interrupted time series: test whether the forest-loss trend changes at programme introduction, with enough pre-programme observations to establish the prior pattern.

When no credible comparison exists, call the result a risk assessment or descriptive association rather than a causal estimate. Explain what evidence is missing and what observation would change the conclusion.

Step 5: Test competing and interacting explanations

Forest loss usually has multiple drivers. Examine them alongside the subsidy rather than treating them as noise.

  • Commodity prices, export demand and exchange rates.
  • Land tenure insecurity, titling and land speculation.
  • New roads, ports, power lines, mills and other infrastructure.
  • Enforcement capacity, corruption, protected-area management and local governance.
  • Weather, fires, pests and other environmental shocks.
  • Credit conditions, labour availability and technological change.
  • Other agricultural, tax, energy or trade policies introduced at the same time.

Interactions matter. A subsidy may cause little clearing where enforcement is strong but substantial clearing where roads open access to unprotected forest. Conversely, a payment may offset a market downturn without changing the location of production. State the conditions under which the mechanism is expected to operate.

Check leakage and displacement

Production can move rather than expand. A programme may reduce clearing inside a monitored area while pushing suppliers into another municipality, biome or country. Track changes in the full supply area, not only enrolled farms. Also check indirect effects: increased local demand for land, labour or transport can alter clearing by non-beneficiaries.

How to compare several subsidy programmes

When multiple instruments are in scope, compare them using the same axes. Production coupling is a useful screening dimension, but it is not a verdict.

Comparison axis Questions to answer Why it matters
Connection to production Is support tied to output, inputs, area, investment, prices or expansion? Tighter production coupling may increase incentives to produce more, but effects depend on local conditions and the supported activity.
Environmental conditions Are forest-retention, legality, restoration or traceability requirements attached and enforced? Written safeguards have little protective value if compliance is not monitored or sanctioned.
Beneficiaries and exposure Who receives support, and how close are their operations to remaining forest? The same payment can carry different risks in a cleared agricultural zone and a frontier landscape.
Scale and period What was spent, where, and for how long? Short pilots and large national schemes require different evidence and may have different lag effects.
Traceability and data Can payments be linked to farms, plots, suppliers and source areas? Poor traceability limits both risk targeting and causal attribution.
Mechanism Which costs, returns, access or risks change, and by how much? A stated objective is not evidence that the mechanism operated.
Evidence strength Are there reliable outcomes, comparisons and independent corroboration? Separate a documented causal contribution from a plausible pathway or unresolved association.

The OECD’s 2025 synthesis reports that the most production-coupled agricultural support is generally the type most likely to have environmentally harmful impacts. It also emphasizes that effects vary with the targeted production or input, environmental and local conditions, trade-offs and the scale of analysis. Use that finding to prioritise investigation, not to label a particular subsidy harmful without programme-specific evidence.

Finding Minimum support Appropriate wording
Observed signal Forest loss or an alert overlaps supported activity. “Loss occurred in the exposed area; the data do not identify its cause.”
Plausible risk A credible incentive pathway exists, with some supporting behavioural or spatial evidence, but comparison or data quality is limited. “The programme could contribute under these conditions; attribution remains uncertain.”
Supported contribution The pathway is corroborated, timing and geography fit, alternatives are tested, and a credible comparison shows an attributable change. “The evidence supports a contribution within the studied programme, location and period.”
No demonstrated contribution No reliable pathway or outcome is found, or the design cannot distinguish the subsidy from dominant alternatives. “Available evidence does not demonstrate a contribution; this is not proof that no effect exists.”

A null result can reflect genuinely small effects, insufficient statistical power, missing beneficiaries, poor forest detection or a lag longer than the observation period. Explain which interpretation is most plausible.

Practical investigation workflow

  1. Scope the question. Name the programme, authority, commodity or activity, geography, forest definition and study period.
  2. Collect programme records. Obtain legal rules, amendments, budgets, disbursements, beneficiary lists, compliance records and implementation dates.
  3. Map exposure. Link recipients or eligible areas to farms, plots, suppliers, roads, facilities and remaining forest.
  4. State the mechanism. Specify the cost, return, access or risk change and the expected behavioural response.
  5. Assemble outcome data. Combine satellite or national monitoring with land, production, trade and local evidence; document resolution and limitations.
  6. Choose a comparison. Pre-specify a defensible control, boundary, phased rollout or time-series design where possible.
  7. Test alternatives. Model or qualitatively assess prices, demand, tenure, infrastructure, enforcement, weather, other policies and displacement.
  8. Check timing. Test immediate and lagged effects and whether beneficiaries changed behaviour before formal payment.
  9. Triangulate. Compare administrative, spatial, market and community evidence; investigate disagreements rather than averaging them away.
  10. Write a bounded finding. State the evidence category, geographic and temporal scope, uncertainty, limitations and the additional evidence that could change the conclusion.

Common analytical mistakes

  • Equating correlation with causation: a subsidy and forest loss may share a third cause, such as a new road or rising commodity price.
  • Using national averages: national production and forest statistics can conceal frontier-level effects.
  • Ignoring eligibility and uptake: a programme can exist on paper while few eligible producers participate.
  • Counting all tree-cover loss as deforestation: definitions and land-use histories must be checked.
  • Overlooking safeguards: assess whether conditions were actually enforced, not merely written into regulations.
  • Ignoring indirect effects: non-recipients, processors and displaced production can change the result.
  • Comparing mismatched dates: payment commitments, disbursement, planting and clearing may occur in different years.
  • Overstating a general policy finding: evidence about agricultural support in general or biodiversity impacts is not automatically evidence of deforestation caused by one programme.

How to report the result

A transparent report lets another analyst reproduce the reasoning. Include:

  • The programme’s official name, authority, rules, beneficiaries, expenditure and dates.
  • The supported commodity, activity, infrastructure and mapped production locations.
  • The forest definition, data publisher, spatial resolution, observation period and known blind spots.
  • The causal pathway and evidence supporting or weakening each link.
  • The comparison or counterfactual design and why it is credible.
  • Competing drivers, interactions, leakage and timing assumptions.
  • Separate figures as reported statistics or your own analysis, with the original publisher and year.
  • A conclusion limited to the studied programme, location, commodity and period.
  • Specific evidence that would raise, lower or overturn the confidence level.

The OECD and FAO’s 2023 due-diligence handbook treats this as risk-based assessment: greater risk calls for finer-grained evidence and stronger traceability. That approach helps prioritise investigations, but risk prioritisation should not be presented as proof of a causal effect.

What corporate policy statistics can—and cannot—tell you

OECD-FAO reporting on CDP/AFI data from 2022 found that 66% of 675 companies disclosing forest risk in their 2021 supply chains had a deforestation policy, while 38% had a general or commodity-specific company-wide no-deforestation or no-conversion policy. These figures describe private supply-chain practices. They do not measure government subsidies, forest loss or subsidy-caused deforestation, and they should not be used as a substitute for programme-level causal evidence.

Bottom line for investigators

The strongest answer is not “the subsidy overlaps a hotspot.” It is a documented chain from programme rules to changed economic incentives, from incentives to observed land-use behaviour, and from that behaviour to a forest outcome that remains after credible alternatives and displacement are examined. Where one link is missing, label the result as a signal or plausible risk, disclose the uncertainty and avoid claims broader than the evidence.
