Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Detecting a toxic combination means finding a plausible attack path in which several weaknesses—such as sensitive-data access, excessive permissions, public exposure, or a vulnerable component—work together to reach a high-value resource. A broad permission by itself is not proof of compromise. The useful signal is the relationship between effective access, configuration weaknesses, exposure and the resource at the end of the path.
A reliable program therefore builds an inventory of valuable data and infrastructure, resolves what each identity can actually do (including inherited and assumed access), correlates independent findings, traces realistic paths, ranks them by impact, and verifies that remediation breaks the path. Google Cloud’s Security Command Center provides a product-specific implementation of this model; the underlying method also applies to other clouds and SaaS environments.

What a toxic combination is
A toxic combination is a set of individually understandable conditions that becomes dangerous when combined. Typical elements include:
Free tools Windows power users keep installed
One-click scans. No signup required.
- Access to sensitive or business-critical data.
- Permissions broader than the identity’s job requires.
- A way to change permissions, obtain credentials, assume another role, or move to another resource.
- Public exposure, a security-group or firewall mistake, an exploitable vulnerability, or a compromised application or agent.
The combination matters because an attacker needs a route, not merely a finding. For example, an internet-facing service may be able to use a service identity that can read a sensitive dataset and alter permissions on a second resource. Each fact may be reported by a different control, but together they form a route to valuable data.

NIST’s role-based-access-control analysis describes overentitlement as a condition in which a user has a toxic set of permissions capable of violating intended policy. In practice, that means reviewing the effective set of permissions and the actions those permissions enable, rather than counting grants one at a time. Read the NIST RBAC final report for the access-control analysis behind this concept.
Why isolated alerts miss the real risk
Traditional alert queues separate identity, network, vulnerability and data findings. That separation hides combinations such as an overpermissive role paired with unrestricted network access, or an exposed agent paired with compromised authentication. AWS gives those examples in its guidance for agentic-AI systems, while recommending that IAM policies, network controls, resource permissions and runtime behavior be analyzed together.
A toxic-combination detector should answer four questions for every candidate:
- What valuable resource could be affected?
- Which identity, service or application can perform each step?
- What exposure or weakness supplies the attacker’s entry point or next move?
- Does a realistic sequence connect that entry point to the valuable resource?
If any answer is missing, the item may still require attention, but it is not yet an explained toxic path. Treating a composite score as self-explanatory creates both false urgency and false reassurance.
A seven-step detection workflow
1. Define data and resource value before looking for paths
Start with a maintained inventory of the resources whose compromise would materially harm the organization. Include regulated or confidential datasets, production storage, critical compute, identity systems, encryption keys and systems that can affect availability or integrity. Record the owning team, environment, data classification and acceptable exposure.
Then identify the identities and services that can reach each resource. Include human users, groups, service accounts, workload identities, automation, third-party integrations and applications. A path analysis cannot prioritize what it does not know is valuable.
Google Cloud’s Security Command Center evaluates toxic combinations against a designated high-value resource set. Its documentation warns that the default set is unlikely to reflect an organization’s actual priorities, so configure that set deliberately rather than accepting it as a complete inventory. The Google Cloud management guidance describes the resource-set configuration and related prerequisites.
Use a simple value model if no formal classification exists:

- Critical: compromise could cause regulatory breach, material financial loss, safety impact or loss of the control plane.
- High: compromise could expose important customer, employee, intellectual-property or production data.
- Moderate: compromise would be contained but still require significant recovery.
The labels are internal prioritization aids. They do not replace the evidence that a particular path can reach a resource.
2. Resolve effective permissions, not just direct grants
For every identity that can participate in a path, calculate effective access after combining:
- Direct user, group, service-account and application grants.
- Inherited permissions from folders, projects, organizational units or equivalent scopes.
- Role definitions and permissions bundled inside those roles.
- Temporary credentials, role assumption, impersonation and workload-identity exchanges.
- Resource policies, data-plane ACLs and application-level authorization.
- Permissions obtained after changing another identity, policy or binding.
Mark permissions that can read, export, copy or modify sensitive data; alter IAM or equivalent policy; create or use credentials; assume or impersonate another identity; deploy code; change network reachability; or move from one resource to another. A permission that cannot be used from the attacker’s position may be harmless in one context and decisive in another, so preserve the conditions and prerequisites with each grant.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteFor each identity, maintain a small effective-access record:
| Record | What to capture |
|---|---|
| Identity and owner | User, group, service identity or application, plus the responsible team. |
| Reachable resources | Data stores, compute, control-plane services and external systems the identity can access. |
| High-impact actions | Data reads or writes, policy changes, credential creation, role assumption, deployment and network changes. |
| Access source | Direct grant, inherited grant, role membership, resource policy or runtime exchange. |
| Conditions | Network location, device or workload context, approval, time limit and authentication requirements. |
Also record unused or stale access. Removing an unnecessary grant can break several paths at once, while changing a low-value permission may have no effect on an active route.
3. Correlate independent weaknesses
Join the effective-access inventory to findings from configuration, exposure, vulnerability and runtime systems. Useful relationships include:
- An internet-facing endpoint or unrestricted security group leading to a workload with a role that reads sensitive storage.
- A vulnerable service whose identity can change permissions or obtain a more privileged credential.
- An exposed administrative interface combined with weak authentication or a compromised token.
- A public data resource whose policy allows a service that is itself reachable through another exposed component.
- An automation or AI agent that can call tools with broad data or administrative permissions and has an unexpected runtime behavior.
Normalize resource identifiers, identity names, policy versions and timestamps so that findings from different systems can be joined reliably. Preserve the original finding and its evidence; correlation should add context, not erase the source details.

4. Trace a plausible multistep path
Represent a candidate route as an ordered sequence:
- Initial position: public internet, an authenticated user, a compromised workload, a third-party integration or another defined starting point.
- Entry condition: exposure, vulnerability, stolen credential, policy mistake or malicious action available from that position.
- First action: the API call, data access or control-plane operation the attacker could perform.
- Transition: the permission, credential, trust relationship or network route that enables the next resource.
- Target: the high-value data or resource and the impact of reaching it.
For every edge, ask whether the attacker can actually satisfy its prerequisites. A role that can read a dataset is not automatically reachable from the internet; a public endpoint may not provide the authentication needed for the role; and a policy-change permission may be unusable without a credential or network route. Document these constraints explicitly.
Google describes an attack path as a sequence of attack steps, related issues and resources that could lead to a high-value resource. Its toxic-combinations overview explains the finding model. Use the same discipline in a vendor-neutral graph: show the starting point, each transition, the affected resource and the evidence for the edge.
5. Rank by impact and path-breaking value
Prioritize paths, not the number of alerts. A practical order is:
- Paths that reach critical or high-value data or control-plane resources.
- Paths requiring little attacker capability or few transitions.
- Paths with public exposure or broadly available credentials.
- Paths that can expand access, alter policy or create persistence.
- Paths where one change removes several transitions.
Exposure scores can help order work when their scope is understood. Combine the score with the value of the resource at the end of the path, the confidence of each edge and the effort or risk of remediation. Do not let a high score on a low-value resource outrank a well-supported route to a critical dataset without an explicit business reason.
Google’s attack-exposure documentation explains that its simulations start from the public internet and do not model malicious or negligent internal actors. A zero score therefore means that the defined simulation found no path under its model; it is not proof that no internal, insider or differently positioned attack path exists.
6. Remediate the causes and verify that the route is broken
Fix the weakest links that matter to the path:
- Remove excessive grants, narrow roles and bindings, or require a deliberate approval for sensitive actions.
- Eliminate stale accounts, unused service identities and unnecessary role-assumption or impersonation paths.
- Correct public storage, permissive network rules, unsafe trust policies and other configuration errors.
- Patch or isolate the vulnerable component that supplies the attacker’s entry point.
- Rotate or revoke credentials exposed by the path and review where they were used.
- Reduce the data and tool scope available to automation or agents.
After a change, rerun the path analysis or wait for the next scheduled analysis. Confirm that the specific edge is gone, that no alternate route reaches the same target and that the resource’s owner accepts any remaining exposure. Google states that its Risk Engine changes a toxic-combination finding to inactive when a subsequent simulation no longer identifies the path.
7. Review continuously for drift
Cloud access and configuration change faster than periodic audits. Establish recurring collection of resource inventory, effective permissions, network exposure, vulnerabilities, policy changes and runtime events. Trigger an investigation when a high-value resource changes classification, a new identity receives access, a public endpoint appears, a role gains a high-impact permission or an unusual API call accesses sensitive data.

AWS recommends continuous security-posture management, behavioral baselines and anomaly detection for unexpected API calls or data access in its guidance for agentic-AI systems. Apply those practices according to your environment and threat model; they supplement path analysis rather than replacing it.
Which permissions deserve toxic-combination scrutiny?
Not every permission has equal path-building potential. Review these categories first, then map the exact API actions in your cloud or SaaS platform:
| Permission category | Why it can extend a path | Questions for the review |
|---|---|---|
| Sensitive-data read or export | Directly exposes confidential or regulated information. | Which datasets can be read, copied or exported, and from which starting positions? |
| Policy and role administration | Can turn a limited identity into a more privileged one or make a resource public. | Can the identity edit bindings, trust policies, ACLs, security groups or equivalent controls? |
| Credential and token operations | Can create persistence or credentials usable from another location. | Can it mint, retrieve, rotate or delegate credentials, and are those credentials constrained? |
| Impersonation and role assumption | Creates a transition to another identity’s permissions. | Which identities can be assumed, under what conditions and with what session limits? |
| Deployment and code execution | Can place attacker-controlled code next to data or in the control plane. | Can the identity deploy, alter startup code, attach a workload or invoke a function? |
| Network and exposure changes | Can open a route to an otherwise unreachable service or resource. | Can it change firewall rules, security groups, endpoints, routing or public-access settings? |
| Cross-resource movement | Links otherwise separate projects, accounts, tenants or services. | What trust relationships and shared identities permit movement to another boundary? |
Test combinations rather than banning every broad-sounding permission. A read-only role on an isolated, low-value dataset may be acceptable; the same role attached to an internet-reachable workload can become toxic when combined with a credential or network transition.

How Google Cloud Security Command Center applies the model
Google Cloud documents toxic-combination and chokepoint findings in Security Command Center. In that implementation, the Risk Engine evaluates paths against a high-value resource set, reports related issues and resources, and can provide an attack-exposure score. The product behavior is an example of the broader method, not a requirement to use Google’s terminology or tooling.
Configure the high-value resource set
Toxic-combination detection is enabled by default for Google’s default high-value resource set, but Google warns that the defaults are unlikely to match an organization’s priorities. Configure the set to include the datasets, projects, storage, compute and control-plane resources that matter to your business. Keep ownership and classification current so that a path’s impact reflects reality.
Check coverage and prerequisites
Google recommends using current security-operations components and ensuring the required IAM access for the analysis. Coverage depends on what has been inventoried, which integrations are enabled and whether the relevant identities and resources are visible. A missing component can hide an edge in a path; treat an apparently clean result as conditional on that coverage.
Understand tier and cross-cloud details
Google’s documentation places toxic-combination and chokepoint findings in Security Command Center Premium and Enterprise (deprecated) contexts. It states that AWS and Azure simulation support is in Preview for the deprecated Enterprise tier. Google also says Enterprise is scheduled to shut down on May 21, 2027, with affected organizations moving to Premium on or after that date. These tier, preview and lifecycle details can change, so verify the current documentation and your contract before relying on them for an operating design.

How to interpret an attack-exposure score
Use a score as a prioritization aid, not as a complete risk statement. First read the path steps and affected resources, then verify:
- Which high-value resource set was used.
- Where the simulation started and what credentials or trust assumptions it made.
- Which cloud accounts, projects, regions, identities and integrations were in scope.
- When the underlying inventory, policy and vulnerability data was last updated.
- Whether internal, insider, compromised-partner or negligent-user scenarios were included.
Google’s public-internet starting point is useful for internet-exposed routes, but it does not represent every threat. An internal attacker, a malicious employee, a compromised build system or a trusted third party may begin closer to the target and require fewer transitions. Run separate analyses or manual reviews for those scenarios.
Where automated posture tools help—and where they stop
Cloud posture and attack-path tools are good at normalizing inventory, joining identity and configuration data, finding repeated patterns and showing which remediation would break a route. They also provide a record for handoff between security operations, identity governance, cloud engineering and incident response.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
They cannot guarantee complete visibility. Missing accounts, unmanaged SaaS applications, opaque third-party integrations, stale role data, uncollected data-plane permissions and incorrect high-value classifications all weaken the result. Validate the connectors and update cadence that support every path claim.
AWS specifically cautions that cloud-native application-protection platforms and software-composition analysis alone do not cover agent-specific threats such as prompt manipulation. For agentic systems, add tool and data scoping, authentication review, runtime behavior baselines, prompt and instruction integrity controls, and incident telemetry. Attribute those recommendations to AWS guidance rather than treating them as a universal product guarantee; see AWS Prescriptive Guidance on threat detection and posture management.
How to evaluate a detection approach
When selecting a platform, building an internal graph or combining several tools, compare the capabilities below. Ask for a demonstrated path with explainable evidence rather than a feature checkbox.
| Evaluation area | Questions to ask |
|---|---|
| Inventory coverage | Does it include every cloud, SaaS tenant, account, project, region, workload and data store that matters? |
| Effective-permission resolution | Can it combine direct, inherited, role-derived, resource-policy, temporary and assumed access? |
| Resource valuation | Can owners define and maintain sensitive-data and critical-resource sets instead of relying only on defaults? |
| Path construction | Does it show ordered attack steps, prerequisites, affected resources and the evidence for each edge? |
| Threat-model scope | Can it model public, internal, insider, compromised-workload and partner starting positions? |
| Freshness and drift | How often are permissions, configurations, vulnerabilities and runtime signals refreshed, and are changes alerted? |
| Remediation evidence | Does it identify the smallest change that breaks the path and support verification after the change? |
| Operational integration | Can findings flow to identity governance, ticketing, incident response and change-management processes with ownership and history? |
| Agent and application visibility | Can it account for tool permissions, application authorization, runtime behavior and agent-specific threats in addition to infrastructure posture? |
No single score or product feature substitutes for a correctly scoped inventory and a reviewed path. Require analysts to be able to reproduce the route from source findings and to explain why a proposed fix removes the attacker’s next move.
A practical review checklist
- Have all critical and sensitive resources been named, classified and assigned an owner?
- Is the high-value set deliberately configured rather than accepted as a default?
- Are direct, inherited, assumed and application-level permissions resolved into effective access?
- Have data reads, policy changes, credential operations, impersonation, deployment and network changes been marked as path-building actions?
- Are public exposure, configuration errors, vulnerabilities and runtime anomalies correlated with identity and resource data?
- Does every reported path show a starting position, ordered transitions, prerequisites, evidence and target impact?
- Does the score’s threat model match the attacker you need to defend against?
- After remediation, has the route been rerun and confirmed absent, including alternate routes?
- Are inventory, access, configuration and behavior reviewed continuously for drift?
- For agents and applications, are tool scope, authentication, prompt or instruction integrity and runtime behavior covered in addition to CNAPP or SCA data?
Bottom line
The dependable way to detect toxic combinations is to model relationships: valuable resource plus effective access plus an exposure or weakness plus a plausible sequence of attacker actions. Inventory what matters, resolve what identities can really do, correlate the independent findings, inspect the complete path, and fix the edge that makes the route possible. Keep the analysis current and qualify every score by its coverage and threat model; that is what turns a list of permissions into a defensible decision about risk.
