Leeds is a credible place to build a tech business, but the available evidence does not establish it as the UK’s best city. Official sources point to a substantial regional digital and technology sector, universities, and public-backed innovation activity. Whether Leeds is right for your company depends on your customers, hiring needs, funding plans, operating costs, and the relationships you can build there.
What makes Leeds a credible tech-business location?
Leeds City Council names digital and technology as a growth sector, alongside finance and professional services and health. Its 2026–2030 plan also highlights the Innovation Arc and initiatives relating to skills, talent pathways, the Leeds Innovation Partnership, and the Leeds Digital Forum. These are stated priorities and plans—not proof that every facility, programme, or opportunity is available to every startup.

Invest Leeds describes a local ecosystem involving universities, researchers, startups, scaleups, corporates, and public and private organisations. It identifies Nexus, a University of Leeds innovation community, as a connection point for businesses seeking expertise, talent, and facilities. That establishes the presence of an ecosystem; it does not independently measure the results a particular company will get from participating.
The West Yorkshire Combined Authority identifies software development and cybersecurity as regional growth areas. Taken together, these sources suggest that Leeds may be especially worth investigating for businesses connected to digital services, finance, health, or professional services. Founders still need to validate the actual customer and partner opportunities for their own product.
What do the headline talent and investment figures mean?
Published figures indicate activity across Leeds and the wider West Yorkshire region, but they are not interchangeable. Regional business and employment counts should not be presented as city-only totals, and general graduate figures do not show how many experienced specialists are available to hire.
| Published figure | Geography and definition | Source and qualification |
|---|---|---|
| 9,700 businesses | West Yorkshire; digital, tech and AI businesses | West Yorkshire Combined Authority sector page, accessed in 2026. Regional headline figure, not a Leeds-city count. |
| 50,000 people employed | West Yorkshire; digital, tech and AI | West Yorkshire Combined Authority sector page, accessed in 2026. Regional figure. |
| 43,000 graduates annually | West Yorkshire; graduates across fields | West Yorkshire Combined Authority sector page, accessed in 2026. Not a count of technology graduates. |
| 60,000 annual graduate intake | Students across a variety of domains at universities named by Invest Leeds | Invest Leeds ecosystem page, accessed in 2026. Not a count of technology graduates or experienced local hires. |
| £447.7 million invested during 2016–2023 | West Yorkshire; SaaS, data, cybersecurity and AI businesses | West Yorkshire Combined Authority scrutiny report pack dated 23 January 2026, reporting investment over the historical period. Its breakdown lists £381.3 million private and £66.5 million public funding; those rounded components total £447.8 million. |
These figures can help frame questions about the scale of the surrounding ecosystem, but they do not establish the supply of a specific skill set, the amount of capital available to a new Leeds company today, or how local startups perform.

Is funding or business support available?
Leeds City Council announced several UK Shared Prosperity Fund-backed support initiatives in 2025. Their announcements show that support activity took place; they do not confirm that applications are open in October 2026 or that an individual startup qualifies.
- Innovating, Enterprising and Thriving Programme: Announced on 4 July 2025, it described grants of £25,000 to £50,000 for organisations delivering business-support and innovation projects. The grants were for organisations running support projects, not a stated direct award available to every startup. Areas named included AI and financial, health, and legal technology.
- Innovation@Leeds: In an announcement dated 17 February 2025, the council said seven successful bidders would each receive up to £25,000 to run knowledge-sharing events and mentoring programmes.
- A separate grants programme: On 25 September 2025, the council reported that eight Leeds-based projects had been selected.
Before including any grant in a business plan, check the relevant programme’s current status, eligible applicants, deadlines, match-funding rules, and permitted uses. A historic announcement is not evidence of a live funding round.

How should founders compare Leeds with other UK cities?
The available sources do not make a like-for-like comparison of Leeds with Manchester, London, Bristol, Edinburgh, or other UK hubs on costs, salaries, investor access, hiring, or startup outcomes. A national “best” verdict would therefore go beyond the evidence. Compare the places against the needs of your particular company instead.
- Start with customers. Leeds’s stated sector priorities include finance and professional services, health, and digital and technology. Identify specific buyers, partners, and procurement routes—not just sectors that appear in an economic strategy.
- Check the roles you need to fill. Compare availability and cost for your actual technical and commercial roles. Broad regional graduate totals cannot answer whether you can recruit experienced specialists with the right skills.
- Test funding access. Compare investor networks, relevant support programmes, and eligibility using current terms. Separate regional historic investment from capital that your company could realistically raise now.
- Build a consistent cost comparison. Use current, comparable assumptions for workspace, salaries, recruitment, and travel. The cited Leeds and regional sources do not establish how those costs compare with other cities.
- Assess whether the network fits. Speak with relevant universities, employers, public-sector organisations, accelerators, and peer companies. The presence of these organisations does not guarantee a useful relationship, so test access and relevance directly.
What can you conclude about Leeds?
Leeds has credible ingredients for a tech business: named growth sectors, university connections, regional technology activity, and examples of council-backed support. The published figures are useful context, but they are regional or broadly defined, while the support announcements are historical. None of the cited material establishes that Leeds outperforms other UK cities on the measures that matter to every founder.
Treat Leeds as a serious candidate, then compare it with alternatives using your own customer pipeline, hiring plan, funding needs, and operating-cost assumptions. Its fit for your business is more answerable than whether it is the country’s single best city.
