Start with one focused agent. Add more agents only when the work separates into independent, bounded streams, or when one branch genuinely needs different tools, policies, models, context, or an output contract. A team is not automatically better: coordination, extra tokens, routing errors, and synthesis work can outweigh parallel speed.
The practical decision is to compare a single-agent baseline with the proposed team on the complete workflow—quality, latency, and cost—not to count how many agents you can run. OpenAI’s practical guide puts the default plainly: “Our general recommendation is to maximize a single agent’s capabilities first. More agents can provide intuitive separation of concepts, but can introduce additional complexity and overhead, so often a single agent with tools is sufficient.” OpenAI, January 15, 2026

What an AI-agent choice actually controls
An agent is a model-driven workflow that interprets a goal, chooses tools, applies instructions and guardrails, and produces an outcome. Choosing one agent or several changes more than the number of model calls. It determines who owns the conversation, how context is partitioned, where approvals occur, how state is shared, and who resolves conflicting results.

In a multi-agent design, a manager may call specialists, a router may hand a conversation to a specialist, or several workers may run concurrently and return findings to a synthesizer. Those are different control systems, not interchangeable labels.

The right question is therefore not “Can this be split?” Almost any task can be split artificially. Ask whether a split creates a measurable advantage that justifies the additional routing and integration surface.
Use one agent when the job is sequential or tightly coupled
One owner can perform the whole task
Keep one agent when the work follows a natural chain: inspect an input, call a tool, use that result in the next step, update the same state, and continue until completion. The agent can retain the necessary context without serializing messages between workers.
This is common in form completion, a single database-backed support procedure, document transformation, and tasks where each decision depends on the previous one. A capable agent with well-defined tools is often simpler to test and easier to make reliable than several agents passing partial state back and forth.

The task is short or dominated by one external wait
Parallel workers cannot remove a bottleneck such as one slow API, a human approval, a file upload, or a rate-limited service. If every branch must wait for the same dependency, multiple agents add calls without reducing elapsed time. OpenAI’s multi-agent guidance specifically identifies a single slow external operation as a poor fit for parallel delegation. OpenAI’s multi-agent guide
All branches need the same contract
If every step uses the same tools, policy, model, and response format, splitting roles usually creates coordination rather than specialization. Improve the original agent’s instructions, tool descriptions, validation, and recovery paths first. A new agent should have a reason that can be stated as a contract, not merely a different name.
Shared mutable state changes repeatedly
Frequent writes to one order, ticket, account, or workspace create race conditions and synchronization work. A single owner can make those changes in order and maintain a consistent view. If several workers must write, define transactions, locking, idempotency, and conflict resolution before introducing concurrency.
When a team of agents is worth considering
Independent, bounded workstreams can run in parallel
Parallelism is valuable when each branch has a clear input and output, can make progress without waiting for another branch, and has little shared mutable state. Examples include asking separate workers to inspect different files, evaluate independent risk categories, or gather evidence from separate sources before a final synthesis.

“Independent” means more than “different prompts.” If worker B cannot start until worker A has made a decision, the dependency is sequential and should remain in one loop or an explicitly ordered workflow. Define the boundary in terms of artifacts: a fact-checked source list, a test report, a code patch, or a structured risk assessment.
A branch needs materially different capabilities
Create a specialist when one branch requires a different tool surface, approval policy, guardrail, model, or output style. The OpenAI agent-definition guide treats these material differences as a reason to split. A finance-approval branch might require stricter authorization than a general explanation branch; a code-execution branch may need sandboxed tools that a writing branch should never see.
Separate context improves accuracy or safety
Large or unrelated context can cause an agent to overlook the relevant evidence, leak information between tasks, or follow conflicting instructions. A specialist with a narrow context can focus on one domain and expose only a validated result to the rest of the system. Isolation is useful when the separation itself is a guardrail, not simply a way to make a diagram look modular.
Different branches have different owners of the next response
Sometimes a router should transfer control to a specialist that owns the conversation from that point onward. For example, a technical-triage agent may hand a billing issue to a billing specialist, which then asks the user for the next required detail. In other cases, one manager should retain responsibility for the final answer while calling specialists behind the scenes. These ownership choices determine the architecture.

| Question | If the answer is yes | If the answer is no |
|---|---|---|
| Can the work be divided into independent, bounded tasks? | Prototype parallel subagents with explicit inputs and outputs. | Keep the sequential work in one agent. |
| Does a branch need a different tool surface, policy, model, or output contract? | Give that branch a specialist with its own permissions and instructions. | Improve the original agent’s tools and instructions first. |
| Should one manager own the final user-facing answer? | Use a manager that invokes specialists as tools. | Use a handoff when a specialist should own the next response. |
| Will coordination cost more than parallelism saves? | Prefer one agent, especially for short or ordered work. | Benchmark the proposed team against the one-agent baseline. |
| Can you define how conflicting worker results are resolved? | Specify a synthesis and tie-breaking policy before deployment. | Do not add workers until an adjudication rule exists. |
| Can the system measure end-to-end quality, latency, and cost? | Run a controlled comparison. | Add observability and an evaluation set before scaling complexity. |
The first four comparisons reflect the orchestration, agent-definition, and multi-agent guidance from OpenAI: multi-agent workflows, orchestration and handoffs, and agent definitions. The coordination question is a practical cost-benefit test: measure it in your workload rather than applying a universal threshold, because no general break-even number is established.
Choose the control pattern by answer ownership
Single agent with tools
Give one agent a clear objective, the minimum tools it needs, and validation rules. This is the baseline against which every team should be compared. Start here when failures can be fixed by better tool schemas, clearer instructions, deterministic checks, or a more suitable model.
- Best for: ordered workflows, one shared state, and a single response contract.
- Main strength: low coordination overhead and one place to enforce policy.
- Main risk: an overloaded prompt or tool set can make routing inside the agent unclear.
Manager with agents as tools
A central manager remains responsible for the user-facing answer and invokes bounded specialists as callable capabilities. Each specialist returns a structured result; the manager decides which specialists to call, combines their outputs, and applies the final policy.

- [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by
- Use it when: one stable outer workflow must own tone, authentication, approvals, and the final format.
- Design requirement: give every specialist a narrow description, typed inputs and outputs, and explicit limits on side effects.
- Failure to prevent: the manager blindly forwarding contradictory or unvalidated text.
OpenAI documents this manager pattern alongside handoffs in its orchestration guide.
Handoffs
A triage or routing agent transfers control to a specialist that owns the next response. The specialist can ask follow-up questions, call its tools, and finish the branch without the original agent synthesizing every turn.
- Use it when: the branch has a distinct conversation, policy, or domain owner.
- Routing rule: describe concrete signals for each destination, such as “refund request with an existing order,” rather than vague labels like “complex issue.”
- Safety rule: define what happens when no route matches or several routes match.
Parallel subagents with a root synthesizer
A root agent delegates independent tasks concurrently, waits for their results, and produces the final answer. Parallel outputs are raw material, not a coherent response by themselves. The root must check completeness, reconcile disagreements, preserve provenance, and reject malformed results.
- Use it when: branches are independent and the latency saved is meaningful.
- Return format: require concise structured findings, confidence, evidence, and unresolved questions.
- Do not use it when: workers repeatedly edit the same mutable object or depend on a single slow call.
A step-by-step method for making the choice
- Write the single-agent contract. State the user outcome, allowed tools, data boundaries, approval points, response format, and failure behavior. This prevents a team from compensating for an undefined job.
- Draw the dependency graph. List each operation and mark which outputs another operation needs. A chain is sequential; branches with no mutual dependencies are candidates for parallel work.
- Mark state and side effects. Identify reads, writes, irreversible actions, and shared records. Keep high-conflict writes behind one owner or a transactional service.
- Find real specialization boundaries. For every proposed specialist, name the different tools, policy, model, context, or output contract it needs. If you cannot name one, keep the behavior in the original agent.
- Choose ownership. Decide whether a manager will synthesize one answer, or whether a handoff recipient will own the next turn. Document fallback routing and escalation.
- Define result schemas. Require fields such as status, evidence, confidence, actions taken, and errors. Structured results make synthesis and automated validation possible.
- Estimate coordination work. Count extra prompts, routing decisions, serialization, retries, context transfer, synchronization, and synthesis. Include engineering and monitoring effort, not only model tokens.
- Build the smallest team that tests the hypothesis. Start with one specialist or one parallel split. Do not create a hierarchy of agents before the first boundary proves useful.
- Run the same evaluation set. Send identical representative tasks through the one-agent baseline and the team. Keep tools, data, and success criteria comparable.
- Set a rollback rule. If quality does not improve enough to justify latency and cost, return to the single agent and keep the measured evidence for the next design iteration.
How to benchmark a proposed team
Measure end-to-end outcomes
Evaluate the result a user receives, not just the speed of an individual worker. Track task success, factual or policy errors, incomplete work, invalid tool calls, unsafe actions, and the amount of human correction required. A team that produces faster but less complete answers is not an improvement.
Measure latency at the workflow level
Record total time from request to final response, including routing, queueing, parallel fan-out, retries, and synthesis. Compare percentile latency, not only an average, because a slow specialist or retry path can dominate user experience.

Measure full cost
Include input and output tokens for every agent, tool-call charges, duplicated context, evaluator calls, storage, and orchestration infrastructure. Parallelism can increase total consumption even when wall-clock time falls. OpenAI’s deployment guidance recommends comparing quality, latency, and cost using direct tool calls as the baseline where appropriate; see the multi-agent documentation.
Test failure and disagreement paths
Include malformed worker output, timeouts, missing data, contradictory findings, duplicate actions, and a specialist that refuses or cannot complete its branch. Verify that the root agent can identify an absent result instead of treating silence as success.

Use a representative workload
A handful of ideal demonstrations can make any architecture look good. Include short and long tasks, ambiguous requests, peak concurrency, permission failures, and cases that should remain single-agent. Report the sample definition and evaluation date so later model or tool changes can be compared fairly.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Coordination costs and failure modes
Token and context duplication
Each specialist may receive instructions and background that another agent already saw. Large copied context raises cost and can introduce inconsistent interpretations. Pass the smallest sufficient artifact—such as a document identifier, extracted facts, or a typed record—instead of forwarding entire transcripts.
Routing errors
A router can send a request to the wrong specialist, or two specialists can both claim it. Use explicit route descriptions, confidence thresholds, and a safe fallback. Log the route decision and the evidence that triggered it so misroutes can be corrected.
Inconsistent policies
Specialists may apply different definitions of allowed actions, privacy, or escalation. Put non-negotiable controls outside individual prompts where possible, and give every agent the same canonical policy version. Restrict tools by role rather than trusting an instruction not to call them.
Conflicting results
Parallel workers can disagree because they saw different context, used different assumptions, or failed independently. Require evidence and confidence, then define an adjudicator: a deterministic rule, a designated reviewer agent, or a human. Never merge conflicting text by concatenation.
Duplicate or unsafe side effects
Retries and parallel workers can submit the same payment, ticket update, or message twice. Make side-effecting tools idempotent with request keys, separate planning from execution, and require confirmation for irreversible actions.

Best Value
Over-specialization
Too many narrow agents create a maze of routes and brittle interfaces. Merge specialists whose contracts, tools, and policies are effectively identical. A team should have fewer, clearer boundaries rather than a separate agent for every verb in the task description.
Illustrative architecture choices
Customer request that updates one account
A user asks to change a shipping address. One authenticated agent can verify identity, check order status, apply the permitted update, and confirm the result. A team would add little unless address changes require a separate approval policy or a distinct fraud-review branch.
Large codebase review
A root agent can assign independent workers to inspect security, performance, tests, and documentation. Each returns findings with file locations, severity, evidence, and suggested fixes. The root then removes duplicates, resolves disagreements, and produces one prioritized report. If all workers must edit the same files concurrently, use a controlled patch queue or keep editing under one owner.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Multi-domain support desk
A router can hand billing, technical, and account-access conversations to specialists because each has different tools and escalation rules. A manager pattern is preferable when one outer agent must maintain a uniform response format and audit trail across all domains.
Research synthesis
Parallel source collectors can work independently when their assignments are bounded. A synthesis agent should verify that claims include source links, distinguish evidence from inference, and flag missing coverage. Adding collectors without a rigorous synthesis step creates a longer answer, not a more reliable one.
Platform-specific notes for OpenAI implementations
OpenAI’s documentation describes manager-style agents-as-tools and handoffs as distinct ownership patterns, rather than requiring one universal architecture. The Responses Multi-agent documentation also describes a beta feature enabled with multi_agent.enabled. Availability, supported models, and configuration details can change, so verify the current documentation before depending on that feature in production: Responses Multi-agent.
These APIs are implementation options, not prerequisites for the architectural decision. The same criteria—independence, specialization, ownership, coordination cost, and measured outcomes—apply to other agent frameworks. Keep platform-specific routing and model choices behind interfaces so you can test a single-agent fallback.
A practical go/no-go checklist
- The one-agent baseline has a written contract and has been evaluated.
- Each proposed specialist owns a bounded task with a typed result.
- Parallel branches have no unresolved ordering or shared-write dependency.
- Different tools, policies, models, contexts, or output formats justify every split.
- Manager versus handoff ownership is explicit, including fallback behavior.
- Routing, retries, timeouts, idempotency, and disagreement handling are specified.
- Tracing captures every branch, tool call, decision, and final synthesis.
- A representative benchmark compares quality, latency, and total cost with one agent.
- A rollback path returns to the simpler design if the team fails its target.
Bottom line
Use one capable agent with well-designed tools for short, ordered, stateful, or single-bottleneck work. Use a team when independent branches can run concurrently or when a branch truly requires different capabilities, policies, context, or ownership. Select manager, handoff, or parallel patterns according to who should control the next response, then prove the choice with an end-to-end benchmark. There is no universal agent-count threshold; the winning architecture is the smallest one that improves measured results without hiding new coordination risk.
